KELLOGG'S DINER is a chrome and white building that sits at the corner of Union and Metropolitan Avenues in Williamsburg. It closed for a major makeover last spring and will finally reopen this week -- not a moment too soon. For months, curious residents have pressed their faces against its windows to watch the progress. But local reaction to the renovation, which features a new sign, a shinier chrome exterior, a flat-screen television and a full bar, contains an element of the unexpected.
