The incineration of municipal solid waste (MSW) produces byproducts known as MSW incineration (MSWI) ash. The reuse of MSWI ash as a construction material prevails in several areas of the world, namely Europe and Asia, however, reuse in the United States (US) lags due to regulatory requirements for disposal practices. Developing a recycling program for MSWI ash provides an alternative end-of-life disposal scenario for material currently landfilled and supplements the reliability of mining of natural aggregates. This study provides a programmatic review of the past decade of challenges and opportunities a local government in the US has experienced to implement a recycling program for their MSWI bottom ash (BA) as a construction aggregate in road materials, such as hot mix asphalt, concrete pavement, and road base. The regulatory and practical challenges in the U.S. are presented, including meeting mechanical and environmental performance requirements (e.g., strength and leaching-to-groundwater). The novel approach to overcoming these challenges include blending MSWIBA from two facilities with common aggregates, creating suitable construction materials. Interfacing with local and state agencies, such as the Department of Environmental Protection and Transportation resulted in additional testing to establish the MSWIBA as a beneficial use material and obtain essential approvals for advancing reuse opportunities. This paper synthesizes available data regarding the challenges, opportunities, and implementation of this recycling program by reviewing the experiences of an MSWI facility in the US to provide fundamental guidance to those considering similar applications. Implications: The reuse of municipal solid waste incinerator bottom ash (MSWIBA) lags in the United States (US) due to regulatory limitations and lack of precedence. This manuscript details the steps of a local government in the US to establishing a novel recycling program for their MSWIBA, including performance evaluation, regulatory interfacing, and outreach. This critical review provides a comprehensive document containing appropriate considerations required to implement similar MSWIBA recycling programs in the US and offers lawmakers, policymakers, and MSWI operators knowledge regarding opportunities and challenges associated with pursuing this avenue.

The summer of 2020 marked a shift in public perception of police brutality and racism in the United States. Following the police murder of George Floyd and ensuing social unrest, the appropriate role and function of the police in communities have been a frequent topic of debate. Of particular concern is the intersection of policing and mental health where we see a pattern of police using excessive force disproportionately against persons with disabilities, especially mental health disabilities (Autistic Self Advocacy Network, 2017). The introduction of race only exacerbates this disparity (Saleh et al., 2018). Given the realities of these mental health inequities, the aim of this scoping review is to explore first response models/programs that emphasize a therapeutic intervention as an alternative to policing. Seventeen articles were selected for inclusion in the review, six exploratory or experimental studies and 11 review or discussion articles. Using findings from the review, we offer recommendations to help reimagine this country's approach to emergency response. We urge psychologists and other health care providers to step out of the clinic and engage the community in the development of crisis responses for mental health emergencies that are therapeutic rather than inflammatory, healing rather than harming. A critical examination of the US Environmental Protection Agency's (US EPA's) Greenhouse Gas Reporting Program (GHGRP) database provided an opportunity for the largest evaluation to date of landfilled waste decomposition kinetics with respect to different US climate regimes. In this paper, 5-8 years of annual methane collection data from 114 closed landfills located in 29 states were used to estimate site-specific waste decay rates (k) and methane collection potentials (Lc). These sites account for approximately 9% of all landfills required to report GHG emissions to the US EPA annually. The mean methane collection potential (Lc) for the sites located in regions with less than 635 mm (25 in) annual rainfall was significantly (p<0.002) lower than the mean methane collection potential of the sites located in regions with more than 635 mm (25 in) annual precipitation (49 and 73 m3 methane Mg-1 waste, respectively). This finding suggests that a fraction of the in-place biodegradable waste may not be decomposing, potentially due to a lack of adequate moisture content of landfills located in arid regions. The results of this evaluation offer insight that challenges assumptions of the traditional landfill methane estimation approach, especially in arid climates, that all methane corresponding to the total methane generation potential of the buried solid waste will be produced. Decay rates showed a significant correlation with annual precipitation, with an average k of 0.043 year-1 for arid regions (< 508 mm (20 in) year-1), 0.074 year-1 for regions with 508-1,016 mm (20-40 in) annual precipitation, and 0.09 year-1 in wet regions (> 1,016 mm (40 in) year-1). The data suggest that waste is decaying faster than the model default values, which in turn suggests that a larger fraction of methane is produced during a landfill's operating life (relative to post-closure)., Competing Interests: The authors declare that they have no known competing financial interests or personal relationships that could have appeared to influence the work reported in this paper. Trace metals concentrations of 25 elements were determined for 22 subcomponents of biodegradable and non-biodegradable waste samples representing the United States municipal solid waste (MSW) stream collected during three separate waste sorts. The subcomponent trace metal concentrations and estimated composition results were used to predict trace metal concentrations present in the overall MSW stream along with MSW compost and waste to energy (WTE) ash, which were compared to health-based standards (i.e., US EPA regional screening levels) and to values previously reported in the literature. These estimates for potentially problematic elements like As and Sb could be attributed to abundant base materials in MSW, while other elements, such as Pb, were calculated at much lower concentrations than other published studies. This suggests that trace metals measured in actual MSW compost and WTE ash could originate not only from MSW base components but also from other sources, such as highly concentrated low-mass wastes (e.g., e-waste). While the removal of small quantity components with high metal concentrations may reduce concentrations of some potentially problematic metals (e.g., Pb), others (e.g., As and Sb) are likely to persist in quantities that impede reuse and recycling since they are present in the more abundant base MSW components (e.g., papers, plastics, organics). Despite evidence that racial and ethnic characteristics influence the impact of traumatic exposure on psychological health, little is known about how race and ethnic identity can alter, and possibly protect against, the effects of trauma on the psychiatric diagnoses of women. Therefore, the present study examined the moderating role of race/ethnicity and ethnic identity in the link between trauma exposure and psychiatric diagnosis for African American and Caucasian college women. Participants were a sample of 242 women from the Mid-Atlantic region of the United States who self-identified as African American or Black (31%) and European American or Caucasian (69%; M age = 19.5 years). Interviews were conducted over the phone to screen for trauma, followed by longer in-person interviews. Each of the interviewers was supervised, and interviews were reviewed to control for quality. Regression analyses revealed that the number of traumatic events was a stronger predictor of lifetime psychiatric diagnoses for Caucasian women. In addition, ethnic identity served as a protective factor against trauma exposure among participants. The findings suggest that ethnic identity is a relevant buffer against potential psychiatric diagnoses as result of exposure to traumatic events for both Caucasian and African American women.

National generation estimates for seven material types in the construction and demolition debris stream are regularly published in the United States. However, the quantities of these materials in different end-of-life management pathways are not published or otherwise made available. Quantification of end-of-life management pathways is useful for identifying approaches to decrease disposal and increase material recovery. An issue for construction and demolition debris is that data needed for a nationwide estimate of management pathways are not tracked in a single system. We propose and outline a method that draws on a combination of data sources, including nationwide generation estimates, state data, industry association data, and recovery facility reports. Capturing the available data and using the proposed method, we can estimate what end-of-life pathways are used for the seven materials in the US Environmental Protection Agency's annual reports of CDD generation (steel, wood products, drywall and plaster, brick and clay tile, asphalt shingles, concrete and asphalt concrete), and five additional materials managed within the CDD waste stream (carpet, plastic, glass, cardboard and organics). Method results indicate that the vast majority of CDD concrete and asphalt pavement, which in 2014 constituted ∼78% of the overall mass of the stream's components, were reclaimed for use, primarily in road projects. A significant opportunity for material recovery still exists for the remaining ∼22% of the stream. Relatively little attention has been afforded to protective factors for community-level risks among non-urban populations. This study examined the extent to which traditional cultural attitudes and behaviors of 137 African American adolescents (ages 12-17) from a rural community moderated the relationship between perceived community disorganization and substance use behaviors. Results from hierarchical linear regression revealed that traditional cultural attitudes and behaviors were differentially related to community disorganization and adolescent substance use. In terms of protective influences, religious beliefs and practices and traditional family practices moderated the effect of community disorganization on substance use. Specifically, religious beliefs and practices demonstrated a protective-stabilizing effect as community disorganization increased; traditional family practices demonstrated a protective but reactive effect. Attitudes of cultural mistrust increased youth's susceptibility to substance use as community disorganization worsened--vulnerable and reactive. The findings underscore the importance of examining the link between cultural and contextual factors in an attempt to understand the etiology of substance use among rural African American adolescents.

The magnitude and composition of a region's construction and demolition (C&D) debris should be understood when developing rules, policies and strategies for managing this segment of the solid waste stream. In the US, several national estimates have been conducted using a weight-per-construction-area approximation; national estimates using alternative procedures such as those used for other segments of the solid waste stream have not been reported for C&D debris. This paper presents an evaluation of a materials flow analysis (MFA) approach for estimating C&D debris generation and composition for a large region (the US). The consumption of construction materials in the US and typical waste factors used for construction materials purchasing were used to estimate the mass of solid waste generated as a result of construction activities. Debris from demolition activities was predicted from various historical construction materials consumption data and estimates of average service lives of the materials. The MFA approach estimated that approximately 610-78 × 10(6)Mg of C&D debris was generated in 2002. Although phased out of many residential uses in the United States, the disposal of CCA-treated wood remains a concern because significant quantities have yet to be taken out of service, and it is commonly disposed in landfills. Catastrophic events have also led to the concentrated disposal of CCA-treated wood, often in unlined landfills. The goal of this research was to simulate the complex chemical and biological activity of a construction and demolition (C&D) debris landfill containing a realistic quantity of CCA-treated wood (10% by mass), produce leachate, and then evaluate the arsenic, copper, and chromium concentrations in the leachate as an indication of what may occur in a landfill setting. Copper concentrations were not significantly elevated in the control or experimental simulated landfill setting (alpha = 0.05). However, the concentrations of arsenic and chromium were significantly higher in the experimental simulated landfill leachate compared to the control simulated landfill leachate (alpha = 0.05, p < 0.001). This indicates that disposal of CCA-treated wood with C&D debris can impact leachate quality which, in turn could affect leachate management practices or aquifers below unlined landfills.
