Abstract

Pope John Paul II was the Head of the Catholic Church from October, 16th 1978 till April, 2nd, 2005. When he took over Peter’s Chair he put on notice that he wanted to be close to all people and all nations in the world showing the understanding and building trust with everyone. Soon all the nations and all the people around the world became his collocutors. In the first part of his pontifical serving he tried to bring closer people and nations, regardless of which political block they belonged to. After changes in the nineteen nineties, he untiringly pleaded for the protection of “little” people, cultures, particularities and every individual in the world of globalization. He was a man of ecumenism and dialogue. He was tireless in building peace among nations. Till the last moment of his life he didn’t stop with emphasizing the importance of a human life and a man’s dignity. He knew how to communicate with every person, regardless of age, sex, religious affiliation, nation, race or social status.

Abstract

Addressing global environmental challenges from a peace ecology perspective, the present book offers peer-reviewed texts that build on the expanding field of peace ecology and applies this concept to global environmental challenges in the Anthropocene. Hans Günter Brauch (Germany) offers a typology of time and turning points in the 20th century; Juliet Bennett (Australia) discusses the global ecological crisis resulting from a “tyranny of small decisions”; Katharina Bitzker (Canada) debates “the emotional dimensions of ecological peacebuilding” through love of nature; Henri Myrttinen (UK) analyses “preliminary findings on gender, peacebuilding and climate change in Honduras” while Úrsula Oswald Spring (Mexíco) offers a critical review of the policy and scientific nexus debate on “the water, energy, food and biodiversity nexus”, reflecting on security in Mexico. In closing, Brauch discusses whether strategies of sustainability transition may enhance the prospects for achieving sustainable peace in the Anthropocene.

Abstract

Just peace is the proper end of an offensive just war. An ideally just peace is impossible must not be abandoned as a goal. This thesis argues peace is best viewed through a peace prism creating a six-level spectrum from war to ideally just peace. Levels 2 and 3 (marginally effective and substantially effective peace) do not qualify as jus post bella, while levels 4 and 5 (optimally effective and reasonably just peace) do because they address politics, economics, societal structure, international relations, and personal liberty postwar. Further the peace prism should be integrated into ad bellum decision-making as a precondition to meeting jus ad bellum criteria by using the maximum obtainable peace equation to estimate whether a just peace can be obtained at a reasonable expense in blood and treasure. Doing so will result in fewer decisions to go to war and a more ethically sound application of Just War Theory.

El Estado colombiano está inmerso en el proceso de paz y posconflicto, si llegara a concretarse tal acuerdo, razón por la cual debe enfrentar una etapa de transición continua en la que se replanteen aspectos como el modelo de justicia que se ha venido aplicando y que terminará por modificar el sistema jurídico y las políticas públicas que hasta la fecha se han venido ejecutando. Es por ello que, a la hora de plantear políticas públicas cuyo objetivo sea la consecución de la paz, estas deben ser entendidas desde la esfera de la sana convivencia y la aceptación del otro. Todo aquello se lograría a partir de una evolución del sistema jurídico y cultural de la sociedad colombiana que permita incluir la moral jurídica, la cual, tiene como requisito fundamental el reconocimiento recíproco entre personas y se materializa con un sistema jurídico que abarque más allá de una simple protección a los derechos humanos. Lo anterior hace referencia a la pluricultural existente en todo el territorio nacional, por ejemplo, las minorías étnicas gitanas, afrodescendientes, etc. y a cómo deben ser incluidas de forma efectiva en un modelo social sostenible., Colombia is immersed in the peace process, as well as in a post-conflict context, in case the peace agreement is signed. Consequently, it must face a stage of continuous transition, in which to rethink aspects such as the model of justice as employed so far, which in turn will end up changing the legal system and public policies as practiced to date. Therefore, when it comes to considering public policies aimed at achieving peace, these must be understood from the perspective of peaceful coexistence and the acceptance of others. All this would be achieved by the evolution of the legal and cultural system of the Colombian society in order to include legal morality, which has as its fundamental requirement a mutual recognition among people, and which comes to life with a legal system that goes beyond simply protecting human rights. This refers to pluriculturality that exists throughout the national territory, for example, gipsy ethnic minorities, Afro-descendants, etc., as well as how they should be effectively included in a sustainable social model

Abstract

This paper uses the Lebanese civil war and conflict resolution theories to look at the possibility of achieving a negotiated settlement in Syria. Lebanon contained many similar features to the current Syrian conflict and provides a useful perspective of the possible trajectory of the Syrian conflict, the challenges associated with resolving an ethno-sectarian civil war, and the long-term implications for the region. The Syrian civil war will continue for years under current conditions, and its effects will reverberate in the region for decades. The international community plays an essential role in resolving the conflict and mitigating its effects in the region. Policy recommendations include strengthening opposition unity and capability, developing a regional framework that includes all states with interests in the conflict, and focusing additional effort on the violent extremist networks emerging in Syria.

"This thesis argues for reconciliation, reintegration and amnesty as the primary means to assure a long term peace. This recognition may cause the U.S. to better prepare a comprehensive strategy for future insurgencies. Fundamentally, reconciliation is cheaper because the aggregate cost of security and conventional operations that rely on vast amounts of resources do little over the long term to change the will of the insurgent. The cost of reconciling with insurgents, disarming, reintegrating, training and possibly moving them and their families is lower than the cost of security forces and their operations over the long run. This thesis argues that reconciliation and reintegration is an essential strategy to achieving a long term nation at peace. The end state is a nation at peace with itself and its neighbors and has a vibrant inclusive political system that pre-empts violent conflict, reconciliation, and reintegration is the essential strategy to achieve it"--Abstract.

61. A new awakening*: Colombia's recent Foreign Policy shift and its Impact on the Internal Conflict : *Anaphora used by Santos in his inaugural speech as president on August 7th 2010

Abstract

Colombia’s biggest challenge is to resolve its half-century old armed conflict which began already to affect its neighbours. In this regard, Colombian foreign policy becomes crucial to respond with the internal and external challenges Colombia faces. Colombia has been historically aligned to the United States who has become one of the main destinations of Colombian exports as well as the leading sponsor in the fight against drugs and the guerrilla groups. However, the recent take over of President Juan Manuel Santos in August 2010 seems to have produced a shift in this regard. Santos has tried to increase Colombia’s interaction with other Latin American countries which has triggered several speculations about a move away from Washington, its main ally. Only some months have passed and it is already visible how the existent dynamics between Colombia and other international actors are taking a different shape. This work investigates the causes and possible impacts of this shift in Colombia’s foreign policy on the internal conflict. Supported by an analytical background on the significance of the external conditions surrounding a conflict, this research was conducted by favouring qualitative methods. Presidential interventions and newspaper articles were analysed by applying discourse analysis. The external perceptions were collected using structured interviews with professors, journalists, diplomats within the Andean region. The exploratory results suggest that a shift in the Colombian foreign policy indeed took place and was highly perceived by other international actors. It does not respond to a unique cause but to a set of different motives as for example the disappointment with US policies, economic pragmatism, the isolation of Colombia in South America, among others reasons. Furthermore, it is pointed out the way the shift could affect the conflict as well as feasible scenarios for the future., Colombia ha sido históricamente uno de los aliados incondicionales de los Estados Unidos. Su políticaexterior se ha dirigido principalmente hacia este país, el cual con el tiempo se convirtió tanto en el mayorcomprador de las exportaciones colombianas, así como en el principal financiador en la lucha contra elnarcotráfico y las guerrillas. No obstante, la reciente toma de posesión del Presidente Juan Manuel Santosel pasado 7 de agosto de 2010, parece haber producido un cambio en este aspecto. El gobierno Santosha hecho un esfuerzo por incrementar las relaciones de Colombia con otros países latinoamericanos locual ha desatado diversas especulaciones sobre un eventual distanciamiento de Washington, su principalaliado. Este artículo investiga si efectivamente se ha dado un cambio en la política exterior colombiana,sus causas, y su eventual impacto en el conflicto armado. Los resultados exploratorios sugieren queefectivamente ha habido un giro en la política exterior colombiana y que tal cambio fue advertido por suspaíses vecinos y otros actores internacionales. Este giro no responde a un sólo motivo si no a múltiplescausas. Adicionalmente, este trabajo señala el impacto de tal cambio en el conflicto armado, así comoposibles escenarios para el futuro.

Abstract

The purpose of this paper is to explore the various ways in which Peace and Conflict theory and practice may facilitate a conceptual understanding of ethno-centric nationalism that helps develop strategies for transcending nationalism?s belligerent dimensions. Historians and political scientist have long acknowledged the role of nationalism in international and intra-national conflict throughout the 20th century and beyond. Scholarship in these fields has addressed the controversial phenomenon of nationalism from the vantage point of competing ethno-national interests and power-play configurations. However, scholarship in the field of peace and conflict studies offers a unique perspective for assessing nationalism?s propensity for either peace or conflict. The paper will examine major dimensions of the nationalist world view, political thought and action in light of nationalism?s role in intra and inter-national politics. The nationalist concepts of ethnicity, the nation state, identity, democracy, ethnic rivalry, liberty, life and death, among others, will be analyzed and appraised from the criterion of their political function and utility for peace and/or conflict. 64. What Can the Collective Action Problem Tell Us about the Recurrence of Civil War and the Long-term Stability of a Country?

Abstract

This study attempts to explain why some countries experience multiple civil wars while others who have experienced a civil war build long-term stability from the rubble of conflict. The explanation of why civil war recurs focuses on the collective action problem, centering on the rebel leaders' ability to solve the Rebel's Dilemma. I further argue that once the Rebel's Dilemma has been solved once it is much easier for rebel leaders to solve it again and again. The empirical finds suggest that the political situation resulting from the first war plays a strong role in the solutions to the collective action problem and thus the long-term stability following a civil war. Namely, the level of democracy, partition and third party enforcement of the peace all affect the ability of the rebel leaders to solve the collective action problem and the likelihood of another civil war.

65. The Impact of Middle Class Economic Strength on Civil Liberties Performance and Domestic and External Peace

Abstract

Using data for 93 countries from 1972 through 2001 in cross-national analysis, this study compares the relative economic strength of a country's middle-class with its civil liberties performance and its history of domestic and external conflict. For purposes of this analysis, the relative strength of a country's middle-class is determined by multiplying the square root of a country's gross domestic product per capita by the percentage of income distributed to the middle 60 % of the population (middle class income share). Comparisons between this measure of per capita income distributed (PCID) and several other indicators show the strength of the relationship between PCID and civil liberties performance and domestic and external conflict. In the same manner, comparisons are made for the middle class income share (MCIS) alone. The countries are also divided by level of PCID into 3 world classes of 31 countries each for additional comparisons. In tests using bivariate correlations, the relationships between PCID and MCIS are statistically significant with better civil liberties performance and fewer internal conflicts. With multivariate regression the relationship between PCID and civil liberties performance is statistically significant but not for PCID and internal conflict. As expected, in both correlations and regression between PCID and external conflict, variables related to power dominate. However, when the countries are divided into world classes by level of PCID, the eleven countries with the highest level of PCID have had no internal or external conflict since 1972. Moreover, there is no within group conflict for countries in either the upper or middle classes of countries based on their level of PCID. The between group conflict does include democracies.

The ability to predict fire casualties would be useful in assessing the effectiveness of various civil defense emergency operations policies and fire fighting strategies. Most information on fire casualties is, at best, fragmentary and of doubtful validity particularly as it relates to wartime situations. Some data, however, is available that permits a rough assessment of the fire casualty situation. This paper gathers some of this data and presents some rules of thumb for estimating fire casualties.

Abstract

On its obverse side, this white colored mug features a circular painting in its center. It depicts a floating angel holding what appear to be doves of peace against an orange sky, with "PEACE" and "1919" written on scrolls on either side of her wings. She is flanked by a soldier and a sailor who are standing on grass looking out at the ocean below her. They, along with children waving the flags of the allied countries are all turned towards her. There is gold gilt around the rim and handle of the mug.

Abstract

The obverse side of this white colored mug features in its center the figure Britannia on the water. She is surrounded by a green wreath. Jutting out from both sides of the wreath are flags of the allied countries, five on either side. Above the wreath is a small picture of a peace dove above which is written on a scroll "1914 PEACE 1919." Underneath the wreath is a scroll that reads "FREEDOM VICTORY WITH HONOUR JUSTICE." The reverse of the mug reads, "RULE, BRITANNIA, BRITANNIA RULE THE WAVES: BRITONS NEVER SHALL BE SLAVES," in black text surrounded by a laurel wreath. On the bottom of the mug, off to one side, is a small number "30." This mug has gold gilt around the rim and handle.

Abstract

Shell is made of polished brass, and has been cut down to resemble a beer stein or tankard. A handle made of darker and possibly different metal has been affixed to the side of the shell, while a lid has been attached via a hinge so that it can be swung open by pressing a section with the thumb while holding the handle. The lid has the inscription "PEACE" with an engraved wreath, possibly composed of laurel or olive branches. Around the top of the stein is a decorative floral border with "THE WORLD" inscribed in the middle. Below is an engraved balance scale, with one pan bearing the inscription "1914" and holding an artillery shell, and the other pan bearing the inscription "19" (possibly an unfinished year) and holding a branch. On either side of the scales are engraved flowers and leaves.

Abstract

Shell is made of polished brass with some discolored areas. The shell is engraved and etched with the inscription "France We paid our debt to you." on its upper portion, above the inscription "World War, 1917 1919" within an engraved scroll. Below is an image of a castle with a dove and sun above it. On the castle is inscribed, "Peace". Below on the lower portion of the shell is inscribed, "In Memory of The boys who died in France", and below that "America We love thee". The text and images are embellished with curling scroll patterns.
