Abstract

The British system of development control is time-consuming and uncertain in outcome. Moreover, it is becoming increasingly overloaded as it has gradually switched away from being centred on a traditional ‘is it an appropriate land-use?’ type approach to one based on multi-faceted inspections of projects and negotiations over the distribution of the potential financial gains arising from them. Recent policy developments have centred on improving the operation of development control. This paper argues that more fundamental issues may be a stake as well. Important market changes have increased workloads. Furthermore, the UK planning system's institutional framework encourages change to move in specific directions, which is not always helpful. If expectations of increased long-term housing supply are to be met more substantial changes to development control may be essential but hard to achieve.

54. Housing supply and planning delay in the South of England

Abstract

There is growing international interest in the impact of regulatory controls on the supply of housing The UK has a particularly restrictive planning regime and a detailed and uncertain process of development control linked to it. This paper presents the findings of empirical research on the time taken to gain planning permission for selected recent major housing projects from a sample of local authorities in southern England. The scale of delay found was far greater than is indicated by average official data measuring the extent to which local authorities meet planning delay targets. If these results are representative of the country as a whole, they indicate that planning delay could be a major cause of the slow responsiveness of British housing supply.

Abstract

There is a popular view that land use planning regulations (‘planning’) is hostile to both development and the development industry. Part of the reason for the prominence of this view is the homogenising of the notion of ‘planning’ and its reduction to development control. This paper argues that panning controls in the UK are far more sophisticated and, drawing upon empirical evidence of key property interests proposes a more complex and nuanced view of planning controls that, in large part, has the support of the developers and others.

Simplified Planning Zones (SPZs) were introduced under the Planning and Housing Act 10 years ago. They resemble the planning systems of some European counterparts and aimed to lift bureaucracy, and provide certainty and flexibility in the development process. There are currently only six zones with a further six being considered, probably due to the lack of clear policy guidance, and inadequate theory to support them.

Abstract

This paper develops a novel framework for analysing how planning became implicated in the Irish boom, bubble and bust years, as planners and politicians alike focused on generating positive visions for the future, whilst variously working to displace, defer and transfer the political tensions of the present. Empirically we focus on both national planning reforms and the high hopes for city regional planning in Cork Ireland after the publication of an innovative, non-statutory strategic plan in 2001. A decade or so later, the plan has faltered, unable to broker a sustained commitment to its core principles from all partners. The reasons for this, we argue, relate to the wider problems of planning in Ireland during the Celtic Tiger years, as an economic boom got translated into a property bubble, something that few officials cared to recognize or challenge publicly at the time. There were, however, doubters—but they were sidelined or vilified. Framing our analysis in terms of recent literature on soft spaces and post-politics, we argue that soft space planning for metropolitan Cork exposes deep-seated problems in Irish planning. Abstract

Even before the election of the new Scottish Parliament it was envisaged that land use regulation would develop asymmetrically north and south of the border with a Scottish emphasis on greater regional diversity in Government guidance, more coordination between disparate public bodies and greater local involvement in planning processes. This paper argues that expectations of a distinctive planning system are unlikely to be met. The policy direction plotted by the Labour Party both nationally and in Scotland points towards greater commodification and an emphasis on speed and efficiency in planning. There are also limits on the power of the Parliament itself from supra-national commitments and other constraints. Changes may actually bring the Scottish and English planning systems closer together. The likely impact may also have as yet unknown implications for national identity. [ABSTRACT FROM AUTHOR]

95. Quality Care and Cost-effectiveness: An Organized Approach to Problem Solving

Abstract

• The reflexive approach to rising hospital costs and decreased revenue is to balance the budget by curtailing expenses. This places budgetary limitations on personnel, supplies, and equipment and ultimately has an impact on the quality of care. An alternative approach is to modify traditional practice patterns so that quality is preserved and costs are reduced. We reviewed elective class I and II coronary artery bypass graft surgery on a cost basis to identify potential problems. High costs in blood and blood-product usage were identified. An in-depth analysis of practice patterns was conducted, and comparisons were made between data from our hospital and other institutions. Modifications that improved quality and reduced costs were designed. Blood and blood-product usage was reduced from an average of 9.2 U to 3.4 U per case, resulting in an estimated cost avoidance of $111 286 per year. No cost advantage was observed with the use of cell savers, membrane oxygenators, or automated coagulation analysis in these routine short pump run surgeries. Though not cost-effective, the cell saver did allow the salvage of 2 U of blood per case. Mediastinal drainage systems (Sorenson) as well as reeducation regarding the safe, albeit low, hematocrit (no transfusions for hematocrits above 25% [0.25]) were effective in eliminating unnecessary use of potentially dangerous and expensive blood products.(Arch Surg 1987;122:451-456)

100. Engagement and conflict in Hong Kong planning : a post-political inquiry

Abstract

Informed by the theory of post-politics, this PhD explores public engagement and conflict in Hong Kong planning. It seeks to develop a deeper understanding of the escalating antagonism in the city, as well as to improve theory by probing post-politics' applicability to a non-Western context. This thesis begins with an introduction to planning theory, particularly the emergence of post-politics as a popular lens in the analysis of contemporary planning practice. Hong Kong's political context and planning system are also reviewed. This leads onto a deeper investigation in Chapter 2 of how the city's situation may diverge from theory. Chapter 3 presents the methodology, with a particular focus on discourse analysis. The challenges brought about by Covid-19 and political changes in Hong Kong are also discussed. Chapter 4 to 6 contain my empirical findings. Chapter 4 concerns a land supply consultation exercise which aimed to achieve consensus. Drawing on post-politics' critique, it explores Hong Kong's tradition of "consensus politics" and studies the techniques the government had used to foreclose debate over the consultation period. Chapter 5 turns to those in resistance, with a focus on rural squatters in Hong Kong. Informed by concepts such as radical democracy and subjectivation, it investigates the construction of meanings and identities by different actors. Chapter 6 looks into the future by reflecting on the implications on resistance as the political space in Hong Kong tightens. In particular, it studies the issue of hope, tracing the shift of its location through different stages of resistance. Chapter 7 concludes. This thesis has identified the potential of the application of post-politics to non-Western contexts such as Hong Kong, as well as disparities that future studies should take into consideration. It covers two dimensions of post politics - as a governing technique and as a lens to analyse and inform resistance. I argue that this thesis can be taken both as a cautionary tale for the Hong Kong authorities and an inspiration for those in resistance.
