The landscape of privacy laws and regulations around the world is complex and ever-changing. National and super-national laws, agreements, decrees, and other government-issued rules form a patchwork that companies must follow to operate internationally. To examine the status and evolution of this patchwork, we introduce the Government Privacy Instructions Corpus, or GPI Corpus, of 1,043 privacy laws, regulations, and guidelines, covering 182 jurisdictions. This corpus enables a large-scale quantitative and qualitative examination of legal foci on privacy. We examine the temporal distribution of when GPIs were created and illustrate the dramatic increase in privacy legislation over the past 50 years, although a finer-grained examination reveals that the rate of increase varies depending on the personal data types that GPIs address. Our exploration also demonstrates that most privacy laws respectively address relatively few personal data types, showing that comprehensive privacy legislation remains rare. Additionally, topic modeling results show the prevalence of common themes in GPIs, such as finance, healthcare, and telecommunications. The ubiquity of digital music consumption has made it possible to extract information about modern music that allows us to perform large scale analysis of stylistic change over time. In order to uncover underlying patterns in cultural evolution, we examine the relationship between the established characteristics of different genres and styles, and the introduction of novel ideas that fuel this ongoing creative evolution. To understand how this dynamic plays out and shapes the cultural ecosystem, we compare musical artifacts to their contemporaries to identify novel artifacts, study the relationship between novelty and commercial success, and connect this to the changes in musical content that we can observe over time. Using Music Information Retrieval (MIR) data and lyrics from Billboard Hot 100 songs between 1974-2013, we calculate a novelty score for each song's aural attributes and lyrics. Comparing both scores to the popularity of the song following its release, we uncover key patterns in the relationship between novelty and audience reception. Additionally, we look at the link between novelty and the likelihood that a song was influential given where its MIR and lyrical features fit within the larger trends we observed.

This report describes a set of neonatal electroencephalogram (EEG) recordings graded according to the severity of abnormalities in the background pattern. The dataset consists of 169 hours of multichannel EEG from 53 neonates recorded in a neonatal intensive care unit. All neonates received a diagnosis of hypoxic-ischaemic encephalopathy (HIE), the most common cause of brain injury in full term infants. For each neonate, multiple 1-hour epochs of good quality EEG were selected and then graded for background abnormalities. The grading system assesses EEG attributes such as amplitude and frequency, continuity, sleep--wake cycling, symmetry and synchrony, and abnormal waveforms. Background severity was then categorised into 4 grades: normal or mildly abnormal EEG, moderately abnormal EEG, severely abnormal EEG, and inactive EEG. The data can be used as a reference set of multi-channel EEG for neonates with HIE, for EEG training purposes, or for developing and evaluating automated grading algorithms.

Holographic near-eye displays offer unprecedented capabilities for virtual and augmented reality systems, including perceptually important focus cues. Although artificial intelligence--driven algorithms for computer-generated holography (CGH) have recently made much progress in improving the image quality and synthesis efficiency of holograms, these algorithms are not directly applicable to emerging phase-only spatial light modulators (SLM) that are extremely fast but offer phase control with very limited precision. The speed of these SLMs offers time multiplexing capabilities, essentially enabling partially-coherent holographic display modes. Here we report advances in camera-calibrated wave propagation models for these types of holographic near-eye displays and we develop a CGH framework that robustly optimizes the heavily quantized phase patterns of fast SLMs. Our framework is flexible in supporting runtime supervision with different types of content, including 2D and 2.5D RGBD images, 3D focal stacks, and 4D light fields. Facial morphs created between two identities resemble both of the faces used to create the morph. Consequently, humans and machines are prone to mistake morphs made from two identities for either of the faces used to create the morph. This vulnerability has been exploited in "morph attacks" in security scenarios. Here, we asked whether the "other-race effect" (ORE) -- the human advantage for identifying own- vs. other-race faces -- exacerbates morph attack susceptibility for humans. We also asked whether face-identification performance in a deep convolutional neural network (DCNN) is affected by the race of morphed faces. Caucasian (CA) and East-Asian (EA) participants performed a face-identity matching task on pairs of CA and EA face images in two conditions. In the morph condition, different-identity pairs consisted of an image of identity "A" and a 50/50 morph between images of identity "A" and "B". In the baseline condition, morphs of different identities never appeared. As expected, morphs were identified mistakenly more often than original face images. Moreover, CA participants showed an advantage for CA faces in comparison to EA faces (a partial ORE). Of primary interest, morph identification was substantially worse for cross-race faces than for own-race faces. Similar to humans, the DCNN performed more accurately for original face images than for morphed image pairs. Notably, the deep network proved substantially more accurate than humans in both cases. The results point to the possibility that DCNNs might be useful for improving face identification accuracy when morphed faces are presented. We exploit memory effect speckle correlations for the imaging of incoherent linear (single-photon) fluorescent sources behind scattering tissue. While memory effect-based imaging techniques have been heavily studied in the past, for thick scattering layers and complex illumination patterns these correlations are weak, limiting the practice applicability of the idea. In this work, we introduce a Spatial Light Modulator (SLM) between the tissue sample and the imaging sensor and capture multiple modulations of the speckle pattern. We show that by correctly designing the modulation pattern and the reconstruction algorithm we can greatly enhance statistical correlations in the data. We exploit this to demonstrate the reconstruction of mega-pixel wide fluorescent patterns behind scattering tissue.

We present an overview of the "FAIR Guiding Principles for scientific data management and stewardship", first published in 2016, and how they relate to astronomical data management. In particular, we discuss the connection between the FAIR principles and IVOA standards, and how data management systems with these standards implemented are close to compliance. We then look at what extra components are required to make astronomical data FAIR. Finally, we give a case study of the All-Sky Virtual Observatory (Australia's node of the VO) and their implementation of the FAIR principles., Comment: 10 pages, 1 figure, to be published in Proc. The Gamma-ray Module, GMOD, is a miniaturised novel gamma-ray detector which will be the primary scientific payload on the Educational Irish Research Satellite (EIRSAT-1) 2U CubeSat mission. GMOD comprises a compact (25mm $\times$ 25mm $\times$ 40mm) cerium bromide scintillator coupled to a tiled array of 4$\times$4 silicon photomultipliers, with front-end readout provided by the IDE3380 SIPHRA. This paper presents the detailed GMOD design and the accommodation of the instrument within the restrictive CubeSat form factor. The electronic and mechanical interfaces are compatible with many off-the-shelf CubeSat systems and structures. The energy response of the GMOD engineering qualification model has been determined using radioactive sources, and an energy resolution of 5.4% at 662keV has been measured. EIRSAT-1 will perform on-board processing of GMOD data. Trigger results, including light-curves and spectra, will be incorporated into the spacecraft beacon and transmitted continuously. Inexpensive hardware can be used to decode the beacon signal, making the data accessible to a wide community. GMOD will have scientific capability for the detection of gamma-ray bursts, in addition to the educational and technology demonstration goals of the EIRSAT-1 mission. Due to the critical importance of Industrial Control Systems (ICS) to the operations of cities and countries, research into the security of critical infrastructure has become increasingly relevant and necessary. As a component of both the research and application sides of smart city development, accurate and precise modeling, simulation, and verification are key parts of a robust design and development tools that provide critical assistance in the prevention, detection, and recovery from abnormal behavior in the sensors, controllers, and actuators which make up a modern ICS system. However, while these tools have potential, there is currently a need for helper-tools to assist with their setup and configuration, if they are to be utilized widely. Existing state-of-the-art tools are often technically complex and difficult to customize for any given IoT/ICS processes. This is a serious barrier to entry for most technicians, engineers, researchers, and smart city planners, while slowing down the critical aspects of safety and security verification. To remedy this issue, we take a case study of existing simulation toolkits within the field of water management and expand on existing tools and algorithms with simplistic automated retrieval functionality using a much more in-depth and usable customization interface to accelerate simulation scenario design and implementation, allowing for customization of the cyber-physical network infrastructure and cyber attack scenarios. We additionally provide a novel in-tool-assessment of network's resilience according to graph theory path diversity. Further, we lay out a roadmap for future development and application of the proposed tool, including expansions on resiliency and potential vulnerability model checking, and discuss applications of our work to other fields relevant to the design and operation of smart cities., Comment: 8 pages, 13 figures, 1 table

Gliese 86 is a nearby K dwarf hosting a giant planet on a $\approx$16-day orbit and an outer white dwarf companion on a $\approx$century-long orbit. In this study we combine radial velocity data (including new measurements spanning more than a decade) with high angular resolution imaging and absolute astrometry from Hipparcos and Gaia to measure the current orbits and masses of both companions. We then simulate the evolution of the Gl 86 system to constrain its primordial orbit when both stars were on the main sequence; the closest approach between the two stars was then about $9\,$AU. Such a close separation limited the size of the protoplanetary disk of Gl 86 A and dynamically hindered the formation of the giant planet around it. Our measurements of Gl 86 B and Gl 86 Ab's orbits reveal Gl 86 as a system in which giant planet formation took place in a disk truncated at $\approx$2$\,$AU. Such a disk would be just big enough to harbor the dust mass and total mass needed to assemble Gl 86 Ab's core and envelope, assuming a high disk accretion rate and a low viscosity. Inefficient accretion of the disk onto Gl 86 Ab, however, would require a disk massive enough to approach the Toomre stability limit at its outer truncation radius. The orbital architecture of the Gl 86 system shows that giant planets can form even in severely truncated disks and provides an important benchmark for planet formation theory., Comment: 17 pages, 10 figures

Advances in face synthesis have raised alarms about the deceptive use of synthetic faces. Can synthetic identities be effectively used to fool human observers? In this paper, we introduce a study of the human perception of synthetic faces generated using different strategies including a state-of-the-art deep learning-based GAN model. This is the first rigorous study of the effectiveness of synthetic face generation techniques grounded in experimental techniques from psychology. We answer important questions such as how often do GAN-based and more traditional image processing-based techniques confuse human observers, and are there subtle cues within a synthetic face image that cause humans to perceive it as a fake without having to search for obvious clues? To answer these questions, we conducted a series of large-scale crowdsourced behavioral experiments with different sources of face imagery. Results show that humans are unable to distinguish synthetic faces from real faces under several different circumstances. This finding has serious implications for many different applications where face images are presented to human users.

The Gamma-ray Module (GMOD) is an experiment designed for the detection of gamma-ray bursts in low Earth orbit as the principal scientific payload on a 2-U CubeSat, EIRSAT-1. GMOD comprises a cerium bromide scintillator coupled to silicon photomultipliers which are processed and digitised by a bespoke ASIC. Custom firmware on the GMOD motherboard has been designed, implemented and tested for the MSP430 microprocessor which manages the experiment including readout, storage and configuration of the system. The firmware has been verified in a series of experiments testing the response over a realistic range of input detector trigger frequencies from 50Hz to 1kHz for the primary time tagged event (TTE) data. The power consumption and ability of the firmware to successfully receive and transmit the packets to the on-board computer was investigated. The experiment demonstrated less than 1% loss of packets up to 1kHz for the standard transfer mode with the power not exceeding 31mW. The transfer performance and power consumption demonstrated are within the required range of this CubeSat instrument., Comment: 9 pages, 5 figures. Neural networks can represent and accurately reconstruct radiance fields for static 3D scenes (e.g., NeRF). Several works extend these to dynamic scenes captured with monocular video, with promising performance. However, the monocular setting is known to be an under-constrained problem, and so methods rely on data-driven priors for reconstructing dynamic content. We replace these priors with measurements from a time-of-flight (ToF) camera, and introduce a neural representation based on an image formation model for continuous-wave ToF cameras. Instead of working with processed depth maps, we model the raw ToF sensor measurements to improve reconstruction quality and avoid issues with low reflectance regions, multi-path interference, and a sensor's limited unambiguous depth range. We show that this approach improves robustness of dynamic scene reconstruction to erroneous calibration and large motions, and discuss the benefits and limitations of integrating RGB+ToF sensors that are now available on modern smartphones., Comment: Accepted to NeurIPS 2021. Preterm infants are at high risk of developing brain injury in the first days of life as a consequence of poor cerebral oxygen delivery. Near-infrared spectroscopy (NIRS) is an established technology developed to monitor regional tissue oxygenation. Detailed waveform analysis of the cerebral NIRS signal could improve the clinical utility of this method in accurately predicting brain injury. Frequent transient cerebral oxygen desaturations are commonly observed in extremely preterm infants, yet their clinical significance remains unclear. The aim of this study was to examine and compare the performance of two distinct approaches in isolating and extracting transient deflections within NIRS signals. We optimized three different simultaneous low-pass filtering and total variation denoising (LPF_TVD) methods and compared their performance with a recently proposed method that uses singular-spectrum analysis and the discrete cosine transform (SSA_DCT). Parameters for the LPF_TVD methods were optimized over a grid search using synthetic NIRS-like signals. The SSA_DCT method was modified with a post-processing procedure to increase sparsity in the extracted components. Our analysis, using a synthetic NIRS-like dataset, showed that a LPF_TVD method outperformed the modified SSA_DCT method: median mean-squared error of 0.97 (95% CI: 0.86 to 1.07) was lower for the LPF_TVD method compared to the modified SSA_DCT method of 1.48 (95% CI: 1.33 to 1.63), P<0.001. The dual low-pass filter and total variation denoising methods are considerably more computational efficient, by 3 to 4 orders of magnitude, than the SSA_DCT method. More research is needed to examine the efficacy of these methods in extracting oxygen desaturation in real NIRS signals.

Linear classifiers with random convolution kernels are computationally efficient methods that need no design or domain knowledge. Unlike deep neural networks, there is no need to hand-craft a network architecture; the kernels are randomly generated and only the linear classifier needs training. A recently proposed method, RandOm Convolutional KErnel Transforms (ROCKETs), has shown high accuracy across a range of time-series data sets. Here we propose a multi-scale version of this method, using both high- and low-frequency components. We apply our methods to inter-burst detection in a cohort of preterm EEG recorded from 36 neonates <30 weeks gestational age. Two features from the convolution of 10,000 random kernels are combined using ridge regression. The proposed multi-scale ROCKET method out-performs the method without scale: median (interquartile range, IQR) Matthews correlation coefficient (MCC) of 0.859 (0.815 to 0.874) for multi-scale versus 0.841 (0.807 to 0.865) without scale, p<0.001. The proposed method lags behind an existing feature-based machine learning method developed with deep domain knowledge, but is fast to train and can quickly set an initial baseline threshold of performance for generic and biomedical time-series classification., Comment: 5 pages, 3 figures, to be published in European Signal Processing Conference (EUSIPCO) 2021. LiDAR sensors can be used to obtain a wide range of measurement signals other than a simple 3D point cloud, and those signals can be leveraged to improve perception tasks like 3D object detection. A single laser pulse can be partially reflected by multiple objects along its path, resulting in multiple measurements called echoes. Multi-echo measurement can provide information about object contours and semi-transparent surfaces which can be used to better identify and locate objects. LiDAR can also measure surface reflectance (intensity of laser pulse return), as well as ambient light of the scene (sunlight reflected by objects). These signals are already available in commercial LiDAR devices but have not been used in most LiDAR-based detection models. We present a 3D object detection model which leverages the full spectrum of measurement signals provided by LiDAR. First, we propose a multi-signal fusion (MSF) module to combine (1) the reflectance and ambient features extracted with a 2D CNN, and (2) point cloud features extracted using a 3D graph neural network (GNN). Second, we propose a multi-echo aggregation (MEA) module to combine the information encoded in different set of echo points. Compared with traditional single echo point cloud methods, our proposed Multi-Signal LiDAR Detector (MSLiD) extracts richer context information from a wider range of sensing measurements and achieves more accurate 3D object detection. Experiments show that by incorporating the multi-modality of LiDAR, our method outperforms the state-of-the-art by up to 9.1%.

We propose new width-based planning and learning algorithms inspired from a careful analysis of the design decisions made by previous width-based planners. The algorithms are applied over the Atari-2600 games and our best performing algorithm, Novelty guided Critical Path Learning (N-CPL), outperforms the previously introduced width-based planning and learning algorithms $\pi$-IW(1), $\pi$-IW(1)+ and $\pi$-HIW(n, 1). Furthermore, we present a taxonomy of the Atari-2600 games according to some of their defining characteristics. This analysis of the games provides further insight into the behaviour and performance of the algorithms introduced. Namely, for games with large branching factors, and games with sparse meaningful rewards, N-CPL outperforms $\pi$-IW, $\pi$-IW(1)+ and $\pi$-HIW(n, 1).

Measures of face-identification proficiency are essential to ensure accurate and consistent performance by professional forensic face examiners and others who perform face-identification tasks in applied scenarios. Current proficiency tests rely on static sets of stimulus items, and so, cannot be administered validly to the same individual multiple times. To create a proficiency test, a large number of items of "known" difficulty must be assembled. Multiple tests of equal difficulty can be constructed then using subsets of items. We introduce the Triad Identity Matching (TIM) test and evaluate it using Item Response Theory (IRT). Participants view face-image "triads" (N=225) (two images of one identity, one image of a different identity) and select the different identity. In Experiment 1, university students (N=197) showed wide-ranging accuracy on the TIM test, and IRT modeling demonstrated that the TIM items span various difficulty levels. In Experiment 2, we used IRT-based item metrics to partition the test into subsets of specific difficulties. Simulations showed that subsets of the TIM items yielded reliable estimates of subject ability. In Experiments 3a and 3b, we found that the student-derived IRT model reliably evaluated the ability of non-student participants and that ability generalized across different test sessions. In Experiment 3c, we show that TIM test performance correlates with other common face-recognition tests.
