Information about library service to American Indians is poorly documented and difficult to obtain because there has been so little of it. There have been no libraries for Indians because there were no books in Indian languages, and no one to read those in the English language. The governmental programs to educate Indian children have not failed entirely, but have only begun to meet the needs of all children. To narrow the search for library service to Indians requires a close study of the entire area of Indian education. There is a whole plethora of material on the subject of education, but little on the role played by libraries. To find out what has been done in the way of library service to Indians, particularly in the Southwest, letters were written to the state librarians of New Mexico, Arizona, Kansas, California and Colorado, and others concerned with Indian affairs. The information on existing services and programs which resulted from these inquiries is presented as the major portion of this paper. (Author/SJ)

There are four library systems in Utah which provide bookmobile library service; the Salt Lake County Library, Salt Lake City Library, San Juan County Library and Utah State Library Commission. This study is limited to bookmobile library service in Utah and to librarians who first began library service. The history of bookmobiles in Utah began in 1947 when Ruth Vine Tyler suggested the need for this type of library service to the Salt Lake County Library Board. The Board purchased the first bookmobile and it began serving the public in 1949. The second library to put bookmobiles into service was the Utah State Library Commission which purchased its first bookmobile in 1958. San Juan County was the third library to purchase a bookmobile in 1959. The Salt Lake City Library began bookmobile service in 1960. Today there are nineteen bookmobiles serving nineteen of the twenty-nine Utah counties. (Author/NH)

The objectives of the Four Corners Bookmobile project are to provide public library service related to the economic and social development and educational needs of the Indian reservations in northeastern Arizona by means of a mobile library unit. The implicit objectives are to make library service available and meaningful to people who are not accustomed to having books available in any great numbers and who are known for their strong oral traditions. Forty-one country libraries in Wales, Scotland and England were surveyed in 1970 in an attempt to establish current practice in the design and construction of mobile libraries. This report is the first step of the Branch and Mobile Libraries Group of the Library Association to establish standards for mobile library design and construction. The survey covers the overall dimensions of mobile libraries, the chassis, coachwork, external details, internal details, electrical system, heating and ventilation, and accessories. (Author/MM)

The two papers in this document are: (1) "Culture in the Craft" and (2) "Management Aspects of Mobile Libraries.""Culture in the Craft" reviews the problems of providing library services in Aberdeenshire, Scotland. Bookmobiles are used to serve library users that live in farms near the road. Other library users are served by a cooperative program that involves the readers desiring library materials to convene at one location such as a neighborhood farm or at the local post office. The paper "Management Aspects of Mobile Libraries" concentrates on the application of modern management techniques to improve library services. (Author/MM)

In the past year, the Alabama project has tried to find methods for linking the services of adult education and libraries with a total of approximately 400 adults in designated areas of Birmingham and Jefferson Counties. Specific objectives included the coordination of services, community agency referral, recruitment, feedback on utilization of materials, library interpretation, inter-agency cooperation, staff orientation and selection of materials. Gaining the support of local decision-makers was also considered to be basic to the success of the project. To achieve the objectives, an average of 50 teachers of the Adult Basic Education participated either directly or indirectly in a part of the year's program. The Birmingham Public Library, 16 branches, and five bookmobiles including the Jefferson County Free Library cooperated with the model center to make the service more effective. This report describes activities, analyzes data and explains what happened as a result of the coordination and/or services. All evidential materials are included in the latter half of the document. The Floyd County Board of Education, Prestonsburg, Kentucky, was one of four Appalachian sites selected to demonstrate the coordination of library and adult education services under a subcontract from the Appalachian Adult Education Center, funded by the Bureau of Libraries and Learning Resources. The ABE-initiated coordination of services has, since September 1972, demonstrated the possibilities of service to rural disadvantaged under educated adults. The objectives designed to demonstrate such services led to: provision of bookmobile services to ABE centers, materials to ABE classes, community referral services through both agencies, student orientation to library use, mail delivery of requested materials, use of readers' profiles to determine student needs, home visits to prospective clients, and case studies of the effects of the project on the target group. The project has demonstrated how these objectives can be coordinated by ABE and a public library to provide personalized, expanded, and effective services to disadvantaged adults. A school library service committee as an arm of the Tanganyika Library Service was established to improve school libraries to enable them to become a useful basic tool for teaching. The committee was faced from the beginning with the problem of how to develop school libraries with inadequate funds and insufficient manpower. The approach taken was to provide reasonably adequate library service in a few schools at first, and then expand the program to other schools. This would allow for efficient service in the selected area and would provide a model of what could be accomplished in other areas in the future. UNESCO assistance helped establish model school libraries in three regions, including a mobile school library service. Although the program is designed for all school libraries, scarce resources have limited the improvement efforts to secondary schools. (SJ)

A survey of rural areas in California, Oregon, Washington State, Idaho, and south Texas, this study investigated the lack and need of library and other information services for migrants and seasonal farmworkers. Research concentrated on community and library based information services. The overall recommendation of the document was that Survival Information Centers (SICs) be established in all major rural communities with larger farmworker populations. To effectively meet community needs, these centers must be independent of growers, and must be guided by the farmworkers themselves. The document also presented the migrants' perspective of existing libraries and their need for usually unavailable immediate and frequently bilingual information. An investigation of libraries' perspectives of services they offer revealed that services directed specifically toward migrants is almost nonexistent. Generally, information needs are filled by the crew boss, work contractor, or union. General library priorities for establishing SICs are given, along with a model. Evaluaton criteria for SICs listed the primary goal as that of developing an awareness and a concurrently increasing demand for information within the community. (KM)

Guidelines presented for public librarians to follow in their attempts to reach the rural disadvantaged youth are designed (1) to aid the youth in discerning and setting attainable goals, (2) to stimulate the naturally intelligent youth to use library facilities in furthering his education, and (3) to nurture general awareness and to enlarge the world of the rural young adult. There are 29 specific programs or techniques described to aid the librarian in helping the disadvantaged youth to reach the foregoing objectives. Also included in the document are excerpts from letters written by various library personnel which provide information on library programs and on problems and solutions. (BD)
