Abstract

The financial managers of federal activities are not only the CFOs of administrative agencies but also the officials who are tasked with setting policy and delivering government programs. Unfortunately, the traditional federal financial management paradigm is that the accountants and those who work with them are the recognized financial administrators. Program managers therefore tend to leave 'financial things' to CFOs and focus on managing their programs. However, there is a growing realization that financial management and program management cannot be separated from one another and that program and policy personnel also have a responsibility for the financial viability of federal programs. To achieve their mutual objectives, program officials must play a more active role in financial management while finance officers must participate in analysis, evaluation and value-added activities.

Abstract

The job of federal financial managers involves much more than applying Generally Accepted Accounting Principles (GAAP). While GAAP are vital for consistency and standardization, they will not serve the government's purpose if they are not relevant to users and customers of public sector financial information. The challenge that government financial managers must therefore strive to meet is to ensure that liability management, cash flow, internal control, performance measurement and other financial information will be valued and used by policy and program personnel, legislators, oversight agencies, and the American public. Government accountants and auditors will have accomplished their mission if they succeed in providing information to customers who need it, place importance on such information and are concerned about audit opinions and results.

Abstract

This monograph reviews literature on Polish Americans. Information was derived from sociological community studies, sociological and historical works, M.A. and Ph.D. dissertations, and theoretical and empirical studies dealing with ethnic groups. Listed in the bibliography are 302 works. The monograph is intended as a starting point for social scientists undertaking research involving ethnic groups, particularly Polish Americans. The document is presented in nine chapters. Chapter titles are Residential Patterns and Ethnic Segregation of Polish Americans, The Structural Position of Polish Americans in American Society, Political Participation and Interethnic Relations, The Church and the Community, Organizational Affiliation, The Family, Social Relations, Culture, and Ethnic Identity and Identification. Within each chapter, information is presented in essay form. Readers' attention is directed to relevant resources by means of numbers inserted into the text at frequent intervals. The numbers refer to entries listed in the bibliography. Specific page numbers are given when only a certain section of the material is relevant. Major chapter topics are further broken down into subtopics. For example, in the chapter on residential patterns, subtopics include the persistence of ethnic residence, ecological aspects of local ethnic institutions, spatial mobility, housing trends of Polish Americans in various communities, generational differences, and suburbanization. The chapter on social position focuses on social class, occupation, income, home ownership, property ownership, education, and occupational mobility. Abstract

Law, WL is one of the members of the International Rectal Cancer Study Group, BACKGROUND: Little is known regarding variations in preoperative treatment and practice for rectal cancer (RC) on an international level, yet practice variation may result in differences in recurrence and survival rates. METHODS: One hundred seventy-three international colorectal centers were invited to participate in a survey of preoperative management of rectal cancer. RESULTS: One hundred twenty-three (71%) responded, with a majority of respondents from North America, Europe, and Asia. Ninety-three percent have more than 5 years' experience with rectal cancer surgery. Fifty-five percent use CT scan, 35% MRI, 29% ERUS, 12% digital rectal examination and 1% PET scan in all RC cases. Seventy-four percent consider threatened circumferential margin (CRM) an indication for neoadjuvant treatment. Ninety-two percent prefer 5-FU-based long-course neoadjuvant chemoradiation therapy (CRT). A significant difference in practice exists between the US and non-US surgeons: poor histological differentiation as an indication for CRT (25% vs. 7.0%, p = 0.008), CRT for stage II and III rectal cancer (92% vs. 43%, p = 0.0001), MRI for all RC patients (20% vs. 42%, p = 0.03), and ERUS for all RC patients (43% vs. 21%, p = 0.01). Multidisciplinary team meetings significantly influence decisions for MRI (RR = 3.62), neoadjuvant treatment (threatened CRM, RR = 5.67, stage II + III RR = 2.98), quality of pathology report (RR = 4.85), and sphincter-saving surgery (RR = 3.81). CONCLUSIONS: There was little consensus on staging, neoadjuvant treatment, and preoperative management of rectal cancer. Abstract

Automated measurements of the electric charge of fluid microdrops precise to up to 0.016 of an electron charge have been made using machine-vision systems to observe the motion of fluid microdrops in air under the influence of an oscillating electric field. Abstract

Several techniques for determining the size of small fluid microdrops with diameters ranging from 5 to 30 μm have been developed and evaluated using an automated variation on the Millikan oil drop experiment. The average diameter of a large sample of monodisperse fluid drops was determined by measuring their terminal velocity in air, or if charged, their motion under the influence of an electric field, as well as by measurement of the magnitude of their Brownian motion. The diameter of individual drops was determined optically, by direct observation using an imaging system based on a charge-coupled-device camera. The technique used to analyze the image data is based on a best-fit technique taking the point spread function of the lens into account, and yields results accurate to 1% (based on a single image) without the need for any calibration. By combining this technique with terminal velocity measurements, the density of the fluid can be determined to similar accuracy.

Abstract

For use in our Millikan type liquid drop searches for fractional charge elementary particles we have developed a simple ionized air device for neutralizing a narrow stream of small drops. The neutralizer has been used for drops ranging in diameter from 10 to 25 μm. The width of the produced charge distribution is given by the Boltzmann equilibrium charge distribution and the mean of the distribution is set by a bias voltage. Using the bias voltage, the mean can be set with a precision of better than e, the electron charge. The use of the neutralizer is illustrated in an application to mineral oil drops produced with charges of the order of 1000e. We also show the interesting case of silicone oil drops that are produced in our drop generator with a charge distribution narrower than the Boltzmann equilibrium charge distribution, the charge distribution being broadened by the neutralizer.

We present a new experimental method for searching for free fractional charge in bulk matter; this new method derives from the traditional Millikan liquid drop method, but allows the use of much larger drops, 20 to 100 mm in diameter, compared to the traditional method that uses drops less than 15 mm in diameter. These larger drops provide the substantial advantage that it is then much easier to consistently generate drops containing liquid suspensions of powdered meteorites and other special minerals. Insurance companies, as well as banks and thrift institutions, have traditionally reported assets and liabilities on the basis of their amortized cost, or book value. But following the turmoil in securities markets due to highly volatile interest rate fluctuations in the 1980s and the early 1990s, and problems caused by inadequate liquidity, in the mid-1990s the Financial Accounting Standards Board (FASB) issued a new ruling calling for financial intermediaries to report the fair, or market, value of most assets. Called FAS 115, this new standard is the first step in the eventual change to valuing all the assets and liabilities belonging to financial intermediaries under the fair value accounting method. Thus, these changes will pose tremendous future implications for three key business measures of a financial intermediary: Solvency: if the fair values of assets and liabilities are out-of-step, then healthy companies may report negative net worth and insolvent companies may appear to be in sound financial condition. Reported Earnings: if the fair values of assets and liabilities are out of step, then reported earnings will not accurately represent the financial operations of the company. Risk Management: FASB recently postponed the implementation of its new rules on accounting for the use of derivatives instruments. However, if the final set of rules for figuring the fair value of derivatives is not carefully crafted, it may be possible that companies prudently hedging their risks are subject to penalties in their financial reports, while companies taking greater risks appear to have less volatile financial performance. Compared to banks and other financial intermediaries, life insurance companies have the longest term and most complex liabilities, and hence the new FASB requirement poses the most severe challenges to the life insurance industry. The lessons learned from the debate amonglife insurance academics and professionals about how respond to the fair value reporting rule will be instructive to their counterparts in other sectors of the insurance industry, as well as those involved with other financial institutions. Of particular note are the two papers which comprise Part III. The first provides examples of the fair valuing of annuity contracts, while the second offers examples of the fair valuing of term insurance products. As the papers collected in The Fair Value of Insurance Business extend and update some of the issues treated in a previous Salomon Center conference volume, The Fair Value of Insurance Liabilities, this new volume may be viewed as a companion to the earlier book.

In this article, we express a concern that certain commonly accepted methods of predicting mortality will likely prove to be inadequate in the future. Specifically, the Lee-Carter method, which overall has been empirically successful, uses auto-regressive moving average (ARMA) technology and contains no structural mortality equation. This structure means that no information other than previous history can be introduced. We argue that rapid advances in medical science are taking place and that failure to reflect this information in our projection methodology will make resulting projections unsuitable.

Abstract

We have used an automated Millikan oil drop method to search for free fractional-charge particles in a sample containing in total 3.9 mg of pulverized Allende meteorite suspended in 259 mg of mineral oil. The average diameter of the drops was 26.5 microm with the charge on about 42 500 000 drops being measured. This search was motivated by the speculation that isolatable, fractional-charge particles produced in the early Universe and present in our Solar System are more likely to be accumulated in asteroids than on Earth's surface. No evidence for fractional-charge particles was found. With 95% confidence, the concentration of particles with fractional-charge more than 0.25 e (e being the magnitude of the electron charge) from the nearest integer charge is less than 1.3 x 10(-21) particles per nucleon in the meteoritic material and less than 1.9 x 10(-23) particles per nucleon in the mineral oil.
