The article presents a framework to address fisheries bycatch that builds on established methods in community engagement and collaboration, ocean policy governance, field-based interviews and quantitative bycatch analyses. Challenges resulting from several gaps in fisheries bycatch are discussed, including limited engagement with fisher communities, need for more robust analyses and lack of data.

The article discusses the collapse of the Bluefin tuna populations in the Western Atlantic. According to the authors fisheries managers ignored the advice of independent scientists to lower catch quotas. The tuna industry lobbied for adoption of a recruitment model which discounted some historical records of capacity which would allow higher quotas. The catch is now below the quota and the population could become extinct in the West. They recommend a moratorium on Bluefin tuna, insulating fisheries management from lobbying and mandated catches at scientifically recommended levels.

The article reports that with many ocean fish populations at unprecedented lows and declining, management should now emphasize population rebuilding. The U.S. assumed leadership here with the rebuilding provisions of the Sustainable Fisheries Act of 1996. Unfortunately, attacks by some in both Congress and the courts would cut the heart out of the act and take policy backwards. Currently the act mandates that federal fishery managers must adopt plans to end overfishing, and, within 10 years, rebuild depleted populations to levels that can support maximum sustainable yield.

Background: The issue of workplace lactation support has intensified due to the Affordable Care Act of 2010 (ACA) amendment of the Fair Labor Standards Act (FLSA) obliging employers to provide a reasonable break time for nursing mothers., Objectives: This objective of this study is to examine organizational policies on worksite lactation support as they relate to the new federal standards in state employees and within large state public and private universities., Methods: State laws were collected from National Conference of State Legislators. Policies for state employees and large public and private universities were collected via human resource or personnel administration websites. The policies were coded for content and compared to FLSA requirements. The presence of state law on lactation support and extent to which the organizational policies encompass FSLA were compared with state breastfeeding rates at 6 months., Results: After the ACA became effective in 2010, 33 state organizations, 36 state public universities, and 13 private universities issued the administrative notice and aligned their organizational policies with the federal requirements. Twenty-four states enacted worksite breastfeeding law prior to the 2010 federal law. Nineteen states with enacted worksite breastfeeding state laws also have lactation policies for state employees., Conclusion: States and universities vary in the presence of a formal, written lactation support policy for state employees. There was a significant correlation between State law and 6 months exclusive breastfeeding rates. Future research should investigate whether the federal law serves as stronger catalyst for organizational policies than does state law. Additionally, other policies such as paid maternity leave may also contribute to achieving the desired breastfeeding rates.

Water use and carbon exchange of a red oak-dominated (Quercus rubra L.) forest and an eastern hemlock-dominated (Tsuga canadensis L.) forest, each located within the Harvard Forest in north-central Massachusetts, were measured for 2 years by the eddy flux method. Water use by the red oak forest reached 4 mm day(-1), compared to a maximum of 2 mm day(-1) by the eastern hemlock forest. Maximal carbon (C) uptake rate was also higher in the red oak forest than in the eastern hemlock forest (about 25 versus 15 micromol m(-2) s(-1)). Sap flux measurements indicated that transpiration of red oak, and also of black birch (Betula lenta L.), which frequently replaces eastern hemlock killed by hemlock woolly adelgid (Adelges tsugae Annand.), were almost twice that of eastern hemlock. Despite the difference between species in maximum summertime C assimilation rate, annual C storage of the eastern hemlock forest almost equaled that of the red oak forest because of net C uptake by eastern hemlock during unusually warm fall and spring weather, and a near-zero C balance during the winter. Thus, the effect on C storage of replacing eastern hemlock forest with a forest dominated by deciduous species is unclear. Carbon storage by eastern hemlock forests during fall, winter and spring is likely to increase in the event of climate warming, although this may be offset by C loss during hotter summers. Our results indicate that, although forest water use will decrease immediately following eastern hemlock mortality due to the hemlock woolly adelgid, the replacement of eastern hemlock by deciduous species such as red oak will likely increase summertime water use over current rates in areas where hemlock is a major forest species.

Fishers, scientists, and resource managers have made substantial progress in reducing bycatch of sea turtles, seabirds, and marine mammals through physical modifications to fishing gear. Many bycatch-avoidance measures have been developed and tested successfully in controlled experiments, which have led to regulated implementation of modified or new fishing gear. Nevertheless, successful bycatch experiments may not translate to effective mitigation in commercial fisheries because experimental conditions are relaxed in commercial fishing operations. Such a difference between experimental results and real-world results with fishing fleets may have serious consequences for management and conservation of protected species taken as bycatch. We evaluated preimplementation experimental measures and postimplementation efficacy from primary and gray literature for three case studies: acoustic pingers that warn marine mammals of the presence of gill nets, turtle excluder devices that reduce bycatch of turtles in trawls, and various measures to reduce seabird bycatch in longlines. Three common themes to successful implementation of bycatch reduction measures are long-standing collaborations among the fishing industry, scientists, and resource managers; pre- and postimplementation monitoring; and compliance via enforcement and incentives.
