102. O CONTROLE DE CONSTITUCIONALIDADE PELAS CORTES DE CONTAS E A MUDANÇA DE ENTENDIMENTO DO STF

- Abstract
A Súmula n.º 347 do Supremo Tribunal Federal foi editada no ano de 1963, tendo como fundamento o Recurso em Mandado de Segurança (RMS) n.º 8372 de 1961, cujo relator foi o ministro Pedro Chaves, possuindo a seguinte ementa: “Não ofende a direito líquido e certo o ato do Tribunal de Contas que nega registro a aposentadoria fundada em lei revogada. Recurso não provido.” Em seu voto, o ministro Pedro Chaves, fundamentou: “Entendeu o julgado que o Tribunal de Contas não podia declarar a inconstitucionalidade da lei. Na realidade essa declaração escapa à competência específica dos Tribunais de Contas. Mas há que distinguir entre declaração de inconstitucionalidade e não aplicação de leis inconstitucionais, pois esta é obrigação de qualquer tribunal ou órgão de qualquer dos poderes do Estado”. A Súmula citada anteriormente foi editada “num contexto constitucional totalmente diferente do atual. Até o advento da Emenda Constitucional n.º 16, de 1965, que introduziu em nosso sistema o controle abstrato de normas, admitia-se como legítima a recusa, por parte de órgãos não-jurisdicionais, à aplicação da lei considerada inconstitucional” (STF, MS 25888 MC/DF, Rel. Min. Gilmar Mendes, julgado em 22/3/2006). Com isso, o que permitia a desobediência da lei tida por inconstitucional pela autoridade estatal era a inexistência do controle abstrato de constitucionalidade. Nessa toada, a previsão constante no verbete sumular, permitia a apreciação da inconstitucionalidade, de maneira difusa e inter partes, por órgãos não jurisdicionais.

(1) Background: Fear of falling has become a significant health problem in older adults and is already considered as important as falling because of its long-term detrimental effects on older adults’ physical and psychosocial functioning. The aim of this study was to analyze the associations between both upper and lower limb strength, gait parameters and cognitive impairment with fear of falling in older adults. (2) Methods: A cross-sectional study involving 115 older-adult participants was used to assess the impact of both upper (Handgrip dynamometer, TKK 5401 Grip-D, Takey, Tokyo, Japan) and lower limb strength (Chair stand test), gait parameters (OptoGait-System Bolzano, Bolzano, Italy) and cognitive impairment (COWAT word association test) with fear of falling in older adults (Falls Efficacy Scale-International FES-I). (3) Results: Multivariate linear regression analysis showed several independent associations with the fear of falling. A higher time to perform the Chair Stand test was associated with higher scores in FES-I (R2 = 0.231), while a lower score in both Semantic Fluency (S COWA) and Phonologic Fluency (P COWA) was associated with a decreased score in FES-I (R2 = 0.052 and 0.035). In Spain, students pursuing a career in athletic training, physical education, or scientific evaluation of sports enroll in a bachelor’s degree in sports sciences. This degree provides knowledge and skills in a broad array of sports settings and promotes research-based interdisciplinary knowledge. However, the student’s syllabus rarely includes specific academic training on anti-doping regulations or doping prevention. The purpose of this study was to assess the anti-doping knowledge of the students undertaking a bachelor’s degree in sports sciences in Spanish universities. One thousand two hundred and thirty-three bachelor students in sport science (907 males, 322 females, and 4 participants with non-binary sex) from 26 Spanish universities completed a validated questionnaire about general anti-doping knowledge. The questionnaire is an adapted version of the Play True Quiz of the World Anti-Doping Agency and contains 37 multiple-choice questions. The score obtained in the questionnaire was transformed into a 0–100-point scale. The questionnaire was distributed among students within each university by a faculty member and it was filled out online. Students obtained a score of 65.8 ± 10.10 points (range = 32–92 points). There was an effect of the course in the score obtained (p < 0.001). Students of the first course (63.6 ± 9.5 points) had lower scores than the remaining courses (p < 0.037) while the students of the fourth course obtained the highest scores (68.7 ± 9.5 points; p < 0.019). The students with an itinerary on sports performance were the respondents with the highest anti-doping knowledge (67.2 ± 10.2) points, followed by the students with an itinerary on health (66.7 ± 9.5 points). The knowledge of basic anti-doping rules and doping prevention strategies of the bachelor students in sports sciences in Spain was suboptimal. Increasing doping prevention information in the syllabus of the bachelor’s degree in sports sciences is essential as these future professionals will directly work with populations at risk of doping.

Background: The purpose of the present study was to compare the influence of an acute bout of high-intensity functional training (HIFT) with an acute bout of moderate-intensity continuous training (MICT) on measures of cognitive function. Methods: Sixty-nine young adults (Mean ± SD: age = 21.01 ± 2.79 yrs; body mass = 69.65 ± 6.62 kg; height = 1.74 ± 0.05 m; Body Mass Index = 22.8 ± 1.41) gave informed consent and were randomly divided into three groups. The HIFT group, with 27 participants, performed a high-intensity (>85% Max. HR) circuit of functional exercises for 30 min. The MICT group, with 28 participants, performed moderate-intensity (70–80% Max. HR) continuous training on a cyclo-ergometer. The control group did not perform any activity. The Stroop Test, Word Recall and N-Back Test were completed to assess during the familiarization period, immediately before and immediately after the training’s bouts. Results: The repeated measures ANOVA did not show significant mean differences for any group. However, the T-Test for the paired samples demonstrated very significant differences in the Stroop Test, in terms of fastest response time (FRT; mean difference (MD) = −1.14, p < 0.01, d = 0.9), mean response time (MRT; MD = −2.16, p < 0.01, d = 0.66) and the number of correct answers (NCA; MD = 1.08, p < 0.05, d = 0.5) in the HIFT group and in the MICT group (FRT;MD=−1.79,p

El Convenio Europeo del Paisaje (CEP) utiliza diferentes definiciones de las que derivan estudios en los que el contenido cultural e histórico de los paisajes se reducen a su «representaciones» o «percepciones» visuales. Este enfoque «perceptivo» del paisaje oscurece, o incluso con frecuencia enmascara bajo una falsa apariencia «natural», los elementos vivos medioambientales y materiales del propio paisaje. Éste es el caso de los paisajes rurales que se consideran, por el contrario, actualmente, producto de una amplia herencia rural europea. Ciertos factores específicos, medioambientales (ecológicos) y culturales (históricos), han sido identificados a partir de una «aproximación histórica» que controla en cada caso esta herencia histórica. Estos factores son los procesos histórico-ambientales que en cada época han configurado una variedad de paisajes agrarios, ganaderos y forestales; paisajes que queremos conservar. El actual enfoque ecológico histórico enriquece el legado de Emilio Sereni (1961) (sobre los aspectos económicos del paisaje agrario) con nuevos instrumentos para identificar cada paisaje, su estratificación histórica y los proyectos de ordenación adecuados. Este artículo intenta ilustrar todo esto a partir de unos pocos ejemplos, relativos a estudios realizados y en curso en Liguria (Noroeste de Italia). En cada una de las instituciones presentadas que estudian paisajes en escala del lugar correspondiente, vemos cómo interactúan a escala local historia, geografía, arqueología y ecología. En este proceso se pone a prueba una arqueología medioambiental, basada en los métodos de la ecología histórica y enfocada a la reconstrucción de la historia «individual» de los paisajes agro-silvo-ganaderos, de sus recursos ambientales y sus prácticas de gestión.

El tema de las adicciones ha sido abordado históric amente por la literatura desde múltiples puntos de vista, sin embargo en esta investigación bibliográfica nuestra intenci ón es dimensionar las teorías sobre el origen de la s adicciones, considerando la complementariedad teórica para la q ue se presta el tema, permitiendo un paralelo con l as terapias psicoanalíticas y la visión freudiana. Por otro lado están los tipos de adicción, entre lo s que se encuentran las directas, que se dirigen ha cia un objeto, y manifiestan un fuerte sentido de control (algunos e jemplos de adicciones de este tipo son el alcoholis mo, cocainomanías, heroinómanas, entre otras), y las in directas, caracterizadas por la búsqueda del placer liberado por las endorfinas en la acción generando un fuerte placer (algunos ejemplos de este tipo de adicciones son la s adicciones al sexo, al juego -ludopatía- y a los servicios de Int ernet entre otros) A su vez nos encontramos con los tratamientos, y lo primero que sale a la luz es el tratamiento de alc ohólicos anónimos, donde es digna de analizar la dinámica y calidad de las redes sociales, por otro lado la est ructura de red social y su relación con las diferentes alteracione s y por ultimo el enfoque que se da a la integració n del nuevo abstemio. También se analizan los tratamientos desd e la mirada freudiana, junto con el tratamiento y e l control de adicciones. Pero el punto más importante de todo este análisis es la integración que hemos realizado desde la mira da social, ya que si bien es cierto que las diversas teorías apuntan en muchas formas a una raíz biológica, es el factor social el gatillador, ya que uno de los factores de riesgo que se reconoc e ampliamente en la literatura es la red social, as í como también dentro de los tipos de adicción se puede ver que la división que realizamos se basa exclusivamente en el locus de control, y por último se perciben en los tratamient os múltiples formas de reestablecer la dañada red social.

Objectives: (1) To estimate the prevalence, geographic distribution, and demographic characteristics of patients diagnosed with mental and behavioral disorders due to the use of opioids in Colombia, between 2009 and 2018. (2) To describe the opioid sales trends in Colombia over the last few years. Methods: We conducted an observational study analyzing information from Individual National Registry of Health Services and the Colombian official database for pharmaceuticals prices and quantities sold. The included ICD-10 codes were mental and behavioral disorders due to the use of opioids (F11) codes subdivisions. Results: 12,557 cases of mental and behavioral disorders due to opioid use were reported, with a rate of 3.0 per 100,000 inhabitants for the studied period. Men represented 74.2 percent, with a male:female ratio of 2.9:1. The highest prevalence was found between 20 and 24 years, in the northwest Colombian area. A progressive increase in the total number of opioid units sold during the study period was found, and the most frequently sold opioids were tramadol (55 percent) and codeine (20 percent). Conclusions: Recognition of opioid use disorders has increased in the last 10 years; it affects more males than females, mostly young adults, and is higher in certain affluent regions of Colombia. We found a progressive annual increase in the sales of opioids in the country, which could be related to the increase in the rate of registries. Studies that have analyzed opioid abuse in Latin America are limited, and further studies are needed to evaluate this situation in middle-income countries from the region.

L’analyse des réactions sur les médias sociaux peut-elle permettre d’étudier les interactions entre territoires ? Voici la question que nous traitons à partir d’un retour d’expériences basé sur l’analyse des tweets créés à propos de l’attentat du 14 juillet 2016 à Nice. Plus précisément, notre communication vise à montrer quelles utilisations un scientifique s’intéressant aux territoires peut faire des données Twitter, selon quelles modalités, avec quelles limites et quels avantages. Elle s’inscrit surtout dans un contexte où la compréhension des traces numériques est un champ d’intérêt en émergence en géographie, laissant présager de multiples pistes toutes plus intéressantes les unes que les autres, dans un contexte où les données, les usages et les usagers des réseaux sociaux évoluent. Does the analysis of social media reactions allow us to study interactions between territories? We tackle this issue by discussing the results of an investigation on tweets reacting to the attack of 14th July 2016 at Nice, aiming to show territorial scientific uses of Twitter data, their limits and benefits. This study falls within the current emerging domain of digital tracks in geography. It foreshadows future interesting works in a context of evolution of social media data, uses and users.

Brain Health is defined as the development and preservation of optimal brain integrity and neural network functioning for a given age. Recent studies have related healthy habits with better maintenance of brain health across the lifespan. As a part of the Barcelona Brain Health Initiative (BBHI), a mHealth platform has been developed with the purpose of helping people to improve and monitor their healthy habits, facilitating the delivery of health coaching strategies. A decision support system (DSS), named Intelligent Coaching Assistant (ICA), has been developed to ease the work of professional brain health coaches, helping them design and monitor adherence to multidomain interventions in a more efficient manner. Personalized recommendations are based on users’ current healthy habits, individual preferences, and motivational aspects. Taking these inputs, an initial user profile is defined, and the ICA applies an algorithm for determining the most suitable personalized intervention plan. An initial validation has been done focusing on assessing the feasibility and usability of the solution, involving 20 participants for three weeks. We conclude that this kind of technology-based intervention is feasible and implementable in real-world settings. Importantly, the personalized intervention proposal generated by the DSS is feasible and its acceptability and usability are high.

La mastectomia regional en caninos se considera un procedimiento quirurgico con un grado de dolor intenso, por lo que exige una terapeutica analgesica posquirurgica efectiva que actue a favor del bienestar de los pacientes. El manejo farmacologico analgesico sistemico convencional en pacientes de caracter oncologico es deficiente y esta fundamentado principalmente en antinflamatorios no esteroidales (AINEs) u opioides de baja potencia. El objetivo del presente reporte es describir el manejo analgesico posmastectomia en dos hembras caninas, mediante el uso de lidocaina como opcion farmaco-terapeutica administrada a traves de un cateter de difusion analgesica perilesional (MILA®). Ambos pacientes fueron sometidos a mastectomia regional. Luego de retirar la masa mamaria para cada caso, se instauro un cateter perilesional y se administro lidocaina a 2 mg/kg/ hora de forma intralesional, mediante difusion constante por medio de un cateter y una jeringa perfusora. Se realizaron mediciones de variables fisiologicas y de dolor mediante la escala de la Universidad de Melbourne (UMPS) en ambos pacientes cada 2 horas (T0-T12) durante 24 horas. Ambos pacientes mostraron un descenso en el score de la UMPS durante el periodo de observacion posquirurgica y no hubo cambios significativos en las mediciones de las variables fisiologicas. La infusion intralesional de lidocaina aplicada en los dos pacientes sometidos a mastectomia del presente reporte logro un estado de analgesia posquirurgico efectivo. Analgesic diffusion of lidocaine administered through a wound soaker catheter in female canines undergoing mastectomy: a case report The regional mastectomy in canines is considered as an intense-pain degree surgical procedure in bitches, which requires an effective post-surgical analgesic therapy for the well-being of patients. The conventional systemic analgesic pharmacological management in oncological patients is deficient and is mainly based on non-steroidal anti-inflammatory drugs (NSAIDs) and/or low potency opioids. The present report aimed to describe post-mastectomy analgesic management in two bitches, using lidocaine as a drug-therapeutic option administered through a perilesional analgesic diffusion catheter (MILA®). Both patients were subjected to regional mastectomy. After removing the breast mass for each case, a perilesional catheter was placed and the lidocaine was administered at 2 mg/kg/hour intralesionally, by constant diffusion through a catheter and a perfusion syringe. Measurements of physiological and pain variables were collected using the University of Melbourne Scale (UMPS) in both patients every 2 hours (T0-T12) for 24 hours. Both patients showed a decrease in UMPS score during the post-surgical observation period and there were no significant changes in the measurements of the physiological variables. The intralesional infusion of lidocaine applied in the two patients subjected to mastectomy on this report achieved an effective post-surgical analgesia state. Difusao analgesica de lidocaina administrada por um cateter perilesional em cadelas submetidas a mastectomia: um relato de caso A mastectomia regional em caninos e considerada um procedimento cirurgico com grau de dor intenso, que requer uma terapia analgesica pos-cirurgica efetiva que atue em o bem-estar dos pacientes. A terapia farmacologica sistemica analgesico convencional nestes pacientes de caracteristicas oncologicas e mau e baseada principalmente na antinflamatorios nao esteroide (AINE) e/ou de opioides baixa potencia. O objetivo deste trabalho e descrever a terapia analgesica pos-mastectomia dois caes femeas, atraves da utilizacao de lidocaina como opcao terapeutico medicamentoso administrado o farmaco atraves de um cateter de difusao perilesional analgesico (MILA®). Duas cadelas foram submetidas a mastectomia regional. Apos a remocao da massa mamaria para cada caso, um cateter perilesional foi colocado e lidocaina foi administrada a 2 mg/kg/hora por via intralesional, por difusao constante atraves de cateter e seringa de perfusao. Medidas de variaveis fisiologicas e de dor foram feitas usando a escala da Universidade de Melbourne (UMPS) em ambos os pacientes a cada 2 horas (T0-T12) por 24 horas. Ambos pacientes mostraram uma diminuicao no escore de dor de UMPS durante o periodo de observacao pos-cirurgica e nao houve mudancas significativas nas medidas das variaveis fisiologicas. A infusao intralesional de lidocaina aplicada nas duas cadelas submetidos a mastectomia deste relato alcancou um estado analgesico pos-operatorio eficaz. Total knee replacement is a painful surgical procedure. The inadequate control of postoperative pain is associated with adverse outcomes in the short and long term. Continuous femoral block has been shown to be effective and efficient as part of multimodal analgesia. This series of 48 patients who underwent total knee replacement, who received multimodal analgesic treatment including continuous femoral nerve block, documents the pain control profile during the first 48 hours. This is a successful experience of implementing regional techniques as part of perioperative pain relief, as documented in the literature. We emphasize that each institution must know its technical and human resource and characterize its patients, in order to implement multimodal analgesia protocols that include this regional technique. We also suggest to monitor and implement continuous improvement processes.

Parasitic diseases are a public health problem affecting millions of people worldwide. One of the scaffolds used in several drugs for the treatment of parasitic diseases is the benzimidazole moiety, a heterocyclic aromatic compound. This compound is a crucial pharmacophore group and is considered a privileged structure in medicinal chemistry. In this study, the benzimidazole core served as a model for the synthesis of a series of 2-(2-amino-5(6)-nitro-1H-benzimidazol-1-yl)-N-arylacetamides 1–8 as benznidazole analogues. The in silico pharmacological results calculated with PASS platform exhibited chemical structures highly similar to known antiprotozoal drugs. Compounds 1–8 when evaluated in silico for acute toxicity by oral dosing, were less toxic than benznidazole. The synthesis of compounds 1–8 were carried out through reaction of 5(6)-nitro-1H-benzimidazol-2-amine (12) with 2-chlroactemides 10a–h, in the presence of K2CO3 and acetonitrile as solvent, showing an inseparable mixture of two regioisomers with the -NO2 group in position 5 or 6 with chemical yields of 60 to 94%. The prediction of the NMR spectra of molecule 1 coincided with the experimental chemical displacements of the regioisomers. Comparisons between the NMR prediction and the experimental data revealed that the regioisomer endo-1,6-NO2 predominated in the reaction. The in vitro antiparasitic activity of these compounds on intestinal unicellular parasites (Giardia intestinalis and Entamoeba histolytica) and a urogenital tract parasite (Trichomonas vaginalis) were tested. Compound 7 showed an IC50 of 3.95 μM and was 7 time more active against G. intestinalis than benznidazole. Compounds 7 and 8 showed 4 times more activity against T. vaginalis compared with benznidazole.

This paper empirically examines the relationships between urban morphology and travel behavior in the agglomeration of Strasbourg. Urban morphology is measured by built-up and network indicators while mobility and socio-economic characteristics are obtained from the Household Travel Survey (EMD – Enquête ménages déplacements) of Certu (French Centre for the Study of Urban Planning, Transportation and Public Facilities). The built environment indicators based on landscape metrics constitutes our original approach. These indicators are then used in statistical tests to specify relationships between urban morphology and mobility according to urban context. Some morphological indicators of proximity and fragmentation of form of buildings complete socio-economic characteristics to explain urban mobility.

Leukemoid reaction is defined by a leukocyte level above 50 x 103/µL with a predominance of mature neutrophils and the presence of immature granulocytic forms in the peripheral blood (left shift). We report a case of a 36-year-old woman with severe coronavirus disease 2019 (COVID-19) infection admitted to the ICU with a leukocytosis of 70.9 x 103/µL white blood cells (WBC) throughout her hospitalization. A left shift with bandemia along with toxic granulations was also noticed and further investigation excluded more commonly known causes. A presumptive diagnosis of leukemoid reaction was made secondary to COVID-19 infection; however, it could not be confirmed since workup for lymphoproliferative disorders could not be performed as the patient passed away. The leukemoid reaction could be associated with severe COVID-19 infection; however, more data are needed to evaluate this association.

Posterior reversible encephalopathy syndrome (PRES) is a neurological syndrome characterized by acute encephalopathy due to different medical conditions. This syndrome may present with a wide spectrum of neurological symptoms including headache, disorders of consciousness, visual changes, seizures, and focal neurological deficits, in addition to nonspecific symptoms such as nausea and vomiting. Neuroimaging findings of bilateral cortical and subcortical brain edema involving the parieto-occipital regions are a hallmark of the disease. We present a case report of an eight-year-old boy who complained of headache and vomiting for 20 days until the discovery of severely high blood pressure (BP). He developed altered mental status, hemiplegia, loss of visual field, and seizure, requiring transfer to the intensive care unit. Magnetic resonance imaging of the brain showed hyperintense signals in the bilateral cortical and subcortical parieto-occipital areas. The BP measure of the extremities recognized a hypertensive upper extremity and normotensive lower extremity, and an MRI angiography was consistent with coarctation of the aorta (CoA). The fundoscopic exam showed no abnormalities. The diagnosis was kept as PRES secondary to a hypertensive emergency. Later, stenting of the aorta was performed, improving overall symptoms leaving a sequel loss of peripheral vision.

Hiccups are involuntary, spasmodic contractions of the diaphragm and intercostal muscles and can be classified as acute (< 48 h), persistent (48 h to a month) or intractable (> 1 month). A previously healthy 29-year-old man sought the Emergency Department with flu-like symptoms and a two-day history of persistent hiccups. His physical examination was otherwise unremarkable and vital signs were within normal limits. An unenhanced computed tomography scan of the chest showed small focal ground-glass opacities scattered throughout 25% of the lungs. A COVID-19 test was positive. Chlorpromazine was prescribed for the hiccups with improvement over 10 h. The patient was discharged home on the same day without hiccups and no other complications.

En el presente artículo, se ha propuesto el enfoque analítico para modelar en etapa compleja a base de estudio retrospectivo sobre la emergencia sanitaria por Covid 19 en la región de Tacna. el uso del último evento a desastre, analizando la interacción de las amenazas de desastres naturales producidos por el Cambio Climático y terremoto en un entorno frágil y vulnerable y su interacción con la dinámica social, económica y política. El proceso de modelización indaga el gran factor de vulnerabilidad de la población, estos factores de riesgo asociados a la dinámica cultural, la idiosincrasia, la baja preparación ante desastres naturales, la débil prevención del riesgo político en el enfoque resiliente y la prospección correctiva en el riesgo contribuyen a incrementar el escenario. a la vulnerabilidad de los habitantes de Tacna; Perú. Resumen El presente artículo promueve el análisis de modelos de aproximación a escenarios complejos de riesgo en base al estudio retrospectivo de eventos de desastres producidos por fenómenos naturales dentro del escenario de emergencia sanitaria global producida por la Covid19 en la Región de Tacna. Serrated polyposis syndrome (SPS) implies a slightly elevated risk of colorectal cancer (CRC) during endoscopic follow-up, but its natural course is still not well known. The main objective of this study was to describe the long-term risk of developing advanced neoplasia (AN) in these patients. Until October 2020, individuals who fulfilled 2010 WHO criteria I and/or III for SPS were retrospectively recruited. We selected those under endoscopic surveillance after resection of all lesions >, 3 mm in a high-quality colonoscopy. We excluded patients with total colectomy at diagnosis and those with any interval between colonoscopies >, 3.5 years. We defined AN as advanced serrated polyp (≥10 mm and/or with dysplasia), advanced adenoma, or CRC. In 109 patients, 342 colonoscopies were performed (median = 3, median interval = 1.8 years) during a median follow-up after colonic clearance of 5.0 years. Five-year cumulative incidences of AN were 21.6% globally, and 5.6%, 10.8%, and 50.8% in patients who fulfilled criterion I, III, and both, respectively (p <, 0.001). No CRC was diagnosed and only 1 (0.9%) patient underwent surgery. In conclusion, cumulative incidences of AN could be lower than previously described, at least in patients who fulfil the 2010 WHO criterion III alone. Therefore, low-risk individuals might benefit from less stringent surveillance.

Furthermore, the locations with relevant importance for conservation of the biodiversity are analyzed, with emphasis on future directions in the management and conservation biology. Finally, we identify the main threats to the benthic flora of macroalgae and marine angiosperms in the Alboran Sea.

El estudio de este fondo epistolar y fotográfico nos permitirá acercarnos y conocer la vida cotidiana y costumbres de una familia insertada en una sociedad, como la de San Fernando, en los siglos XIX y XX difícil de encontrar en otro tipo de documentación. The interest for the recovery and conservation of the Documental heritage of the city of San Fernando, which Antonio Sáez Espligares showed during his career, resulted in the rescue of a valuable documentary background composed by photos and letters generated by the Lazaga family. Settled in the departmental city of San Fernando, they might be considered part of the prototype family of navy bourgeoisie of the city that modeled the society of the XIX century and every one of its estates. The study of this epistolary and photographic fund may help us approach and know the daily life and customs of a family inserted in the social life of a city as San Fernando in the XIX and XX centuries, a very difficult task to do following any other kind of documents.

The Alboran Sea displays the highest values of animal species richness in the European seas, and invertebrates comprise the bulk of this diversity. In this chapter, the importance of invertebrates as the main components of biodiversity (sometimes neglected) is highlighted through numerous examples of representative species in this Mediterranean basin. Almost all large invertebrate groups (Phyla) are present in the Alboran Sea, and they play vital roles as basic links in the trophic web and participate one way or another in all oceanic ecological processes. We attempt to offer an overview of these animal groups and of their peculiar adaptations or life styles, focused on species that have their most important populations in this area. Despite focusing on the most emblematic, conspicuous, abundant or threatened species (very few of them really protected), we also stress the importance of small, rare, inconspicuous and little-known species and provide some striking examples. A list of the species originally described in the Strait of Gibraltar and Alboran Sea in the last decades is provided. Finally, it is advised that this natural richness is in danger since the conservation status of many species is very worrying, due to the regression of many populations and to some mass mortality events.

International audience; DEHCNPB (butyl-N,N-di(2-ethylhexyl)carbamoyl-nonylphosphonate) is an amido-phosphonic acid that has remarkable properties for the separation of uranium from wet phosphoric acid. Despite previous studies, a detailed description of the DEHCNPB organic solutions at the supramolecular and molecular scales is missing. In the present work, we use classical Molecular Dynamics (MD) combined with SANS and SAXS experimental data in order to describe the aggregation of the bifunctional extractant DEHCNPB as well as the speciation of uranium(VI) in such systems. We provide a fine description of the molecular species in the organic solution and of the interactions within the aggregates formed, shedding light on solvent extraction mechanisms. Without uranium, the organic phase is highly composed of dimers and trimers H-bonded through phosphonate functions and without water molecules. With uranium, two to three extractant molecules coordinate directly the uranyl cation by their phosphonate groups. Uranyl is not fully dehydrated in this organic solution, and the amide groups of the extractants are found to form H-bonds with the water molecules bound to uranyl. These H-bond networks around the metallic cation stabilize the complexes and facilitate the extraction. These results underline the importance of considering weak interactions in the understanding of extraction processes and demonstrate how molecular simulations provide essential insights into such complex organic phase chemistry with a high number of species.

Currently, a titanic task in the solid waste collection is the location of this type of waste within a collection circuit as part of a Logistics 4.0 model, in our research proposal a drone is used to determine in a time horizon the solid waste through which it will pass in a determined time in a specific collection route, this will allow determining in a suitable form the necessary space of the different sections from the collection truck and will influence in determining patterns of solid waste together with which it will be able to specify the requirements of the vehicle fleet required for specific demands and contingencies determined by its high variability using an artificial vision system for detection, classification, and monitoring of solid waste in an intelligent drone under the Logistics 4.0 paradigm.

141. Characterising Representative CLIL Practices: An Andalusian Case Study

The characterisation of Content and Language Integrated Learning (CLIL) has recently come to the forefront and acquired a new significance. Both their conceptualisation and pedagogical implementation have of late started to be questioned and are considered as excessively vague and ambiguous, since CLIL is held to encompass too broad an array of possible programme alternatives, thus making its exact limits very difficult to pin down. Thus, we need to characterise representative CLIL practices and to know exactly what it looks like in practice. This chapter reports on the outcomes of two governmentally funded R&D projects (FFI2012-32221 and P12-HUM-2348), within which an observation protocol has been designed, validated, and applied in 53 public, private, and charter schools in 12 provinces belonging to Andalusia, the Canary Islands, and Extremadura. English as a Foreign Language and Non-Linguistic Area subjects taught in English with a CLIL methodology have been observed and the linguistic, methodological, and organisational traits of CLIL are here described with a representative sample in the provinces of Jaen and Granada vis-a-vis the seven main fields of interest which have been canvassed: foreign language use in class, discursive functions, competence development, methodology and types of groupings, materials and resources, coordination and organisation, and evaluation. The results allow us to paint a clearer picture of what CLIL looks like at the grassroots level and to thereby make headway in characterising representative pedagogical CLIL practices which will hopefully contribute to honing and fine-tuning its characterisation.

Marine Protected Areas (MPAs) and Key Biodiversity Areas (KBAs) are important tools for preserving species, habitats and ecological-geological-oceanographical processes. Nowadays, more than 10% of the Alboran Sea is under some protected figure or is on its way to be protected. This chapter presents the current state of the MPAs and KBAs of the Alboran Sea. Most of the habitats included in the Annex I of the Habitats Directive or the Barcelona Convention are represented in MPAs-KBAs of the Alboran Sea. More than 290 threatened species are also occurring in these MPAs-KBAs, but some of them have experienced a strong decline even within them (e.g. Zostera marina, Pinna nobilis). Although important progress in the protection of the Alboran Sea has been made in the last decades, there is still much to be done for effective conservation of the habitats and species. The main efforts may focus on improving (1) knowledge of the habitats and species; (2) the surveillance and mitigation against current impacts; (3) the coordination between local, national and international agencies; and (4) the measures for improving habitats and threatened species populations, among others. A deep change in the socio-economic model is then needed for preserving the Alboran Sea natural heritage, promoting then a sustainable use of its resources.

It is on this ground that the work of the naturalists/ecologists has most dialogued with his geographical epistemology, starting from the dissatisfaction with the macro-categories of the global scale, the decontextualization of geographic facts and the problems of the “second biologization of the environment”, and drawing new perspectives for geographical action starting from the interpretation of rural and historical-environmental heritage.

In the present research, we propose the use of a mobile application that allows determining a correct classification between cardboard, glass, organic waste, metal (especially aluminum) and lime waste, this will allow the human team to make a correct decision on the type of waste to be classified, for its correct separation using an intelligent system of artificial vision for the competitive environment of a Smart City.

Benthic habitats, as well as their associated biota, have been studied in the Alboran Sea since the nineteenth century, with a very significant increase of knowledge in the last five decades. The geographical location of the Alboran Sea between three different biogeographical regions, the complex oceanography and the heterogeneous seafloor promote the coexistence of a wide diversity of habitat-forming species and, therefore, of habitat types. Some of these habitats host very complex communities in comparison to similar ones that are located northwards in the Atlantic Ocean or eastwards in the Mediterranean Sea. Moreover, some of those habitats are considered to be threatened or are experiencing very strong declines during this last decade and are probably extinct nowadays (e.g. Zostera marina beds). General knowledge of the associated biota is larger for those habitats of shallow waters in comparison to those of the deep sea and for those located in the northern sector in relation to those of the southern sector of the Alboran Sea. Public lighting represents a large part of the energy consumption of towns and cities. Efficient management of public lighting can entail significant energy savings. This work presents a smart system for managing public lighting networks based on wireless communication and the DALI protocol. Wireless communication entails significant economic savings, as there is no need to install new wiring and visual impacts and damage to the facades of historical buildings in city centers are avoided. The DALI protocol uses bidirectional communication with the ballast, which allows its status to be controlled and monitored at all times. The novelty of this work is that it tackles all aspects related to the management of public lighting: a standard protocol, DALI, was selected to control the ballast, a wireless node based on the IEEE 802.15.4 standard with a DALI interface was designed, a network layer that considers the topology of the lighting network has been developed, and lastly, some user-friendly applications for the control and maintenance of the system by the technical crews of the different towns and cities have been developed.

Post-exercise microcurrent based treatments have shown to optimise exercise-induced adaptations in athletes. We compared the effects of endurance training in combination with either, a microcurrent or a sham treatment, on endurance performance. Additionally, changes in body composition, post-exercise lactate kinetics and perceived delayed onset of muscle soreness (DOMS) were determined. Eighteen males (32.8 ± 6.3 years) completed an 8-week endurance training programme involving 5 to 6 workouts per week wearing a microcurrent (MIC, n=9) or a sham (SH, n=9) device for 3-h post-workout or in the morning during non-training days. International audience; Production systems contain advanced automated processes, and humans are involved in activities, such as monitoring, managing and/or operating, to ensure the right functioning of these systems. The challenge for industries is to develop human-centred scheduling systems that orchestrate the interaction between human and machines devices considering both operations productivity and human well-being. In this paper, a cyber-physical production system integrating a smart station is proposed to dynamically change the schedule of tasks to human operators, regarding the cognitive fatigue level during execution. The smart station consists in a human operator connected to a galvanometer that tracks electric currents on his skin coupled to a virtual holon that seeks the human well-being minimising his cognitive fatigue estimated from the tracking of the current. This Holon is also in charge of the modification of the scheduling through the adaption of the workload. A real experiment has been conducted to validate the contribution of the proposed approach and the results demonstrate significant mitigation of human wellbeing degradation in term of cognitive fatigue.

In this article, a cellular automaton model is proposed to analyze the effect of different kinds of proximity in urban growth process. Simulations showed that the modification of three variables (built areas density, Euclidean distance from each cell to road network and network distance to urban center) is sufficient to make different typical patterns emerge, and that these patterns correspond to different ways to organize urban space. This method improves understanding of the role of proximities in urban dynamics, in order to build models based on spatial and topological properties to describe evolution of urban systems.
