Mozambican cities are characterized by the prevalence and indiscriminate increase of land occupations, as a result dwellings are demolished for being built in areas that are considered 'inappropriate'. Looking at the context of Lichinga City (Mozambique) it is assumed that the control and orientation of access to land, in a collaborative way, involving the Municipality and the community authorities, can alleviate the problems related to the indiscriminate occupation of the land. Therefore, this article aims to bring elements that promote reflections on the role of the Municipality-Community authorities' articulation in land management and their influence on the way the territory is occupied. A collaborative diagnosis methodology for land occupation is proposed, involving the main agents with interference in access to land, that is, the Municipality and the Community Authorities, whose purpose is to identify the inappropriate areas of land, the ways inappropriate lands are accessed and set action strategies.
