1er Rapport du CNLE sur le suivi qualitatif de l’évolution de la pauvreté en France Un an après le début de la crise sanitaire de la Covid 19, le Conseil national des politiques de lutte contre la pauvreté et l’exclusion (CNLE) présente, dans son rapport La pauvreté démultipliée - Dimensions, processus et réponses remis le 12 mai 2021 à Jean Castex, Premier Ministre, sa première analyse « qualitative de l’évolution de la pauvreté » portant sur la période allant du printemps 2020 au printemps 2021. Ce rapport répond à une demande du Premier ministre qui a missionné le CNLE pour la mise en place d’un suivi qualitatif de l’évolution de la pauvreté en France. Préfacé par Fiona Lazaar, présidente du CNLE et députée du Val d’Oise, il a été dirigé par Nicolas Duvoux, président du comité scientifique du CNLE et Michèle Lelièvre, directrice du comité scientifique du CNLE.

Promu dans les années 1960 comme facteur « du développement » par les organisations internationales telles que l’Organisation mondiale du tourisme, le fonds monétaire international, la Banque mondiale, légitimé dans les années 1970 par des fondements humanistes et environnementaux, puis plus récemment comme « équitable, responsable et durable », ou décliné sous diverses formes comme l’écotourisme, le développement du tourisme international, source importante de devises étrangères pour les « pays en voie de développement », n’en reste pas moins le reflet d’une réalité insidieuse moins évoquée : celle des déséquilibres sociaux, économiques, culturels et environnementaux qu’il suscite à l’égard de ceux que l’on appelle dans le vocable français « peuples autochtones ». La spécificité de ce ces peuples a été reconnue et fait l’objet depuis quelques années d’une attention grandissante au niveau international : malgré une grande diversité culturelle, politique, économique et sociale selon les continents, ils partagent une même relation à leur « terre » ou au « territoire » tout à fait singulière, qu’on appelle dans une acception plus large « cosmovision ». Cette communication vise dans un premier temps à approfondir les visions du monde différentes voire contradictoires que sous-tendent l’expansion actuelle du tourisme international et le mode de vie de ces peuples puis fait état des atteintes faites à leurs droits fondamentaux dans ce contexte. Elle s’interroge ensuite sur des expériences positives existant essentiellement au niveau local, ou national, basées sur des principes de cogestion avec les peuples autochtones ou d’autogestion, mais qui renvoient à la responsabilité du tourisme international. Nos dirigimos enseguida al análisis de las experiencias positivas existentes sobretodo a nivel local o nacional, basadas en principios de co-gestión con los pueblos autóctonos o de autogestión, y que nos reenvían a la responsabilidad del turismo internacional. Promoted in the 1960s as factor " of development" by the international organizations such as the World Tourism Organisation, the International Monetary Fund, the World Bank, legitimized in the 1970s by humanist and environmental bases, then more recently as "equitable, responsible and durable", or declined under diverse forms as the ecotourism, the development of international tourism, as an important source of currencies for "developing countries", remains nevertheless the reflection of an insidious reality less known: the social, economic, cultural and environmental imbalances that it causes to those who are called in french " peoples autochtones", (indigenous people). The specificity of these people has been recognized and is the object for some years of a growing attention on the international level: in spite of a great cultural, political, economic and social diversity depending on continents, they share the same relation with their "earth" or their "territory" completely singular, which we call in a broader meaning " cosmovision This communication aims first at looking further into the different or contradictory visions of the world that underlie the current expansion of the international tourism and the way of life of these people, then states attacks made to their fundamental rights in this context. It wonders then about positive experiences existing essentially at the local or national level, based on principles of joint management with the indigenous people or self-management, but which underline the responsibility of international tourism.

We introduce Skip-Window, a method to allow recurrent neural networks (RNNs) to trade off accuracy for computational cost during the analysis of a sequence. Similarly to existing approaches, Skip-Window extends existing RNN cells by adding a mechanism to encourage the model to process fewer inputs. Unlike existing approaches, Skip-Window is able to respect a strict computational budget, making this model more suitable for limited hardware like edge devices. We evaluate this approach on four datasets: a human activity recognition task, sequential MNIST, IMDB and adding task. Our results show that Skip-Window is often able to exceed the accuracy of existing approaches for a lower computational cost while strictly limiting said cost.

International audience; Du 17 mars au 11 mai 2020, on estime que 7 % des Français ont changé de lieu de vie 1 , que 9 % ont vu la composition de leur ménage se modifier (en rejoignant ou en accueillant un parent, un enfant, un conjoint, un proche) et qu'au total, 13 % de la population s'est retrouvée dans une configuration domestique différente. En outre, 30 % des personnes en emploi début mars ont été mises à l'arrêt, et près de la moitié de celles et ceux qui travaillaient ont dû continuer à le faire depuis leur logement. Les enfants, adolescents et étudiants ont vu leur scolarité se déporter vers leur domicile au moyen d'outils numériques inégalement disponibles et maîtrisés. Enfin, la proportion d'individus qui se sentent isolés dans leur logement et leur quartier atteint 38 %, contre 17 % avant le confinement. La pandémie de covid-19 et les mesures de confinement du printemps 2020 ont donc constitué un « événement » au sens historique du terme : une transformation de l'ordre des choses « qui introduit une coupure, une discontinuité dans la continuité du temps » (Bertrand, 2009 : 40).

Beyond its devastating consequences for public health, the COVID-19 pandemic had a major impact on gender inequalities, labour markets and families. Compared to many European countries, the French approach to lockdown was among the more stringent, although the measures taken by the French government to support employment, to some extent, mitigated the worst effects of the crisis on families. This article analyses the implications of COVID lockdown restrictions on gender equality and well-being for couples with children in France. The study adopted a multidimensional approach to gender inequalities associated with paid work and various dimensions of living conditions, involving gender-differentiated access to personal work spaces in the home, personal leisure time outside the home, and local support networks during the first phase of lockdown (March−June 2020). Drawing on data from the COCONEL survey, carried out by the Institut national d’études démographiques on a quota sample of the French adult population in April/May 2020, the authors controlled for variables including socio-economic status, age, family structure and place of residence. The survey data were complemented by a longitudinal set of in-depth interviews enabling the research team to capture the differential effects of the pandemic within couples. The main findings indicate that, despite the frequency of dual-employment arrangements for heterosexual couple households with dependent children, French mothers were nevertheless more likely to reduce their working time and/or withdraw from the labour market. Within the households surveyed, mothers were less likely than fathers to leave the home during the day, particularly for personal leisure activities. The presence of children in households increased gender inequality in both employment and living conditions across all socio-economic categories. In conclusion, the authors consider whether the pandemic might have a long-term impact on gender norms and inequalities within families, and how the findings about changes in gender inequalities could be used to inform public policy development.

This article offers a comparative analysis of the careers of men and women flight attendants in air transport. Using personnel records, collective agreements and interviews with flight attendants, we show that the picture of improvements in career equality in the airline studied here is illusory. For earlier cohorts, the massive prevalence of women as flight attendants has been accompanied by growing access to positions of in-flight responsibility (cabin manager) and on the ground (base manager), while repeated cross-sectional data indicate a narrowing of the gap between men and women in entry and exit conditions over time. However, our longitudinal analysis of a cohort of flight attendants who entered the company more recently (between 1998 and 2001) reveals gender inequalities in the likelihood of promotion, to the disadvantage of women. Career models are also highly gendered, with women notably more likely to work part-time. Rather than countering this tendency, the shift from a system of promotion based on seniority to one based more “on choice” reinforces gender inequalities, contrary to the claims associated with the equal-opportunity policy implemented by the airline, as of the early 2000s. This is because the new system is more heavily based on employees’ investment in the company throughout their careers, and thus on “biographical availability”, which is greater among men than women.

Avec la pandémie de Covid-19, l’emploi connaît en France une crise sans précédent depuis la Seconde Guerre mondiale. Mais aux inégalités face à l’emploi s’ajoutent des inégalités de conditions de travail que la pandémie a révélées et amplifiées : les cadres, davantage épargnés par la crise, ont massivement télétravaillé, tandis que les ouvriers et les employés – à l’arrêt pour près de la moitié – sont quasiment toujours sur site quand ils sont en activité. Le recours massif au télétravail des cadres a toutefois nui aux relations intrafamiliales. C’est ce que révèle l’enquête Coconel qui permet de saisir le nouveau visage du travail et de l’emploi en France deux mois après le début du confinement. Parmi l’ensemble des actifs qui occupaient un emploi au 1er mars 2020, 30 % étaient à l’arrêt deux mois après et 70 % travaillaient encore – dont 41 % depuis leur domicile et 59 % à l’extérieur. Qui ont subi les premiers les conséquences économiques de la pandémie ? Dans quelles conditions les Français ont-ils continué à travailler, selon leur sexe et leur catégorie socioprofessionnelle ?

The French labour market has been severely affected by the COVID-19 pandemic and the recession that ensued: 30% of people in employment on 1 March 2020 were not working 2 months later. But the pandemic has also modified working conditions, disrupted life in the home, and widened gender inequalities—with the risk that such changes will translate into long-term structural effects. People in higher-level occupations more often remained in work and, unlike other social categories, many could work remotely during lockdown. The impact of the pandemic and ensuing economic crisis have been especially detrimental for women. More women than men have lost their jobs, and their working conditions are less favourable. While the conditions of teleworking are varied, it is more often associated with a deterioration of parent–child relations.

Le confinement lié à la pandémie de Covid-19 a-t-il modifié les relations de voisinage et le sentiment d’isolement des Français ? S’appuyant sur une enquête que nous avons menée lors de la 7e semaine de confinement (l’enquête Coconel), nous décrivons ici les services rendus et reçus par les uns et les autres, avant et pendant le confinement, et leurs variations selon la catégorie sociale et l’âge.

International audience; Be it in normal times or in a crisis, exchanges of services between neighbours are subject to the same laws of sociability. People in higher-level occupations make up for the geographical dispersion of their family through more frequent relations with neighbours and feel less isolated than other social categories. During the lockdown to control the spread of COVID-19, the proportion of individuals exchanging services with neighbours remained stable, but attention focused on the over-75s at the expense of families. People aged 60–74, habitually the most neighbourly age group, exchanged even more services during the crisis. In one respect, however, the lockdown produced a radical change: the exchange of services did nothing to prevent a sharp increase in the sense of isolation.

Cette note de synthèse présente les premiers résultats de l'enquête COCONEL (Coronavirus et Confinement - Enquête longitudinale).L’enquête COCONEL est réalisée par internet. Une fois par semaine, un échantillon d’un millier de personnes, représentatif de la population adulte française, est interrogé avec un questionnaire couvrant divers aspects de la crise actuelle. La présente note détaille les principaux résultats de la sixième vague, qui a été réalisée par l’Ined en partenariat avec le consortium COCONEL. L’enquête a été menée pour cette vague auprès d’un échantillon de 2 003 personnes représentatif de la population française âgée de 18 ans et plus. Les enquêtés ont été interrogés du 30 avril au 4 mai sur les aspects suivants : conditions de logement ; travail ; enfant et continuité pédagogique ; voisinage et sentiment d’isolement.

La qualité de l’habitat augmente, mais également les inégalités de logement entre catégories socio-professionnelles, que le confinement rend particulièrement visibles. Surface, surpeuplement, localisation et accès à l’extérieur figurent parmi les indicateurs de cette hiérarchie sociale.

La crise sanitaire ne cesse de nous rappeler combien notre monde est (re)devenu inégalitaire. Des conditions de travail à l’accès à l’éducation, aux soins, ou encore à Internet, de nombreuses dimensions de notre vie sociale sont bouleversées par la pandémie.

Il y a quantité de livres écrits à propos de Paris, Londres, New York ou Chicago, ces grandes métropoles mondialisées qui incarnent l’accroissement des inégalités et l’approfondissement des processus de ségrégation socio-spatiale dans nos sociétés. Ces analyses sont très importantes pour comprendre la dynamique contemporaine des inégalités liée à la concentration du capital, la production de la marginalité urbaine et de l’exclusion (ghettos, sans domicile et mal-logés, camps de réfugiés notam...

Si le XXe siècle s’est singularisé dans de nombreux pays riches par une raréfaction progressive du personnel de maison, en particulier logé à domicile, au point que la sociologie avait pu y voir une forme d’emploi prémoderne et en annoncer la disparition, le constat est bien différent aujourdhui. On assiste à un retour, en termes d’effectifs, de l’emploi domestique, plus visible désormais, et, au-delà, du service direct aux particuliers, encouragés par des politiques publiques qui en font l’une des solutions possibles au problème du chômage de masse. Cet entretien avec Dominique Memmi revient sur les apports du concept de « domination rapprochée ». Forgé par elle, il désigne une relation de coprésence durable dans un espace clos et met l’accent sur la dimension physique des rapports entre dominants et dominés. Dans quelle mesure est-il utile pour rendre compte des transformations récentes dans les relations aux domestiques ? Dominique Memmi revient sur la conquête que représente le fait de ne plus habiter au domicile – conquête qui s’accompagne de nouvelles intolérances, en premier lieu à l’invisibilisation et à la confrontation aux manifestations corporelles (bruits, odeurs, déchets). Alors que les inégalités ne cessent de croître et que les bénéfices d’une certaine grandeur sociale n’existent plus que dans les maisons très riches, comment cette condition est-elle vécue et acceptée ? This concept refers to a relation of durable co-presence within a confined space and underlines the physical dimension of relations between the dominant and the dominated. Does it retain its relevance to account for the recent transformations of the relationships with domestic workers? Dominique Memmi recalls the gain that came along with the possibility to not have anymore to reside at their employers’ home – an advantage that has had its setbacks, in the form of new types of intolerances, starting with the ones towards invisibilisation and the confrontation to bodily manifestations (noise, smells, waste). In a context of growing inequality, in which the benefits of a certain social prestige are enjoyed only by a small minority of domestic workers at the service of the very wealthy, how is this condition generally experienced and accepted? Para éste, el hecho de no vivir más en los hogares de los empleadores representa, según Memmi, una conquista acompañada por nuevas intolerancias que desarrollan las y los que sirven a los demás: en primer lugar intolerancia a la invisibilización, así como a las manifestaciones corporales (ruidos, olores, residuos) a las que ellas y ellos se ven confrontados. A medida que las desigualdades siguen creciendo y que los beneficios aportados por cierta grandeza social tan solo existen en hogares muy ricos, ¿cómo se vive y se acepta esta condición?

This article examines the role of assisted loans in accessing homeownership and in the residential segregation of low-income households in France. During the 1996-2006 period, no-interest loans (NILs) affected 1.4 million households and were the main policy tool that favored homeownership. We rely on French housing surveys and the administrative records on NILs to compare the position of social groups in the housing market before and after implementing NILs. We show that in a context of increasing housing prices, NILs have limited the exclusion of lower- and middle-class households from the new-build housing market outside the Paris region. Nevertheless, households with NILs tend to relocate to peripheral areas that are characterized not only by a lower proportion of professionals and managers than central areas, but also by lower access to public services and collective amenities. Moreover, in-depth interviews suggest that low-income households had no clear perception of the social and physical disconnections they would experience when they purchased their new homes.
