The article presents part of the work carried out in the framework of the Modural project "Sustainable mobility practices in Latin American metropolises: a comparative study of Bogota and Lima", launched in January 2020. Modural is an international and multidisciplinary project financed by the anr (French National Research Agency). It focuses on sustainable mobility practices and on the specific situation of deprived outskirts. The paper has two objectives. First, to highlight the socio-spatial patterns of mobility inequalities and the struggles in the peripheries in Lima and Bogotá. Second, to present the methodology for selecting the areas with the greatest social disadvantage and the greatest difficulties in daily mobility. [ABSTRACT FROM AUTHOR]

Understanding the factors and drivers of user satisfaction with public transportation (PT) systems has been a subject of research for decades, as it provides insight into influencing ridership increases. This research addresses user satisfaction using SEM-MIMIC models to analyze three PT bus subsystems in the same city (Bogotá Colombia): A Bus Rapid Transit, a formalized bus subsystem, and a semi-formalized one that operates simultaneously. After developing three independent models, we found the same three latent variables (LVs), namely subsystems "condition", "service", and "safety/security", in each one. However, the strength and significance of the direct and indirect effects among the three LVs vary from one subsystem to another. In general, satisfaction is initially based on a person's perception of the subsystem's condition and ends with his/her perception of the service, with safety and service being the mediating variables to explain satisfaction. Unlike previous studies, we were able to identify relationships among these three independent variables for each subsystem, allowing us to assess the direct and indirect effects on overall subsystem satisfaction. This research provides decision-makers with a broader understanding of how infrastructure, vehicles, operational attributes, and regulation processes influence user satisfaction through perceptions and how they can help improve the PT service for its users. Background: Air pollution in most countries exceeds the levels recommended by the World Health Organization, causing up to one-third of deaths due to noncommunicable diseases. Fine particulate matter (PM2.5) and black carbon (BC) from mobile sources are the main contaminants. Objective: The aim of this study is to assess the relationship of exposure to air pollutants (PM2.5 and BC) in microenvironments according to respiratory health and physical activity in users traveling by different types of transportation in Bogotá, Colombia. Methods: A mixed methods study based on a convergent parallel design will be performed with workers and students. The sample will include 350 healthy transport users traveling by different urban transportation modes in three main routes in Bogotá. The study is broken down into two components: (1) a descriptive qualitative component focused on assessing the individual perception of air pollution using semistructured interviews; and (2) a cross-sectional study measuring the individual exposure to PM2.5 and BC using portable instruments (DustTrak and microAeth, respectively), pulmonary function by spirometry, and physical activity with accelerometry. The analysis will include concurrent triangulation and logistic regression. Results: The findings will be useful for the conception, design, and decision-making process in the sectors of health and mobility from public, academy, and private perspectives. This study includes personal measurements of PM2.5 and BC during typical trips in the city to assess the exposure to these contaminants in the major roadways in real time. The study further compares the performance of two different lung tests to identify possible short-term respiratory effects. As a limitation, the protocol will include participants from different institutions in the city, which are not necessarily representative of all healthy populations in Bogotá. In this sense, it is not possible to draw causation conclusions. Moreover, a convergent parallel design could be especially problematic concerning integration because such a design often lacks a clear plan for making a connection between the two sets of results, which may not be well connected. Nevertheless, this study adopts a procedure for how to integrate qualitative and quantitative data in the interpretation of the results and a multilevel regression. The time that participants must live in the city will be considered; this will be controlled in the stratified analysis. Another limitation is the wide age range and working status of the participants. Regional pollution levels and episodes (PM2.5) will be handled as confounding variables. The study is currently in the enrollment phase of the participants. Measurements have been made on 300 participants. Pandemic conditions affected the study schedule; however, the results are likely to be obtained by late 2022. Conclusions: This study investigates the exposure to air pollutants in microenvironments in Bogotá, Colombia. To our knowledge, this is the first mixed methods study focusing on PM2.5, BC, and respiratory health effects in a city over 2 meters above sea level. Using a combination of discourse analysis in policy documents and ethnographic fieldwork, this paper interrogates the relation between Colombia's pluri-ethnic turn and the governance of cosmopolitan multiculturalism in the capital city, Bogotá. Focussing on the city's most important development framework, the POT (Plan de Ordenamiento Territorial), it reveals the controversy that exists between the multicultural discourses of the public administration (rooted in claims of ethno-racial equality and Affirmative Action) and their operationalisation in urban planning. In doing so, the paper conceptualises the urban governmentality of multiculturalism as the apparatus through which the municipality has been removing anti-racism and a race-informed understanding of socio-spatial dynamics from Bogotá's official agenda of 'cosmopolitan multiculturalism'. By drawing on Latin American racial theories of mestizaje, the paper thus extends the understanding of how neoliberal urban governance, while celebrating cultural diversity, denies the racialisation of space in the city. Objetivo: El presente artículo, a través de las fuentes primarias, busca establecer el papel del Estado y las medidas tomadas ante la aparición de la pandemia de gripa de 1918 en Bogotá. Materiales y métodos: Se consultaron como fuentes primarias los periódicos que circulaban en Bogotá y Colombia durante 1918, los informes oficiales de la Junta Central de Higiene y de la Junta de Socorros y las tesis de medicina de la Universidad Nacional de Colombia, además de hacer una revisión de las fuentes secundarias sobre el tema. Conclusión: La Higiene Pública, en manos del Estado, se mostró incapaz de hacer frente a la pandemia, siendo la Junta de Socorros, un organismo privado constituido por los notables de la capital, la única institución que realizó acciones efectivas con los afectados. Esta institución aparece recordada y alabada por los medios escritos, en contraposición a la Dirección Nacional y Municipal de Higiene, que fueron fuertemente criticadas por su escasa intervención ante la pandemia y representadas como víctimas en las caricaturas.

En 1979 Bogotá implementó un perímetro de crecimiento con un aumento de los límites de altura en el centro. Estas políticas buscaban proteger la ruralidad circundante y consolidar un centro denso y de uso múltiple. Estas políticas son criticadas internacionalmente con el argumento de que aumentan el precio del suelo, sin embargo, esto puede ser compensado con el aumento en los límites de altura para no afectar los precios de la vivienda. El presente estudio analizó los límites de altura y el incremento del precio del suelo, recopilando precios históricos de diferentes fuentes y cruzando estos datos con las normativas de alturas de cada época. Los resultados muestran que los aumentos del límite de alturas y su aprovechamiento, por medio de la inversión inmobiliaria, fueron diferenciados y contrarios a las intenciones de los planes de ordenamiento, siendo estos aumentos mayores en las zonas de estrato social alto, moderados en estrato medio, y menores e incluso negativos para el estrato bajo. El suelo en el sector de estrato alto tuvo una valorización de más de diecisiete veces, mientras que los precios de la vivienda permanecieron estables; la valorización fue mucho menor en el estrato bajo y la vivienda es ahora más costosa.

El alto nivel de precariedad de la vivienda urbana es uno de los grandes retos que enfrentan las ciudades contemporáneas, especialmente en el sur global. Este problema requiere especial atención en Latinoamérica, donde, según los datos disponibles, en 2020 más del 23% de los habitantes de la región vivirán en barrios informales, y muchos de ellos en viviendas precarias. En este contexto es necesario imaginar soluciones para mitigar un problema que afecta a millones de habitantes urbanos. Teniendo en cuenta lo anterior, el proyecto SIMA explora aplicaciones de diseño y fabricación digital como aporte a la innovación en las prácticas de mejoramiento de vivienda. Con base en la identificación de los patrones y patologías recurrentes de la vivienda dirigida a sectores de bajos ingresos en Bogotá, el proyecto se piensa como un sistema combinatorio de diseño que permite resolver una serie indeterminada de proyectos de mejoramiento a partir del análisis de las posibles combinaciones entre las tipologías de vivienda identificadas y un número restringido de soluciones adecuadas a tales tipologías; lo anterior con el fin de ofrecer soluciones arquitectónicas eficientes y de calidad que ayuden a mejorar las condiciones de vida de los habitantes urbanos.

Abstract In parallel with the increasing availability of multiregional input–output (MRIO) tables, there has been a growing concern on IO modelling at lower levels of spatial disaggregation, to reflect the particular features of cities better. The urbanization process is one of the salient characteristics of the current stage of globalization, so it is imperative to know more about their global economic, social and environmental impacts. MRIO initiatives are defined at the country level, which means that we are potentially losing some key information about cities and their economic structures. In this paper, we fill this gap by putting together the IOT for the city of Bogota (Colombia) into the well-known OECD’s ICIO database. After describing the structure of both IOTs, we document the harmonization and nesting procedures in a step by step approach, focusing on the main challenges and assumptions that we have to make. Additionally, a case study has been carried out to weight the level of integration of Bogota in global value chains. The analysis proves the low level of global integration: the bulk of the valued-added generated in Bogota due to the city’s exports comes from the economy of the rest of the country and presents a significant deficit in its value-added balance. Apart, we hope it could shed some light to conduct similar adaptations for other cities.

Cities today face a context in which traditional politics and policies struggle to cope with increasing urbanisation rates and growing inequalities. Meanwhile, social movements and political activists are rising up and inhabiting urban spaces as sites of contestation. However, through their practices, urban activists do more than just occupy spaces; they are fundamental drivers of urban transformation as they constantly face—and contest—spatial manifestations of power. This article aims to contribute to ongoing discussions on the role of activism in the field of urban design, by engaging with two concepts coming from the Global South: insurgency and autonomy. Through a historical account of the building of the Potosí-Jerusalén neighbourhood in Bogotá in the 1980s, it illustrates how both concepts can provide new insight into urban change by activism. On the one hand, the concept of insurgency helps unpack a mode of bottom-up action that inaugurates political spaces of contestation with the state; autonomy, on the other hand, helps reveal the complex nature of political action and the visions of urban transformation it entails. Although they were developed at the margins of conventional design theory and practice, both concepts are instrumental in advancing our understanding of how cities are shaped by activist practices. Thus, this article is part of a broader effort to (re)locate political activism in discussions about urban transformation, and rethink activism as a form of urban design practice.

Accessibility and equality evaluations have been primarily focused on residential location. However, workplace location might be an equivalent contributor to inequalities in the travel experience and accessibility. Traditionally, transport planning connects high-demand areas with the best-quality and capacity transport infrastructures. Literature supports that employment centers (EC) receive mainly workers in certain middle-to high-income occupations. This condition results in a type of segregation pattern associated with trip destinations and modal choice similar to those reported for the household location. This paper investigates commuting from a different standpoint, emphasizing the need to consider workplace location and employment distribution within cities. We identify five main EC in Bogotá, Colombia, and explore their association with the commuting mode choice of three population groups using mixed logit models. Results indicate that people who work in any EC tend to use more public transport (PT). Nevertheless, the probability of selecting PT differs among groups. Specifically, for low-income commuters, PT represents lower utility than that for middle-income commuters if their job is located in an EC. The fact that the population most likely to be public transport captive does not find this alternative as attractive as the middle-income segment needs further investigation for better policymaking.

The constant modification of land use, economic instability, environmental factors, and social behaviour changes among the inhabitants of big cities characterize current urbanism. In Colombia, land-use planning processes supported by geographical information systems are a recent phenomenon and the legal instruments of spatial planning are inadequate in most municipalities. Moreover, socio-spatial equity represents a challenge for Latin American cities in which there is increasing awareness of the role that spatial planning plays. Consequently, the question arises as to how the urban spatial structure and organization contribute to an inclusive and equitable socio-spatial evolution, considering climate change impacts. The case study analysed in this article focuses upon the northern limits of the city of Bogotá. Therefore, this research aims to define the ideal balance of urban land-use distribution between social stratum classification and the vulnerability of the communities seeking to better adapt to climate change. We propose a methodological approach of analysing spatial syntax and the (social) intensity of activities and infrastructure, which enables us to characterize the urban structure itself and identify vulnerable urban instances. As a result, we find that the urban network with low values presents spatial unpredictability in its pattern, constraining equitable development based on the urban morphology of the city. This research allows us to conclude that the degree of vulnerability encountered by the social urban spatial structure is higher in expansion areas than in central areas of the city.

El presente libro fue producto de la labor de dos autores, Omar Alonso García Martínez y Yubar Deibi Portilla Benítez, que buscaron llenar algunos de los vacíos teóricos que han persistido tanto en materia de estudios sobre las experiencias estéticas, como en el abordaje del diseño como objeto de análisis en el estudio de las artes. Sumado a esto, la obra encerró un arduo trabajo de campo que resultó en una amplia compilación de ilustraciones y que, a su vez, fueron producto del uso que ambos autores le dieron a ciertas herramientas metodológicas pertenecientes a otras disciplinas afines.

• The study was carried out with a sample of actual evaders, which is unique in fare evasion studies. • Is critical to understand which observable and non-observable factors motivate individuals to evade fares. • Age, the evasion records, and some personality traits influence the fare evasion behavior. • Contributes with a novel application of discrete choice models to study fare evaders behavior. • Draw relevant policy implications for a large public transport system in South America. Fare evasion is currently a significant concern for public transport systems worldwide. Evasion causes huge economic losses to operators and cities, but also negatively influences the system's security perceptions. Despite its importance, there are few efforts to understand which observable and non-observable factors motivate individuals to evade fares in a public transport system. Most studies dealing with fare evasion evaluate the effectiveness of several policies, quantify the amount of evasion, or correlate fare evasion with system satisfaction using aggregate data. This paper proposes a Hybrid Discrete Choice model to understand current evaders' behavior considering sociodemographic, fare evasion records, trip characteristics, user satisfaction with the transport system, and perceptual indicators. The model was estimated using a unique stated preferences survey applied to 324 fare evaders of Transmilenio, the Bogotá (Colombia) Bus Rapid Transit system, in mid-2019. This is an interesting case study because, in 2018, the evasion rate was measured for the first time and it was discovered that evaders comprised approximately 15% of their users on weekdays. The contribution of this research is twofold. First, results highlight the importance of considering observable and latent variables to understand individual behavior in examining fare evasion in similar public transport systems. Age and the evasion records resulted in being the most important observable variables in our case study. Latent variables suggest that the more the user is satisfied with the transport system, the less likely is to evade fares. However, we found that personality traits, such as individual rule-unconsciousness, moderate the effect of satisfaction on the evasion behavior. Second, our results provide evidence that the discussion between certainty and severity of punishment on fare evasion should not necessarily be centered on whether to exacerbate one of these factors. Esta revisión se centra en el fenómeno de expansión urbana en los bordes de las ciudades. Busca entender la dinámica territorial que allí se presenta a partir de revisión bibliográfica que abarca la escala planetaria y la región latinoamericana, más se centra en la realidad colombiana, específicamente en la localidad de Usme al sur de Bogotá. En estos espacios se presenta una mezcla de uso del suelo, impacto sobre los ecosistemas y la yuxtaposición de aspectos sociales, políticos, culturales, económicos y ambientales.
