Following recent calls for the development of a more embedded sense of labour agency, this paper focuses on the scale of the workplace which is largely absent from recent labour geography debates. Drawing on studies in the labour process tradition, the paper presents empirical research on call centre work in Glasgow, utilising this to revisit the concept of local Labour Control Regimes. We argue that rather than being simply imposed by capital and the state ‘from above’, workplace control should be seen as the product of a dialectical process of interaction and negotiation between management and labour. Labour's indeterminacy can influence capital in case specific ways as firms adapt to labour agency and selectively tolerate and collude with certain practices and behaviours. Workers’ learned behaviours and identities are shown to affect not only recruitment patterns in unexpected ways, but also modes of accepted conduct in call centres. Accordingly, the case is made for the influence of subtle – yet pervasive – worker agency expressed at the micro-scale of the labour process itself. The article focuses on regional inequalities and policies in Great Britain, and progressive regionalism. Topics discussed include economic recovery, policy initiatives such as Regional Growth Fund and Local Enterprise Partnerships (LEPs), and elements of alternative approach including political decentralisation investments on areas of greatest social and economic need, and integration of economic development and poverty reduction strategies.

This paper argues for a broad evolutionary political economy understanding of local and regional path creation. We adopt a multi-actor and multi-scalar perspective, focusing on the roles of the state and regional policy interventions in mediating the creation of growth paths. The framework interprets attempts in North East England and Scotland to support path creation in the offshore wind sector through evolutionary inspired contextual policies. We demonstrate that the realisation of the these policies remains crucially conditioned by the dynamic and complex interplay between the national political economy of energy market regulation, industrial policy and inter-regional asymmetries in the governance of economic development. This paper provides a theoretical and political critique of how the concept of resilience has been applied to places. It is based upon three main points. First, the ecological concept of resilience is conservative when applied to social relations. Second, resilience is externally defined by state agencies and expert knowledge. Third, a concern with the resilience of places is misplaced in terms of spatial scale, since the processes which shape resilience operate primary at the scale of capitalist social relations. In recent years, the dominant political-economic approach to scale has been subject to critique from poststructuralist perspectives. In this paper, I argue that the charge of ‘reification’ has been accepted too readily, masking areas of conceptual overlap between political-economic and poststructural approaches, particularly in terms of their shared concern with the construction of scale. On this basis, I propose to replace the established concept of ‘the politics of scale’ with ‘scalar politics’, arguing that it is often not scale per se that is the prime object of contention, but rather specific processes and institutionalized practices that are themselves differentially scaled. A renewed interest in the spatial clustering or agglomeration of economic activity is evident within economic geography and related fields. This paper considers processes of change within ‘mature’ regional clusters, developing a conceptual framework which links firm-level strategies to development scenarios at the cluster level through a set of intervening mechanisms. We distinguish between two development scenarios: renewal which involves significant change, enabling the cluster to sustain its prosperity, and adjustment which is associated with stagnation and gradual decline. This conceptual framework is applied to an analysis of one key mechanism of change, diversification, as pursued by small and medium-sized enterprises (SMEs) in the Aberdeen oil cluster. Our analysis indicates that some diversification is occurring, with the implications for the cluster lying midway between adjustment and renewal. In conclusion, we emphasize the need to assess and ‘unpack’ the clusters concept and suggest that research should focus on the relationships between proximity, learning and evolution. Crises spur reflection and re-evaluation of what matters and what is valued. The impacts of the 2008 global financial crisis, COVID-19 pandemic and climate emergency are reigniting debates about the nature of economic development approaches and what they aim to achieve in urban settings. Addressing a substantive gap in contemporary debates by helping to navigate a burgeoning and diverse field, this paper provides a critical and comparative assessment of five leading agendas that have been positioned as alternative and progressive policy responses to urban economic change: inclusive growth; the wellbeing economy; community wealth building; doughnut economics; and the foundational economy. Taking an international perspective, the paper provides a comparative review of their stated visions, mechanisms for change, and the spatial scales through which they are led and implemented. Our argument is that these alternative approaches to urban economic development are shaping creative, innovative and progressive responses to longstanding urban problems within policy and practice communities but require on-going scrutiny and evaluation to realise their potential to meaningfully achieve transformative change.
