In December 2010, NASA created a Science Definition Team (SDT) for WFIRST, the Wide Field Infra-Red Survey Telescope, recommended by the Astro 2010 Decadal Survey as the highest priority for a large space mission. The SDT was chartered to work with the WFIRST Project Office at GSFC and the Program Office at JPL to produce a Design Reference Mission (DRM) for WFIRST. Part of the original charge was to produce an interim design reference mission by mid-2011. That document was delivered to NASA and widely circulated within the astronomical community. In late 2011 the Astrophysics Division augmented its original charge, asking for two design reference missions. The first of these, DRM1, was to be a finalized version of the interim DRM, reducing overall mission costs where possible. The second of these, DRM2, was to identify and eliminate capabilities that overlapped with those of NASA's James Webb Space Telescope (henceforth JWST), ESA's Euclid mission, and the NSF's ground-based Large Synoptic Survey Telescope (henceforth LSST), and again to reduce overall mission cost, while staying faithful to NWNH. This report presents both DRM1 and DRM2.

The New Worlds, New Horizons (NWNH) in Astronomy and Astrophysics 2010 Decadal Survey prioritized the community consensus for ground-based and space-based observatories. Recognizing that many of the community s key questions could be answered with a wide-field infrared survey telescope in space, and that the decade would be one of budget austerity, WFIRST was top ranked in the large space mission category. In addition to the powerful new science that could be accomplished with a wide-field infrared telescope, the WFIRST mission was determined to be both technologically ready and only a small fraction of the cost of previous flagship missions, such as HST or JWST. In response to the top ranking by the community, NASA formed the WFIRST Science Definition Team (SDT) and Project Office. The SDT was charged with fleshing out the NWNH scientific requirements to a greater level of detail. NWNH evaluated the risk and cost of the JDEM-Omega mission design, as submitted by NASA, and stated that it should serve as the basis for the WFIRST mission. The SDT and Project Office were charged with developing a mission optimized for achieving the science goals laid out by the NWNH re-port. The SDT and Project Office opted to use the JDEM-Omega hardware configuration as an initial start-ing point for the hardware implementation. JDEM-Omega and WFIRST both have an infrared imager with a filter wheel, as well as counter-dispersed moderate resolution spectrometers. The primary advantage of space observations is being above the Earth's atmosphere, which absorbs, scatters, warps and emits light. Observing from above the atmosphere enables WFIRST to obtain precision infrared measurements of the shapes of galaxies for weak lensing, infrared light-curves of supernovae and exoplanet microlensing events with low systematic errors, and infrared measurements of the H hydrogen line to be cleanly detected in the 1

We performed an iron abundance determination of the hot, hydrogen deficient post-AGB star PG 1159-035. which is the prototype of the PG 1159 spectral class and the GW Vir pulsators, and of two related objects (PG 1520+525, PG 1144+005), based on the first detection of Fe VIII lines in stellar photospheres. In another PG 1159 star. PG 1424+535. we detect Fe VII lines. In all four stars, each within T(sub eff) = 110,000-150,000 K, we find a solar iron abundance. This result agrees with our recent abundance analysis of the hottest PG 1159 stars (T(sub eff) = 150,000-200,000 K) that exhibit Fe x lines. On the whole, we find that the PG 1159 stars are not significantly iron deficient, in contrast to previous notions.

PG 1034+001 is an extremely hot, helium-rich DO-type star that excites the planetary nebula Hewett 1 and large parts of the surrounding interstellar medium. We present preliminary results of an ongoing spectral analysis by means of non-LTE model atmospheres that consider most elements from hydrogen to nickel. This analysis is based on high-resolution ultraviolet (FUSE, IUE) and optical (VLT/UVES, KECK) data. The results are compared with those of PG 1034+001's spectroscopic twin, the DO star PG 0038+ 199. The four known O(He) stars are the only amongst the hottest post-AGB stars whose atmospheres are composed of almost pure helium. Thus, their evolution deviates from the hydrogen-defiCient post-AGB evolutionary sequence of carbon-dominated stars like e.g. PG 1159 stars. The origin of the O(He) stars is still not explained. They might be either post-early AGB stars or the progeny of R Coronae Borealis stars. We present preliminary results of a non-LTE spectral analysis based on FUSE and HST/COS observations.

We describe a mission architecture designed to substantially increase the science capability of the NASA Science Mission Directorate (SMD) Astrophysics Explorer Program for all AO proposers working within the near-UV to far-infrared spectrum. We have demonstrated that augmentation of Falcon 9 Explorer launch services with a 13 kW Solar Electric Propulsion (SEP) stage can deliver a 700 kg science observatory payload to extra-Zodiacal orbit. Over the above wavelength range, observatory performance is limited by zodiacal light. This new capability enables up to 10X increased photometric sensitivity and 160X increased observing speed relative to a Sun-Earth L2, Earth-trailing, or Earth orbit with no increase in telescope aperture. All enabling SEP stage technologies for this launch service augmentation have reached sufficient readiness (TRl-6) for Explorer Program application in conjunction with the Falcon 9. We demonstrate that enabling Astrophysics Explorers to reach extra-zodiacal orbit will allow this small payload program to rival the Science performance of much larger long development time systems; thuS, providing a means to realize major science objectives while increasing the SMD Astrophysics portfolio diversity and resiliency to external budget pressure. The SEP technology employed in this study has strong applicability to SMD Planetary Science community-proposed missions and is a stated flight demonstration priority for NASA's Office of the Chief Technologist (OCT). This new mission architecture for astrophysics Explorers enables an attractive realization of joint goals for OCT and SMD with wide applicability across SMD science disciplines.

We present an analysis of interstellar absorption along the line of sight to the nearby white dwarf star HZ43A. The distance to this star is 68+/-13 pc, and the line of sight extends toward the north Galactic pole. Column densities of O(I), N(I), and N(II) were derived from spectra obtained by the Far Ultraviolet Spectroscopic Explorer (FUSE), the column density of D(I) was derived from a combination of our FUSE spectra and an archival HST GARDENS spectrum, and the column density of H(I) was derived from a combination of the GARDENS spectrum and values derived from EUVE data obtained from the literature. We find the following abundance ratios (with 2 sigma uncertainties): D(I)/H(I)=(1.66+/-0.28)x10(exp -5), O(I)/H(I)=(3.63+/-0.84)x10(exp -4), and N(I)/H(I)=(3.80+/-0.74)x10(exp -5). The N(II) column density was slightly greater than that of N(I), indicating that ionization corrections are important when deriving nitrogen abundances. Other interstellar species detected along the line of sight were C(II), C(III), O(VI), Si(II), Ar(I), Mg(II) and Fe(II); an upper limit was determined for N(III). No elements other than H(I) were detected in the stellar photosphere.

We present a deuterium abundance analysis of the line of sight toward the white dwarf WD 2211-495 observed with the Far Ultraviolet Spectroscopic Explorer (FUSE). Numerous interstellar lines are detected on the continuum of the stellar spectrum. A thorough analysis was performed through the simultaneous fit of interstellar absorption lines detected in the four FUSE channels of multiple observations with different slits. We excluded all saturated lines in order to reduce possible systematic errors on the column density measurements. We report the determination of the average interstellar D/O and D/N ratios along this line of sight at the 95% confidence level: D/O = 4.0 (+/-1.2) x 10(exp -2); D/N = 4.4 (+/-1.3) x 10(exp -1). In conjunction with FUSE observations of other nearby sight lines, the results of this study will allow a deeper understanding of the present-day abundance of deuterium in the local interstellar medium and its evolution with time.

Observations obtained with the Far Ultraviolet Spectroscopic Explorer (FUSE) have been used to determine the column densities of D I, O I, and N I along seven sight lines that probe the local interstellar medium (LISM) at distances from 37 pc to 179 pc. Five of the sight lines are within the Local Bubble and two penetrate the surrounding H I wall. Reliable values of N(H I) were determined for five of the sight lines from HST data, IUE data, and published EUVE measurements. The weighted mean of DI/H I for these five sight lines is (1.52 +/- 0.08) x l0(exp -5)(1 sigma uncertainty in the mean). It is likely that the D I/H I ratio in the Local Bubble has a single value. The D I/O I ratio for the five sight lines within the Local Bubble is (3.76 +/- 0.20) x 10(esp -2). It is likely that O I column densities can serve as a proxy for H I in the Local Bubble. The weighted mean for O I/ H I for the seven FUSE sight lines is (3.03 +/- 0.21) x 10(esp -4), comparable to the weighted mean (3.43 +/- 0.15) x 10(exp -4) reported for 13 sight lines probing larger distances and higher column densities. The FUSE weighted mean of N I/ H I for five sight lines is half that reported by Meyer et al. for seven sight lines with larger distances and higher column densities. This result combined with the variability of O I/ N I (six sight lines) indicates that at the low column densities found in the LISM, nitrogen ionization balance is important. Thus, unlike O I, N I cannot be used as a proxy for H I or as a metallicity indicator in the LISM.

We report the first Far Ultraviolet Spectroscopic Explorer (FUSE) measurements of diffuse O(VI) (lambda lambda 1032,1038) emission from the general diffuse interstellar medium outside of supernova remnants or superbubbles. We observed a 30 arcsec x 30 arcsec region of the sky centered at l = 315.0 deg and b = -41.3 deg. From the observed intensities (2930 +/- 290 (random) +/- 410 (systematic) and 1790 +/- 260 (random) +/- 250 (systematic) photons/sq cm/s/sr in the 1032 and 1038 angstrom emission lines, respectively), derived equations, and assumptions about the source location, we calculate the intrinsic intensity, electron density, thermal pressure, and emitting depth. The intensities are too large for the emission to originate solely in the Local Bubble. Thus, we conclude that the Galactic thick disk and lower halo also contribute. High velocity clouds are ruled out because there are none near the pointing direction. The calculated emitting depth is small, indicating that the O(VI)-bearing gas fills a small volume. The observations can also be used to estimate the cooling rate of the hot interstellar medium and constrain models. The data also yield the first intensity measurement of the C(II) 3s 2S(1/2) to 2p 2P(3/2) emission line at 1037 angstrom and place upper limits on the intensities of ultraviolet line emission from C(I), C(III), Si(II), S(III), S(IV), S(VI), and Fe(III).

The atomic deuterium-to-hydrogen abundance ratio has been evaluated for the sight line toward the hot O subdwarf BD+28(sup circ) 4211. High signal-to-noise ratio (S/N is approx. 100) observations covering the wavelength range 905 to 1187 angstroms at a wavelength resolving power of lambda/Delta/lambda at approx. 20,000 were obtained with the Far Ultraviolet Spectroscopic Explorer (FUSE) satellite. BD+28(sup circ) 4211 is approx. 00 pc away with a total H I column density of approx. 10(exp 19)/sq cm, much higher than is typically found in the local interstellar medium (ISM). The deuterium column density was measured by analyzing several D I Lyman series transitions (Lyman delta, C, epsilon, eta, theta, iota with curve of growth and profile fitting techniques, after determining which lines were free of interference from other interstellar species and narrow stellar features. The neutral hydrogen column density was measured by an analysis of the Lyman-alpha profile using HST/Space Telescope Imaging Spectrograph (STIS) and Goddard High Resolution Spectrograph (GHRS) spectra. The stellar spectrum of BD+28(sup circ) 4211 was modelled to assist in determining the sensitivity of H I (Ly-alpha) and D I to the continuum placement and to identify stellar transitions. The D I and H I column densities, their uncertainties, and potential sources of systematic error will be presented. Observations of comet Levy (1990c) were made with the Hopkins Ultraviolet Telescope during the Astro-1 Space Shuttle mission on 10 Dec. 1990. The spectrum, covering the wavelength range 415 to 1850 A at a spectral emission of 3 A (in first order), shows the presence of carbon monoxide and atomic hydrogen, carbon, and sulfur in the coma. Aside from H I Lyman-beta, no cometary features are detected below 1200 A, although cometary O I and O II would be masked by the same emissions present in the day airglow spectrum. The 9.4 x 116 arcsec aperture corresponds to 12,000 x 148,000 km at the comet. The derived production rate of CO relative to water, 0.13 + or - 0.02, compared with the same ratio derived from IUE observations (made in Sep. 1990) which sample a much smaller region of the coma, 0.04 + or - 0.01, suggests the presence of an extended source of CO, as was found in comet Halley. Upper limits on Ne and Ar abundance are within an order of magnitude or solar abundances.
