The present study analyses efficiency of Mandi Boards i.e. Uttar Pradesh State Agricultural Produce Market Board (UPSAPMB) and Punjab Mandi Board (PMB) using two models — Panel DEA and Bootstrapping Panel DEA Approach. These two models are DEA-CCR and DEA-BCC. The study utilises panel data for 18 years (from 2000-01 to 2017-18), to examine the relative role of dimensions i.e., administrative and developmental overheads in determining the efficiency of respective Mandi board i.e. UPSAPMB and PMB. The data on administrative and developmental overheads has been obtained from UPSAPMB and PMB, respectively. Further, all monetary variables were deflated by GDP deflator at constant prices of 2004-05. The findings of the study revealed that there has been a general decline in the efficiency of UPSAPMB. On the contrary, PMB shows higher efficiency during the study period compared to UPSAPMB, with few exceptions of decline in CRS and Scale efficiency. The study also reconfirms the literary evidence of a more stable outcome under the bootstrap approach. The findings of the study will be helpful to the respective administrators and authorities of concerned state boards to introspect their performance level. [ABSTRACT FROM AUTHOR]
