On 8 December 2022, ReCreating Europe carried out an online workshop on the topic of “Platforms’ content moderation and accountability: evaluating the present and looking into the future”. This workshop provided an opportunity to discuss research collaboration in the field of copyright content moderation. This Report describes the findings of this event. &nbsp

This report describes and summarizes the results of the research carried out on the mapping of the EU legal framework and intermediaries’ practices on copyright content moderation and removal. In particular, this report summarizes the results of our previous deliverables and tasks, namely: (1) D.6.2. Final Report on mapping of EU legal framework and intermediaries’ practices on copyright content moderation and removal, which includes our research in the Tasks T.6.1.1 (EU Level Mapping); Task T.6.1.2 (Comparative National Level Mapping); Task T.6.1.3 (Private Regulations by Platforms: ToS, Community Guidelines); and (2) D.6.3 Final Evaluation and Measuring Report - impact of moderation practices and technologies on access and diversity, which includes our research in Task 6.3 (Evaluating Legal Frameworks on the Different Levels (EU vs. national, public vs. private) and Task 6.4 (Measuring the impact of moderation practices and technologies on access and diversity). This information sheet presents answers to 12 questions that are frequently asked regarding the legal rules and practices of copyright content moderation by online intermediaries, namely online platforms like YouTube, Facebook, Instagram, and Twitter. It aims to guide readers regarding the rules, systems, and practices of these platforms that deal with copyright-protected content uploaded by users, e.g. video, music, images, and text. The FAQs and Guidelines presented herein are extracted from the research conducted by Work Package 6 (WP6) of the reCreating Europe Consortium. More information on and research results of WP6 can be found on the official website of reCreating Europe and on the Project’s open-access repository, Zenodo. B 158 is a Seleucid-period manuscript of the bilingual Balaĝ prayer Ukkin-ta eš-bar til-la. The tablet, which was found at Babylon in 1902 and is edited here for the first time, contains major portions of text that have hitherto been unknown. The prayer is suffused with first-millennium Nabû theology and contains a unique literary request for revenge against the enemy in the mountain lands. The findspot of B 158 may shed light on the provenance of the Late Babylonian kalûtu library of the Nanna-utu family.

The work in the northern Lower City further condenses the picture of the Hittite and Roman phases of use. On the one hand, it has become clear that the small-scale Hittite structures continue to the east and south on the terrace. On the other hand, in the north of the area, what is possibly the entrance to the bath building of the Roman imperial period from the north, i. e. from the military camp, has been clarified as well as further rooms of the building. Excavations that became necessary on the Büyükkale in parallel with the restoration of Building E not only uncovered previously unknown areas of the Late Iron Age architecture, but surprisingly yielded remains of a Hittite building that possibly constitutes the connection between Building E and the northern courtyard of the Hittite palace. Radiocarbon datings found in the archives of the Boğazköy excavation as well as new radiocarbon samples obtained during the excavations further consolidate the picture of the chronological development of the Hittite as well as the Iron Age period of use in the Lower City and on Büyükkale.

Over recent years, the EU has increasingly looked at the regulation of various forms of automation and the use of algorithms. For recommender systems specifically, two recent legislative proposals by the European Commission, the Digital Services Act from December 2020 and the Artificial Intelligence Act from April 2021, are of interest. This article analyses the recent legislative proposals with a view to identify the regulatory trajectory. Whereas the instruments differ in scope, it argues that both may -directly and indirectly- regulate various aspects of recommender systems and thereby influence the debate on how to ensure responsible, not opaque, machines that recommend information to humans.

Based on first-millennium cuneiform manuscripts from Aššur, Babylon, and Uruk, this article offers an edition of a ritual against an illness conceptualized as the demon ‘Any Evil’. The text sheds light on how the catch-all figure Any Evil corresponds to the idea of a universal cure for any physical ailment, and how the rhetoric of the incantation articulates this relationship and facilitates the active participation of the patient. The ritual instructions of this and a closely related text show that Any Evil is envisaged as a bull-headed, male demon. This points to an adaptation of motifs that are typically associated with ghosts in ancient Mesopotamian thought and raises questions concerning the pictorial representation of Any Evil and its conceptual foundations.

In the European Strategy for Data,\ud the European Commission highlighted the EU’s ambition “to acquire a leading role in the data economy.”\ud At the same time, the Commission conceded that the\ud EU would have to “increase its pools of quality data\ud available for use and re-use.” In the creative industries, this need for enhanced data quality and interoperability is particularly strong (section A). Without data improvement, unprecedented opportunities\ud for monetising the wide variety of creative content in\ud EU Member States and making this content available\ud for new technologies, such as artificial intelligence\ud (“AI”) systems, will most probably be lost (section B).\ud The problem has a worldwide dimension. While the\ud US have already taken steps to provide an integrated\ud data space for music as of 1 January 2021, the EU is facing major obstacles not only in the field of music but also in other creative industry sectors (section C). Weighing costs and benefits (section D), there\ud can be little doubt that new data improvement initiatives and sufficient investment in a better copyright data infrastructure should play a central role in\ud EU copyright policy. The work notification system following from Article 17(4)(b) of the Directive on Copyright in the Digital Single Market may offer an unprecedented opportunity to bundle and harmonize\ud data in a shared EU copyright data repository (section\ud E). In addition, a trade-off between data harmonisation and interoperability on the one hand, and transparency and accountability of content recommender\ud systems on the other, may pave the way for new initiatives (section F).
