Abstract: Ocean sustainability entails the management of marine ecosystems and their services. Monitoring and evaluation of the health of the sea is challenged by the complexity of the marine environment, whose multitude and interconnected aspects, together with the lack of comprehensive models, make the understanding of its functioning a very arduous endeavour. Observations are costly and time-consuming. For this reason, a European joint action, named Science for Good Environmental Status, tested a new approach to monitor and evaluate effectively the state of health of the sea. This approach is based on the identification of driving physical processes that are present in the sea basins and directing the observation strategy to be designed on the basis of preliminary space–time information and patterns. The proof-of-concept of this approach has been implemented offshore of the Belgian coast in an attempt to achieve ecosystem assessments with targeted data collection methods requiring a reduced combination of variables. The proposed approach can impact monitoring activities implemented by those countries aiming to fulfil the requests of the European Marine Strategy Framework Directive. Abstract: The interannual variability of the physical properties of the shelf waters in Sardinia, western Mediterranean Sea, is studied by using hydrological data gathered during three oceanographic cruises: two in late summer of 2019 and 2021 respectively and another one in early autumn of 2020. The data consist of vertical profiles of salinity and potential temperature acquired by a multiparametric probe for a total of 171 casts performed along a set of transects extending from the nearshore to the continental slope, up to the depth of 200 m. Satellite remote sensing and numerical modelling oceanographic products support the phenomenological analysis. Atlantic Water, characterised by low salinity signatures (S<37.0), is detected in the surface waters of the southwestern shelf areas, induced by the Algerian Eddies, and with differences between years. It is also observed on the southern-eastern and north-eastern shelf areas of Sardinia, mainly driven by the interaction with large-scale circulation features like the southeast Sardinia Gyre and the Bonifacio Gyre. An upwelling phenomenology is identified as one of the major features of the coastal circulation on the western shelf area. 10. A study on the sea level variations and the 'Milghuba' phenomenon in the coastal waters of the Maltese Islands

Abstract: The phenomenology, generation and associated dynamics of short period seiche oscillations observed along the northern coast of the Maltese Islands are studied from a set of densely sampled, long term hydro-meteorobgical observations made at a permanent sea level gauge, together with simultaneous observations of bottom pressure recordings at offshore positions and across the Malta Channel. This coastal seiche, known locally as the 'milghiibd, manifests itself in conjunction with the occurrence of mesoscale atmospheric gravity waves travelling in the lower troposphere. The associated open sea waves excite the water bodies of the various inlets, bays and harbours into resonant osculations which reach a range ofup to lmin Melfeha Bay. Numerical experiments based on the free surface, non-linear Princeton Ocean Model (POM) in 2D mode explain the response characteristics of two adjacent wide-mouthed open embayments. The seiche-induced barotropic circulation and impact on the flushing ofMellieha Bay are studied by means of an advection-diffusion scheme implemented within POM. Sea level signals on the synoptic, planetary wave and seasonal scales dominate the residual spectrum A multiple regression model and a novel analytic technique based on the wavelet transform provide in combination a very effective means of studying the composition ofthe sea level signal and the dependence of its variability in time on one or more correlated parameters. Atmospheric pressure is the predominant factor determining the sea level variability at frequencies lower than 0.75cpd. In the upper synoptic frequency (0.3 < f < 0.5cpd) the response is very close to isostatic, with an average gain of 0.7. At other frequencies the overall response is non-isostatic implying that other factors besides mesoscale atmospheric pressure forcing contribute to the sea level variability. On account of the station's position close to the latitudinal axis of the Strait of Sicily, these signals are important in understanding the control ofthe Strait on intra-basin exchanges. Seasonal changes in the mean sea level show a major minimumin March and a major maximum towards the last months ofthe year. Abstract: The presence and interannual variability of water masses on the continental shelf surrounding the island of Sardinia are described from three multidisciplinary cruises carried out in September 2019, late August 2020 and September 2021 in the framework of the IDMAR project. A multiparametric probe acquired CTD data along vertical profiles at a total of 166 casts located from the near-shore to the continental slope, between the surface and 300 m depth. The analyses of these observations are for the first time identifying the water mass phenomenology on the Sardinia shelf characterized by the presence of the Atlantic Water at the surface. It shows an unusually low salinity < 37.0 at 35 m on the south-western approaches, detected during the cruises in 2019 and 2021, and driven by the Algerian eddies. On the southern and eastern shelf, the presence of the Atlantic Water is marked by a salinity of about 38.0, and the water column is affected by the temporal and spatial variability of the South East Sardinia Gyre. Abstract: Local and global anthropogenic pressures due to climate change and to local uses and activities are exerting significant cumulative impacts to greater extents of the oceans and seas. Coastal ecosystems are particularly threatened by the intensity and coexistence of several marine uses and pressures, including sewage and urban constructions, tourism, ship traffic, fisheries and aquaculture. Assessment of pressures and the identification of mitigation measures are key urgent actions, as already highlighted by the EU Marine Strategy Framework Directive and the United Nations Sustainable Development Goal 14. The aim of this work, developed within the Interreg-Med project SHAREMED, is to systematize existing knowledge on threats and pollution, including those of transboundary origin, for long term strategies and common action marine spatial planning, jointly developed with stakeholders. The quest is to assess coexisting environmental threats, and their propagation in space and time, at proper spatial and temporal scales, according to the type and action of each stressor (i.e. global vs. local). Cumulative pressures are tackled within a dedicated Atlas comprising three sub-basinsins of the Mediterranean Sea: the North Adriatic Sea, the Sicilian Channel and the North-Western region. The Atlas integrates information generated at the best available resolutions by 1) in-situ sampling, 2) remote observations, 3) numerical models, and 4) focusing on target ecosystems and habitat forming species. These sub-basins are subjected to multiple local and larger scale (e.g. climate) pressures that propagate in space and time, and across political boundaries, that need to be addressed through coordinated actions, based on evidence-rooted common understanding. Abstract: Employed for over a century, the traditional way of monitoring sea level variability by tide gauges – in combination with modern observational techniques like satellite altimetry – is an inevitable ingredient in sea level studies over the climate scales and in coastal seas. The development of the instrumentation, remote data acquisition, processing, and archiving in the last decades has allowed the extension of the applications to a variety of users and coastal hazard managers. The Mediterranean and Black seas are examples of such a transition – while having a long tradition of sea level observations with several records spanning over a century, the number of modern tide gauge stations is growing rapidly, with data available both in real time and as a research product at different time resolutions. As no comprehensive survey of the tide gauge networks has been carried out recently in these basins, the aim of this paper is to map the existing coastal sea level monitoring infrastructures and the respective data availability. The survey encompasses a description of major monitoring networks in the Mediterranean and Black seas and their characteristics, including the type of sea level sensors, measuring resolutions, data availability, and existence of ancillary measurements, altogether collecting information about 240 presently operational tide gauge stations. The availability of the Mediterranean and Black seas sea level data in the global and European sea level repositories has been also screened and classified following their sampling interval and level of quality check, pointing to the necessity of harmonization of the data available with different metadata and series in different repositories. Abstract: The Mediterranean Sea is a prominent climate-change hot spot, with many socioeconomically vital coastal areas being the most vulnerable targets for maritime safety, diverse met-ocean hazards and marine pollution. Providing an unprecedented spatial and temporal resolution at wide coastal areas, high-frequency radars (HFRs) have been steadily gaining recognition as an effective land-based remote sensing technology for continuous monitoring of the surface circulation, increasingly waves and occasionally winds. HFR measurements have boosted the thorough scientific knowledge of coastal processes, also fostering a broad range of applications, which has promoted their integration in coastal ocean observing systems worldwide, with more than half of the European sites located in the Mediterranean coastal areas. In this work, we present a review of existing HFR data multidisciplinary science-based applications in the Mediterranean Sea, primarily focused on meeting end-user and science-driven requirements, addressing regional challenges in three main topics: (i) maritime safety, (ii) extreme hazards and (iii) environmental transport process. Additionally, the HFR observing and monitoring regional capabilities in the Mediterranean coastal areas required to underpin the underlying science and the further development of applications are also analyzed. The outcome of this assessment has allowed us to provide a set of recommendations for future improvement prospects to maximize the contribution to extending science-based HFR products into societally relevant downstream services to support blue growth in the Mediterranean coastal areas, helping to meet the UN's Decade of Ocean Science for Sustainable Development and the EU's Green Deal goals. more...

Abstract: Due to the semi-enclosed nature of the Mediterranean Sea, natural disasters and anthropogenic activities impose stronger pressures on its coastal ecosystems than in any other sea of the world. With the aim of responding adequately to science priorities and societal challenges, littoral waters must be effectively monitored with high-frequency radar (HFR) systems. This land-based remote sensing technology can provide, in near-real time, fine-resolution maps of the surface circulation over broad coastal areas, along with reliable directional wave and wind information. The main goal of this work is to showcase the current status of the Mediterranean HFR network and the future roadmap for orchestrated actions. Ongoing collaborative efforts and recent progress of this regional alliance are not only described but also connected with other European initiatives and global frameworks, highlighting the advantages of this cost-effective instrument for the multi-parameter monitoring of the sea state. Coordinated endeavors between HFR operators from different multi-disciplinary institutions are mandatory to reach a mature stage at both national and regional levels, striving to do the following: (i) harmonize deployment and maintenance practices; (ii) standardize data, metadata, and quality control procedures; (iii) centralize data management, visualization, and access platforms; and (iv) develop practical applications of societal benefit that can be used for strategic planning and informed decision-making in the Mediterranean marine environment. Abstract: Local and global anthropogenic pressures due to climate change and to local uses and activities are exerting significant cumulative impacts to greater extents of the oceans and seas. Coastal ecosystems are particularly threatened by the intensity and coexistence of several marine uses and pressures, including sewage and urban constructions, tourism, ship traffic, fisheries and aquaculture. Assessment of pressures and the identification of mitigation measures are key urgent actions, as already highlighted by the EU Marine Strategy Framework Directive and the United Nations Sustainable Development Goal 14. The aim of this work, developed within the Interreg-Med project SHAREMED, is to systematize existing knowledge on threats and pollution, including those of transboundary origin, for long term strategies and common action marine spatial planning, jointly developed with stakeholders. The quest is to assess coexisting environmental threats, and their propagation in space and time, at proper spatial and temporal scales, according to the type and action of each stressor (i.e. global vs. local). Cumulative pressures are tackled within a dedicated Atlas comprising three sub-basinsins of the Mediterranean Sea: the North Adriatic Sea, the Sicilian Channel and the North-Western region. The Atlas integrates information generated at the best available resolutions by 1) in-situ sampling, 2) remote observations, 3) numerical models, and 4) focusing on target ecosystems and habitat forming species. Abstract: 10 Mediterranean Operational Network for the Global Ocean Observing System (MONGOOS) Workshop, 10 Years of Operational Oceanography in the Mediterranean Sea - Towards a Full Ocean Data Integration, 26-27 October 2021, Scientific research priorities and the need for assessing the marine environmental status and appropriately manage natural resources have encouraged the development of multidisciplinary and a wide range of observing capabilities, ranging from discrete in situ sampling to the use of large scale satellite remote sensing. In addition, long-term efforts have been made by the EU as well as by international organisations (EMODnet, Copernicus, OBIS, IODE, Reef Check ¿) to collect, harmonise and make data and information available to different types of end-users. However, due to the complex and rapidly changing dynamics of marine ecosystems, current monitoring procedures in the Mediterranean need to be revised to address current and most urgent environmental threats. The Interreg Med project SHAREMED (Sharing and enhancing capabilities to address environmental threats in the Mediterranean Sea) organized a virtual workshop aimed to share knowledge on the state of the art of observation systems and to identify the main environmental threats in the Mediterranean Sea. Leading representatives of major international projects and initiatives in marine observation systems and relevant to address the main environmental threats the Mediterranean Sea participated in the workshop. Also, a wide range of stakeholders (research institutions, national, regional and local authorities, NGOs) across the Mediterranean region attended the online workshop while others were contributed through a SHAREMED online survey. The information gathered helped to compare data and information available from current observation systems with the needs to address present and future threats, and thus to identify and prioritise gaps that should be addressed in designing a future transnational joint observation system. The outcomes of the SHAREMED stakeholder consultation highlighted the need to improve, upgrade and integrate physical, biological and chemical observations and assessment systems to cover from high-resolution/small-scale to large scale processes. Abstract: In the last decade, several initiatives have been taken at a European level to adopt the Marine Strategy Framework Directive (MSFD) by promoting coordination and stimulating integrated actions leading to consistent views on its final goal: the achievement of good environmental status (GES). In its holistic approach, the MSFD fully acknowledges the complexity and variability of marine ecosystems and demands constant scientific support for its actual implementation. Recently, the Joint Programming Initiative on “Healthy and Productive Seas and Oceans” (JPI Oceans) launched the joint action “Science for Good Environmental Status” (Science4GES), building on the contribution of different scientific disciplines and communities to better fulfill the scope of the MSFD. In this paper we illustrate and discuss a few crucial aspects of endeavors to implement the MSFD specifically implied in the definition of the metrics for the 11 descriptors and GES in its complexity, as well as improving the strategy governing its implementation. Abstract: This paper presents major gaps and challenges for implementing the UN Decade of Ocean Science for Sustainable Development (2021-2030) in the Mediterranean region. The authors make recommendations on the scientific knowledge needs and co-design actions identified during two consultations, part of the Decade preparatory-phase, framing them in the Mediterranean Sea’s unique environmental and socio-economic perspectives. According to the ‘Mediterranean State of the Environment and Development Report 2020’ by the United Nations Environment Programme Mediterranean Action Plan and despite notable progress, the Mediterranean region is not on track to achieve and fully implement the Sustainable Development Goals of Agenda 2030. Key factors are the cumulative effect of multiple human-induced pressures that threaten the ecosystem resources and services in the global change scenario. The basin, identified as a climate change vulnerability hotspot, is exposed to pollution and rising impacts of climate change. This affects mainly the coastal zones, at increasing risk of extreme events and their negative effects of unsustainable management of key economic assets. Transitioning to a sustainable blue economy is the key for the marine environment’s health and the nourishment of future generations. This challenging context, offering the opportunity of enhancing the knowledge to define science-based measures as well as narrowing the gaps between the Northen and Southern shores, calls for a joint (re)action. The paper reviews the state of the art of Mediterranean Sea science knowledge, sets of trends, capacity development needs, specific challenges, and recommendations for each Decade’s societal outcome. In the conclusions, the proposal for a Mediterranean regional programme in the framework of the Ocean Decade is addressed. Abstract: Scientific research priorities and the need for assessing the marine environmental status and appropriately manage natural resources have encouraged the development of multidisciplinary and a wide range of observing capabilities, ranging from discrete in situ sampling to the use of large scale satellite remote sensing. In addition, long-term efforts have been made by the EU as well as by international organisations (EMODnet, Copernicus, OBIS, IODE, Reef Check ¿) to collect, harmonise and make data and information available to different types of end-users. However, due to the complex and rapidly changing dynamics of marine ecosystems, current monitoring procedures in the Mediterranean need to be revised to address current and most urgent environmental threats. The Interreg Med project SHAREMED (Sharing and enhancing capabilities to address environmental threats in the Mediterranean Sea) organized a virtual workshop aimed to share knowledge on the state of the art of observation systems and to identify the main environmental threats in the Mediterranean Sea. Leading representatives of major international projects and initiatives in marine observation systems and relevant to address the main environmental threats the Mediterranean Sea participated in the workshop. Also, a wide range of stakeholders (research institutions, national, regional and local authorities, NGOs) across the Mediterranean region attended the online workshop while others were contributed through a SHAREMED online survey. The information gathered helped to compare data and information available from current observation systems with the needs to address present and future threats, and thus to identify and prioritise gaps that should be addressed in designing a future transnational joint observation system. Abstract: The governance of our common Mediterranean Sea in the present circular scenario requires an adaptable co-owned plan of actions, interconnecting science and innovation to policy, citizens and the environment, and addressing multiple dimension, from local to international. The BlueMed Implementation Plan provides a medium-term operational tool to develop sustainable Blue Economy in the Mediterranean area. Abstract: Spanning over a century, a traditional way to monitor sea level variability by tide gauges is - in combination with modern observational techniques like satellite altimetry - an inevitable ingredient in sea level studies over the climate scales and in coastal seas. The development of the instrumentation, remote data acquisition, processing and archiving in last decades allowed for extending the applications towards a variety of users and coastal hazard managers. The Mediterranean and Black seas are an example for such a transition - while having a long tradition for sea level observations with several records spanning over a century, the number of modern tide gauge stations are growing rapidly, with data available both in real-time and as a research product at different time resolutions. As no comprehensive survey of the tide gauge networks has been carried out recently in these basins, the aim of this paper is to map the existing coastal sea level monitoring infrastructures and the respective data availability. The survey encompasses description of major monitoring networks in the Mediterranean and Black seas and their characteristics, including the type of sea level sensors, measuring resolutions, data availability and existence of ancillary measurements, altogether collecting information about 236 presently operational tide gauge stations. The availability of the Mediterranean and Black seas sea level data in the global and European sea level repositories has been also screened and classified following their sampling interval and level of quality-check, pointing to the necessity of harmonization of the data available with different metadata and series at different repositories. Finally, an assessment of the networks’ capabilities for their usage in different sea level applications has been done, with recommendations that might mitigate the bottlenecks and assure further development of the networks in a coordinated way, being that more necessary in the era of the human-induced climate changes and the sea level rise. Abstract: Due to the semi-enclosed nature of the Mediterranean Sea, natural disasters and anthropogenic activities impose stronger pressures on its coastal ecosystems than in any other sea of the world. With the aim of responding adequately to science priorities and societal challenges, littoral waters must be effectively monitored with High-Frequency radar (HFR) systems. This land-based remote sensing technology can provide, in near real-time, fine-resolution maps of the surface circulation over broad coastal areas, along with reliable directional wave and wind information. The main goal of this work is to showcase the current status of the Mediterranean HFR network and the future roadmap for orchestrated actions. Ongoing collaborative efforts and recent progress of this regional alliance are not only described but also connected with other European initiatives and global frameworks, highlighting the advantages of this cost-effective instrument for the multi-parameter monitoring of the sea state. Coordinated endeavours between HFR operators from different multi-disciplinary institutions are mandatory to reach a mature stage at both national and regional levels, striving to: i) harmonize deployment and maintenance practices; ii) standardize data, metadata and quality control procedures; iii) centralize data management, visualization and access platforms; iv) develop practical applications of societal benefit, that can be used for strategic planning and informed decision-making in the Mediterranean marine environment. Such fit-for-purpose applications can serve for search and rescue operations, safe vessel navigation, tracking of marine pollutants, the monitoring of extreme events or the investigation of transport processes and the connectivity between offshore waters and coastal ecosystems. Abstract: The last known significant tsunami to have hit the Maltese islands was in 1908 following the magnitude >7 Messina earthquake. It is reported that the sea around Malta became agitated and water rushed up inland. Fortu- nately, there were no casualties. If such an event were to recur, the impact on today’s coastal urban development would be significantly higher. In recent years Malta’s seismic monitoring capabilities have been enhanced with the installation of the Malta Seismic Network and real-time earthquake location systems at the University of Malta thanks to SIMIT - a European funded Italy-Malta Operational Programme (2007–2013), and other projects. During the last year, a tsunami observation and simulation system has also been installed and is currently being tested as part of a second project nicknamed SIMIT-THARSY (Tsunami Hazard and Response System). The local seismic network consists of 6 permanent broadband seismic stations, with two more stations planned in the pipeline, and complemented with real-time data from regional networks. Abstract: The complex spatial and temporal variability of the surface layer of the Sicily Channel is investigated combining in-situ (Lagrangian drifter trajectories and float profiles) and satellite data (Absolute Dynamic Topography, Sea Level Anomaly, Sea Surface Temperature). Drifter and altimeter-derived data spanning the period 1993-2018 are used to describe: (i) the seasonal and decadal variations of the surface currents in the context of the Mediterranean basin-wide circulation, and (ii) the decadal reversals of the surface circulation in the adjacent Ionian Sea. Furthermore, the interannual variability of the significant mesoscale structures in the Channel is studied upon the concept of ‘optimal currents’, derived from the merging of the satellite-derived geostrophic currents and Sea Surface Temperature data in the period 2012-2016. These multi-sensor-derived currents improve the present-day altimeter estimates, retrieve the ageostrophic component of the circulation field and provide a high spatial (1/24◦ ) and temporal (daily) resolution adequate to describe in detail the quasi-permanent mesoscale structures. Moreover, the vertical structures and the hydrological characteristics of these mesoscale eddies are delineated using Argo float profiles. 50. Designing foresight for smart specialisation in the blue economy.

Abstract: Smart specialisation has led to the selection of priority areas in which European Member States are channelling research and innovation resources with the aim of building comparative advantage. The blue economy is one of these areas that promises to have significant innovation potential. However, implementing actionable business opportunities is a challenge for regions with different R&I capacities and resources. We integrate the use of foresight with the smart specialisation process to assist regions with the implementation of their strategies. Based on an analysis of the literature, we develop a framework that outlines the stages in a foresight exercise, from diagnosis and exploration of future innovation opportunities to implementation, that run parallel to the implementation of the smart specialisation process. In a future step, the foresight framework will be tested in six maritime regions in Europe in order to develop future scenarios for the sustainable development of the blue economy.
