The data set is the result of the Drivers of Tropical Forest Loss crowdsourcing campaign. The campaign took place in December 2020. A total of 58 participants contributed validations of almost 120k locations worldwide. The locations were selected randomly from the Global Forest Watch tree loss layer (Hansen et al 2013), version 1.7. At each location the participants were asked to look at satellite imagery time series using a customized Geo-Wiki user interface and identify drivers of tropical forest loss during the years 2008 to 2019 following 3 steps: Step 1) Select the predominant driver of forest loss visible on a 1 km square (delimited by a blue bounding box); Step 2) Select any additional driver(s) of forest loss and; Step 3) Select if any roads, trails or buildings were visible in the 1 km bounding box. The Geo-Wiki campaign aims, rules and prizes offered to the participants in return for their work can be seen here: https://application.geo-wiki.org/Application/modules/drivers_forest_change/drivers_forest_change.html . The record contains 3 files: One “.csv” file with all the data collected by the participants during the crowdsourcing campaign (1158021 records); a second “.csv” file with the controls prepared by the experts at IIASA, used for scoring the participants (2001 unique locations, 6157 records) and a ”.docx” file describing all variables included in the two other files. A data descriptor paper explaining the mechanics of the campaign and describing in detail how the data was generated will be made available soon.

In recent decades, global oil palm production has shown an abrupt increase, with almost 90% produced in Southeast Asia alone. To understand trends in oil palm plantation expansion and for landscape-level planning, accurate maps are needed. Although different oil palm maps have been produced using remote sensing in the past, here we use Sentinel 1 imagery to generate an oil palm plantation map for Indonesia, Malaysia and Thailand for the year 2017. In addition to location, the age of the oil palm plantation is critical for calculating yields. Here we have used a Landsat time series approach to determine the year in which the oil palm plantations are first detected, at which point they are 2 to 3 years of age. From this, the approximate age of the oil palm plantation in 2017 can be derived.

Updating an authoritative Land Use and Land Cover (LULC) database requires many resources. Volunteered geographic information (VGI) involves citizens in the collection of data about their spatial environment. There is a growing interest in using existing VGI to update authoritative databases. This paper presents a framework aimed at integrating multi-source VGI based on a data fusion technique, in order to update an authoritative land use database. Each VGI data source is considered to be an independent source of information, which is fused together using Dempster-Shafer Theory (DST). The framework is tested in the updating of the authoritative land use data produced by the French National Mapping Agency. Four data sets were collected from several in-situ and remote campaigns run between 2018 and 2020 by contributors with varying profiles. The data fusion approach achieved an overall accuracy of 85.6% for the 144 features having at least two contributions when the confidence threshold was set to 0.05. Despite the heterogeneity and limited amount of VGI used, the results are promising, with 99% of the LU polygons updated or enriched. These results show the potential of using multi-source VGI to update or enrich authoritative LU data and potentially LULC data more generally.

In line with the growth in citizen science projects and participants, there are an increasing number of guidelines on different aspects of citizen science (e.g. specific concepts and methodologies; data management; and project implementation) pitched at different levels of experience and expertise. However, it is not always easy for practitioners to know which is the most suitable guideline for their needs. This chapter presents a general classification of guidelines, illustrating and analysing examples of each type. Drawing on the EU-Citizen.Science project, we outline criteria for categorising guidelines to enable users to find the right one and to ensure that guidelines reach their intended audience. We discuss challenges and weaknesses around the use and creation of guidelines and, as a practical conclusion, provide a set of recommendations to consider when creating guidelines.

Urban heat islands are an increasing concern even in small- to medium-sized cities, although these areas are still understudied especially in terms of the economic feasibility of adaptation options. This paper uses adaptation scenarios produced by an urban climate model as inputs to a social cost–benefit analysis in three small- to medium-sized cities in Austria: Mödling, Klagenfurt, and Salzburg. The adaptation scenarios, which consider measures such as increasing the reflectivity of different sealed surfaces (referred to as the White City scenario) as well as greening measures (i.e. the Green City scenario), show decreases in the number of hot days (Tmax ≥30°C) when implemented. Benefits include reductions in heat-related mortality, which are modeled based on trends of daily mortality and climate data, reduced morbidity, productivity loss, and numerous urban ecosystem services. The results demonstrate favorable benefit–cost ratios of a combination of measures (White and Green City) of 1.27, 1.36, and 2.68 for Mödling, Klagenfurt, and Salzburg, respectively, indicating positive economic grounds for supporting policies in line with the adaptation scenarios. Furthermore, results of the Green City vs. White City showed higher benefits for the combined and Green City scenarios despite higher costs for each of the cities.

Citizen observatories are a relatively recent form of citizen science. As part of the flood risk management strategy of the Brenta-Bacchiglione catchment, a citizen observatory for flood risk management has been proposed and is currently being implemented. Citizens are involved through monitoring water levels and obstructions and providing other relevant information through mobile apps, where the data are assimilated with other sensor data in a hydrological–hydraulic model used in early warning. A cost–benefit analysis of the citizen observatory was undertaken to demonstrate the value of this approach in monetary terms. Although not yet fully operational, the citizen observatory is assumed to decrease the social vulnerability of the flood risk. By calculating the hazard, exposure and vulnerability of three flood scenarios (required for flood risk management planning by the EU Directive on Flood Risk Management) with and without the proposed citizen observatory, it is possible to evaluate the benefits in terms of the average annual avoided damage costs. Although currently a hypothetical exercise, the results showed a reduction in avoided damage of 45 % compared to a business as usual scenario. Thus, linking citizen science and citizen observatories with hydrological modelling to raise awareness of flood hazards and to facilitate two-way communication between citizens and local authorities has great potential in reducing future flood risk in the Brenta-Bacchiglione catchment. Moreover, such approaches are easily transferable to other catchments.

The UN Sustainable Development Goals (SDGs) are a vision for achieving a sustainable future. Reliable, timely, comprehensive, and consistent data are critical for measuring progress towards, and ultimately achieving, the SDGs. Data from citizen science represent one new source of data that could be used for SDG reporting and monitoring. However, information is still lacking regarding the current and potential contributions of citizen science to the SDG indicator framework. Through a systematic review of the metadata and work plans of the 244 SDG indicators, as well as the identification of past and ongoing citizen science initiatives that could directly or indirectly provide data for these indicators, this paper presents an overview of where citizen science is already contributing and could contribute data to the SDG indicator framework. The results demonstrate that citizen science is “already contributing” to the monitoring of 5 SDG indicators, and that citizen science “could contribute” to 76 indicators, which, together, equates to around 33%. Our analysis also shows that the greatest inputs from citizen science to the SDG framework relate to SDG 15 Life on Land, SDG 11 Sustainable Cities and Communities, SDG 3 Good Health and Wellbeing, and SDG 6 Clean Water and Sanitation. Realizing the full potential of citizen science requires demonstrating its value in the global data ecosystem, building partnerships around citizen science data to accelerate SDG progress, and leveraging investments to enhance its use and impact.

Mapping forest disturbance is crucial for many applications related to decision-making for sustainable forest management. This study identified the effect of illegal amber mining on forest change and accumulated carbon stock across a study area of 8125.5 ha in northern Ukraine. Our method relies on the Google Earth Engine (GEE) implementation of the Landsat-based Detection of Trends in Disturbance and Recovery (LandTrendr) temporal segmentation algorithm of Landsat time-series (LTS) to derive yearly maps of forest disturbance and recovery in areas affected by amber extraction operations. We used virtual reality (VR) 360 interactive panoramic images taken from the sites to attribute four levels of forest disturbance associated with the delta normalized burn ratio (dNBR) and then calculated the carbon loss. We revealed that illegal amber extraction in Ukraine has been occurring since the middle of the 1990s, yielding 3260 ha of total disturbed area up to 2019. This study indicated that the area of forest disturbance increased dramatically during 2013–2014, and illegal amber operations persist. As a result, regrowth processes were mapped on only 375 ha of total disturbed area. The results were integrated into the Forest Stewardship Council® (FSC®) quality management system in the region to categorize Forest Management Units (FMUs) conforming to different disturbance rates and taking actions related to their certification status. Moreover, carbon loss evaluation allows the responsible forest management systems to be streamlined and to endorse ecosystem service assessment.

Traditional agricultural extension services rely on extension workers, especially in countries with large agricultural areas. In order to increase adoption of sustainable agriculture, the recommendations given by such services must be adapted to local conditions and be provided in a timely manner. The AgroTutor mobile application was built to provide highly specific and timely agricultural recommendations to farmers across Mexico and complement the work of extension agents. At the same time, AgroTutor provides direct contributions to the United Nations Sustainable Development Goals, either by advancing their implementation or providing local data systems to measure and monitor specific indicators such as the proportion of agricultural area under productive and sustainable agriculture. The application is freely available and allows farmers to geo-locate and register plots and the crops grown there, using the phone’s in-built GPS, or alternatively, on top of very high-resolution imagery. Once a crop and some basic data such as planting date and cultivar type have been registered, the app provides targeted information such as weather, potential and historical yield, financial benchmarking information, data-driven recommendations as well as commodity price forecasts. Farmers are also encouraged to contribute in-situ information, e.g., soils, management, and yield data. The information can then be used by crop models, which, in turn, would send tailored results back to the farmers. Initial feedback from farmers and extension agents has already improved some of the app’s characteristics. More enhancements are planned for inclusion in the future to increase the app’s function as a decision support tool.

The first ever global map of forest management was generated based on remote sensing data. To collect training data, we launched a series of Geo-Wiki (https://www.geo-wiki.org/) campaigns involving forest experts from different world regions, to explore which information related to forest management could be collected by visual interpretation of very high-resolution images from Google Maps and Microsoft Bing, Sentinel time series and normalized difference vegetation index (NDVI) profiles derived from Google Earth Engine. A machine learning technique was then used with the visually interpreted sample (280K locations) as a training dataset to classify PROBA-V satellite imagery. Finally, we obtained a global wall-to-wall map of forest management at a 100m resolution for the year 2015. The map includes classes such as intact forests; forests with signs of management, including logging; planted forests; woody plantations with a rotation period up to 15 years; oil palm plantations; and agroforestry. The map can be used to deliver further information about forest ecosystems, protected and observed forest status changes, biodiversity assessments, and other ecosystem-related aspects.

The French National Mapping Agency (Institut National de l'Information Géographique et Forestière - IGN) is responsible for producing and maintaining the spatial data sets for all of France. At the same time, they must satisfy the needs of different stakeholders who are responsible for decisions at multiple levels from local to national. IGN produces many different maps including detailed road networks and land cover/land use maps over time. The information contained in these maps is crucial for many of the decisions made about urban planning, resource management and landscape restoration as well as other environmental issues in France. Recently, IGN has started the process of creating a high-resolution land use land cover (LULC) maps, aimed at developing smart and accurate monitoring services of LULC over time. To help update and validate the French LULC database, citizens and interested stakeholders can contribute using the Paysages mobile and web applications. This approach presents an opportunity to evaluate the integration of citizens in the IGN process of updating and validating LULC data. Dataset 1: Change detection validation 2019 This dataset contains web-based validations of changes detected by time series (2016 – 2019) analysis of Sentinel-2 satellite imagery. Validation was conducted using two high resolution orthophotos from respectively 2016 and 2019 as reference data. Two tools have been used: Paysages web application and LACO-Wiki. Both tools used the same validation design: blind validation and the same options. For each detected change, contributors are asked to validate if there is a change and if it is the case then to choose a LU or LC class from a pre-defined list of classes. The dataset has the following characteristics: Time period of the change detection: 2016-2019. The dataset consists of nine tiles of 16-bit GeoTIFF at a resolution of 30 m with a single attribute value, i.e., the year in which the oil palm plantation was first detected. At this point the plantation is 2 to 3 year of age. The data values range from 0 to 37 where 0 is no data and subsequent numbers run through until 2017, the last year of our analysis. A value of 4 corresponds to the year 1984, the first year oil palm was detected and 37 corresponds to 2017. Values 1 to 3 are not present.

This collection contains two geotiffs: the UHI Hazard Index and the UHI Risk Index, both for Austria at a 100 m resolution. The methodology for their development is described in the attached factsheets (in English and German).

Citizen Science Projects: How to make a difference, is a massive open online course (MOOC). It was developed by the H2020 WeObserve project and ran on the FutureLearn platform from 2019. The course was designed to assist learners from all backgrounds and geographical locations to discover how to build their own citizen science project to address global challenges and create positive change. It also helped learners with interpreting the information they collected and using their findings to educate others about important local and global concerns. The main learning objectives for the course were: ∗ Discover what citizen science and citizen observatories are ∗ Engage with the general process of a citizen science project, the tools used and where they can be accessed ∗ Collect and analyse data on relevant issues such as environmental challenges and disaster management, and discuss the results of their findings ∗ Explore projects happening around the world, what the aims of these projects are and how learners could get involved ∗ Model the steps to create their own citizen science project ∗ Evaluate the potential of citizen science in bringing about change This course also provided five open-source, downloadable tools which have been tested in previous citizen science projects and created for the use of a wider range of projects. There are many new land use and land cover (LULC) products emerging yet there is still a lack of in situ data for training, validation, and change detection purposes. The LUCAS (Land Use Cover Area frame Sample) survey is one of the few authoritative in situ field campaigns, which takes place every three years in European Union member countries. More recently, a study has considered whether citizen science and crowdsourcing could complement LUCAS survey data, e.g., through the FotoQuest Austria mobile app and crowdsourcing campaign. Although the data obtained from the campaign were promising when compared with authoritative LUCAS survey data, there were classes that were not well classified by the citizens. Moreover, the photographs submitted through the app were not always of sufficient quality. For these reasons, in the latest FotoQuest Go Europe 2018 campaign, several improvements were made to the app to facilitate interaction with the citizens contributing and to improve their accuracy in LULC identification. In addition to extending the locations from Austria to Europe, a change detection component (comparing land cover in 2018 to the 2015 LUCAS photographs) was added, as well as an improved LC decision tree. Furthermore, a near real-time quality assurance system was implemented to provide feedback on the distance to the target location, the LULC classes chosen and the quality of the photographs. Another modification was a monetary incentive scheme in which users received between 1 to 3 Euros for each successfully completed quest of sufficient quality. The purpose of this paper is to determine whether citizens can provide high quality in situ data on LULC through crowdsourcing that can complement LUCAS. We compared the results between the FotoQuest campaigns in 2015 and 2018 and found a significant improvement in 2018, i.e., a much higher match of LC between FotoQuest Go Europe and LUCAS. The Horizon 2020 project, LandSense, is a modern citizen observatory for Land Use & Land Cover (LULC) monitoring, that connects citizens with Earth Observation (EO) data to transform current approaches to environmental decision making. Citizen Observatories are community-driven mechanisms to complement existing environmental monitoring systems and can be fostered through EO-based mobile and web applications, allowing citizens to not only play a key role in LULC monitoring, but also to be directly involved in the co-creation of such solutions. Within LandSense, citizens can participate in ongoing demonstration pilots using their own devices (e.g. mobile phones and tablets), through interactive reporting, gaming applications and mapathons. Campaigns in Vienna, Toulouse, Amsterdam, Serbia, Spain and Indonesia address topics such as urban greenspaces, agricultural management and biodiversity/habitat threat monitoring. For example, in the case of Toulouse and Indonesia, hotspots of change in LULC are identified through Sentinel 2 time series analysis. These hotspots are then validated by citizens and interested stakeholders either directly on-site via customized mobile applications, providing geotagged photos, or remotely via the online LandSense Engagement platform. The presentation will not only showcase the tools and results from these campaigns, but also highlight how citizen-driven observations can contribute to sustainable development. Such initiatives present clear opportunities to integrate citizen-driven observations with established authoritative data sources to further extend GEOSS and Copernicus capacities, and support comprehensive environmental monitoring systems. In addition, these applications have considerable potential in lowering expenditure costs on in-situ data collection and current calibration/validation approaches within the processing chain of environmental monitoring activities both within and beyond Europe.

Traditionally the accuracy assessment of a hard raster-based land use land cover (LULC) map uses a reference data set that contains one LULC class per pixel, which is the class that has the largest area in each pixel. However, when mixed pixels exist in the reference data, this is a simplification of reality that has implications for both the accuracy assessment and subsequent applications of LULC maps, such as area estimation. This paper demonstrates how the use of class proportions in the reference data set can be used easily within regular accuracy assessment procedures and how the use of class proportions can affect the final accuracy assessment. Using the CORINE land cover map (CLC) and the more detailed Urban Atlas (UA), two accuracy assessments of the raster version of CLC were undertaken using UA as the reference and considering for each pixel: (i) the class proportions retained from the UA; and (ii) the class with the majority area. The results show that for the study area and the classes considered here, all accuracy indices decrease when the class proportions are considered in the reference database, achieving a maximum difference of 16% between the two approaches. This demonstrates that if the UA is considered as representing reality, then the true accuracy of CLC is lower than the value obtained when using the reference data set that assigns only one class to each pixel. Arguments for and against using class proportions in reference data sets are then provided and discussed.

The Sustainable Development Goals (SDGs) have elevated the profile of the environmental dimension of development – and how we monitor this dimension. However, they have also challenged national statistical systems and the global statistical community to put in place both the methodologies and mechanisms for data collection and reporting on environmental indicators. According to a recent analysis, there is too little data to formally assess the status of 68% of the environment-related SDGs [1]. Many environment-related indicators were not part of the purview of national statistical systems and did not have a methodology or data collection system in place prior to the adoption of the SDG indicator framework [2]. Moderate improvements have been made, as evidenced by the reduced proportion of environment-related SDG indicators classified as Tier III between the original classification in 2016 and May 2019 – dropping from 50% to 28% [3]. As of March 2020, there are currently no Tier III indicators; however, as many of the SDG indicators have been recently reclassified the data availability and experience in compiling these indicators is severely limited. Socioeconomic indicators have far outpaced environmental indicators in this shift, with only 7% of non-environmental indicators classified as Tier III in May 2019 [1,4,5]. As the custodian agency for 26 of the environment-related SDG indicators, UN Environment is establishing methodologies and mechanisms to collect country-level data. However, many countries currently do not have national systems in place for monitoring these environmental indicators and thus there is a risk that much of the environmental dimension of development cannot be captured by using reporting mechanisms which only include traditionally collected national official statistics.
