Untersucht wird die Kapazität von Nebenströmen auf Knotenpunkten, die - mit dem Verkehrszeichen 301 bzw. 306 sowie dem Verkehrszeichen 205 geregelt werden, - keine abknickende Vorfahrt aufweisen, - auf zweistreifigen Stadtstraßen liegen und - eigene Fahrstreifen für Linksabbieger auf der Hauptstraße besitzen. Aufbauend auf vorhandenen Untersuchungen werden Auswirkungen von Fahrzeugstrom- und Straßencharakteristiken auf die Kapazität von Nebenströmen sowie verschiedene Aspekte des unmittelbaren Verkehrsablaufs auf Vorfahrtknoten analysiert. Fahrzeugstrom- und Straßencharakteristiken, die zu einer verstärkten Pulkbildung in übergeordneten Fahrzeugströmen führen, ziehen im Vergleich mit zufälligem Verkehrsfluss eine Kapazitätserhöhung nach sich. Mit Hilfe eines erstellten Bewertungsschemas ist es möglich, die Auswirkungen auf die Kapazität von Nebenströmen zu quantifizieren. Um die Interaktionen zwischen einander untergeordneten Fahrzeugströmen bei der Kapazitätsberechnung zu berücksichtigen, werden - die Wahrscheinlichkeit für rückstaufreien Zustand, - die Zusammensetzung des Hauptstroms von kreuzenden Fahrzeugen und Linkseinbiegern sowie - die Berechnung der Kapazität von Mischströmen mit Hilfe von Simulationen untersucht. Zur Berechnung der Wahrscheinlichkeit für rückstaufreien Zustand wird ein vereinfachtes Verfahren dargelegt, das auf bereits vorhandene Arbeiten aufbaut. Für die Zusammensetzung des Hauptstroms von kreuzenden Fahrzeugen und Linkseinbiegern werden die Ansätze aus früheren Untersuchungen präzisiert, indem die Interaktionen zwischen einander vorfahrtrechtlich untergeordneten Fahrzeugströmen stärker berücksichtigt werden. Eine Präzisierung erfährt ebenfalls der Ansatz für die Berechnung der gemeinsamen Kapazität von Mischströmen in Nebenstraßenzufahrten. Hierbei wird gezeigt, dass die gegenseitigen Behinderungen von Fahrzeugen innerhalb von Mischströmen, im Vergleich mit dem bisherigen Ansatz, zu einer niedrigeren gemeinsamen Kapazität führen.

As a key element in the British government’s integrated transport policy, a comprehensive road safety strategy has as its focus casualty reduction targets for 2010. The strategy is presented in relation to ten themes and envisages addressing these through partnership with the relevant organisations and with road users in implementing new or enhanced policies for opening up or progressing further along twelve avenues of casualty reduction. The quantitative basis (in analysis of the likely effects of these policies, long term trends in casualty rates, and a range of possible levels and patterns of road use in 2010) is set out for advice to Ministers leading to their choice of casualty reduction targets for 2010 - 40 per cent fewer killed or seriously injured (including 50 per cent fewer children) and a 10 per cent lower rate of slightly injured per 100m vehicle-km than the averages for the five years 1994-1998. The same analysis provides a transparent basis for monitoring and periodic review of progress towards the targets. The strategy includes commitment to further research into various aspects of road safety, and these and other related research requirements are discussed.

Use of motor vehicles is a major contributor to accidental death and injury. Society's response involves government, business and a range of professions, as well as all of us as individuals. There are good reasons to expect the extent, effectiveness and cost-effectiveness of action throughout society to reduce death and injury in road accidents to be enhanced by such action being integrated within a road safety strategy, and by those concerned being motivated by being involved in the setting of challenging but achievable targets for casualty reduction. British experience with a national road casualty reduction target set in 1987 for the year 2000 has led to recent work within an integrated transport policy to develop a road safety strategy incorporating a casualty reduction target for the year 2010. The formulation of this strategy and the setting of the associated target is being based upon forecasts of how numbers of casualties would be likely to change by 2010 under various scenarios for use of the roads and without new action for casualty reduction, accompanied by assessment of the probable effectiveness of such new actions as are likely to be implementable between now and 2010. At the supranational level, the European Union has published a road safety strategy demonstrating how action at that level can add to what can be achieved by individual Member States and more locally. This is a step towards meeting the relevant requirements of the Treaty of European Union.

It is remarkable that all industrial nations have drastically reduced the number of serious work and road traffic accidents, but the number of accidents in the home and in leisure areas has either increased or is stagnating at a high level.
