Societal dependence on, and commercial and scientific exploitation of Earth-Oriented remote sensing from satellites is growing at an exponential rate. The comprehensive EU Copernicus programme provides a major contribution to the global effort, but even so, to achieve the necessary global and temporal coverage requires synergistic cooperation and associated interoperability of the Worlds sensors. For a user to exploit Earth Observation (EO) data there must exist confidence in data characteristics, quality and reliable delivery. Although long-term data records for climate may be the most demanding in nature, generation of analysis-ready operational data sets for applications, as diverse as food security to pollution monitoring, all require the user to have some quantitative level of confidence in the data and derived information. A long-term Calibration/Validation (Cal/Val) vision necessitates clear ownership and long-term funding. Delineating the roles of the European Commission (EC), space agencies and member states in long-term Cal/Val would provide clarity. It is clear that the space agencies have the responsibility to meet the mission requirement of their spaceborne instruments but long-term validation is often entrusted to interested parties bringing their own resources to the task. Furthermore, there is a critical need for Fiducial Reference Measurements (FRMs), acquired in operational mode, and comprehensive in coverage both spatially and temporally, to assure that the satellite product accuracies are met. This paper discusses the current status, gaps and challenges regarding long-term Cal/Val of EO satellites and recommends the creation of a European coordinating entity for satellite product calibration and validation. The proposed entity would be an integrative organization coordinating the European Cal/Val activities in partnership with the member states and the space agencies and working together with existing data providers to secure access to satellite

High-resolution satellite images of ocean color and sea surface temperature reveal an abundance of ocean fronts, vortices and filaments at scales below 10 km but measurements of ocean surface dynamics at these scales are rare. There is increasing recognition of the role played by small scale ocean processes in ocean-atmosphere coupling, upper-ocean mixing and ocean vertical transports, with advanced numerical models and in situ observations highlighting fundamental changes in dynamics when scales reach 1 km. Numerous scientific publications highlight the global impact of small oceanic scales on marine ecosystems, operational forecasts and long-term climate projections through strong ageostrophic circulations, large vertical ocean velocities and mixed layer re-stratification. Small-scale processes particularly dominate in coastal, shelf and polar seas where they mediate important exchanges between land, ocean, atmosphere and the cryosphere, e.g., freshwater, pollutants. As numerical models continue to evolve toward finer spatial resolution and increasingly complex coupled atmosphere-wave-ice-ocean systems, modern observing capability lags behind, unable to deliver the high-resolution synoptic measurements of total currents, wind vectors and waves needed to advance understanding, develop better parameterizations and improve model validations, forecasts and projections. SEASTAR is a satellite mission concept that proposes to directly address this critical observational gap with synoptic two-dimensional imaging of total ocean surface current vectors and wind vectors at 1 km resolution and coincident directional wave spectra. Based on major recent advances in squinted along-track Synthetic Aperture Radar interferometry, SEASTAR is an innovative, mature concept with unique demonstrated capabilities, seeking to proceed toward spaceborne implementation within Europe and beyond.

The first eXpendable BathyThermographs (XBTs) were deployed in the 1960s in the North Atlantic Ocean. In 1967 XBTs were deployed in operational mode to provide a continuous record of temperature profile data along repeated transects, now known as the Global XBT Network. The current network is designed to monitor ocean circulation and boundary current variability, basin-wide and trans-basin ocean heat transport, and global and regional heat content. The ability of the XBT Network to systematically map the upper ocean thermal field in multiple basins with repeated trans-basin sections at eddy-resolving scales remains unmatched today and cannot be reproduced at present by any other observing platform. Some repeated XBT transects have now been continuously occupied for more than 30 years, providing an unprecedented long-term climate record of temperature, and geostrophic velocity profiles that are used to understand variability in ocean heat content (OHC), sea level change, and meridional ocean heat transport. Here, we present key scientific advances in understanding the changing ocean and climate system supported by XBT observations. Improvement in XBT data quality and its impact on computations, particularly of OHC, are presented. Technology development for probes, launchers, and transmission techniques are also discussed. Finally, we offer new perspectives for the future of the Global XBT Network.

Conceived as a major new tool for climate studies, the Surface Water and Ocean Topography (SWOT) satellite mission will launch in late 2021 and will retrieve the dynamics of the oceans upper layer at an unprecedented resolution of a few kilometers. During the calibration and validation (CalVal) phase in 2022, the satellite will be in a 1- day-repeat fast sampling orbit with enhanced temporal resolution, sacrificing the spatial coverage. This is an ideal opportunity - unique for many years to come - to coordinate in situ experiments during the same period for a focused study of fine scale dynamics and their broader roles in the Earth system. Key questions to be addressed include the role of fine scales on the ocean energy budget, the connection between their surface and internal dynamics, their impact on plankton diversity, and their biophysical dynamics at the ice margin.
