The Hierarchical Conditional Random Field (HCRF) model have been successfully applied to a number of image labeling problems, including image segmentation. However, existing HCRF models of image segmentation do not allow multiple classes to be assigned to a single region, which limits their ability to incorporate contextual information across multiple scales. At higher scales in the image, this representation yields an oversimplified model since multiple classes can be reasonably expected to appear within large regions. This simplified model particularly limits the impact of information at higher scales. Since class-label information at these scales is usually more reliable than at lower, noisier scales, neglecting this information is undesirable. To address these issues, we propose a new consistency potential for image labeling problems, which we call the harmony potential. It can encode any possible combination of labels, penalizing only unlikely combinations of classes. We also propose an effective sampling strategy over this expanded label set that renders tractable the underlying optimization problem. Our approach obtains state-of-the-art results on two challenging, standard benchmark datasets for semantic image segmentation: PASCAL VOC 2010, and MSRC-21

La neutralitat oficial adoptada per l'Estat espanyol durant la Primera Guerra Mundial no va impedir que un nombre notable d'espanyols s'enrolessin en les files de la Legió Estrangera francesa per lluitar per la causa aliada. Tanmateix, una part destacable d'aquests voluntaris espanyols van apostar en algun moment del conflicte per ser considerats també com a voluntaris catalans. L'objectiu aparent d'aquesta doble identitat tenia per objecte que la seva lluita fos interpretada com una via per obtenir l'alliberament nacional de Catalunya. No obstant, els aliadòfils del conjunt d'Espanya no van renunciar a potenciar la marca "voluntaris espanyols" com a aportació a una reforma del sistema de la Restauració amb el patrocini dels països aliats. Així, l'article aposta per presentar el fenomen dels "voluntaris espanyols" com un moviment complex on un nombre important de legionaris procedents de diferents zones d'Espanya van compartir i van creuar identitats regionals i nacionals de forma promíscua. De vegades s'era espanyol i de vegades hom es definia com estrictament català, o de vegades les dues coses, en funció de l'interès polític o personal del voluntari o dels interessos partidistes dels aliadòfils catalans o espanyols. El objetivo aparente de esta doble identidad tenía por objeto que su lucha fuese interpretada como una vía para obtener la liberación nacional de Cataluña. Sin embargo, los aliadófilos del conjunto de España no renunciaron a potenciar la marca "voluntarios españoles" como aportación a una reforma del sistema de la Restauración con el patrocinio de los países aliados. Así, el artículo apuesta por presentar el fenómeno de los "voluntarios españoles" como un movimiento complejo en el que un número importante de legionarios procedentes de diferentes zonas de España compartieron y cruzaron identidades regionales y nacionales de forma promiscua. A new era in telecommunications is emerging. Virtualized networking functions and resources will offer network operators a way to shift the balance of expenditure from capital to operational, opening up networks to new and innovative services. This article introduces the concept of edge as a service (EaaS), a means of harnessing the flexibility of virtualized network functions and resources to enable network operators to break the tightly coupled relationship they have with their infrastructure and enable more effective ways of generating revenue. To achieve this vision, we envisage a virtualized service access interface that can be used to programmatically alter access network functions and resources available to service providers in an elastic fashion. EaaS has many technically and economically difficult challenges that must be addressed before it can become a reality; the main challenges are summarized in this article.

International audience; We present a region matching algorithm which establishes correspondences between regions from two segmented images. An abstract graph-based representation conceals the image in a hierarchical graph, exploiting the scene properties at two levels. First, the similarity and spatial consistency of the image semantic objects is encoded in a graph of commute times. Second, the cluttered regions of the semantic objects are represented with a shape descriptor. Many-to-many matching of regions is specially challenging due to the instability of the segmentation under slight image changes, and we explicitly handle it through high order potentials. We demonstrate the matching approach applied to images of world famous buildings, captured under different conditions, showing the robustness of our method to large variations in illumination and viewpoint.

International audience; This paper addresses the problem of video surveillance by mobile cameras. We present a method that allows online change detection in night-time outdoor surveillance. Because of the camera movement, background frames are not available and must be "localized" in former sequences and registered with the current frames. To this end, we propose a Frame Localization And Registration (FLAR) approach that solves the problem efficiently. Frames of former sequences define a database which is queried by current frames in turn. To quickly retrieve nearest neighbors, database is indexed through a visual dictionary method based on the SURF descriptor. Furthermore, the frame localization is benefited by a temporal filter that exploits the temporal coherence of videos. Next, the recently proposed ECC alignment scheme is used to spatially register the synchronized frames. Finally, change detection methods apply to aligned frames in order to mark suspicious areas. Experiments with real night sequences recorded by in-vehicle cameras demonstrate the performance of the proposed method and verify its efficiency and effectiveness against other methods.
