Purpose: This study aims to test the link between enterprise digital transformation and technological innovation and the mechanisms and channels behind this link. Design/methodology/approach: This study systematically examines whether and how enterprise digital transformation affects technological innovation in China. Findings: Enterprise digital transformation effectively improves technological innovation. This result remains stable in robustness and endogeneity checks. The channel mechanisms of this promoting effect are internal (improvement of internal control quality and alleviation of agency costs) and external (increased attention of analysts and reduction of customer concentration). Moreover, this promoting effect is more significant for state-owned enterprises, small and medium-sized enterprises, enterprises in areas with low marketization and enterprises that do not enjoy digital subsidies from the government. Social implications: Enterprises need to attend to the mechanisms behind the link between digital transformation and technological innovation and to the unique effects of different enterprise attributes and capital markets, such as size, the ownership nature, the degree of regional marketization and government subsidies. Doing so will effectively promote digital transformation and technological innovation and strengthen core competitiveness. Originality/value: This study provides systemic evidence of the link between enterprise digital transformation and technological innovation. The findings enrich the research literature on enterprise digitization and the factors of influencing enterprises' technological innovation and provide a reasonable explanation for how enterprise digital transformation affects technological innovation. Purpose: The adaptive performance of architects as a key professional in project delivery teams has become important for developing strategies, skills and cognitive behaviours for sustainability of working systems. However, the understanding and knowledge of adaptive performance of architects is lacking in the current literature. Thus, this study fills this gap by primarily assessing the adaptive performance of architects in project teams in project delivery. Design/methodology/approach: By adopting the widely used eight-dimension attributes of adaptive performance, a questionnaire survey was conducted among team participants and stakeholders who directly or indirectly work on projects with architects in the public and private sectors project delivery supply chain in Ghana. A total of 42 responses were subsequently used in a fuzzy set theory analysis being facilitated by a set of linguistic terms. Findings: From the assessment, the overall adaptive performance of architects from the eight-dimension attributes emerged to be fairly high. Additionally, the architects' performance in the individual eight-dimensions showed varied results. High performance was registered in architects' ability to handling work stress and cultural adaptability. Also, architects demonstrated a fairly high performance in dealing with uncertain or unpredictable work situations. However, in the cases of learning work tasks, technologies and procedures, interpersonal adaptability and handling crisis and emergency situations, architects were deemed to have low and fairly low adaptive performance among project teams. Originality/value: Given the vagueness and complexities in understanding adaptability among teams and its assessment, through the use of fuzzy set theory based on a suitable set of linguistics terms, the study presents a novel understanding of the level of architects' adaptive performance in project teams in project delivery. The findings are extremely useful in helping architects adapt and cope with changing competitive work environment by developing the right cognitive behaviours for task functions and organizational roles, disruptions and aiding their ability to self-regulate. Change communication is a critical dimension for leading digital transformation. Existing literature predominantly theorizes change communication as part of the earliest stages of the transformation, but how it evolves over time to remain relevant in this context is understudied. We address this shortcoming through a four‐year study of a digital transformation initiative in a local government's health care department. Drawing on a narrative perspective, we offer a processual account and describe the ongoing communicative work of public managers as they attempt to shape frontline workers' expectations of digital transformation. We theorize three narrative types—aspirational, setback, and persistence—that work as communicative resources in dealing with hopes, delays, and emerging concerns. Our article contributes to the literature on leading digital transformation in the public sector by providing a narrative perspective that details how managers produce narratives, navigate existing ones, and tailor them to emerging concerns. The management of socio-economic infrastructure projects in developing countries, including roads, bridges, tunnels, railways, ports, airports, dams and others, presents multifaceted challenges, particularly in environments marked by complexity and uncertainty. Despite the efforts of governments in these countries, these types of projects still face numerous risks, including political, technological, regulatory, financial, and market risks. The objective of the study was to examine the practices related to the problem of the decision-making process and risk assessment in the management of socio-economic infrastructure projects in developing countries, focusing on the example of the Algerian experience. This research used a qualitative analysis of the decision-making process through 15 semi-structured interviews conducted with representatives of various institutions and administrations responsible for supervising the East-West highway project in Algeria and several focus groups conducted or observations noted at the meetings where the author participated as a principal engineer at the Ministry of Public Works (project owner) during the different phases of the implementation of this mega-project. This made it possible to carry out a global assessment of current practices and to identify the major risks that can impact the decision-making process to improve the management of socio-economic infrastructure projects in Algeria and also in developing countries. The results of the study reveal the risks related to the complexity of the external and internal environment of the projects, in which among the 13 major risks identified, 61.54% have a high criticality, 30.77% have a medium criticality, and 7.69% have a low criticality. The results show that several important aspects need to be improved, including: 1) strengthening financial stability; 2) political risk mitigation; 3) implementing economic stability measures; 4) clarifying contractual aspects; 5) promoting cultural sensitivity and communication; 6) improving cost and quality control measures. This study provides valuable guidance to governments, businesses, managers, and other individuals or groups interested in promoting the management of socio-economic infrastructure projects in developing countries. The COVID-19 pandemic necessitated a global shift to remote work, significantly altering public sector operations. This transition required the public sector to adapt from traditional manual working methods to a new normal of working from home. The shift to remote working posed significant challenges, particularly in service delivery within the public sector. Understanding these challenges and the overall impact of remote work is crucial for improving future operations. Investigating the transition in the OR Tambo District Municipality provides insights into the broader implications of remote working in the public sector. It helps to identify both the obstacles and benefits experienced during this shift. This study employed a qualitative research design, using unstructured interviews with fifteen respondents selected through purposive sampling. Data was analysed using a thematic approach to uncover patterns and themes related to the transition. The study revealed that the transition to remote working in the public sector faced significant hurdles, particularly affecting service delivery. Despite these challenges, remote working was found to be effective and efficient in certain areas, such as expediting administrative tasks within the OR Tambo district municipality where this study was conducted. The study concludes that remote working has both advantages and disadvantages in the public sector. It recommends addressing the challenges to smooth service delivery and administration while leveraging the efficiencies gained from remote working. Purpose: This paper aims to develop and validate a scale to measure knowledge-sharing motives at work. It is aimed to construct a scale which is explicitly different from knowledge-sharing behavior and to develop a comprehensive and domain-specific scale for this special kind of work motivation. Design/methodology/approach: The constructed scale was tested in two studies. Survey data (n = 355) were used to perform an exploratory factor analysis. Results were further tested on survey data from the core public sector (n = 314) and the health sector (n = 315). A confirmatory factor analysis confirms the results in both samples. The developed scale was further validated internally and externally. Findings: The analysis underlines that knowledge-sharing motivation and knowledge-sharing behavior are different constructs. The data suggest three dimensions of knowledge-sharing motives: appreciation, growth and altruism and tangible rewards. While it is suggested that the developed scale works in the public as well as the private sector context, it is found that knowledge sharing of public employees is merely driven by "growth and altruism" and "appreciation of coworkers." Originality/value: No comprehensive and reproducible scale to measure knowledge-sharing motives, which is different from behavior and domain-specific as well, was available in the literature. Therefore, such a scale has been constructed in this study. Furthermore, this study uses samples from different organizational sectors to deepen the understanding of knowledge sharing in context. Under ever-increasing pressure to provide more with less, to justify budgets and to earn public trust, official statistics has long been concerned with how to better prove and communicate its value. Being statisticians, our inclination has been to express the value of our offer in quantitative terms. But an ONS-led Task Force under the Conference of European Statisticians (CES) argued that before we can quantify 'the value of official statistics' we need to understand what this really means. This entails first articulating our own central goals as providers of a public good and then working outwards from these goals to formulate the means of fulfilling them. Only then can we start to define measurable indicators of achievement to assess how far we are creating this intended value. This is the reverse of the process often followed, which starts out by identifying already-available indicators and tries to determine the aspects of value of which they are indicative. Future international work should focus on developing tools for better understanding the pathways from goals to value indicators; sharing experiences of efforts to prove and improve the value of official statistics; and developing a core set of measures using the methods outlined in the article. The sometimes rapid development of (new) threats and extraordinary events calls for a robust, flexible, and well‐equipped civil crisis preparedness system to respond and limit the damage of crisis events. To achieve this, Swedish municipalities and regions are required by law to regularly perform and report risk and vulnerability analysis 'bottom up' to governmental agencies. When performed in large and complex public organisations, crisis preparedness planning activities require negotiation, coordination, and cooperation among large numbers of people. Crisis preparedness planners facilitate and produce this proactive crisis preparedness work. However, research has revealed that preparedness planners face organisational and practical challenges when performing their work. This study aims at increasing the knowledge of crisis preparedness planners' understandings and sense‐making of their work in one Swedish region when fulfilling the requirements set by the Swedish national regulations. The objectives of this paper are to present findings on (1) how the preparedness planners understand and make sense of their crisis preparedness work; (2) which major enablers and barriers that affect their work; and, based on the results, (3) forward possibilities for improvement. Semi‐structured interviews were conducted with the 10 crisis preparedness planners. A narrative stepwise analysis approach was applied. The analysis results revealed challenges in the crisis preparedness work due to uncommitted managers, unclear goalsetting, and the planners' sometimes limited skills in crisis preparedness work. It also report on managers' autonomy and varying focus on crisis preparedness, planners' unclear individual work space, and many different and sometimes strong voices about the work performance and content. This raises the question whose interest that in practice sets the agenda for crisis preparedness planning in the organisation. The study demonstrates needs for increased organisational sense‐making on the concept of crisis preparedness and how it should be performed, and for conceptual and technical skills to perform the preparedness work. To increase sense‐making and strengthen generic subjectivity on crisis preparedness work, further discussions are needed about enablers and barriers in preparedness work and an increased joint focus on possible internal and external threats. There are also needs for increased manager‐coworker‐planner cooperation when developing the preparedness work, and strategic changes in the organisational development involving goalsetting for crisis preparedness 'top‐down' as well as 'bottom‐up'. When laypersons are presented with scientific information which seeks to modify their way of life, they are expected to believe, suspend belief, or reject it. Second-order assessment of scientific experts helps laypersons to make an informed decision in such situations. This is an assessment of the trustworthiness of the person making the scientific claim. In this paper I challenge the optimistic view of Anderson (2011), regarding the ease with which laypersons can perform second-order assessment of experts, by pointing out some of the obstacles that may prevent laypersons from arriving at an informed decision through this means. By showing that laypersons cannot easily perform second-order assessment of experts, I make a case for sharing epistemic burdens in science communication by using Lackey's (2006) concept of dualism in the epistemology of testimony and Irzik and Kurtulmus' (2019) work on public epistemic trust in science, as a guide. I invite experts to bear a greater share of the epistemic burden when communicating with laypersons because of their privileged epistemic condition vis-à-vis laypersons. [ABSTRACT FROM AUTHOR]

The availability of city parks is an important thing in spatial planning. This is regulated in the Ministerial Regulation (Permen) of Public Works (PU) Number 05/PRT/M/2008. Referring to this policy, the number of city parks in Bogor City has met the minimum requirements. However, more than quantity is needed if it is balanced with good quality city parks. This research aims to identify the quality of city park functions in Bogor City based on public perceptions. This research is descriptive with an inductive analysis method. Data was collected from part of the population using a random sampling method. Based on the analysis of the four functions of parks in Bogor City, they are running relatively well. Ecologically, city parks in Bogor, on average, have a good function as noise reducers, oxygen producers, windbreaks, and rain catchment areas. Regarding social and cultural functions, city parks in Bogor City have various assessments. People give a good assessment of the function of city parks as a means of social interaction, recreation, and play. Economically, city parks in the city of Bogor are considered by the community to be a sufficient space for economic interaction. However, no source of products produced from these city parks can have economic value. Aesthetically, city parks in Bogor City have a good average score for their function as supporting the city's beauty, increasing comfort, and forming factors of architectural beauty. We start with the hypothesis that the library is a fundamental institution in the creation of the youth literary canon. To uphold it, we analyze the process of constructing this canon by examining the titles that are selected from the library, how they are selected and who selects them. The methodology involved the preparation of two surveys and the analysis of 209 responses from public libraries in Spain and 162 from their reading clubs, 19 of youth literature. The data identifies, classifies, analyzes, and compares the titles of the works selected in public libraries: on the one hand, the books that the user chooses to borrow and, on the other hand, those that are read in reading clubs. In the case of the reading clubs, there is a mediation process that we describe and analyze based on the responses to the surveys. The results demonstrate the importance of mediation carried out by librarians and club coordinators to ensure that users engage in diverse and quality reading. [ABSTRACT FROM AUTHOR]

The development of the engineering profession in colonial Madras did not originate from metropolitan models or indigenous precedents, but it was the result of the exigencies of running the empire. The Civil Engineering College, Guindy, was established in the year 1859 to supply the wants of the Public Works Department. Unlike the professions of law and medicine, the students of engineering completely relied on the state for their job, and the prospect of employment was not optimistic. By the 1930s, the problem of unemployment was apparent among engineering graduates, and a Madras Unemployment Committee was formed to examine the matter. However, the writings on the engineering profession have mainly dealt with the origin and growth of the institutes. The historiography is silent on the question of unemployment among emerging graduates. Viewed in this context, the article explores the progress of the profession of engineering and tries to locate the issue of unemployment among engineering students in colonial Madras. Climate change is increasing the frequency and intensity of extreme precipitation events, raising the risk of urban flood disasters. This study uses a crowd‐sourced municipal call database to characterize the spatial distribution of flood risk in Detroit, MI. Call data including dates and addresses were obtained from the City of Detroit Department of Public Works for 2021. Calls were mapped and aggregated to census tract counts and merged with neighborhood‐level data. Associations of predictors with flood calls were tested using spatial regression models. Flooding calls were located throughout the city but were concentrated in specific areas. Multivariate models of census tract level call counts indicated that increased poverty and Black, immigrant, and older residents were positively associated with flood calls, while increased elevation was associated with protective effects. Longer distances from waste water interceptors were associated with higher risk for calls. Crowd‐sourced flood hotline call data can be used for effective spatial flood risk assessment. Though flooding occurs throughout the city of Detroit, infrastructural, neighborhood, and household factors influence flooding extent. Limitations included the self‐reported nature of calls. People with disabilities must be considered as one of the Sheikh Zayed Grand Mosque user groups. This happens because of the lack of accessible facilities and it is not in accordance with the standards set by the government. Therefore, it is necessary to conduct a research to determine whether the Sheikh Zayed Grand Mosque has met the accessibility criteria. The research aims to determine the accessibility of the Sheikh Zayed grand mosque. The results of the assessment are used as a basis for making improvements in the mosque accessibility. The method used is filling out an accessibility check sheet. The checklists are developed from the regulation of the Minister of Public Works and Housing of the Republic of Indonesia number 14/PRT/M/2017 and universal design. The level of accessibility is also determined based on the same regulation and universal design. The areas studied include: circulation/corridor, entrance/exit, ramp, stair/lift, handrail, wudu area, toilet, prayer room, parking area, as well as signs and information. The results of the accessibility index assessment showed that six areas of the mosque were categorized as accessible, two areas of the mosque were categorized as less accessible, and two areas of the mosque were categorized as inaccessible. Proposed improvements were made to the circulation area, ramps, stairs/elevators, handrails, wudhu areas, toilets, prayer rooms, parking areas, as well as signs and information. Drawing on the depletion model of self-regulation, this study investigates how death anxiety depletes the energy of SLBs, resulting in negative consequences for their work drive and public service performance. The study also examines the importance of trait mindfulness as a boundary condition for determining whether the psychological and work-related outcomes of death anxiety are more or less severe for some SLBs. Using time-lagged and supervisor-matched data from 417 respondents, our findings provide new insights into SLBs' psychological response and job performance in the face of a life-threatening global pandemic. Debate on smart working in the public sector is rich, yet poorly systematized. The article fills this gap through a domain-based literature review. A bibliometric investigation enabled us to cluster 72 relevant papers in 5 research streams based on bibliographic coupling. An interpretive approach was undertaken to analyse key themes addressed within and across the clusters. A blurred account of smart working emerged. Despite the triggers fostering the transition towards smart working, its contents are ambiguous. Smart work arrangements fall short in augmenting the individual control over job and impair interpersonal relationships at work, paving the way for dumb work. [ABSTRACT FROM AUTHOR]

The study is centered on the influence of working conditions on job satisfaction in public healthcare facilities and human resources for health in local government authorities (LGAs) in Dodoma City, Tanzania. This study is built on Herzberg's Two-Factor Theory and references from theoretical and empirical literature. A quantitative approach was adopted during data collection and analysis. A cross-sectional design was employed to collect data from 230 human resources for health in Dodoma City using a questionnaire. Descriptive and inferential statistics were employed in the data analysis. Descriptive statistics is used to present the respondents' demographic information and job satisfaction level in the LGA of Dodoma City. Likewise, the influence of working conditions on job satisfaction is predicted using a binary logistic regression model. The findings revealed that most human resources for health in the LGAs have a high experience of job dissatisfaction. Similarly, it was revealed that working tools, the working environment, working hours, work schedules, policy, and administration are significantly associated with job satisfaction among human resources for health in LGAs in Dodoma City. Likewise, the study's findings noted that human resources for health working under improved conditions in LGAs experience high job satisfaction compared to those working under unimproved conditions. The findings suggest that the government should consistently improve working conditions to guarantee human resources for health and high levels of job satisfaction in public healthcare facilities. This article discusses the Africanization of architectural labor in Ghana during the late colonial and early postindependence periods (1951–66). It focuses on the state-supported emergence, advancement, and emancipation of Indigenous architects and institutions in the context of decolonization and the Cold War. Using archival materials held in Accra, Kumasi, and London, the article shows how professionals and administrators negotiated between their double obligations: to fast-track governmental development plans and to Africanize the Public Works Department and its successors. These decision makers addressed temporal dilemmas concerning recruitment, standards, allocation, and racialization of architectural labor. In so doing, they redefined both colonial-era racial categories and racialized Cold War imaginaries of who counted as an African and who counted as an Other. This study advances the architectural history of postcolonial Ghana and broadens the debate about racialization of architecture beyond North America and Western Europe. [ABSTRACT FROM AUTHOR]

Abstract The construction industry is under pressure to work much more sustainably. The government is the largest client and has a lot of potential to contribute to sustainability. However, little is known about the effectiveness of sustainability requirements in public procurement for construction projects. This study examines three Rijkswaterstaat road construction projects to understand the role of sustainability requirements. One striking finding is that contractors often adopt additional sustainability measures during construction. This research shows that agreements can evolve flexibly, which highlights the importance of contractual flexibility. This flexibility is essential for effective collaboration and achieving sustainability performance. Contractual adjustments can lead to improved environmental performance by allowing contractors to incorporate innovative and sustainable solutions as the project progresses. It is therefore important that public contracts allow for such adjustments to promote sustainability in the construction sector. Contractual flexibility appears to play a key role in the successful implementation of sustainable practices in construction projects.

This essay examines the role of the institutional supporter in the Unified Health System, focusing on the characterization of their "doing" and the differentiation between the "educational" and "pedagogical" dimensions of their work at the School of Public Health of the State Health Department of Paraíba. This is a theoretical-practical-reflexive text, based on the practice in the territory and dialogue with different authors who approach the theme of Institutional Support and Popular Education. The institutional supporter's pedagogical and educational action is characterized by the mediation of processes, the promotion of dialogue and social participation, the construction of collective knowledge, and the search for solutions to the problems of the Unified Health System. Popular Education presents itself as an important theoretical-methodological framework for the development of a transformative and emancipatory "pedagogical action?. Finally, it is concluded that the institutional supporter does not occupy and should not restrict himself to occupying a "non-place" or a "between-place?, but rather that the "pedagogical and educational action" of the supporter should constitute his place in the structure of the Unified Health System and, if it does not yet exist, it must be built/instituted. The implementation of the childhood public policy in Chile finds its guidelines in the model of New Public Management. The management and control systems go through the intervention work for vulnerable children, causing high intensification and tension in the work ethic. In this article we discursively analyze how workers build the meaning of public work in childhood, showing the tensions that emerge in their relationship with politics and its instruments. The results, based on 16 interviews, evidenced three dominant repertoires: between the managerialized worker and the frustrated worker; the superhero worker; and the collective as a refuge and support for the managerial gear. Faced with this dispute over the ethics of the public, it is urgent to rethink childhood policies, highlighting the place of collective articulation, as an organized voice that cannot be absent in its design. The purpose of this study was to determine the effect of compensation, work discipline, and work environment on Employee Job Satisfaction in the Security Division at the Directorate of Settlement Engineering and Housing of the Ministry of Public Works and Public Housing both partially and simultaneously. The population in this study were employees in the Security Division at the Directorate of Settlement Engineering and Housing of the Ministry of Public Works and Housing, totaling 35 employees. The sampWork Environment technique used in this study is a non-probability sampWork Environment technique. The method used in this research is Quantitative Method with data collection techniques used are interviews and distributing questionnaires to respondents. The data analysis technique used is multiple linear regression with the SPSS program. The results of the study concluded that: (1) Compensation has a significant positive effect on job satisfaction. (2) work discipline has a significant effect on job satisfaction. (3) the work environment has a positive and significant effect on job satisfaction. (4) In testing simultaneously compensation, work discipline, and work environment have a positive and significant influence on employee job satisfaction in the Security Division at the Directorate of Settlement Engineering and Housing of the Ministry of Public Works and Public Housing. The magnitude of the influence of Compensation, Work Discipline, and Work Environment is indicated by the Adjusted R Square value of 78.3%% and the remaining 21.3% is influenced by other variables not examined in this study. Purpose: The study investigates the nature of an understudied yet salient relationship between perceived overqualification (POQ) and work alienation in project management. It employs relative deprivation theory to propose two dimensions of the psychological contract, i.e. relational and transactional, as underlying mediating mechanisms and how empowering leadership mitigates the adverse effects of POQ. Design/methodology/approach: To this end, in two waves, we surveyed 232 project members of three public-sector information and communication technologies (ICT) projects in Punjab, Pakistan. The data was analyzed using Partial Least Square Structural Equation Modeling (PLS-SEM). Findings: The key findings are: (1) POQ leads to work alienation, (2) relational and transactional contracts mediate this relationship, and (3) empowering leadership can mitigate the adverse effects of POQ in project management settings. Originality/value: This research adds valuable insights to the scant POQ literature in public-sector project management settings. It also contributes by identifying the mediating role of relational and transactional psychological contracts and the moderating role of empowering leadership to mitigate the adverse effects of POQ in these settings. Many low- and middle-income countries have introduced public works programs (PWPs) to fight poverty. This paper provides the first evidence that children from families who benefit from PWPs show increased foundational cognitive skills. The results, based on unique tablet-based data collected as part of a long-standing longitudinal survey, show positive associations between participation in the Productive Safety Net Programme (PSNP) in Ethiopia during childhood with long-term memory and implicit learning, and suggestive evidence for working memory. These associations appear to be strongest for children whose households were still PSNP participants in the year of data collection. Evidence suggests that the association with implicit learning may be operating partially through children's time reallocation away from unpaid labor responsibilities, while the association with long-term memory may in part be due to the program's success in remediating nutritional deficits caused by early-life rainfall shocks. The study aims to determine the influence of academic performance to employability of the students in the field of education. The experimental research design will be structured for this study in which numeric score rating gathered the perception of the respondents observed in a structured pattern. This research design will deal at the problem of the study scientifically, to establish a clear cause and effect of Education Major students' academic performance to their employability. The students' perception on their employability in the field of education revealed that many disagreed their course is very important in their future work, and expressed that they are not more likely to work on a private school Majority of the students disagreed that they are more likely to work on a public school, and shared that their field of study is in-demand in terms of work opportunities in the education sector. Further, more students disagreed on the other indicators which are; they are confident that their skills and knowledge will match their work and confident that they will work in teaching or education sector, teachers are more likely to teach students than doing admin works, student skills are honed enough to move in an education work environment and they chose their field of study based on work demands of the education sector, teachers are more likely to do admin works than teaching students, students are more ready to teach and experience work environment, and lastly students already planned where they are going to work. This paper evaluates a large urban public works program randomly rolled out across neighborhoods of Addis Ababa, Ethiopia. We find the program increased public employment and reduced private labor supply among beneficiaries and improved local amenities in treated locations. We then combine a spatial equilibrium model and unique commuting data to estimate the spillover effects of the program on private sector wages across neighborhoods: under full program rollout, wages increased by 18.6 percent. Using our model, we show that welfare gains to the poor are six times larger when we include the indirect effects on private wages and local amenities.
