59. The Pioneering Role of IRIS in Resurgence of Small Modular Reactors

Abstract

This paper presents an overview of the first 10 years of the IRIS project, summarizing its main technical achievements and evaluating its impact on the resurgence of Small Modular Reactors (SMRs). SMRs have been recurrently studied in the past, from early days of nuclear power, but have never gained sufficient traction to reach commercialization. This situation persisted also in the 1990s ; the focus was on large reactors based on the presumed common wisdom of this being the only way to make the Nuclear Power Plants competitive. IRIS is one of several small reactor concepts that originated in late 1990’s. However, the specific role and significance of IRIS is that it systematically pursued resolving technology gaps, addressing safety, licensing and deployment issues and performing credible economics analyses, which ultimately made it possible – together with other SMR projects – to cross the “skepticism threshold” and led the making of a convincing case – domestically and internationally – for the role and viability of smaller reactors. Technologically, IRIS is associated with a number of novel design features that it either introduced for the first time, or pursued more systematically than its predecessors and ultimately brought them to a new technical level. Some of these are discussed in this paper, such as the IRIS Safety-by-Design™, security-by-design, the innovative thermodynamic coupling of its vessel and containment, systematic PRA guided design, approach to seismic design, approach to reduce the emergency planning zone to the site boundary, active involvement of academia, and so on. Many individuals and organizations contributed to that work, too many to list individually, and this paper attempts to pay tribute at least to their collective work.

68. Revising the Emergency Management Requirements for new generation reactors

Abstract

The paper presents the application of a new risk-informed methodology for the identification of the Emergency Management Requirements (EMR) to a Generation II, Large size Reactor and a Generation III+ Small Modular Reactor. The results obtained in this test case demonstrate that the actual EMR is conservative, as expected, for the GenII reactor, while the new methodology could be applied for the definition of EMRs for the new generation Nuclear Power Plants, with a possible reduction of the emergency area without loss of safety level. By adopting both probabilistic and deterministic approaches, the study addresses possible accidents and corresponding release scenarios for the two types of reactor, calculates the areas where the accidents have an impact on the population and defines the new EMR considering the health effects on the population.

Abstract

Among the several types of passive safety systems adopted in new generation reactor designs, the experimental investigation of a closed loop, two-phase flow, natural circulation system is depicted. Emergency Heat Removal Systems (EHRSs) based on this solution are envisaged as safety-engineered features for advanced nuclear reactors, as in the IRIS reactor. An experimental facility simulating one EHRS-like loop has been built and operated at SIET labs in Piacenza (Italy). The facility is a natural circulation, sliding pressure, and electrically heated loop, with a helical coil steam generator as a heat source and a horizontal tube pool condenser as a heat sink. A steady-state analysis is provided to characterize the system behaviour and its key parameters. Because of the loop limited volume, oscillations of the main parameters (temperatures, flowrate, pressure)may be expected. The oscillating phenomena detected during the experimental campaign are discussed; a reasonable explanation is at last proposed. [ABSTRACT FROM AUTHOR]

Abstract

The renewed interest towards nuclear energy is largely based on the escalation of fossil fuels prices and the global warming concerns. The nuclear option has to face not only the public opinion sensibility, mainly related to plant safety and waste disposal issues, but also the economic evaluation from investors and utilities, particularly careful on that energy source and in deregulated markets. Smallersize nuclear reactors (IAEA defines as “small” those reactors with power<300 MWe and “medium” with power<700 MWe) can represent a viable solution for both the stakeholders, especially for developing countries, or countries with not-highly-infrastructured and interconnected grids, or even for developed countries when limitation on capital at risk applies. A description of Small-MediumsizeReactor (SMR) economicfeatures is presented, in a comparison with the state-of-the-art Large sizeReactors. A preliminary evaluation of the capital and O&M costs shows that the negative effects of the economies of scale can be balanced by the integral and modular design strategy of SMRs.

Abstract

Load following is the potential for a power plant to adjust its power output as demand and price for electricity fluctuates throughout the day. In nuclear power plants, this is done by inserting control rods into the reactor pressure vessel. This operation is very inefficient as nuclear power generation is composed almost entirely of fixed and sunk costs; therefore, lowering the power output doesn’t significantly reduce generating costs and the plant is thermo-mechanical stressed. A more efficient solution is to maintain the primary circuit at full power and to use the excess power for cogeneration. This paper assesses the technical-economic feasibility of this approach when applied to Small Modular Reactors (SMR) with two cogeneration technologies: algae-biofuel and desalinisation. Multiple SMR are of particular interest due to the fractional nature of their power output. The result shows that the power required by an algae-biofuel plant is not sufficient to justify the load following approach, whereas it is in the case of desalination. The successive economic analysis, based on the real options approach, demonstrates the economic viability of the desalination in several scenarios. In conclusion, the coupling of SMR with a desalination plant is a realistic solution to perform efficient load following.
