본 연구는 박근혜 정부의 지방분권 정책의 특징을 일정한 분석틀에 의거하여 분석해보고 향후 바람직스러운 분권정책의 방향을 제시해 보고자 하는데 목적이 있다. 이를 위해서 지방분권 정책의 성공적 추진을 담보하는 요소를 살펴보고, 이러한 요소들을 역대정부의 지방분권 정책에 적용하여 일반적인 한계들을 도출한 이후 박근혜정부의 지방분권 정책을 성공적으로 추진하기 위한 대안들을 제시하고자 하였다. 본 연구의 결과를 간추리면 다음과 같다. 박근혜정부의 지방분권도 기본적으로는 이전정부와 연속성을 갖는 것이다. 현재까지 발굴된 지방분권 국정과제의 전반적인 내용도 이전정부에서 핵심적으로 추진하던 다수의 과제들이 포함되어 있다. 물론 이전정부에서 제시하지 않았던 새로운 과제들도 추가적으로 발굴 및 포함됨으로써 신규수요의 대응성도 구비하고 있다. 이와 같은 지방분권 국정과제의 성공적 추진이야말로 지방분권의 수준을 한 단계 높이는 결과를 가져 올 것이다. 그러기 두 가지의 전략에 대한 충분한 고려가 필요하다. 하나는 이전정부와 달리 박근혜정부에서 제시한 지방주도 및 국가지원의 접근방법에 대한 구체적이고 체계적인 내용이 사전에 제시되어야 한다. 이전정부의 지방분권 정책이 성공적이지 못했다는 경험에 따르면, 박근혜정부의 새로운 접근방식은 과거의 오류를 개선할 수 있는 효과를 기대할 수도 있으나, 중요한 것은 구체적 내용여부에 달려 있다는 점이다. 다른 하나는 이전정부의 시행착오가 반복되어서는 아니 된다는 것이다.

This study was conducted in order to investigate the relationships between different factors affecting educational competitiveness, which is crucial to enhancing national competitiveness in every country, and to put forward policy implications whereby each country may raise the level of its educational competitiveness. PISA score was selected as an indicator representing the educational competitiveness of OECD countries, and this included a number of independent variables, such as per capita GDP, total public expenditure on education as a percentage of GDP, and total per capita public expenditure on education (US dollars), affecting educational competitiveness. We employed the structural equation modeling approach to analyze the complex causal relationships among the factors affecting educational competitiveness. The research results show that the significant factors affecting PISA are: edusys (educational system), puptec (pupil–teacher ratio), and privat exp (total expenditure on education by private source as a percentage of GDP), and that the most influential factor affecting PISA directly is edusys (the extent to which the education system meets the needs of a competitive economy). Finally, the study suggests that each country should endeavor to enhance its own educational competitiveness, considering how the factors associated with this relate to each other.

This paper aims to describe the systems of social enterprise currently operating in Korea to provide job opportunities for the poor and socially disadvantaged; to examine the problems and difficulties underlying the operation and implementation of these systems; and to suggest some means of addressing these problems, given the understanding that they are likely to manifest themselves both now and in the near future. To this end, we examine the existing system of social enterprise in Korea using interviews and content analysis, and then put forward some policy suggestions whereby policymakers and practitioners in Korea may be able to bring about improvements.

In the democratic country, it is the very natural principle that political party makes the candidate. In spite of that the nomination of political party abolition issue is not in the local election the problem of is being easily solved. Therefore, the recent argument about the nomination of political party of the basic local election and overseas case were organized and the reasonable alternative was sought for. This alternative is the participation subject expansion, the introduction of political party claim to support, the introduction of local political party system, the application of upward official nomination procedure, and etc. The participation subject expansion presented logically as the optimum alternative among this method, the decision of the alternative should be confirmed through the social agreement procedure.

이 연구는 한국에서 사회적 기업의 성과와 활동을 평가하기 위한 지표를 구축하는데 연구 목적을 두고 있다. 이를 위해 이 연구는 가중치 관점에서 사회적 기업 성과 지표의 우선순위를 분석하기 위해 APH(계층적 분석절차) 분석방법을 도입하였다. 이 연구는 사회적 기업의 활동들에 포함된 사회적 정향이 이익 정향보다 중요하다는 것을 함축함으로써 사회적 약자의 고용율과 사회적 기업에 의한 사회서비스 공급에 따라 사회적 고용 지표가 가장 높은 가중점수를 가진다는 것을 보여주고 있다.

Almost fifteen years after Castells and Hall evaluated the effects of the Daeduk Technopole, this research has attempted to review the current situation regarding the knowledge network in Daejeon, to which Daeduk belongs, and put forward some policy suggestions aimed at strengthening its effects. The results of the analysis may be summarized as follows. First, it finds that Daejeon is superior to any neighboring region in terms of the capacity of its knowledge network. In order to determine whether Daejeon could be called excellent or not, a number of indicators applied in network analysis, such as size of the knowledge network, level of linkages of actors involved in the network and network effect, were employed. Secondly, the institutions (actors) located in Daejeon and also involved in the Daejeon knowledge network tend to transcend the region to intervene in the networks of neighboring regions, diffusing their knowledge among other regions. This paper aims to analyse teachers’ perceptions regarding boarding-school-type junior high schools located in Chungbuk Province in Korea, which introduced the school system for the first time in Korea, and to explore possibility of its revitalization and its diffusion nationwide. This paper makes a contribution towards identifying the main factors behind RIS and prioritizing them in terms of relative importance in operating RIS. The paper reports on a survey of 30 people, made up of 10 government employees, 10 researchers working either in research institutes or universities, and 10 managers of firms. All of who have been strongly involved in networking between firms, research institutes, universities and government institutions, in a research-and-venture complex in Korea called Daedeok Science Town. At this location 1,000 venture firms, 50 government-funded research institutes, 30 private research institutes and 4 higher education facilities are located. The survey was carried out in late 2004 to elicit detailed information about the factors that affect the operation of RIS.

The effect of heat treatment on the changes in the overall antioxidant activity and polyphenolic compounds of Shiitake extract was investigated. Raw Shiitake was heated at 100 and 121 °C for 15 or 30 min using an autoclave. After heat treatment, the free and bound polyphenolics and flavonoids in the mushroom extracts were analyzed. 2,2-Azino-bis-(3-ethylbenzothiazoline-6-sulfonic acid) (ABTS) radical and 1,1-diphenyl-2-picrylhydrazyl (DPPH) radical scavenging activities were measured to evaluate antioxidant activity of the extracts. The polyphenolic contents and antioxidant activities in the extracts increased as heating temperature and time increased. For example, the free polyphenolic content in the extract heated at 121 °C for 30 min was increased by 1.9-fold compared to that in the extract from the raw sample. The ABTS and DPPH radical scavenging activities were increased by 2.0-fold and 2.2-fold compared to the raw sample, respectively. This paper aims to examine the possibility that jobs for young graduates may be created through social enterprises at local level, in particular, and to highlight the important factors affecting job creation by social enterprises. After identifying potentially relevant features of social enterprises being operated in Korea, we put forward the ways in which jobs can be created particularly for young graduates Extrapolating research findings from extensive interviews and participant observation at business meetings, we conclude the existence of job-creation pattern that operates within distinctive institutional environments. The article emphasizes the importance of historical and institutional traditions in framing available pathways of job creation by social enterprises in Korea.

It appears that few empirical studies have been conducted which are aimed at estimating not only the costs but also the benefits surrounding local government reorganisation, either in academia or in government, and most reports on the issue seem to focus primarily on costs. In order to examine local issues such as reorganisation, however, in which many interested parties are controversially involved, both costs and benefits should be estimated objectively and disseminated in as many ways as possible before a referendum is conducted. This paper intends to bridge the gap between current levels of analysis and what is required for an accurate appraisal to be made of local government reorganisation. In it, we introduce the result of a research project conducted in relation to a local authority reorganisation plan implemented in Korea. The initiative seeks to create a unitary local authority replacing one first-tier and four second-tier local authorities within the first tier, in the hope of reducing the cost of providing services and also of making local authorities more competitive. This paper describes the research strategy employed to estimate the costs and benefits associated with local government reorganisation, and then we introduce the results of the analysis. The research process being described here gives us information about what should be included in the categories of costs and benefits, and what methodologies can be applied in estimating these. Finally the analysis shows how much the benefits and costs resulting from reorganisation will be.
