Recently, studies about the effects of higher education on economic growth in developing countries are taking more attention. In this paper, long-run and causal relationships between higher education and economic growth in Turkish economy over 1970–2008 period were analysed. For this purpose, two higher education indicators were regressed over real GDP using ARDL (Autoregressive Distributed Lag) bounds testing approach and the causality between these variables was investigated by Dolado and Lütkepohl’s style Granger causality test. Results showed that, higher education is cointegrated to economic growth and either higher education or economic growth has significant causal effects on each other., Son yıllarda gelişmekte olan ülkelerde yüksek öğretimin ekonomik büyüme üzerindeki etkilerini konu alan çalışmalar daha fazla ilgi çekmektedir. Bu çalışmada Türk ekonomisinde 1970-2008 döneminde yüksek öğretim ve ekonomik büyüme arasındaki uzun dönemli ve nedensel ilişkiler analiz edilmiştir. Söz konusu amaç için iki yüksek öğretim göstergesi ARDL sınır testi yaklaşımı kullanılarak reel GSYİH üzerine regrese edilmiş ve değişkenler arasındaki nedensellik ilişkisi Dolado ve Lütkepohl tarzı Granger nedensellik testi ile araştırılmıştır. Sonuçlar Türk ekonomisinde yüksek öğretim ile ekonomik büyümenin eşbütünleşik ve hem yüksek öğretimin hem de ekonomik büyümenin birbirleri üzerinde anlamlı nedensel etkileri olduğunu göstermiştir

Improved resource efficiency of production is a key requirement for sustainable growth, worldwide. In this regards, by considering the energy and tourism as the extra inputs to the classical Coub-Douglas production function, this study aims at investigating the efficiency changes in the North African countries. To this end, the study uses panel data for the period 1995-2010 and adopts the Malmquist index based on the data envelopment analysis. Results show that tourism increases technical and scale efficiencies, while it decreases technological and total factor productivity changes. On the other hand, when the production function is augmented by the energy input; technical efficiency change decreases, while the technological change, scale efficiency change and total factor productivity change increase. Thus, in order to satisfy the needs for sustainable growth, North African governments should take some measures for increasing the contribution that the tourism makes to economic growth and some others for efficient use of resources in the energy sector., {"references":["E. In this work relationship between technological change and competitiveness in Turkish economy were emprically tested by applying VAR analysis on 1970-2010 term annual data. Total number of residents and nonresidents patent applications was used as the indicator of the technological change. As the measure of competitiveness two different indexis that indicate the competitiveness of the Turkish manufacturing in the world were calculated by using “Revealed Comperative Advantage” that was developed by Balassa (1965) and competitiveness index developed by Vollrath (1971). Our model also includes real effective exchange rate and gross domestic product that can effect the competitiveness. In conclusion, a positive correlation between technological change and competitiveness was observed, Bu çalışmada teknolojik değişim ve rekabet gücü arasındaki ilişki 1970-2010 dönemini kapsayan yıllık verilerle VAR Analizi yöntemi kullanılarak Türkiye ekonomisi açısından ampirik olarak test edilmiştir. Teknolojik değişim göstergesi olarak Türk Patent Enstitüsü’ne yapılan toplam yerli ve yabancı patent başvuru sayısı alınmıştır. Rekabet gücü göstergesi olarak ise, Balassa (1965) tarafından geliştirilen “Açıklanmış Karşılaştırmalı Üstünlükler” endeksi ve Vollrath (1971) tarafından geliştirilen rekabet gücü endeksinden faydalanılarak, Türkiye imalat sanayisinin Dünya üzerindeki rekabet gücünü gösteren iki farklı endeks hesaplanmıştır. Modelimizde ayrıca rekabet gücünü etkilediği düşünülen reel efektif döviz kuruna ve gayrisafi yurtiçi hasıla değişkenlerine de yer verilmiştir. Sonuç olarak, teknolojik değişim ile rekabet gücü arasında pozitif yönlü bir ilişki tespit edilmiştir.

Bu çalışmada Türkiye’de 1988-2009 yıllarını kapsayan dönemde, kadınların çalışma hayatı ile sosyoekonomik faktörlerin etkileşimi ele alınmıştır. Kullanılan veri seti, evli kadınlara ait doğurganlık oranı, boşanma oranı, kadınların işgücüne katılma oranı ve ücret endeksi olarak belirlenmiştir. Çalışmada kullanılan değişkenlerin uzun dönem ilişkisi ele alınmıştır. Bunun için serilerin durağanlık testine başvurulmuş ve daha sonra eş bütünleşme analizi ve hata düzeltme teknikleri kullanılmıştır. Uzun dönem ilişkisinde bir eş bütünleşmenin söz konusu olduğu vektörün varlığı ve ücret endeksi ile doğurganlık arasında aynı yönlü ilişki tespit edilmiştir. Diğer taraftan, ücret endeksi ile kadınların işgücüne katılma oranı arasındaki ilişki negatif yönlü bulunmuştur. Yine ücret endeksi ile boşanma arasında aynı yönlü uzun dönem ilişkisi bulunmuştur. Ayrıca, değişkenlerin Granger nedensellik testinde nedenselliğin varlığı araştırılmış ve etki-tepki fonksiyonları ile değişkenlerdeki innovasyonun diğer değişkenlere yansıması takip edilmiştir

European Conference on Intellectual Capital -- APR 28-29, 2009 -- INHolland Univ Appl Sci, Haarlem, NETHERLANDS, WOS: 000281045000022, Perceived as a factor that influences the efficiency and effectiveness of key production factors in the process of economic development, social capital is defined in this study as the set of social relations that enable entrepreneurs to gain access to economic resources. The study presents findings from a sample survey carried among owners or managers of manufacturing small and medium sized enterprises (SME's) in Sivas, a province located in a rather less developed region of Turkey. In the World Value's Studies, Turkey is generally portrayed as one of the countries with a relatively low general trust. Given that there are almost no attempts to analyse its consequences at national and regional level, this study attempts to fill in this gap. Trying to find out what role social capital plays in SME's performance and which form of social capital (bonding or bridging) is much more relevant, particular focus is on how trust and business networks play a part in this performance enhancement process. In accordance with the above mentioned conceptual framework on social capital, we have used two sets of variables the first one aiming at measuring the tendencies of trusting behaviour among entrepreneurs, namely trust levels, norms and network, which we called the "potential social capital". On the other hand, the second set of variables which represents the economic effects of social capital and is called as "actual social capital" aims to measure what entrepreneurs actually do in terms of investing in networks or cooperate. These include positive benefits such as reduction in transaction costs, the extent of collective action and learning spin-offs. Trust levels are found to be generally low, institutional trust being the lowest, although most of the trust-supporting social mechanisms (such as norms and sanctions relating to cheating, business reputation etc.) do exist. In their economic transactions most of the entrepreneurs seem to be not depending on their close and strong ties. Most of the firms exhibit high transaction costs, low levels of cooperation with other firms in the industry, and rarely benefit from contributions of others including governmental supporting bodies and business associations. Our findings suggest that firms that enjoy higher levels of collective action and learning also perform better.

İktisat, kıt kaynaklarla sınırsız ihtiyaçları tatmin etmeye çalışarak toplumsal refahı maksimize etmek için uğraş veren bilim olarak tanımlanır. İhtiyaçlar arasında ise ekonomik maliyeti olanların daha çok önem arz ettiği ve üzerinde durulması gerektiği yanılgısı yaygındır. Dolayısıyla ekonomik bir maliyeti olmayan veya daha düşük maliyetli olmasına rağmen canlılar için hayati öneme sahip olan çevresel değerler ihmal edilmiştir. Böylece çevresel değerlerin niteliği bozulmuş ozon tabakasının delinmesi, küresel ısınma, iklim değişikliği gibi tehditler baş göstermiştir. Çevre kirliliğinin ciddi sorun haline gelmesinde CO2 gazının rolü çok fazladır. Kirliliğinin yol açtığı tehditler CO2 emisyonu ile özdeş hale gelmiştir. Dolayısıyla bu değişkenin izlediği seyir karar birimlerine izlenecek politikalar açısından yardımcı olacaktır. Bu çalışmada Türkiye’nin 1960-2006 yılları arasındaki CO2 emisyonları Lee-Strazicich yapısal kırılmalı birim kök testiyle analiz edilmiş, Türkiye’de CO2 değişkenine yönelik izlenen politikaların uzun dönemde etkili olmayacağı sonucuna ulaşılmıştır.

Bu çalışmada iktisat tarihinde ön plana çıkan iki ekol olan neo-klasik ve Keynesyen yaklaşımların büyüme modellerinden yararlanılarak finans-büyüme ilişkileri ele alınacaktır. Çalışmanın amacı finans-büyüme konusunda bu iki yaklaşımın karşılaştırılma olanağı kazanılmasıdır. Çalışmadan elde edilen sonuçlara göre, neo-klasik yaklaşımda finans sisteminde liberal politikaların uygulanması iktisadî büyümeyi olumlu etkileyeceği iddia edilmektedir. Keynesyen içerikli teorilerde ise, finans sektörü iktisadî büyümede istikrarsızlık kaynağı olabileceği için bu sektörün kamu müdahalesi altında olması gerektiği iddia edilmektedir., The effects of financial system on economic growth have been examined in the economics literature since the 19th century. This study deals with the finance-growth relationship by using the growth models of two prominent approaches in economics: the neo-classical and Keynesian approach. The study aims to compare these two approaches and claims that while in the neo-classical approach, liberal financial policies have a positive impact on economic growth, in the Keynesian approach, financial system may create instability for economic growth and should be under public intervention.

In the last 30 year period, the arrangements towards the central bank independence have been made in order to ensure and maintain macroeconomic stability in many countries. While the central banks focus on the goal of price stability, the importance of fiscal discipline has increased due to the effects of fiscal policy on macroeconomic stability. However, expansionary policies implemented since the 2008 global financial crisis have led to a new debt crisis in the European Union, especially in the economic and monetary union countries. While the expansionary effect of fiscal policies becomes prominent in the anti-crisis policies, the interaction of monetary and fiscal policies has become more questionable. In this study is evaluated the reflections of the central bank independence on the implementation of fiscal policy and public debt stock in the EMU countries. The results of the study show that the increase in central bank independence has positive and significant effect on public debt in Euro Area., Son 30 yıllık dönemde makroekonomik istikrarın sağlanması ve korunması amacıyla birçok ülkede merkez bankası bağımsızlığına yönelik düzenlemeler yapılmıştır. Merkez bankaları fiyat istikrarı amacı üzerinde odaklanırken, maliye politikalarının makroekonomik istikrar üzerindeki etkileri nedeniyle mali disipline verilen önem artmıştır. Ancak 2008 küresel finansal krizi sonrasında uygulanan genişletici politikalar, Avrupa Birliği’nde özellikle Parasal Birliğe dahil ülkelerde yeni bir borç krizinin temellerini atmıştır. Kriz karşıtı politikalarda maliye politikalarının genişletici etkileri öne çıkarken, para ve maliye politikalarının etkilişimi de daha fazla tartışılır olmuştur. Bu çalışmada, AB’de ortak para alanına dahil ülkelerde merkez bankasının bağımsızlığının maliye politikası uygulamaları ve kamu borç stokuna yansımalarını değerlendirilmektedir. Çalışmanın analiz sonuçları; Euro bölgesi ülkelerinde, merkez bankası bağımsızlığındaki artışın kamu borç stoku üzerinde pozitif ve anlamlı etkisi olduğunu göstermektedir.

Tüm dünyada günümüze kadar oluşturulan bütünleşmeler içerisinde en ileri düzeyde sosyal, kültürel ve ekonomik alanda bölgesel bir bütünleşme örneği olan Avrupa Birliği bu bütünleşmeyi daha da ileri düzeye taşımak için bugün 17 ülkenin katıldığı bir parasal birlik oluşturarak iktisadi çıkarlarını maksimum seviyeye taşımayı amaçlamıştır. Bu sistemin çalışması için de Birliğin para politikasını yürütecek olan Avrupa Merkez Bankası gibi kurumsal bir altyapı tesis edilmiş ve ortak para Euro’yu kullanan ülkelerin para politikası ve uygulamaları bu kuruma devredilmiştir. Ancak sistemin aksaklıkları 2008 Küresel Kriziyle birlikte daha da gün yüzüne çıkmış ve Euro’nun akıbeti sorgulanır hale gelmiştir. Euro Bölgesi için üye ülkelerin ekonomik olarak heterojen bir yapı göstermesi Euro Bölgesinin optimal olmadığı yönünde iddiaları desteklemektedir. Bunun için atılması gereken en önemli adımlardan birisinin mali federalizm olduğu iddia edilmektedir. Ancak bu durumda bile heterojen yapının gerekli kriterleri yerine getirmede problem yaşayacağı açıktır. Bunun yerine Parasal Birliğin geleceği açısından Ekonomik olarak sağlam bir yapıya sahip olan ülkelerle yola devam etmek yani sepetteki çürük elmaları sepetin dışına çıkarmak daha doğru bir adım olabilir. The European Union which is most important social, cultural and economic integration type aims own economic benefits to be reached at the maximum, by constituting a monetary union in which joined 17 countries at present. In addition institutional infrastracture have been built like European Central Bank (ECB), and ECB has been assigned Eurozone countries’ monetary policies and implementations. But the malfunctions of this system have evidently arised and the future of the Euro has been questioned in conjunction with 2008 Global Crisis. That the Eurozone countries’ economic structures are nonhomogenous supports the assertions about that Eurozone is not optimum. It’s offered that fiscal federalism is one of the most important solution to sustain the common currency. But even so, this is not sufficient step. Because it’s clear that this nonhomogenous structure has problems in fulfilling the economic criteria. Instead, going on the way with the countries that have strong economic structure, that is getting the bad apples out of the barrel could be a plausible way out.
