Abstract

The aim of this research is present the procedural steps from the scope of Federal Court of Accounts and Federal Supreme Court in accordance with the debate about decree 9450/2018, which instituted the National Labor Policy from the scope of Prison System, that allows the insertion, from the scope of Public hiring, of people deprived of liberty and egresses of Prison System, in the labor market and income generation. The Legal and Administrative debate in both Courts is the object of this research, aiming at explain if the referred decree is in accordance with what is provided by law 8666/93 or if extrapolate the determinationof the referred Bidding law. In addition, the methodology used is the experience report, whereas all the informations were derived by the Advocacy work engaged from the scope of Federal Court of Accounts, which allows the detailed knowledge of the theme, in order to help the readers in development of a reflexive comprehension about it. &nbsp, Este trabalho visa apresentar de forma detalhada os trâmites processuais no âmbito do Tribunal de Contas da União ”“ TCU e do Supremo Tribunal Federal ”“ STF que debateram a respeito do Decreto 9.450/2018, o qual instituiu a Política Nacional de Trabalho no âmbito do Sistema Prisional ”“ PNAT, a qual permite a inserção, no âmbito das contratações públicas, de pessoas privadas de liberdade e egressas do sistema prisional no mundo do trabalho e na geração de renda. O debate jurídico e administrativo em ambas as Cortes é o objeto deste trabalho, de modo a esclarecer se o referido Decreto está em consonância com o disposto na Lei 8.666/93 ou se extrapola as determinações da referida Lei de Licitações. Abstract

The latest progress in machine learning (ML) algorithms enabled to predict some steel physical properties previously modelled by linear regression (LR), such as the Ms temperature. Authors claimed that the performance given by ML models could improve the one of previous LR models, although they did not include fair comparisons. In this work, a large database was used to train different ML algorithms, whose Ms temperature predictions were compared to the ones of previous literature empirical models. ML methods were proved to require longer computational times and wider knowledge, while leading to similar results. Therefore, we recommend that ML methods are not always considered as the first option when trying to solve easy problems that can be modelled by LR techniques. more...
