This white paper advocates for the inclusion of small, captured Outer Solar system objects, found in the Ice Giant region in the next Decadal Survey. These objects include the Trojans and Irregular satellite populations of Uranus and Neptune. The captured small bodies provide vital clues as to the formation of our Solar system. They have unique dynamical situations, which any model of Solar system formation needs to explain. The major issue is that so few of these objects have been discovered, with very little information known about them. The purpose of this document is to prioritize further discovery and characterization of these objects. This will require the use of NASA and NSF facilities over the 2023 2032 decade, including additional support for analysis. We used existing data from the New Horizons LORRI camera to measure the optical-band ($0.4\lesssim\lambda\lesssim0.9{\rm\mu m}$) sky brightness within seven high galactic latitude fields. The average raw level measured while New Horizons was 42 to 45 AU from the Sun is $33.2\pm0.5{\rm ~nW ~m^{-2} ~sr^{-1}}.$ This is $\sim10\times$ darker than the darkest sky accessible to the {\it Hubble Space Telescope}, highlighting the utility of New Horizons for detecting the cosmic optical background (COB). Isolating the COB contribution to the raw total requires subtracting scattered light from bright stars and galaxies, faint stars below the photometric detection-limit within the fields, and diffuse Milky Way light scattered by infrared cirrus. We remove newly identified residual zodiacal light from the IRIS $100\mu$m all sky maps to generate two different estimates for the diffuse galactic light (DGL). Using these yields a highly significant detection of the COB in the range ${\rm 15.9\pm 4.2\ (1.8~stat., 3.7~sys.) ~nW ~m^{-2} ~sr^{-1}}$ to ${\rm 18.7\pm 3.8\ (1.8~stat., 3.3 ~sys.)~ nW ~m^{-2} ~sr^{-1}}$ at the LORRI pivot wavelength of 0.608 $\mu$m. Subtraction of the integrated light of galaxies (IGL) fainter than the photometric detection-limit from the total COB level leaves a diffuse flux component of unknown origin in the range ${\rm 8.8\pm4.9\ (1.8 ~stat., 4.5 ~sys.) ~nW ~m^{-2} ~sr^{-1}}$ to ${\rm 11.9\pm4.6\ (1.8 ~stat., 4.2 ~sys.) ~nW ~m^{-2} ~sr^{-1}}$. Explaining it with undetected galaxies requires the galaxy-count faint-end slope to steepen markedly at $V>24$ or that existing surveys are missing half the galaxies with $V< 30.$, Comment: 32 pages, 20 figures. Combining elastic incoherent neutron scattering and differential scanning calorimetry, we investigate the occurrence of the volume phase transition (VPT) in very concentrated PNIPAM microgel suspensions, from a polymer weight fraction of 30~wt\% up to dry conditions. Although samples are arrested at the macroscopic scale, atomic degrees of freedom are equilibrated and can be probed in a reproducible way. A clear signature of the VPT is present as a sharp drop of the mean square displacement of PNIPAM hydrogen atoms obtained by neutron scattering. As a function of concentration, the VPT gets smoother as dry conditions are approached whereas the VPT temperature shows a minimum at about 43~wt\%. This behavior is qualitatively confirmed by calorimetry measurements. Molecular dynamics simulations are employed to complement experimental results and gain further insights into the nature of the VPT, confirming that it involves the formation of an attractive gel state between the microgels. Overall, these results provide evidence that the VPT in PNIPAM-based systems can be detected at different time- and length-scales as well as in overcrowded conditions.

Combining elastic incoherent neutron scattering experiments at different resolutions with molecular dynamics simulations, we report the observation of a protein-like dynamical transition in linear chains of Poly(N-isopropylacrylamide). We identify the onset of the transition at a temperature $T_d$ of about 225~K. Thanks to a novel global fit procedure, we find quantitative agreement between measured and calculated polymer mean-squared displacements at all temperatures and time resolutions. Our results confirm the generality of the dynamical transition in macromolecular systems in aqueous environments, independently of the internal polymer topology.

We prove new existence and nonexistence results for modular Golomb rulers in this paper. We completely determine which modular Golomb rulers of order $k$ exist, for all $k\leq 11$, and we present a general existence result that holds for all $k \geq 3$. We also derive new nonexistence results for infinite classes of modular Golomb rulers and related structures such as difference packings, optical orthogonal codes, cyclic Steiner systems and relative difference families., Comment: Typos in Corollary 3.4 were corrected

The Software Naturalness hypothesis argues that programming languages can be understood through the same techniques used in natural language processing. We explore this hypothesis through the use of a pre-trained transformer-based language model to perform code analysis tasks. Present approaches to code analysis depend heavily on features derived from the Abstract Syntax Tree (AST) while our transformer-based language models work on raw source code. This work is the first to investigate whether such language models can discover AST features automatically. To achieve this, we introduce a sequence labeling task that directly probes the language models understanding of AST. Our results show that transformer based language models achieve high accuracy in the AST tagging task. Furthermore, we evaluate our model on a software vulnerability identification task. Importantly, we show that our approach obtains vulnerability identification results comparable to graph based approaches that rely heavily on compilers for feature extraction.

We define a new type of Golomb ruler, which we term a resolvable Golomb ruler. These are Golomb rulers that satisfy an additional "resolvability" condition that allows them to generate resolvable symmetric configurations. The resulting configurations give rise to progressive dinner parties. In this paper, we investigate existence results for resolvable Golomb rulers and their application to the construction of resolvable symmetric configurations and progressive dinner parties. In particular, we determine the existence or nonexistence of all possible resolvable symmetric configurations and progressive dinner parties having block size at most 13, with nine possible exceptions. For arbitrary block size k, we prove that these designs exist if the number of points is divisible by k and at least k^3.

The Kuiper Belt is a distant region of the Solar System. On 1 January 2019, the New Horizons spacecraft flew close to (486958) 2014 MU69, a Cold Classical Kuiper Belt Object, a class of objects that have never been heated by the Sun and are therefore well preserved since their formation. Here we describe initial results from these encounter observations. MU69 is a bi-lobed contact binary with a flattened shape, discrete geological units, and noticeable albedo heterogeneity. However, there is little surface color and compositional heterogeneity. No evidence for satellites, ring or dust structures, gas coma, or solar wind interactions was detected. The Cold Classical Kuiper Belt, a class of small bodies in undisturbed orbits beyond Neptune, are primitive objects preserving information about Solar System formation. The New Horizons spacecraft flew past one of these objects, the 36 km long contact binary (486958) Arrokoth (2014 MU69), in January 2019. Images from the flyby show that Arrokoth has no detectable rings, and no satellites (larger than 180 meters diameter) within a radius of 8000 km, and has a lightly-cratered smooth surface with complex geological features, unlike those on previously visited Solar System bodies. The density of impact craters indicates the surface dates from the formation of the Solar System. The two lobes of the contact binary have closely aligned poles and equators, constraining their accretion mechanism.

We argue that in theories of quantum gravity with discrete gauge symmetries, e.g. $\textbf{Z}_k$, the gauge couplings of U$(1)$ gauge symmetries become weak in the limit of large $k$, as $g\to k^{-\alpha}$ with $\alpha$ a positive order 1 coefficient. The conjecture is based on black hole arguments combined with the Weak Gravity Conjecture (or the BPS bound in the supersymmetric setup), and the species bound. We provide explicit examples based on type IIB on AdS$_5\times \textbf{S}^5/\textbf{Z}_k$ orbifolds, and M-theory on AdS$_4\times\textbf{S}^7/\textbf{Z}_k$ ABJM orbifolds (and their type IIA reductions). We study AdS$_4$ vacua of type IIA on CY orientifold compactifications, and show that the parametric scale separation in certain infinite families is controlled by a discrete $\textbf{Z}_k$ symmetry for domain walls. We accordingly propose a refined version of the strong AdS Distance Conjecture, including a parametric dependence on the order of the discrete symmetry for 3-forms., Comment: 35 pages + appendices. On January 1st 2019, the New Horizons spacecraft flew by the classical Kuiper belt object (486958) Arrokoth (provisionally designated 2014 MU69), possibly the most primitive object ever explored by a spacecraft. The I/F of Arrokoth is analyzed and fit with a photometric function that is a linear combination of the Lommel-Seeliger (lunar) and Lambert photometric functions. Arrokoth has a geometric albedo of p_V = 0.21_(-0.04)^(+0.05) at a wavelength of 550 nm and ~0.24 at 610 nm. Arrokoth's geometric albedo is greater than the median but consistent with a distribution of cold classical Kuiper belt objects whose geometric albedos were determined by fitting a thermal model to radiometric observations. Thus, Arrokoth's geometric albedo adds to the orbital and spectral evidence that it is a cold classical Kuiper belt object. Maps of the normal reflectance and hemispherical albedo of Arrokoth are presented. The normal reflectance of Arrokoth's surface varies with location, ranging from ~0.10-0.40 at 610 nm with an approximately Gaussian distribution. Both Arrokoth's extrema dark and extrema bright surfaces are correlated to topographic depressions. Arrokoth has a bilobate shape and the two lobes have similar normal reflectance distributions: both are approximately Gaussian, peak at ~0.25 at 610 nm, and range from ~0.10-0.40, which is consistent with co-formation and co-evolution of the two lobes. The hemispherical albedo of Arrokoth varies substantially with both incidence angle and location, the average hemispherical albedo at 610 nm is 0.063 +/- 0.015. The outer Solar System object (486958) Arrokoth (provisional designation 2014 MU$_{69}$) has been largely undisturbed since its formation. We study its surface composition using data collected by the New Horizons spacecraft. Methanol ice is present along with organic material, which may have formed through radiation of simple molecules. Water ice was not detected. This composition indicates hydrogenation of carbon monoxide-rich ice and/ or energetic processing of methane condensed on water ice grains in the cold, outer edge of the early Solar System. There are only small regional variations in color and spectra across the surface, suggesting Arrokoth formed from a homogeneous or well-mixed reservoir of solids. There exists no natural variational principle for the dynamics of abelian p-form potentials with self-dual field strengths, also called chiral p-forms. Relying on the PST method, we establish the general consistency condition for a Lagrangian to describe a Lorentz invariant self-interacting chiral 2n-form in 4n+2 dimensions. For a generic n, we determine a canonical solution of this condition for a quartic interaction Lagrangian of the 2n-form, and prove that for the four-form in ten dimensions this interaction is unique. It generalizes the corresponding Born-Infeld-like interaction of a chiral two-form in six dimensions. We verify that under a dimensional reduction on a torus, this interaction Lagrangian reduces to a combination of the two recently constructed SO(2)-duality invariant quartic interactions for abelian three-form potentials in eight dimensions.
