The present invention relates to in vivo methods for generating and detecting recombinant DNA sequences in bacteriophages or plasmids containing bacteriophage sequences, methods for generating hybrid genes and hybrid proteins encoded by these hybrid genes by the use of bacteriophages and plasmids containing bacteriophagesequences, bacteriophages and plasmids that can be used in these methods, and kits comprising appropriate bacterial host cells and bacteriophages or plasmids. DNA sequences for which these methods are relevant include protein-encoding and non-coding sequences.

This Data Collection Framework (DCF) coverage report was prepared by the Joint Research Centre (JRC) as part of an Administrative Arrangement with DG MARE. The purpose of the document is to provide an overview of the timeliness and completeness of the Member States data submissions to JRC in response to the call for economic data on fish processing industry concerning 2008-2011 issued by DG MARE under the DCF (Council Regulation No 199/2008). DG Mare called the DCF Data from Member States in the Mediterranean and Black Sea on 09 April 2013, defining the deadline of 3 June 2013 for data submissions from member states, under the Community Framework of Data Collection Regulation (DCR) (Council Regulation (EC) № 199/2008 of 25th February 2008). A second deadline specific for the Black Sea was established on 13 September 2013. The data call also defined a third deadline 3rd December 2013 for the submission of trawl and hydro acoustic surveys data for Mediterranean MS. The purpose of this report is to evaluate the data submitted by the Member States in response to the official data call on Fishing Effort Regimes as released by DG MARE. The data submitted to JRC were used by the Scientific, Economic and Technical Committee for Fisheries (STECF) and the experts on the Expert Working Groups (EWGs) 13-06 and 13-13 in order to produce two reports on Evaluation of Fishing Effort Regimes in European Waters. The data was requested under the framework of the Data Collection Regulation (DCR); cf. Council regulation (European Commission (EC) No 199/2008 of 25th February 2008). However, the definitions of this data call can be considered in excess of the DCF provisions in agreement with Member States to cover the needs for management advice apropriately., JRC.G.4-Maritime affairs

Designing control and enforcement strategies in the fisheries sector to ensure compliance with existing rules is intricate and often hampered by costs. The EU Sixth Framework Programme Project “Costs and benefits of Control Strategies” (COBECOS; https://cobecos.jrc.ec.europa.eu) tackled this impediment to successful fisheries control and enforcement schemes by developing computer based modelling approaches which help to optimise the cost/benefit ratio of envisioned control/enforcement strategies. This modelling framework is based on theory and empirical estimations aimed at answering questions such as: - What are the costs and benefits of increased enforcement effort in particular fisheries? - If compliance alters (exogenously) in certain fisheries what are the costs and benefits? - What are the impacts of increased penalties for violations of fisheries rules? - How do different control schemes compare when the cost of enforcement is taken into account? In order to test COBECOS using real scenarios, the Joint Research Centre in collaboration with the Swedish Agency for Marine and Water Management (SwAM), applied the COBECOS model to a selection of Swedish fisheries. One of the main deliverables of this project (lacking in the FP6 COBECOS) has been the production of a fully functioning user friendly software. This open source software allows the user to investigate the costs and the benefits of enforcement tools of various fisheries and management situations. It includes default functions but it is flexible enough to allow the user to introduce their own estimations, modify the parameters etc. if so wanted. The present document reports on the coverage and timeliness of the data submitted by the Member States during the 2013 call on fleet economic data, issued under the Data Collection Framework (DCF; (EC) No. 665/2008; Reference: MARE/A3/AC (2013)). This report does not evaluate the 2013 DCF data submitted by Member States against MS data requirements concerning their national programmes nor does it consider any derogation of MS data collection national programmes. Reporting requirements for Member States continued from last year’s call as data pertaining to DCF years (from 2008 onwards) were requested. Member States were able to resubmit revised/corrected data relating to previous years (2008-2010). Hence, figures for the years 2008 to 2010 in the current Annual Economic Report on the EU Fishing Fleet (published in September 2013) may not necessarily correspond to figures presented in the 2012 AER., JRC.G.4-Maritime affairs
