54. Organizational Competence of Public Hospitals in Project Management.

Health organizations are challenged every day to manage their projects in a dynamic context of multifactorial complexity, are intrinsically linked to the organizational competences for PM and project success (on time and budget, with quality, in alignment with the requirements defined by the project owner and stakeholders), through articulation between people, resources, processes and project support structures. The aim of this research was to study the Competence of Portuguese Public Hospitals in PM, carrying out a diagnosis of organizational competences in PM, reflecting on the existing competences and those that are needed, proposing strategies for its development. This study was carried in three public hospitals (51 respondents) and evidence that they can improve their organizational competence in PM. It also shows that there is a statistically significant association between the organizational competence in PM, the role of professionals in projects and their experience. On the other hand, the results also show that the success of projects is influenced by the existence of a PMO dedicated to supporting the project management activity in the organization. Likewise, the existence of a PMO, combined with certification or specific training in PM, and having already managed projects in the organization, didn´t revealed a strong influence on the state of development of organizational competence to manage projects. The results demonstrate that these health organizations need to invest in the development of organizational competence for the success of their projects and that there are not many professionals with certification or specific training in PM. Human understanding today is always presented with the concept that those who obey and are faithful to God will be blessed and those who do evil will suffer. On the other hand, humans always want to have something obtained instantly. The book of Job struggles with that understanding and attempts to decipher the concept of recompense. Because of the reality of life in this world, humans are always faced with two sides of life, namely difficult and happy. Researchers use qualitative methods with a literature approach (librabry Research) for this paper. Job's struggles, as the book of Job testifies, are evidence of his perseverance in facing everything in life. Contrary to the concept in Israel that obedience and faithfulness bring blessings. The concept of Job in the face of hardship and pleasure is a character that every human or believer must possess. It turns out that the concept of God as the giver of blessings and punishments based on human works was renewed into a God far beyond human thought and wisdom. Man has limitations to experience God's work in this world. Man's tendency to frame God in man's limited thinking makes it difficult for man to understand what God has done. The sustainability of Indigenous Socioecological Systems (ISES) largely depends on well-crafted policy regulations. In particular, Indigenous traditional food systems (ITFS) are an essential component of ISES that provide a variety of culturally accepted, healthy foods while also playing an important role in cultural, spiritual, and economic value to the Indigenous people (IP). Thus, sustainably managing these traditional natural resources must be a priority. As custodians of much of the world's ecological system, IP have, for generations, exhibited sustainable lifestyles in governing these systems. However, Indigenous perspectives and voices have not been properly reflected in the ISES sustainability discourse, and few comparative case studies have addressed this issue. This study contributes to fill this research gap using a desktop research method based on the Political Ecological Theoretical Framework (PETF) to examine how existing regulatory policies may affect the resilience and sustainability of ISES-ITFS, especially in relation to growing environmental and climatic pressures. Two Indigenous communities, the Karen in Thailand and different Indigenous groups in the Republic of Sakha (Yakutia) in Russia, are examined as case studies. Our study provides crucial insight that should help the development of robust policy interventions that integrate Indigenous concerns into policies and regulations, emphasizing self-determination, cultural preservation, and land rights. The findings emphasize the necessity for comprehensive legal frameworks prioritizing Indigenous involvement and concerns in climate and sustainability policy implementations. The ultimate goal is to foster meaningful dialogues between policymakers and IP in navigating the climate and sustainability challenges of our time. [ABSTRACT FROM AUTHOR]

The aim of this article is to point out that Black Consciousness and Black Theology are conceptually and philosophically comrades in arms, fighting side-by-side for the liberation of the oppressed masses, especially the black people emerging from apartheid South Africa. Through the literature review, the two philosophical disciplines are historically sketched, defined, and compared. The Setswana idiom, Di ya thoteng di bapile (comradeship), like many African proverbs and idioms, is philosophically employed as a way of decolonising theology. The idiom is used to demonstrate the symbiotic relationship between Black Consciousness and Black Theology in fighting against structural injustices in societies. Historical evolvement of the two disciplines is narratively presented to demonstrate how the two philosophies can continue to fight together towards the liberation of the marginalised masses in post-apartheid South Africa. The article concludes by sketching some strategic initiatives that can be undertaken to create the space for these two disciplines to symbiotically lead to the liberation of people living under the new form of political, cultural and socio-economic marginalisations. The strategic initiatives include the enhancement of self-reliance, prophetic role, and dialogical processes that lead to emancipation of those who sense self-pity, dependency syndrome, and loss of sense of quality life. These initiatives can be achieved through symbiotic cooperation of Black Consciousness and Black Theology, eventually leading to human liberation from any form of oppression. This research was conducted at higher education institutions in North Sumatra, Indonesia. The purpose of this study is to confirm theoretical and empirical models that are built based on theories related to the marketing mix and functional positions. This study describes the causal relationship between exogenous variables, moderating variables, and endogenous variables. In this case the exogenous variables consist of Product, Price, Promotion, Location, People, Process, Service, where the moderating variable is Functional Position and the endogenous variable is Student Decision. The research approach was carried out with a quantitative approach. The sample in this study were lecturers at five universities in North Sumatra Province, namely the Universitas Sumatera Utara, Universitas Negeri Medan, Universitas Medan Area, Universitas Islam Sumatera Utara, and Universitas Prima Indonesia, totaling 303 people. The research results show that product, price, location, promotion, people have no significant effect on student decisions in choosing a doctoral education. Meanwhile, service, process has a positive and significant effect on the decision to choose doctoral education. The research findings also show that functional positions significantly moderate prices, products, services on student decisions. Functional positions did not significantly moderate location, people, and processes on student decisions to choose doctoral education. [ABSTRACT FROM AUTHOR]

67. Quantitative risk assessment for static and mobile road users: methodology and application at A82 Glen Coe, Scotland

Abstract Background In August 2004 a series of debris flows caused significant disruption to the Scottish (strategic) Trunk Road Network. The subsequent Scottish Road Network Landslides Study identified a number of sites considered to be at highest risk. Some of these sites have been the subject of formal quantitative assessment of the risk from debris flow to mobile road users in vehicles. The A82 in Glen Coe has the added complication that two car parks have developed on debris fans exposing significant numbers of people to the risk while, they are essentially static and largely outside their vehicles. Methodology The risk to road users is determined using a previously developed probabilistic methodology for mobile road users (mobile elements at risk) and a new and related methodology developed for static road users (static elements at risk) is described and applied. Within the latter, an entirely new metric of Annual Average Daily Visits is used to allow the temporal component of the probability of a landslide impacting a person to be determined given the occurrence of an event. Results While Personal Individual Risk is at an acceptable level, including for frequent users, the risk presented to society as a whole presents a rather different picture; this is largely due to the number of visitors. The results assess the overall, societal risk for mobile elements at risk as As Low As reasonably Practicable, being at a similar level to other sites, albeit with a higher risk associated with higher numbers of fatalities. The results for the static elements at risk on the other hand suggest that the risks are classified as Unacceptable for higher numbers of fatalities. The assessment of the total societal risk, for mobile and static elements at risk, at the A82 Glen Coe suggests As Low As Reasonably Practicable for low numbers of fatalities but classify as Unacceptable for higher numbers of fatalities (around 20 to 250).

Purpose: This study aims to construct the model of Corporate Social Responsibility (CSR) based on Surah Al Mudassir and Kitab Tarbiyah Wa Tahdzib in Islamic boarding schools. Method: This research uses a postmodernist-interpretivist paradigm where the research tries to integrate the meaning of each data obtained through interviews and construct a Corporate Social Responsibility (CSR) model based on Surah Al Mudassir and the Kitab of Tarbiyah Wa Tahdzib. Results: Empirically in Islamic boarding schools, it was found that 1) The application of Corporate Social Responsibility (CSR) towards profits is interpreted as sustenance that arises from a sense of sufficiency and gratitude, 2) The application of Corporate Social Responsibility (CSR) towards people is interpreted as charity service. 3) The implementation of corporate social responsibility (CSR) for the planet is interpreted as mutual concern and responsibility. Implications: this study provides implications for accounting science, especially the concept of CSR in a broader context Novelty: This study focuses on the construction of a CSR model that integrates organizational culture, religion and spirituality into a CSR model based on Surah Al Mudassir and Kitab Tarbiyah Wa Tahdzib

69. Peoples, nations and social heterogeneity. From Hegel to Laclau and back

Ernesto Laclau’s work, On Populist Reason, is a crucial landmark in the attempts of post-modern political philosophy to grasp the logic of contingency at work in the production of political subjects. However, in recent years, this post-foundationalist approach seems to have reached an impasse when confronted with the persistence, success and efficacy of certain poles of identification that seem to resist the idea of a radical contingency of collective engagements. I argue that a new dialogue between the Hegelian philosophy of history and Laclau’s post-foundationalism can be fruitful in overcoming this stalemate. Rather than reigniting the debate surrounding historicism, Laclau’s evocation of the notion of peoples without history allows for an exploration of the radical heterogeneity implied in the situational, somatic, and affective rootedness of the formation of historical identities. I ground this hypothesis in a detailed examining of Hegel’s own take on the a-historical spiritual formations and on the difference he makes between the “people”, as institutionalized collective consciousness and the “nation” as its situated genesis. I claim that this Hegelian dialectic approach to nationhood far from does not limit the political horizons to the “nationalist” or “nativist” rhetoric. Instead, it offers a new light on the challenges of post-foundationalist approaches when it comes to understanding the concreteness of political subjectivation.

Democracy is a public demand in the new era and non-democratic systems are on the verge of collapse. The main difference between the two systems is the role of people in governance system. The main problem of this article is to study the status of Republicanism in the Islamic Republic system from the perspective of Imam Khomeini. This characteristic plays an important role in the stability or instability of the system. The necessary data has been collected through studying Sahifeh-ye Imam Khomeini until saturation and analyzed through thematic analytical method. The findings of the research, organized in the form of the tables of basic themes, organizer, comprehensive themes and network of themes demonstrate that: 1- The legitimacy of the political system has two aspects, the divine aspect and the popular aspect (republicanism) that have an organic relation and are not in opposition to each other. 2- People's will and demand play a key role in political system and its logic is different from that of the liberal and socialist systems. 3- The rule of law is its fundamental trait which guarantees people’s rights.4. People are not merely obliged to obey, but they have a fundamental right to create the political system and supervise the performance of its executives at all levels. 5- The executives are accountable for their performance. 6- The positions are temporary and the executives are directly and indirectly elected by the people. Explanation of these components can change the social and organizational approaches in the fields of decision-making and decision-making and can be a step towards ending the challenge of the relationship between republicanism and Islamism

This paper focuses on the notions and images of the Arab Spring in the novel The Republic of False Truths by the contemporary Egyptian writer Ala'a al-Aswani. The paper primarily analyzes the main and secondary characters, as well as the heroes and anti-heroes of the revolution, who are grouped into narrative types, and then structured further into representatives of contemporary collectivities of power. The paper also considers the perspectives of the Arab Spring, the consequences of this uprising on Egyptian society, as well as the phenomena of the overemphasized openness of certain concepts, and the destabilizing significance of the absence in the novel.

The assessment of the total societal risk, for mobile and static elements at risk, at the A82 Glen Coe suggests As Low As Reasonably Practicable for low numbers of fatalities but classify as Unacceptable for higher numbers of fatalities (around 20 to 250). The electoral rise of Milei, that brought him up to the presidency of Argentina in 2023, has run in parallel with discussions about his use of populist ideas. Overall, Milei is characterised by his emphasis on economic issues, with an extreme pro-market position based on the Austrian school, but he also stands out for a strong anti-establishment discourse. While observers may consider these appeals as populist, a categorisation based on just this feature could be premature given the multidimensional nature of populism. This article tests the importance of populism in the discourse of Milei displaying an empirical strategy based on the holistic grading of key political discourses. Main results indicate that Milei’s discourse is partially populist because it lacks a people-centred vision, even one anchored in market rationality. We expect these results will facilitate comparisons of the Argentinian case with other Latin-American cases in which populism and neoliberalism seem to be mutually reinforcing. [ABSTRACT FROM AUTHOR]

This study examined the accommodation industry: its strategic business practices that survive in times of crisis of Dipolog City Zamboanga del Norte. The qualitative case study methodology employed to obtain an in-depth investigation of the real-time experiences of the research participants. The study anchored on Fred R. David's (2021) five strategic business management practices: leadership, people, operations, marketing, and financial performance. The study revealed that accommodations industry practicing democratic forms of leadership, hiring of employees based on skills, providing motivations to their employees, operating their business by giving customer satisfaction, advertising their products and services, and ensuring that they attain financial stability. Despite the size of these enterprises, they still carried out sustainability practices that revolve around social, economic, and environmental practices that corporate social responsibility. The study also found out that accommodation industry challenges imposed by external and internal factors. In order to survive the challenges, Accommodation Industry employed business-level strategies to develop competitive advantage in the market. It therefore recommended that accommodation industry develop and strengthen their strategic practices taking into consideration their corporate social responsibility. [ABSTRACT FROM AUTHOR]

Background: The contact center industry is one of the world's fastest expanding, and it has become a vital basis for businesses communicating with clients, whether through information sharing (inbound) or telesales (outbound). The goal of a contact center is to handle existing and future client queries, product support, and regular transactions. Objectives: The purpose of the article was to examine the effectiveness of ICT in improving service delivery at the public sector contact centre and to determine the non-technical and technical factors that influence the effectiveness of the contact centre service delivery. Methods: This article adopted a quantitative approach, using a survey questionnaire to solicit data from respondents. Convenience sampling method was deemed fit to sample contact centre agents and team leaders and managers in the contact centre of the Department of Home Affairs. Quantitative data were analysed using the Statistical Package for the Social Sciences (SPSS). Results: Both the literature review and the empirical results revealed that the role of effective technology in service delivery has a significant influence on the quality-of-service results. The findings support the notion that many service failures are caused by a lack of technology training for employees. Conclusion and contribution: It is concluded that the use of technology in the contact centre has significantly altered how employees perform their roles and responsibilities. This book allows readers to experience travelling all over the world by reading her poems from one page to another while understanding Faridah's perspective and worldview as an individual. Through her works, Faridah effectively communicates the notion that even though individuals travel to explore different parts of the world, they ultimately find a sense of pride and connection to their own country and cultural heritage, which in the end helps to shape their personal identity. Objective: Analyze how, based on the identification of a fragile academic definition of the concept of populism, in the field of Latin America and especially in Colombia, an analytical-conceptual process is developed, regarding what are the definitions and applications of the concepts in political reality. Methods: The article proposes, through a methodological-experimental model, the possibility of deepening concepts that allow explaining and identifying populist actions or discourses in the Colombian context. Results: It was found that in many of the investigations an attempt is made to define the concept based on the different events in the political history of the countries under analysis, and above all, from the politicians in whom populism is suspected based on their speeches; Consequently, in the application of the experimental methodology of this research, authors such as Zanatta (2013) and Rosanvallon (2020) were taken, in which conceptual categories are identified such as: populism as a community axis, populism as centrality and security, populism as encompassing a large majority with a margin of small minorities that constitute the enemies, in turn some subcategories of political emotions emerged that guarantee these first ones, among them emotions of position, emotions of action and emotions of intellection, all six connected respectively. Conclusions: The development of concepts that contribute to the explanation of the populist phenomenon in electoral campaigns is key to understanding the edges of political culture and the new sociopolitical orders in electoral processes. Migration is an inherent dimension of globalization, it has been called the third flow of circulation, along with capital and products. Human beings must face multiple barriers in their movement or mobility, which places them in a situation of vulnerability and violation of their most basic rights, the policies of each country in terms of social security, health and work, factors that do not take into account. account which ultimately hinders its full realization. At the end of the 19th century and in the first decades of the 20th century, the majority of States of liberal origin carried out legislative and social reforms to constitute a Social State, an environment of collective well-being, in response to fundamental phenomena of the time; industrialization, with its different economic, social and political implications, as well as the democratization of decision-making processes, the premise is based on people in compliance with the legal system within the standards that govern international human rights law. Year after year, hundreds of thousands of people around the world risk their lives in inhumane conditions in order to reach their destination country. The repatriation processes acquire discriminatory characteristics that threaten the dignity, life and rights of migrants, the response of States and nations in general has been a restrictive policy on migration matters, which fails to control flows and movements of people, Promoting their collective social inclusion demands greater openness to migration and migration regularization processes. In the early iterations of his political thought, The Elements of Law and De Cive , Hobbes proposed a new account of the nature of the people. In Section 2 I describe Pufendorf's critical response. Pufendorf's theory of the people is a neglected aspect of the political argument of the De Jure. Just as neglected is Locke's theory of the people in Two Treatises of Government , though there is better reason for neglect in Locke's case, in so far as he fails in his major work of political philosophy to present anything resembling a theory of the people at all. In Section 3 I bring Locke's thinking about the people into clearer focus. In the concluding Section 4 I explore some of the weaknesses of his position. [ABSTRACT FROM AUTHOR]

The European Union is not just an international organization. It is a unique political and legal system based primarily on the fundamental principles of democracy and the rule of law. As such the European Union has a right of self-determination, namely that its own political mechanisms "freely determine its political status and freely pursue its economic, social and cultural development. While it is undisputable that Members of the European Union have the right of "national" self-determination within the European Union, the self-determination of the European Union, as such, is a concept still almost unknown in political and legal theory and practice. However, the Treaty on the European Union and the Treaty on the Functioning of the European Union already provide enough elements for the identification and conceptualization of the self-determination of the European Union as understood in international law (and politics). Self-determination of the Member States and self-determination of the European Union can exist as separate and interconnected concepts that might provide an adequate legal and political framework for further development of the European Union, its identity, key values and ends of its internal and foreign policy. Recognition and conceptualization of the right of self-determination, not only in political and legal theory but also in the political practice of the European Union might be a further step in the development of the European Union, as "a new stage in the process of creation an ever-closer union among the peoples of Europe". While the concept of self-determination of the European Union might be developed in the existing legal framework, namely in accordance with the founding treaties, it seems that it should have a proper place in its forthcoming revision. The recognition of the self-determination of the European Union certainly improves the very concept of the identity of the European Union and the perception of its role in international affairs. There is a tendency to find populist characteristics in all experiences of representation based on personal leaderships which present themselves as outsiders and establish direct communication with the citizenry. This paper seeks to contribute to avoid this conceptual stretching, proposing to start from a concept of a higher level of generality, "immediate politics", and then differentiate between a populist type and a type that I will call "proximity". The anti-charismatic or proximity identification is based on the figure of the "ordinary person", close and empathetic, although without the component of "extraordinary person" implied in charisma, and without the correlate of the construction of a collective subject or People. The concept of the user has persisted in information systems research and practice since the field’s inception in the 1950s. However, the roles that people play and the activities they perform have changed considerably over time. People now engage with digital technologies for all kinds of activities and in all kinds of ways, including for both personal and professional purposes. Hence, the purpose of this paper is to reconceptualize the term “user.” We discuss the various activities that people engage in with digital technologies, the myriad roles they play, and an essential shift in what the term “user” means. Users might be active in shaping how a particular information system is used, they might be partners with an information system, they might be used by an information system, and they may spend sizable parts of their lives living essentially within information systems.
