Regarding climate changes, a key question has been the degree to which humans and natural factors have influenced observed global climate change. Chapter 1 traces the evolution of scientific understanding and confidence regarding the drivers of recent global climate change. Chapter 2 reviews how U.S. agencies address climate change as a potential driver of global migration. Chapter 3 examines reported federal funding from 2010 to 2017 and the extent to which reports on such funding are clearly linked to the federal fiscal exposure to climate change; the extent to which selected agencies reported climate change funding that supports programs where addressing climate change is the primary purpose; and the extent to which the primary purpose programs are fragmented, overlapping, or duplicative. The costs of recent weather disasters have illustrated the need for planning for climate change risks and investing in resilience as reported in chapter 4. For more than a decade, federal agencies have grappled with how to address climate change effects when implementing the Endangered Species Act of 1973 (ESA). As set forth by Congress, one of the main purposes of the ESA is to “provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved.” Chapter 5 analyzes the courts'role in shaping how the Services have factored climate change effects into ESA decisions and recent 2019 regulatory developments that aim to clarify how the Services consider and address climate change in their ESA decisions. Many governments hold that environmental degradation and climate change pose international and trans-boundary risks to human populations, economies, and ecosystems. International financial assistance, or foreign aid, has been a principal method for governments to support actions on global environmental problems in lower-income countries. As discussed in chapter 6 and 7, this assistance may include grants, loans, loan guarantees, export credits, insurance products, and private sector investment. On June 1, 2017, President Trump announced his intent to withdraw the United States from the Paris Agreement (PA), an international accord to address climate change over the coming century. Some observers argue that the Administration's decision to withdraw from the PA will (1) reduce the U.S. standing in the world by making the United States an international outlier on climate change, (2) strengthen perceptions that the United States is withdrawing from its traditional position of world leadership and becoming more inward-focused or even isolationist, (3) create an opportunity for China to assume a position of world leadership on climate change and perhaps other issues, and (4) make the United States appear less reliable as a negotiating partner, which could make it harder for the United States in the future to secure foreign cooperation for addressing other issues of mutual interest or to call on other countries to abide by their commitments in other international agreements as reported in chapter 8. Surface transportation is a major source of carbon dioxide (CO2) in the atmosphere, the main human-related greenhouse gas (GHG) contributing to climate change. At the same time, the effects of climate change, such as extreme heat, sea level rise, and stronger storms, pose a threat to transportation infrastructure. Chapter 9 seeks to address these two aspects of climate change with mitigation provisions that aim to reduce GHG emissions from surface transportation and adaptation provisions that aim to make the surface transportation system more resilient to a changing climate. For policymakers considering actions to reduce GHG emissions, various policy instruments are available. Recent research in financial economics has shown that rare large disasters have the potential to disrupt financial sectors via the destruction of capital stocks and jumps in risk premia. These disruptions often entail negative feedback e?ects on the macroecon-omy. Research on disaster risks has also actively been pursued in the macroeconomic models of climate change. Our paper uses insights from the former work to study disaster risks in the macroeconomics of climate change and to spell out policy needs. Empirically the link between carbon dioxide emission and the frequency of climate re-lated disaster is investigated using cross-sectional and panel data. The modeling part then uses a multi-phase dynamic macro model to explore this causal nexus and the e?ects of rare large disasters resulting in capital losses and rising risk premia. Our proposed multi-phase dynamic model, incorporating climate-related disaster shocks and their aftermath as one phase, is suitable for studying mitigation and adaptation policies.

Until now, the growing body of work on environmental anthropology has largely ignored the unavoidable impact of global capitalism on the environment and the extent to which capital itself is a key driver of climate change. Climate, Capitalism and Communities focuses explicitly on that nexus, examining the injustices and inequalities - as well as the activist responses - that have arisen as a result, and the contradictions between the imperatives of exponential economic growth, and those of environmental sustainability, and society as a whole. Climate justice requires sharing the burdens and benefits of climate change and its resolution equitably and fairly. It brings together justice between generations and justice within generations. In particular it requires that attempts to address justice between generations through various interventions designed to curb greenhouse emissions today do not end up creating injustice in our time by hurting the currently poor and vulnerable. The United Nations Sustainable Development Goals (SDGs) summit in September 2015, and the Conference of Parties (COP) to the Framework Convention on Climate Change in Paris in December 2015, brought climate change and its development impact centre stage in global discussions. In the run up to Paris, Mary Robinson, former President of Ireland and UN Secretary General's Special Envoy for Climate Change, instituted the Climate Justice Dialogue'to mobilize political will and creative thinking to shape an ambitious and just international climate agreement in 2015'. The editors of this volume, an economist and a philosopher, served on the High Level Advisory Committee of the Climate Justice Dialogue. They noted the overlap and mutual enforcement between the economic and philosophical discourses on climate justice. These broken cycles have expressed themselves in various forms as soil degradation and depletion, ocean acidification, global warming and climate change. The best proposal for an organic solution to fixing the myriad broken cycles is a deliberate investment in solutions that first acknowledge the historic roles played by both the subjugated peoples, and the economic beneficiaries of the environmental exploitations of the past. Ever since Europeans made contact with the West, a series of global circumstances including the genocide of the indigenous people of the Americas, the enslavement and global subjugation of Africans, and the emergence of Western concepts of trade dominance and capitalism, have led to deleterious impacts on the global biogeochemical cycles. Addressing the broken biogeochemical cycles should be done with a clear understanding that it was not only human subjects which were subjugated, but also land, water, and air. These three global stores must be replenished from the ideological position that poverty is not simply the absence of money, but is also the lack of access to non-polluting energy sources, to clean air devoid of runaway greenhouse gasses, and to local conditions devoid of climate change instabilities. With this in mind, the global powerbrokers can enter into a new deal with developing nations, shifting the paradigm toward a new ecological approach that rewards good behavior and sets new standards of worldwide relations based on ecologic inclusivity rather than the exclusive economic arrangements currently in order. This collection critically engages the resource use nexus. Clearly, a nexus-approach to resource policy, planning and practice is essential if sustainable development goals are to be met. In particular, in an era of climate change, an integrated approach to water, energy and agriculture is imperative. Agriculture accounts for 70% of global water withdrawals, food production accounts for 30% of global energy use and a rising global population requires more of everything. As shown in this collection, scholars of resource development, governance and management are ‘nexus sensitive', utilizing a sort of ‘nexus sensibility'in their work as it focuses on the needs of people particularly, but not only, in the global South. Why do climate and financial crises pose such extreme risks? And what does it take to respond effectively to those risks? Extreme weather events – storms and sea-level rise, heat waves, droughts and floods – seem ever more common and extreme, while scientists warn of even greater climate risks ahead. Financial failures on the scale of 2008 make a mockery of the supposed efficiency of the market economy. None of this would be possible in the world as imagined by conventional economics – an imaginary land of gradualism, equilibrium, well-informed rationality and the win-win solutions dealt by the invisible hand. The erratic rhythm of boom and bust in financial markets could be explained either by the patterns of crowd-following behaviour among investors, or by the unequal distribution of wealth (and the impact of the largest investors on the markets). Climate crises reflect the fact that natural systems can reach tipping points or critical transitions, where gradual change gives way to large-scale discontinuous changes. The economics of climate change has lagged behind the science, understating the severity of the problem and the likelihood of a crash. While the causes of climate and financial extremes are distinct, the implications for public policy have much in common. The frequency of extreme events, of varying sizes, means that there is no way to predict the likely size of future crises. The traditional approach to risk aversion cannot account for longstanding patterns in financial markets. Better theories of risk call for more precautionary approaches to both financial and climate policy. In the frequent cases in which potential outcomes have unknown probabilities, the best policy is based on the worst-case credible scenario. When a single catastrophic risk commands everyone's attention, a World War II-style, costs-be-damned mobilization is the right response. There is no formula for perfect responses to extreme risks, but there are important guideposts that point toward better answers.

This book describes the principles of integrated assessment models (IAM) for climate change economics and introduces various computable models for different development mechanisms under climate change governance. The authors present several new models they have constructed based on the RICE framework, specifically the MRICES((multi-factor RICE)) and EMRICES models, which incorporate global economic interactions into the RICE framework, and the CINCIA model, which describes technological advances and industrial structure evolution, introducing the mechanism of evolutionary economics.The models discussed in the book help governments and policy-makers tackle climate change and take positive measures on climate governance as well as promote economic and social development to narrow the gaps between countries.

South Asia is particularly vulnerable to climate change. Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate †“ rising temperatures and changes in precipitation patterns †“ on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia. The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects “hotspots†?, which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country. The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia.

In 2014, 17.5 million people were displaced by climate-related disasters, ten times more than the 1.7 million displaced by geophysical hazards. What is causing the increase in natural disasters and what effect does it have on the economy? Climate Change and Natural Disasters sends three messages: human-made factors exert a growing influence on climate-related disasters; because of the link to anthropogenic factors, there is a pressing need for climate mitigation; and prevention, including climate adaptation, ought not to be viewed as a cost to economic growth but as an investment. This book deals with one of the most pressing social and environmental issues that we face today. The transition to a post-carbon society, in which the consumption of fossil fuels decreases over time, has become an inevitability due to the need to prevent catastrophic climate change, the increasing cost and scarcity of energy, and complex combinations of both of these factors. As the authors point out, this will not only entail political adjustments and the replacement of some technologies by others, but will be accompanied by social and cultural changes that bring about substantial modifications in our societies and ways of life.
