Abstract

In this report, we present the analysis of the different available biodiversity data streams at the EU and national level, both baseline biodiversity data and monitoring data. We assess how these biodiversity data inform and trigger policy action and identify the related challenges the different European countries and relevant EU agencies face and the solutions to overcome them. To do this, we consulted with more than 350 expert stakeholders from policy, research and practice. The assessment identified a fragmented biodiversity data landscape that cannot currently easily answer all relevant policy questions. Quantity and quality of biodiversity baseline datasets differ for the different countries, ranging from non-existent biodiversity monitoring due to capacity issues, to regular monitoring of ecosystem processes and state. By engaging stakeholders and experts in both member states and non-member states and from several EU bodies, we identified key challenges and ways to address these with targeted solutions towards building a joint European Biodiversity Monitoring Network. Solutions include focussing on cooperation and coordination, enhanced data standardisation and sharing, as well as the use of models and new technologies. These solutions can however only be realised with dedicated funding and capacity building, in coordination with all stakeholders in partnership.

Abstract

Global Navigation Satellite System (GNSS) provides autonomous positioning, navigation, and timing services worldwide. It is also a key space-geodetic technique in many areas of science, such as quantification of global-scale geodynamical phenomena, realization of the International Terrestrial Reference System, or studies on the space weather and atmosphere. Thanks to the continuously operational GNSS, long-term trends of total electron content or precipitable water vapor can be acquired globally and studied subsequently. The era of modern smartphones, running on Android version 7.0 and higher, facilitates nowadays acquisition of raw dual-frequency GNSS measurements from multiple constellations. This paves the way for GNSS community data to be potentially exploited for precise positioning, GNSS reflectometry or geoscience applications at large. Although with lower measurement quality compared to traditional sources of GNSS data, an expansion of ground-based networks of fixed geodetic GNSS receivers with GNSS-capable smartphones would form an interesting source of complementary information for various studies relying on GNSS observations. The ongoing progress in this domain may result in the future in the performance of such smart devices reaching the level of receivers and antennas utilized for atmospheric monitoring. The continuously expanding global GNSS infrastructure along with the enormous volume of prospective GNSS community data bring, however, major challenges related to data acquisition, its storage, and subsequent processing for deriving various parameters of interest. The same applies to the analysis and fusion of auxiliary indices and models with such huge and heterogeneous data sets, requiring a dedicated approach in order to exploit this type of data in a thorough manner and fully benefit from such a concept. Machine Learning (ML) in high-performance computing environments tends to be an appropriate solution for addressing the aforementioned issues. In addition, such large data sets cannot be managed manually anymore, leading thus to the need for fully automated and sophisticated data processing pipelines. Application of Machine Learning Technology for GNSS IoT data fusion (CAMALIOT) is an ongoing ESA NAVISP project with activities covering acquisition of GNSS observations from modern smartphones and development of the dedicated infrastructure regarding GNSS processing and ML at scale based on both conventional and crowdsourced GNSS observations as well as auxiliary data sets and models related to troposphere and ionosphere. The crowdsourced campaign, conducted as a part of the project, drew attention of many people and resulted in huge amounts of GNSS data available for the analysis. This contribution provides an overview of the CAMALIOT project with information on the developed Android application for retrieving GNSS observations at scale from the modern generation of smartphones, status of the crowdsourcing campaign, data ingestion and processing, ML-based data quality control, GNSS analysis, and utilization of ML for spatial interpolation and forecasting in relation to ionosphere and troposphere. This contribution is complemented with methodology and results related to ionosphere and troposphere estimates based on smartphone data collected in the vicinity of geodetic receivers, with the latter used for deriving reference time series.

Abstract

This paper is a selective review of recent publications, focused on the economic value of public and special libraries which are treated separately, since context and organisational objectives differ widely for different types of libraries. Those who wish to further explore this topic will find many studies into the social value of libraries which establish their general "worth." A good place to start is Roswitha Poll's examination of ways of assessing economic value, social value, and outcomes for literacy, information retrieval, and academic and professional success (Poll 2003). An extensive bibliography of earlier work is given in Fitch and Warner (1997). Promising methods of evaluating the economic benefits of libraries and expressing them in financial terms are at last emerging.

Analysis of census data and 884 students' records in Inner London revealed that, regardless of ethnicity, students from more-advantaged social backgrounds performed better. Census measures strongly related to school performance were social class, educational qualifications, unemployment, and index of social deprivation. Abstract

This report describes the On-Line ERIC Project conducted jointly by the National Library of Australia and by IBM Australia Ltd. between March and May 1976. The Project involved a telecommunications network with video terminals and printers linking the National Library, the Royal Melbourne Institute of Technology Central Library, and Macquarie University Library to an IBM computer in Canberra. Citations from two and a half years of the ERIC data base were available through the Storage and Information Retrieval System (STAIRS) software package for on-line searching for three hours per day for three days each week for three months. Users from various backgrounds responded favorably to the system's interactive searching capability as revealed in the survey results. Retrieval costs in manual, batch, and on-line processing mode were compared. An instructional package of how to use STAIRS is included in the appendix. (Author/SC)
