151. Crime, organised crime and corruption in post-communist Europe and the CIS

Abstract

This article examines the incomplete and sometimes contradictory evidence on the crime, organised crime and corruption situations in post-communist states, and then seeks to explain the apparent increase in all three in early post-communism. Among the factors considered are the impact of weak states and economies, neo-liberalism, globalisation, Schengen and Fortress Europe, the Communist legacy (the ‘ghost from the past’), and collusion. The article then examines the dynamics of criminality and malfeasance in the region, and provides evidence to suggest that the crime and corruption situation has stabilised or even improved in most post-communist countries in recent times. The factors considered for explaining this apparent improvement are the role of external agents (notably the EU), the move from transition to consolidation, and the role of political will.

Abstract

Restoring essential services in Baghdad during Operation Iraqi Freedom II was one of the five lines of operation for Task Force Baghdad and the First Cavalry Division. Billions of dollars in grants, loans and reconstruction dollars were committed by the United States and its coalition partners. The reconstruction effort was a monumental task because of the years of neglect the infrastructure had suffered under Sadam Hussein. Task Force Baghdad's effort to restore Baghdad s crumbling infrastructure and essential services were key to achieving military and political objectives. This report provides information on: 1) Resourcing the Future Combat Systems Brigade Combat Team and training the Brigade Combat Teams for the reconstruction effort. 2) The sewer, water, electric and trash, (SWET) operations to restore essential services. 3) Co-locating the U.S. Army Corps of Engineers (USACE), Gulf Region Division (GRD) area offices with the Brigade Combat Teams; a break through in contracting and construction management. 4) Using Sadr City reconstruction efforts as a case study to illustrate how leveraging construction efforts helped persuade the Mahdi-Milita to stop fighting. 5) Working with the Iraqis, government and non-government organizations to restore essential services. 6) Recommendations to enhance reconstruction efforts in the future., USAWC Strategy Research Project.

Abstract

A sonic boom pressure profile was simulated in the far-field by detonation of a methane-oxygen mixture contained in a slender, shaped Mylar envelope. Ideal N-waves were synthesized with peak overpressures from two to five psf and durations of 30 to 75 milliseconds. The detonation of the gas mixture was initiated by a single Primacord strand running the length of balloon. The N-wave producing balloon was synthesized as a composite structure, utilizing experimental pressure profiles obtained from the detonations of slender, axisymmetric balloons with elementary, non-cylindrical shapes.

An extensive ruler used as a computer in navigation to calculate travel time between map points or to calculate ground speed is described. The ruler has a time scale that can be adjusted at length to equal map distances travelled at a designated speed in a time period such as sixty minutes. Abstract

The article focuses on the predation of Bigg's killer whales (Orcinus orca) on calf and subadult humpback whales (Megaptera novaeangliae) in Alaska. Humpback whale attacks by Bigg's killer whales in Lower Cook Inlet and Kodiak, Alaska are discussed. It says that some predation on calf and subadult humpback whales occurred during summer on their northern feeding grounds.
