Mental health Court Liaison Services have emerged in Australia as a key part of the response to the over-representation of people with mental illness in the criminal justice system. These specialist services aim to intervene early in the criminal justice process by identifying mentally ill individuals at the post-charge, pre-sentence stage, providing timely advice to courts and linkage with treatment providers. To date there has been no systematic comparison of the various models of court liaison in each of the Australian jurisdictions, and little is known about their effectiveness. This article presents the findings of the first national survey of Court Liaison Services. In the absence of clear national guidelines, services have formed independently of each other, shaped by the jurisdictional legislation and health services. While services were found to have similar aims, variation exists in their human resources, clinical processes, geographic coverage, and their ability to provide equitable access.

Growth by cell elongation is a morphological process that transcends taxonomic kingdoms. Examples of this polarised growth form include hyphal tip growth in actinobacteria and filamentous fungi and pollen tube development. The biological processes required to produce polarisation in each of these examples are very different. However, commonality of the polarised growth habit suggests that certain “basic physical rules” of development are being followed. In this paper we are concerned with trying to further elucidate some of these basic rules. To this end, we focus on a simple and hence ubiquitous description of the polarised cell, its geometry, and using a mathematical model investigate how geometry and the deposition of new wall material could be related. We show that this simple model predicts both cell geometry and the location of maximal wall-deposition in a range of examples.

This paper sets out to explore the drivers and determinants of offshore BPO decisions related to the persistence and particularly the evolution of the captive model. This paper aims to make a contribution by applying institutional theory to individual firm decisions with respect to offshore BPO engagement model. This research utilises a longitudinal case study research method to analyse the institutional influences on senior managers in client companies and their offshore service providers. An institutional theory framework applicable to offshore BPO is extracted from the case studies in the financial services, telecommunications and airlines industries. Institutional theory is shown to have explanatory power for observed macro trends in offshore captive centre models. The implications for management are that successful offshore BPO requires effective action to win legitimacy for offshoring decisions from key stakeholder groups that can exert coercive or normative influences.

Offshore Business Process Outsourcing (OBPO) is the delegation of one or more business processes to an external service provider (usually a global in-house centre or a third party). The focus of OBPO research is often the cost benefits of global BPO services. As demands by stakeholders for organisational justification of OBPO decisions and activities increase, reducing resistance to OBPO, particularly where global in-house centres provide services to onshore end-users, requires managing attitudes to OBPO in the community. Improving an organisation’s Social License to Operate relies on the community of stakeholders tacitly approving an organisation’s activities, based on acceptance of organisation’s legitimacy and ethics. The concept of ‘opaque indifference’ (OI) and corporate social responsibility both play a role in improving end-user and stakeholder satisfaction and acceptance of OBPO.

We review the procedures and challenges that must be considered when using geoid data derived from the Gravity and steady-state Ocean Circulation Explorer (GOCE) mission in order to constrain the circulation and water mass representation in an ocean general circulation model. It covers the combination of the geoid information with time-mean sea level information derived from satellite altimeter data, to construct a mean dynamic topography (MDT), and considers how this complements the time-varying sea level anomaly, also available from the satellite altimeter. We particularly consider the compatibility of these different fields in their spatial scale content, their temporal representation, and in their error covariances. These considerations are very important when the resulting data are to be used to estimate ocean circulation and its corresponding errors. We describe the further steps needed for assimilating the resulting dynamic topography information into an ocean circulation model using three different operational forecasting and data assimilation systems. We look at methods used for assimilating altimeter anomaly data in the absence of a suitable geoid, and then discuss different approaches which have been tried for assimilating the additional geoid information. We review the problems that have been encountered and the lessons learned in order the help future users. Finally we present some results from the use of GRACE geoid information in the operational oceanography community and discuss the future potential gains that may be obtained from a new GOCE geoid.

Receiver performance is calculated for two types of free-space atmospheric optical communications systems - a direct detection system using a p-i-n photodiode preceded by an optical amplifier, and an ideal coherent receiver operated in its shot-noise limited regime without an optical pre-amplifier. The signal format for both is amplitude shift keying "onoff modulation" with an assumed rectangular light pulse of duration T seconds. The more accurate Beckman probability density function "pdf" is used to describe the intensity fading rather than the more commonly used log-normal pdf which overestimates receiver performance. A coherent receiver using asynchronous detection is shown to outperform the direct detection system with an optical pre-amplifier gain of 30 dB by anywhere from 7 to about 10 dB depending on Rytov variance intensity fading levels. In addition, the effect of inner scale turbulence parameter, l0, on system bit error rate is demonstrated.

Intensity scintillation variances and intensity probability density functions (PDF) were experimentally measured for broad-band (2nm), 980 nm laser light reflected by two corner-cube retro-reflectors as a function of retro-reflector lateral spacing over a short (75 m) atmospheric optical path. The PDFs transitioned from broad double peaked beta shaped densities to log-normal ones as the retro-reflector spacing was increased to exceed the optical field lateral coherence length. Specific spacing for a given average atmospheric refractive index structure constant Cn2 eliminated coherent interference between light beams returned by each retro-reflector., Pub. in Free-Space Laser Communication and Active Laser Illumination III, Proceedings of the SPIE 2004, v5160 p13-24, 2004.

Immediately following the Eighth Rochester Conference on Coherence and Quantum Optics, a symposium was held at the University of Rochester on Saturday the 16th of June 2001 in celebration of the life and career of Leonard Mandel. In the symposium, presentations were made by several of Professor Mandel’s former Ph. D. students. Here are the manuscripts that followed from these talks.

We used otolith microstructure analysis to reconstruct the growth histories of larval radiated shanny ( Ulvaria subbifurcata ) collected over a 2-week period in Trinity Bay, Newfoundland. A dynamic 3-dimensional, eddy-resolving circulation model of the region provided larval drift patterns, which were combined with measurements of temperature and zooplankton abundance to assess the environmental history of the larvae. The abundance of juvenile and adult capelin ( Mallotus villosus ), the dominant planktivorous fish in this area, was monitored using five hydroacoustic surveys. The goal was to determine whether environmental histories are helpful in explaining spatial and temporal differences in larval shanny growth, measured as cumulative distribution functions (CDF) of growth rates. We found evidence for a selective loss of slower growing individuals and recognized considerable spatial differences in the CDF of larval growth rates. Consistent patterns in capelin abundance suggested that faster growing survivors, sampled at the end of the 2-week period, developed in areas of low predator densities. A dome-shaped relationship between temperature and larval growth was observed, explaining a significant but small amount of the overall variability (14%). Effects of experienced prey concentrations on larval growth rates could not be demonstrated.
