Soil Moisture Active Passive (SMAP) mission and the Soil Moisture and Ocean Salinity (SMOS) missions provide brightness temperature and soil moisture estimates every 2-3 days. SMAP brightness temperature observations were compared with SMOS observations at 40o incidence angle. The brightness temperatures from the two missions are not consistent. SMAP observations show a warmer TB bias (about 1.27 K: V pol and 0.62 K: H pol) as compared to SMOS. SMAP and SMOS missions use different retrieval algorithms and ancillary datasets which result in further inconsistencies between their soil moisture products. The reprocessed constant-angle SMOS brightness temperatures were used in the SMAP soil moisture retrieval algorithm to develop a consistent multi-satellite product. The integrated product has an increased global revisit frequency (1 day) and period of record that is unattainable by either one of the satellites alone. Results from the development and validation of the integrated soil moisture product will be presented.

In passive microwave remote sensing of soil moisture, the tau-omega (τ-ω) model has often been used to provide soil moisture estimates at a spatial scale representative of the satellite footprint dimensions. For modeling simplicity, model parameters such as the single scattering albedo (ω) and vegetation opacity (τ) that go into the geophysical inversion process are often assumed to be independent of polarizations. Although this absence of polarization dependence can often be justified in special cases as in low-frequency remote sensing or under dense vegetation conditions, it is not a robust assumption in general. Additional model parameterization errors arising from this assumption are possible, leading to degradation in soil moisture estimation accuracy. In this paper, we propose a time series approach to try to resolve the polarization dependence of several τ-ω model parameters as well as the temperature bias arising from the ancillary temperature data. The Version 4 of the Soil Moisture Active Passive (SMAP) Level 1B brightness temperature time series observations were used to illustrate the mechanics of this approach, with an emphasis on a comparison between resulting satellite soil moisture retrievals and in situ data collected at several core validation sites. It was found that this time series approach resulted in significant reduction of the dry bias exhibited in the current SMAP passive soil moisture data products, while retaining the same performance in other metrics of the current baseline passive soil moisture retrieval algorithm.

172. Governance Methods Used in Externalizing Information Technology

Abstract

Information technology (IT) is the largest capital expenditure in many firms and is an integral part of many organizations' strategies. However, the benefits that each company receives from its IT investments vary. One study by Weill (2004) found that the top performer in the sample was estimated to have as high as a 40% greater return on its IT investment than its competitors. To expedite the progress toward getting better value from IT investments, along with the need to deal with the increasing complexity and expense of IT, a growing number of companies are turning to outside service providers to develop and/or manage various aspects of their information systems. The governance methods used by firms to maintain control over the quality, services, and cost of IT outsourcing are the focus of this dissertation. Previously in the literature, researchers have looked into the phenomenon of outsourcing from various perspectives. However, existing literature has not constructed or proposed an outsourcing model that examines the important moderating impact of internal technical capabilities to governance mechanisms. Building on existing literature related to IT outsourcing, this dissertation examines governance mechanisms that were used by firms to maintain control over the quality, services, and the cost of outsourcing of IT in order to identify their contribution to the success of IT outsourcing initiatives from the perspective of managers whose companies have engaged in IT outsourcing. In this dissertation, a research model was developed, and through an on-line survey instrument, data were collected from the members of the Information Systems Community of Practice in the Project Management Institute. The findings showed that the following governance mechanisms had positive impact on managerial perceptions of IT outsourcing success: (1) Financial commitment in the form of dedicated asset-specific investments; and (2) attitudinal commitment. This study also confirms the moderation effect that firm technological capabilities have on the relationship between managerial perception of outsourcing success and attitudinal commitment, respectively. Additionally, this study added to the literature in that it found that financial commitment and attitudinal commitment impacts on future business are partially mediated by outsourcing success. Based on the findings of this study, practical application and suggestion for future research are offered. Abstract

Current performance and existing problems in SMAP radiometer L1B_TB version 3 data product are described. The post-launch calibration algorithm has been updated by calibrating the three calibration parameters (the equivalent noise temperature of the noise diode, the offset of the reference load, and the antenna gain) jointly by using the global ocean and CS with both 110o and 180o pitch maneuvers after the reflector emissivity is calibrated. The results show that both calibration drift during eclipse season and bias over CS are removed. The RMSDs of the calibration drift over both the global ocean and CS are less than 0.1 K, and the goals of the calibration algorithm upgrade are achieved for coming L1B_TB version 4 data release.

Abstract

Introduction: Care for patients with acute myeloid leukemia (AML) is centralized in the Ontario single-payer public healthcare system, with intensive induction chemotherapy and clinical trials only offered at specialized cancer centers with large catchment areas. Methods: We therefore conducted a retrospective single-center review of all AML patients assessed at a large specialized cancer center in Ontario, Canada. Results: Between 2012 and 2017, 1,310 patients were assessed by our center for upfront AML therapy. The median distance was 33.1 km, with 29% of patients living more than 50 km away from the center. There was no significant difference in probability of intensive induction chemotherapy or clinical trial by distance from center, both in univariate and multivariable analysis adjusting for age, sex, cytogenetics and molecular testing, and performance status. There was no significant difference in overall survival by distance from center on univariate and multivariable analysis. Conclusion: In conclusion, geographic distance from treatment center does not appear to impact choice of upfront therapy, participation in clinical trials, or clinical outcomes in this study of newly diagnosed patients with AML treated in a single-payer environment. Abstract

In July 2021 extreme rainfall across Western Europe caused severe flooding and substantial impacts, including over 200 fatalities and extensive infrastructure damage within Germany and the Benelux countries. After the event, a hydrological assessment and a probabilistic event attribution analysis of rainfall data were initiated and complemented by discussing the vulnerability and exposure context. The global mean surface temperature (GMST) served as a covariate in a generalised extreme value distribution fitted to observational and model data, exploiting the dependence on GMST to estimate how anthropogenic climate change affects the likelihood and severity of extreme events. Rainfall accumulations in Ahr/Erft and the Belgian Meuse catchment vastly exceeded previous observed records. In regions of that limited size the robust estimation of return values and the detection and attribution of rainfall trends are challenging. However, for the larger Western European region it was found that, under current climate conditions, on average one rainfall event of this magnitude can be expected every 400 years at any given location. Consequently, within the entire region, events of similar magnitude are expected to occur more frequently than once in 400 years. Anthropogenic climate change has already increased the intensity of the maximum 1-day rainfall event in the summer season by 3–19 %. The likelihood of such an event to occur today compared to a 1.2 ∘ C cooler climate has increased by a factor of 1.2–9. Models indicate that intensity and frequency of such events will further increase with future global warming. While attribution of small-scale events remains challenging, this study shows that there is a robust increase in the likelihood and severity of rainfall events such as the ones causing extreme impacts in July 2021 when considering a larger region. 197. Evaluation of Alpine-Mediterranean precipitation events in convection-permitting regional climate models using a set of tracking algorithms.

Abstract

We here inter-compare four different tracking algorithms by applying them onto the precipitation fields of an ensemble of convection-permitting regional climate models (cpRCMs) and on high-resolution observational datasets of precipitation. The domain covers the Alps and the northern Mediterranean and thus we here analyse heavy precipitation events, that are renowned for causing hydrological hazards. In this way, this study is both, an inter-comparison of tracking algorithms as well as an evaluation study of cpRCMs in the Lagrangian frame of reference. The tracker inter-comparison is performed by comparison of two case studies as well as of climatologies of cpRCMs and observations. We find that that all of the trackers produce qualitatively equal results concerning characteristic track properties. This means that, despite of quantitative differences, equivalent scientific conclusions would be drawn. This result suggests that all trackers investigated are reliable analysis tools of atmospheric research. With respect to the model ensemble evaluation, we find an encouraging performance of cpRCMs in comparison to radar-based observations. In particular prominent hotspots of heavy precipitation events are well-reproduced by the models. In general most characteristic properties of precipitation events have positive biases. Assuming the under-catchment of precipitation in observations in a domain of such complex orography, this result is to be expected. Only the mean area of tracks is underestimated, while their duration is overestimated. Mean precipitation rate is estimated well, while maximum precipitation rate is overestimated. Furthermore, geometrical and rain volume are overestimated. We find that models overestimate the occurrence of precipitation events over all mountain chains, whereas over plain terrain in summer precipitation events are seen underestimated. This suggests that, despite the convection-permitting resolution, thermally driven thunderstorms are either not triggered or their dynamics still under-resolved. Eventually we find that biases in the spatio-temporal properties of precipitation events appear reduced when evaluating cpRCMs against Doppler radar-based and rain gauge-adjusted observational datasets of comparable spatial resolution, strengthening their role in evaluation studies.
