Abstract

Across the press, academia, and the worlds of policy and practice, concerns abound about the possible impacts of the growing use of machine learning (ML) in children's social care (CSC) on individuals, families, and communities. Many express legitimate worries about how the depersonalising and de-socialising effects of trends toward the automation of CSC are harming the care environment and negatively altering the way frontline workers are able to engage with families and children. Others raise concerns about how these data-driven ML systems are merely reinforcing, if not amplifying, historical patterns of systemic bias and discrimination. Others, still, highlight how the mixed results of existing ML innovations are signalling widespread conditions of poor data quality and questionable data collection and recording practices. It is against this backdrop that What Works for Children’s Social Care (WWCSC) commissioned The Alan Turing Institute and the Rees Centre, University of Oxford to write this report on the research question “Is it ethical to use machine learning approaches in children’s social care systems and if so, how and under what circumstances?”. The findings we present here take some preliminary steps to providing an answer. We offer a three-tiered framework for thinking about the ethics of ML in CSC, encompassing ethical values, principles, and professional virtues and apply them to the specific circumstances of children's social care in England and technical details of ML. This research is informed by a range of methods – a literature review, an integrative examination of existing ethical frameworks in social care and ML, a stakeholder roundtable with 31 participants, and a workshop with 10 family members who have lived experience of children’s social care.

58. Organised Crime in - and from - Communist and Post-communist States

Abstract

While the physical gang fights so common in the 1990s are now rare in Russia, Russian organised crime (OC) has not disappeared. Rather, its nature has changed. For example, Russian criminals have a marked presence on the internet (cybercrime). Furthermore, Russian police officers have been replacing civilian OC groups in running protection rackets. But what of OC elsewhere in Communist and post-communist countries? This paper outlines its development in four post-communist and three Communist states, highlighting commonalities and differences, and suggesting structural reasons for these. It analyses the transnationalisation of crime from these countries, arguing that the collapse of Communism, globalisation, and the technological revolution are among the major factors explaining the growth of OC in and from these countries.

Abstract

The number of empirical studies on sexuality and intimate relationships in autistic people has grown over the last years with the increasing awareness that sexuality and intimate relationships are an important part of life and well-being for autistic people. Further, expression and enjoyment of sexuality is a fundamental, basic human right. This paper reports on needs for future research in this area based on the input of autistic adults, researchers, and other stakeholders (e.g., parents and professionals). Utilizing the nominal group technique, 65 individuals participated in eight groups in which they brainstormed on research questions they deemed most important. Responses were categorized into themes and ranked according to importance based on the level of priority attributed by participants. Findings suggest that future research should focus on developing ways to support sexual and relationship well-being and getting a better understanding of sexuality and relationships in autistic people. Also, attention was drawn to the need for studying the influence of stereotypical societal views, and stigma. Finally, the importance of participatory research to include perspectives of autistic people in research and practice was stressed. Lay Summary: Sexuality and romantic relationships are part of daily life for most people, including autistic people. For this study, groups of autistic people, professionals, and autism researchers discussed which research on autism, sexuality, and relationships is needed and can help autistic adolescents and adults. The group discussions revealed that more research is needed on how to support well-being relating to romantic relationships and sexuality in autistic people and how the people around them can contribute to this. Therefore, we also need to learn more about how autistic people of all ages and throughout their lives experience sexuality and relationships. Abstract

In many developed countries around the world residential care interventions for children and adolescents have come under increasing scrutiny. Against this background an international summit was organised in England (spring 2016) with experts from 13 countries to reflect on therapeutic residential care (TRC). The following working definition of TRC was leading: "Therapeutic residential care involves the planful use of a purposefully constructed, multi-dimensional living environment designed to enhance or provide treatment, education, socialization, support, and protection to children and youth with identified mental health or behavioural needs in partnership with their families and in collaboration with a full spectrum of community based formal and informal helping resources". The meeting was characterised by exchange of information and evidence, and by preparing an international research agenda. In addition, the outlines of a consensus statement on TRC were discussed. This statement, originally published in English and now reproduced in a Dutch translation, comprises inter alia five basic principles of care that according to the Work Group on Therapeutic Residential Care should be guiding for residential youth care provided at any time.

Abstract

A study to determine important dimensionless parameters associated with thermal stratification of a heated container of liquid, and the pressure history of its vapor, was performed. Analysis of the governing equations identified the modified Grashoff number, the modified Fourier number, and the interface number as the dominant dimensionless parameters associated with this process. A test program designed to verify the validity of these scaling parameters was executed. The quality of scaling was checked by comparing the dimensionless pressures and temperatures for scaled pairs of tests. Results indicate that the bulk liquid temperature, the surface temperature of the liquid, and the tank pressure can be scaled with the three dimensionless parameters. Some deviations were found in the detailed temperature profiles between the scaled pairs of tests.

Abstract

In new technique, primary objective to develop method to distribute uniformly-thin powder-metal-alloy layers between alternate fiber layers prior to consolidation. Involves use of sheets of frozen alloy powder. These laminae, interspersed with fiber mats, used to make metal/fiber composites. In addition to aerospace applications, this technique, appropriately modified, has potential in the manufacture of future automobile engines or components including molded ceramics.

Abstract

Offshore marine renewable energy installations (MREI) introduce structure into the marine environment and can locally exclude destructive, bottom trawl fishing. These effects have the potential to aid restoration of degraded seabed habitats but may be constrained by timescales of ecological succession following MREI construction, and the removal of infrastructure during decommissioning. To inform managers about appropriate decommissioning strategies, a 25 km cable and associated rock armouring (Wave Hub, UK), installed on rocky reef, was monitored up to 5 years post-deployment. The epibenthic Assemblage composition, and Number of taxa remained significantly different from surrounding controls, while Abundance was similar in all survey years between the cable and controls. Six morphotaxa showed four patterns of colonization on cable plots compared to the controls: (i) Early colonization, which remained in greater abundances (Porifera), (ii) early colonization, converging (Turf), (iii) slow colonization, converging Anthozoa and Vertebrata), and (iv) slow colonization, remaining lower in abundance (Tunicata and Echinodermata). The environmental relevance of this MREI is considered relatively benign as it covers 0.01% of the surrounding bioregion, appears to be supporting similar assemblages to the surrounding habitat, and exhibited minimal evidence of invasive species (three records of two non-native species). Abstract

This thesis is a literature review that explores holistic education and meditation in relation to affective and social development. Holistic education is a philosophy of education highlighting the importance of developing all parts of the human in order to reach our full potential and for living a fulfilling life. Learning theories are briefly discussed to gain an understanding of how holistic education is implemented. This thesis does not focus on all aspect of development supported by holistic education, but instead explores affective and social development through meditation. Spiritual development which include both affective and social development is also discussed shortly. Spirituality refers to the practice of transcending one’s self which develops through our perceptions of ourselves within the entirety of mankind. Affective development concerns the inner world of the person which includes emotions, perceptions, motivation, and caring. Social development encompasses how we form relationships, both internally, and through interactions with the outside world. In terms of psychology, meditation is defined as the practice of focusing one’s mind on a single point. Meditation is examined and discussed in terms of empathy, compassion, emotional regulation, relationships, spiritual and transcendent experience, and overall happiness. All of these terms can be seen as parts of affective and social development. The interconnected nature of developing these aspects is highlighted. Meditation is examined through scientific research which shows a positive correlation between meditation practice and the development of empathy, compassion, emotional regulation, relationships, spiritual and transcendent experience, and overall happiness. In order to bridge the gap between theory, scientific research and practice, examples of schools using meditation practice in the classroom are included.

Abstract

International audience; This paper describes the Third Public Data Release (DR3) of the Calar Alto Legacy Integral Field Area (CALIFA) survey. Sciencegrade quality data for 667 galaxies are made public, including the 200 galaxies of the Second Public Data Release (DR2). Data were obtained with the integral-field spectrograph PMAS/PPak mounted on the 3.5m telescope at the Calar Alto Observatory. Three different spectral setups are available, i) a low-resolution V500 setup covering the wavelength range 3745–7500 Å (4240-7140 Å unvignetted) with a spectral resolution of 6.0 Å (FWHM), for 646 galaxies, ii) a medium-resolution V1200 setup covering the wavelength range 3650–4840 Å (3650-4620 Å unvignetted) with a spectral resolution of 2.3 Å (FWHM), for 484 galaxies, and iii) the combination of the cubes from both setups (called COMBO), with a spectral resolution of 6.0 Å and a wavelength range between 3700-7500 Å (3700-7140 Å unvignetted), for 446 galaxies. The Main Sample, selected and observed according to the CALIFA survey strategy covers a redshift range between 0.005 and 0.03, spans the color-magnitude diagram and probes a wide range of stellar mass, ionization conditions, and morphological types. The Extension Sample covers several types of galaxies that are rare in the overall galaxy population and therefore not numerous or absent in the CALIFA Main Sample. All the cubes in the data release were processed using the latest pipeline, which includes improved versions of the calibration frames and an even further improved image reconstruction quality. In total, the third data release contains 1576 datacubes, including ∼1.5 million independent spectra. It is available at http://califa.caha.es/DR3.
