Abstract

This research estimates the impact that eight alternative climate change scenarios are likely to have on agricultural returns and the useful life of the Ogallala aquifer in the Southern High Plains (SHP) over a 90-year planning horizon, relative to the situation where climate conditions are maintained at the historical average condition for 1960 to 2009. The empirical analysis is accomplished with the aid of an integrated water policy model that couples a dynamic economic optimization model to a detailed aquifer model of the Southern Ogallala Aquifer. The integrated model controls for the effects of spatial heterogeneity in land use practices and aquifer characteristics. For each climate scenario, changes in annual economic returns, irrigated acres, water use, and aquifer storage levels are measured relative to respective estimates derived from the historic no change climate scenario. The annual 90-year time path of economic returns, water use, and cropping patterns under the eight climate change scenarios significantly varies from the baseline forecast. Moreover, relative to a baseline condition that estimates significant annual decreases in economic returns due to continued groundwater mining, the climate change scenarios generally suggest climate change will mitigate the cost of increasing groundwater scarcity due to a complimentary effect between crop yields and the various climate change scenarios.

Abstract

Texas comprises the eastern portion of the Southwest region, where the convergence of climatological and geopolitical forces has the potential to put extreme stress on water resources. Geologic records indicate that Texas experienced large climate changes on millennial time scales in the past, and over the last thousand years, tree-ring records indicate that there were significant periods of drought in Texas. These droughts were of longer duration than the 1950s “drought of record” that is commonly used in planning, and they occurred independently of human-induced global climate change. Although there has been a negligible net temperature increase in Texas over the past century, temperatures have increased more significantly over the past three decades. Under essentially all climate model projections, Texas is susceptible to significant climate change in the future. Most projections for the 21st century show that with increasing atmospheric greenhouse gas concentrations, there will be an increase in temperatures across Texas and a shift to a more arid average climate. Studies agree that Texas will likely become significantly warmer and drier, yet the magnitude, timing, and regional distribution of these changes are uncertain. There is a large uncertainty in the projected changes in precipitation for Texas for the 21st century. In contrast, the more robust projected increase in temperature with its effect on evaporation, which is a dominant component in the region’s hydrologic cycle, is consistent with model projections of frequent and extended droughts throughout the state. For these reasons, we recommend that Texas invest resources to investigate and anticipate the impacts of climate change on Texas’ water resources, with the goal of providing data to inform resource planning. This investment should support development of 1) research programs that provide policy-relevant science; 2) education programs to engage future researchers and policy-makers; and 3) connections between policy-makers, scientists, water resource managers, and other stakeholders. It is proposed that these goals may be achieved through the establishment of a Texas Climate Consortium, consisting of representatives from academia, industry, government agencies, water authorities, and other stakeholders. The mission of this consortium would be to develop the capacity to provide decision makers with the information needed to develop adaptation strategies in the face of future climate change and uncertainty., Texas Water Journal, Vol. 1 No. 1 (2010)

Abstract

A cross-site analysis was conducted on seven diverse, forested watersheds in the northeastern United States to evaluate hydrological responses (evapotranspiration, soil moisture, seasonal and annual streamflow, and water stress) to projections of future climate. We used output from four atmosphere-ocean general circulation models ( AOGCMs; CCSM4, Had GEM2- CC, MIROC5, and MRI- CGCM3) included in Phase 5 of the Coupled Model Intercomparison Project, coupled with two Representative Concentration Pathways ( RCP 8.5 and 4.5). The coarse resolution AOGCMs outputs were statistically downscaled using an asynchronous regional regression model to provide finer resolution future climate projections as inputs to the deterministic dynamic ecosystem model Pn ET- BGC. Simulation results indicated that projected warmer temperatures and longer growing seasons in the northeastern United States are anticipated to increase evapotranspiration across all sites, although invoking CO2 effects on vegetation (growth enhancement and increases in water use efficiency ( WUE)) diminish this response. The model showed enhanced evapotranspiration resulted in drier growing season conditions across all sites and all scenarios in the future. Spruce-fir conifer forests have a lower optimum temperature for photosynthesis, making them more susceptible to temperature stress than more tolerant hardwood species, potentially giving hardwoods a competitive advantage in the future. However, some hardwood forests are projected to experience seasonal water stress, despite anticipated increases in precipitation, due to the higher temperatures, earlier loss of snow packs, longer growing seasons, and associated water deficits. Considering future CO2 effects on WUE in the model alleviated water stress across all sites. Modeled streamflow responses were highly variable, with some sites showing significant increases in annual water yield, while others showed decreases. This variability in streamflow responses poses a challenge to water resource management in the northeastern United States. Abstract

Water temperature, dissolved oxygen, and concentrations of salts in surface water bodies can be affected by the natural environment and local human activities such as surface and ground water withdrawals, land use and energy extraction, and variability and long-term trends in atmospheric conditions including temperature and precipitation. Here, we quantify the relationship between 121 indicators of mean and extreme temperature and precipitation and 24 water quality parameters in 57 Texas reservoirs using observational data records covering the period 1960 to 2010. Over time scales ranging from 1 week to 2 years, we find that water temperature, dissolved oxygen, pH, specific conductance, chloride, sulfate, and phosphorus all show consistent correlations with atmospheric predictors, including high and low temperature extremes, dry days, heavy precipitation events, and mean temperature and precipitation. Based on these relationships combined with regional climate projections, we expect climate change to increase water temperatures, decrease dissolved oxygen levels, decrease pH, increase specific conductance, and increase levels of sulfate and chloride in Texas reservoirs. Over decadal time scales, this may affect aquatic ecosystems in the reservoirs, including altering the risk of conditions conducive to algae occurrence, as well as affecting the quality of water available for human consumption and recreation. Abstract

We evaluate the ability of global climate models participating in phase 5 of the Coupled Model Intercomparison Project (CMIP5) to reproduce observed seasonality and interannual variability of temperature over the Caribbean, and compare these with simulations from atmosphere-only (AMIP5) and previous-generation CMIP3 models. Compared to station and gridded observations, nearly every CMIP5, CMIP3 and AMIP5 simulation tends to reproduce the primary inter-regional features of the Caribbean annual temperature cycle. In most coupled model simulations, however, boreal summer temperature lags observations by about 1 month, with a similar lag in the simulated annual cycle of sea surface temperature (SST), and a systematic cold bias in both climatological annual mean air temperature and SST. There is some improvement from CMIP3 to CMIP5 but the bias is still marked compared to AMIP5 and observations, implying that biases in the annual temperature cycle may originate in the ocean component of the coupled models. This also suggests a tendency for models to over-emphasize the influence of SSTs on near-surface temperature, a bias that may be exacerbated by model tendency to over-estimate ocean mixed layer depth as well. In contrast, we find that both coupled and atmosphere-only models tend to reasonably simulate the response of observed temperature to global temperature, to regional and large-scale variability across the Caribbean region and the Gulf of Mexico, and even to more remote Atlantic and Pacific influences. These findings contribute to building confidence in the ability of coupled models to simulate the effect of global-scale change on the Caribbean. [ABSTRACT FROM AUTHOR]
