The structure of the article is divided into two parts: the first one starts with an introduction to the principle of universality of public service and its implementation in Spain, and here we also refer to the recent situation of the public broadcaster, Televisión Española (TVE), when it comes to funding and audience. In the second part we analyze the two digital dividends that have taken place in Spain, including the auction for band spectrum in July 2021, and we also study the confronting positions of the 'open' audiovisual sector stakeholders and companies and the Spanish government. Among the objectives that we pretend with this article are to alert about the looming uncertainty for open access televisions --either public or private-- and their principles of universality and free access. This is due to the legislation that right now is applied to implement the 5G technology in Spain. In the conclusions these questions are answered, even though this is an important issue in continuous evolution, and we look forward to follow-up and be able to update them in the future. This study investigates news sourcing practices in climate change reporting in Indonesia, a country that contributes significant carbon emissions and is among the world's most vulnerable nations in the face of climate crises. This paper examines two types of news sources: sources in the form of persons or actors whom journalists ask for information and sources in the form of international news flows from news wires and international media organizations. Through qualitative study using semi-structured interviews with 14 journalists and two editors-in-chief, I found three types of news sourcing practices that are currently adopted: news sourcing practices that use national actors as the main source; practices that use international news sources as cognitive inventory; and practices that rely on the international news flow. These practices are highly influenced by audience needs, the internet algorithm, and the news platforms for which the journalists work. The analysis also elucidates the transnational cooperation practices of several foreign public broadcasts in Indonesia. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this project is to test and, if necessary, refine a model of the public sphere known as the circulation of power model. The model faces several criticisms and was applied in a case study only once. It has not yet been applied to an American context. Design/methodology/approach: This study uses the circulation of power model as a framework in a historical case study of a regional public library system in the United States. The temporal boundaries of the case are from 1924 to 2016. Findings: This study resulted in a new and modified model called the tessellation model. New concepts in the tessellation model include circuits, tessellations, formal decisions and decision cycles. New distinctions in the model include narrowcast/broadcast and coalesced public/diffuse public. Research limitations/implications: The tessellation model and its associated concepts offer a new way to describe and analyze deliberative systems over time. The model requires further testing in other contexts. Originality/value: The tessellation model is a new and validated way to describe the public sphere in an American political context. The article "Orpheus? Atanasoff? Christo? Lucy? - No Show. Cinematic Representations of Bulgarians in 'Tatort'" by Annegret Middeke examines the cinematic portrayal of Bulgarians in the German TV crime series "Tatort". The author conducts a survey in which participants are asked to identify the names Orpheus, Atanasoff, Christo, and Lucy and explain their connection. The results show that most non-Bulgarians cannot establish a connection, while most Bulgarians identify the four as Bulgarians. Other Bulgarian personalities who are internationally known are also mentioned. The author discusses the reasons for the identification with these individuals and emphasizes the importance of national pride. The article deals with the portrayal of Bulgaria and Bulgarians in the German crime series "Tatort". It is pointed out that Bulgaria is often perceived as a blind spot on the mental map and that the portrayal of Bulgarians in the series is often negative and stereotypical. It is also mentioned that many "Tatort" episodes make reference to Bulgaria, but often with geographical errors. The author criticizes the stereotypical and derogatory portrayal of the East in the series and raises the question of whether public broadcasting fulfills its educational mission. The text deals with prejudices and stereotypes about Bulgaria and Bulgarians, especially in the German TV crime series "Tatort". It is pointed out that Bulgaria is often confused with other countries in the Balkans and that the portrayal of Bulgarians in "Tatort" is often associated with illegal immigration, organized crime, and corruption. The author questions the truthfulness of such portrayals and emphasizes the importance of more differentiated and realistic portrayals in the media. The article deals with the portrayal of people from Southeast Europe, especially Bulgaria, in the German TV series "Tatort". It is pointed out that these portrayals are often one-sided and stereotypical, equating migration with crime. The author emphasizes the ethical responsibility of the creators of the series, as the images they create can influence public perception. Examples of "Tatort" episodes that were broadcast due to protests or false portrayals are also mentioned. The article discusses the cinematic representation of migrants from Bulgaria and Eastern Europe in the German TV crime series "Tatort". It is pointed out that these portrayals often reinforce stereotypes and clichés that emphasize poverty, crime, and helplessness. It is argued that it would be desirable for Bulgarian migrants to also be portrayed as normal European citizens in order to enable a more differentiated perspective. It is recommended to move away from the stereotype of the poor country and to emphasize the positive aspects of Bulgaria and Eastern European cultures more strongly. [Extracted from the article]

Existing research has shown that the media can influence public attitudes to immigration. The adoption of a mixed-methods approach to audiences of immigration news, combined with a comparative design and a focus on Eastern Europe – a region scoring lowest in the world in terms of migrant acceptance – can bring significant advances to knowledge in this area, leading to a more rounded understanding of how media come to shape immigration attitudes. To demonstrate this, we draw on a comparative, mixed-methods data set comprising representative population surveys (N = 4,092), an expert survey (N = 60), and qualitative interviews (N = 120) conducted in four Eastern European countries. In contrast to existing research on Western Europe, we found significant variation in the links between attitudes to immigration and use of Public Service Media (PSM), with PSM consumption linked with more negative attitudes to immigration in some countries, and with more positive attitudes in others. Second, our results confirm that different attitudes to immigration are embedded in different qualitative understandings of immigration: while participants with more positive attitudes often adopted a more inclusive understanding of immigration, those with more negative attitudes adopted a narrower understanding. As the media environment has fragmented over recent decades, scholars have paid increasing attention to the rise of alternative news and their relationship with mainstream media. This study enters into debates about the role and character of alternative media by examining recently launched left-wing sites in the UK, which explicitly define themselves in opposition to mainstream media. It carries out a large content analysis study of two sites – The Canary and Evolve Politics – between 2015 and 2019, examining 1284 articles and 3812 sources. Overall, the study found a strong editorial focus on criticising the government's right-wing policy agenda, as well as opposition towards mainstream media – notably BBC news – with political reporting perceived as reinforcing an establishment-led agenda. This opposition to mainstream media has ideological consequences for the UK's media system, with public service broadcasting the biggest casualty. The study recommends more theoretical and empirical attention should be paid to the systemic impact of alternative media on media systems given mainstream news is under attack across many countries. This article provides a framing analysis of media coverage of minimum wage between public and commercial broadcasters in South Korea. To do this, the current study content analyzed 1505 news reports about "minimum wage" aired by two public television broadcasters and two commercial television broadcasters in 2018. The analysis finds that both public and commercial broadcasters directed citizens' attention to the new policy's collective harms framed as "increasing unemployment" and "harms to the economy," while deemphasizing the particularistic benefits of the minimum wage increase and the resulting reduction of inequality gap between the rich and the poor. Further, all the broadcasters have not provided citizens with enough information necessary for a balanced assessment of the pros and cons of the minimum wage increase. [ABSTRACT FROM AUTHOR]

This article is one outcome of research into primary documents held in national archives in Malaysia, Singapore, the United Kingdom and, in Hong Kong, the archives of Radio Television Hong Kong and Hong Kong Public Records Office.
1 These documents indicate how the territories of Malaysia, Singapore and Hong Kong responded to calls to develop television broadcasting systems which embodied public service broadcasting (PSB). That response was conditioned by the reality that all three territories were authoritarian entities, and that PSB was, in contradistinction, a liberal-democratic concept. This article will chart the problems involved in establishing television PSB in these territories, beginning with Malaysia and Singapore during the 1960s, and then Hong Kong, 1970–2020. The article will begin with a brief account of the notion of PSB, and the role played by western broadcasting companies during the Cold War, in colonial British South East Asia, during the 1950s and 1960s. This dissertation draws on concepts from political science, sociology, media studies, organisational studies, and psychoanalysis to describe and explain the manifestations and process of politicisation of the South African Broadcasting Corporation (SABC) after the end of apartheid (1993-2013) through the lens of organisational culture. It is based on ethnographic fieldwork conducted between 2005 and 2011, including six months participant observation in seven SABC newsrooms and 117 in-depth interviews with journalists and managers. The study links an intra-organisational analysis of journalistic practice with the macro-level of the political field and the micro-level of individual actors. It explores in detail the unconscious processes inscribed in the SABC's culture and subcultures, as well as their interplay, before approaching the understudied problem of agency in newsrooms, in particular agency-as-resistance to politicisation. The thesis makes three main contributions to the literature: (1) The most in-depth empirical account of the SABC's politicisation to date, and an example of an African public broadcaster in a post-authoritarian environment. Findings challenge conventional explanations for the failures of public broadcasting transformations by showing that politicisation is far more than a top-down phenomenon, and that organisational culture shapes susceptibility to it profoundly. (2) A systematic and chronological analysis of drivers, enablers and inhibitors of politicisation, highlighting the multi-causality and multi-directionality of the process. This contests the over-reliance on structural explanations in political science by emphasising culture and subjectivity, e.g. by introducing the concept of 'anticipatory politicisation'. (3) A conceptual framework that integrates group relations theories with Bionian concepts and Lacanian discourse theory to shed light on individual agency in the context of collective unconscious processes. Findings are of interest to scholars working on the SABC or media in transition, on politicised organisations, organisational culture, or agency.

The COVID-19 pandemic has been accompanied by intense debates about the role of the information environment. On the one hand, citizens learn from public information campaigns and news coverage and supposedly adjust their behaviours accordingly; on the other, there are fears of widespread misinformation and its detrimental effects. Analyzing the posts of the most important German information providers published via Facebook, this paper first identifies a uniform salience of subtopics related to COVID-19 across different types of information sources that generally emphasized the threats to public health. Next, using a large survey conducted with German residents during the first COVID-19 wave in March 2020 we investigate how information exposure relates to perceptions, attitudes and behaviours concerning the pandemic. Regression analyses show that getting COVID-19-related information from a multitude of sources has a statistically significant and positive relationship with public health outcomes. These findings are consistent even across the ideological left/right spectrum and party preferences. These consistent correlational results demonstrate that during the first wave of COVID-19, a uniform information environment went hand in hand with a cautious public and widely accepted mitigation measures. Nonetheless, we discuss these findings against the backdrop of an increased politicization of public-health measures during later COVID-19 waves.

According to Dayan and Katz, media events require live transmission, firmly dating their birth to the age of television. However, the application of such a media-centric criterion runs the risk of projecting an a-historical perspective to the phenomenon as such. By contrast, using the example of the public funeral of the Swedish King Oscar II in 1907, the purpose of this article is to scrutinize and categorize the different efforts on part of the journalists to create media events before broadcasting. Four types of journalistic practices are uncovered: (1) highlighting the attention of media in a broad sense in public space (such as church bells, flags, shop windows, etc.) as well as journalistic presence, to endow eventfulness to the occasion; (2) acting as witness ambassador to evoke the senses of the media audience; (3) mediating the witnessing public participating on location to emphasise the engagement of the whole society; (4) using different kinds of narrativization, such as cross-cutting, to bring a sense of immediacy to the reporting. In terms of theory, the ambition is to draw attention to the journalist's role as a historical narrator, as well as to bring the historical perspective back to the discussion on media events. This article reports on a reality TV series, Sweden's best employment service, broadcast on Swedish public service television in 2018. The purpose was to investigate ongoing political transformations in the Swedish welfare model. The series focuses not only on unemployment, the unemployed and their life situation but more specifically on the organisation of the Swedish Public Employment Service (PES) as reflected at a local PES office. Informed by a cultural studies approach to the politics of popular culture, the aim of this article is to examine how the makeover is staged in the series. The article focuses on how the unemployed are positioned in the series in a setting of organisational change initiated at the local PES office. The analysis provides insights into how the makeover is staged and initiated in reality TV and illustrates how the unemployed are positioned as willing and able to work and to actively seek opportunities. The unemployed are not the primary target for the makeover in the series. The makeover is primarily directed at the organisation of the PES and its managers. Consequently, unemployment is presented in the series as not only a concern for the individual citizen but also for society. This study explores a case of public service media finding itself in a predicament between adhering to its civic mission to serve the public interest, and prioritizing its self-preservation by bowing to political power. Contrasting the media coverage with epidemiological data, the study suggests that the COVID-19 risk in Tokyo was cut from the news agenda by Japan's public broadcaster NHK ahead of the official postponement of the Olympic Games in March 2020. This case highlights the challenging balancing act of a semi-independent media organization between following a political agenda, that is, pushing a mega sports event, acting in its own economic interest as a media stakeholder of the Olympics, and at the same time protecting public health. On a methodological level, this case study aims to provide a showcase of how the agenda-cutting concept is concretely operationalized and how it can contribute to the analysis of various contexts, such as the complex relationship between public media and politics in times of a global pandemic. During emergency remote learning, students affected by the broadband gap were left without teacher-led, standards-aligned reading instruction. To address this inequity, a multiorganizational new literacies Community of Practice (CoP) developed and filmed literacy lessons via public broadcast television. This collective case study addressed two research questions: (1) What are the components of broadcast pedagogy? And (2) how do teachers perceive the value of innovating with new literacies, like broadcast pedagogy? Findings include an original framework for broadcast pedagogy in literacy that can be used to guide instructional innovation. Teachers perceived that innovating with new literacies allowed them to (a) address instructional equity, (b) extend their sphere of influence and (c) revisit their professional literacy content knowledge. The study illustrated how some educators leveraged public television to deliver equitable literacy instruction during the COVID-19 pandemic. The multi-organizational CoP framework has implications for teachers, teacher educators, and industry- and communitybased organizations. [ABSTRACT FROM AUTHOR]

Climate change is a global environmental problem that stares us all in the face. The need to combat it necessitated this study which evaluated the way (patterns) broadcast media in Lagos, Nigeria reported issues of climate change from 2016 to 2018. The study adopted qualitative research method which analysed news bulletins, jingles, documentaries, paid announcements and other special programmes on issues of climate change which were aired by the selected broadcast media from 2016 to 2018. The study found that the selected broadcast media in Lagos, Nigeria decreased their frequency of reportage of climate change issues in the period under study. The study equally revealed that the selected broadcast media in Lagos, Nigeria again reduced time allocated in minutes for the reportage of climate change issues within the period of the study. The study also reveals that there were similarities in the pattern of reportage of climate change issue from 2016 to 2018. The study further indicated that the different broadcast media had significant degrees of differences in time allocated for reporting climate change issues from 2016 to 2018. The study therefore recommended that broadcast media in Lagos, Nigeria should consistently increase their reportage of issues of climate change in the areas of frequency of reportage and time allocation in minutes. Doing this will set the right agenda that will achieve Clause 3 of Goal 13 of the United Nations' (UN) Sustainable Development Goals (SDGs) in Lagos and in Nigeria. The study also recommended that public broadcast media should stop paying lip service to issues of climate change because doing so will be to the peril of the governments and their people. In 1969, a government report concluded that there was a need for closer contact between the citizens and Swedish government agencies. Television, at this time still considered a new medium, was highlighted in the report as a valuable form of mass communication with great yet unfulfilled promise as a disseminator of government information. A heated debate about the role and function of government information ensued, not least within the public service broadcaster Sveriges Radio. While much research has been devoted to the Swedish public service model, little is known about Swedish television's function as a communication tool for government authorities. The article shows that the discursive struggles surrounding Swedish government agencies' use of television centered on three main issues: public service broadcasting's independence, the dangers related to one-way mass communication, and the shape and aesthetics of government information. There are hundreds of satellites in orbit around Earth. Readily available data about them can be a treasure trove for investigations by students at all levels. Orbital parameters and energy changes can be explored. Many of these satellites transmit signals that can be detected by an inexpensive radio receiver—a scanner—designed to receive FM transmissions from local emergency networks, airports, and various public service broadcasts. The investigations described below were carried out with a scanner purchased for $15 at a flea market. No modifications were necessary because the standard antenna is capable of receiving signals from satellites with a ground track passing by within 1000 km. This article analyses the creation of studio orchestras by the Australian Broadcasting Commission (ABC) as part of a policy of musical federalization. The orchestras were created in the decade after 1935 in all six Australian states, and later expanded to form state symphony orchestras for radio broadcasting and for public performances in concerts. The article argues that the combined effort of a group of men appointed to managerial and controller positions in the ABC was responsible for the oversight of the founding of the studio orchestras; that they spread the available musical talent across the six states; and that they succeeded in their attempt to stimulate public demand for listening to orchestras on radio by paying close attention to the musical capabilities of conductors and thorough auditioning of players joining the orchestras. Within a decade after their foundation, the studio orchestras became permanent ambassadors for the programming of live classical music on the ABC's radio stations. [ABSTRACT FROM AUTHOR]

The article analyzes the functions of public libraries during crisis, putting emphasis on the context of the COVID-19 pandemic. The analysis of the scientific literature reveals that during the COVID-19 pandemic in addition to such libraries' functions as providers of informational resources and cultural services (book loans, organizing cultural events), partners (collaboration with other organizations) and internal planners (maintenance of successful functioning of libraries) the functions of information disseminators (dissemination of trustworthy information, fight against infodemic), community supporters (care for and support to communitymembers) and educators and trainers (development of competencies relevant during crisis) are particularly significant. The article presents the results of the survey conducted in Šiauliai region public libraries, which allows to examine the functions of public libraries during COVID-19 pandemic from the empirical perspective, to assess the situation of implementation of different functions, to compare them with the results from studies conducted in other countries, and to provide insights to strengthen the most prominent functions in the pandemic context. The article analyzes a segment of the cultural diplomacy of non-state actors of Kosovo who have communicated with foreign audiences through the international media in the period after the country's declaration of independence in 2008. Analyzing the content of media coverage for non-state actors, the article examines the given messages of these actors in some powerful international media, which relate to the possibility of increasing the international image of the new country. The article finds that Kosovar non-state actors have continuously communicated with the global and regional public because it has been impossible for state actors to convey any positive message to the latter. The article, moreover, shows that Kosovar famous athletes and artists or world champions represent the soft power of Kosovo, because they have found enough space to be exposed in the international media. A significant feature of cultural diplomacy in the case of Kosovo is that the presence of hundreds and thousands of foreign peacekeepers in a country with as much security as other Balkan countries is also seen as an opportunity to influence the country's international image. The intensified selective exposure of political news on social media, personalization of the news receiving process, and emerging new information phenomena, such as filter bubbles and echo chambers, call for a rethink of the role of new digital media in a democratic society. This article analyzes the possible influence of new information phenomena on social media - information wells and filter bubbles - in receiving political news. The mechanisms and conditions of the formation of echo chambers and filter bubbles in social media are discussed in detail, and the results of the research conducted to date proving these phenomena are briefly presented. The article examines the possibilities of disseminating political news on social media and the restrictions on accessing comprehensive political information due to new information phenomena. The problems of political partisans' perception of the news related to these restrictions, their possible extreme actions, and their influence on democratic processes are discussed. Media are essential actors in transmitting, contesting and embedding the attitudes towards climate change, yet media performance in post-communist countries has been relatively little researched. Informed by conceptual frameworks of strategic narratives, agenda-setting and framing, this paper investigates the media coverage of climate change and environment related issues in Latvia. The paper demonstrates the representation of climate change and environment related issues in Latvian and Russian-speaking traditional and online media, using quantitative data analysis of 3753 media articles, video and audio broadcasts from August 2020 till January 2021, as well as qualitative content analysis of seven peaks. The findings reveal a significant amount of climate change and environment related articles and broadcasts in Latvian media. News agencies and public broadcasters are the most important media segments in terms of publishing, whereas online media are prior in terms of the audiences reached. International efforts emerge as a dominant theme in the media coverage, while climate change per se receives a minor journalist attention. Both observations confirm a low level of climate change domestication in the Latvian media. Media reliance on political and government information sources and prepackaged material suggests a high potential for official political narratives to spread, yet the persuasive power of strategic narratives remains blurred as the perception side is highly underreported. This article analyzes the portrayal of the USA and NATO as Kosovo's friends in the Kosovan media discourse. The research will use the Critical Discourse Analysis based on the model by Van Dijk to demonstrate the production and continuity of the friendship discourse in the Kosovan media. Two daily media outlets are analyzed: Koha Ditore and Epoka e Re, focusing on the strategies used to construct the image of Kosovo's friends for the countries that have supported the independence of the new state of Kosovo. The ideological framing of the friendship discourse is pointed out as the dominant topic in these two mainstream newspapers, but on the other hand, the papers emphasize two different perspectives of using the discourse of friendship, which are adjusted to the editorial policies and persuasive goals of the respective papers. Communication practitioners often seek fast quantitative and qualitative analysis of the information campaign outcomes in the media space. Such analysis is required by PR departments of commercial brands, by political technologists, and by experts in information wars and ideology. A new approach for the analysis of information campaign outcomes is introduced in this paper. Using PR messages as a category for analysis of media coverage of information campaigns provides a framework for credible efficiency evaluation, as well as for the deep analysis of the factors contributing to achievements or failures. This method allows the campaign organizers to understand what message it is better to disseminate in the media. In other words, through the messages of what kind the opinion of the campaign initiator or their opponents is conveyed to the media audience more effectively. We consider a message to be a judgment in which an object or predicate relates to the substance of the information campaign. Using it as a category for analysis and several types of the message as subcategories of analysis allows us to combine qualitative and quantitative approaches and, at the same time, avoid many restrictions of content analysis, discourse analysis, and narrative analysis. We show how the method works on the example of the failed information campaign that promoted a lobbyist and populist bill in the Ukrainian parliament. We showed that only our method could explain the reasons for its failure and provide the best way to improve the communication. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has caused both a widespread public health crisis and a global economic crisis, disrupting every aspect of our lives, health, education, jobs, and social life. To provide the public with trustworthy and continuously updated information and stories during uncertain times, newsrooms have made pandemic coverage a priority. Conducting a content analysis of Norwegian news and debate programs on radio and television throughout 2020, we found that the frames most dominant in news broadcasts were the least used frames in debate programs, and vice versa. Overall, the five most common frames were societal consequences, economic consequences, medical risk, government measures, social behaviour, and risk. This suggests that the COVID-19 pandemic was contextualized as an economic and social crisis as well as a health crisis. However, the lack of politicization, conflict and responsibility frames, suggests media coverage missed a critical perspective. [ABSTRACT FROM AUTHOR]

The availability of videos has grown rapidly in recent years. Finding and browsing relevant information to be automatically extracted from videos is not an easy task, but today it is an indispensable feature due to the immense number of digital products available. In this paper, we present a system which provides a process to automatically extract information from videos. We describe a system solution that uses a re-trained OpenNLP model to locate all the places and famous people included in a specific video. The system obtains information from the Google Knowledge Graph related to relevant named entities such as places or famous people. In this paper we will also present the Automatic Georeferencing Video (AGV) system developed by RAI (Radiotelevisione italiana, which is the national public broadcasting company of Italy, owned by the Ministry of Economy and Finance) Teche for the European Project "La Città Educante" (The Educating City: teaching and learning processes in cross-media ecosystem) Our system contributes to The Educating City project by providing the technological environment to create statistical models for automatic named entity recognition (NER), and has been implemented in the field of education, in Italian initially. The system has been applied to the learning challenges facing the world of educational media and has demonstrated how beneficial combining topical news content with scientific content can be in education. Public service broadcasters were forced to adapt to the new "normal" in a complex, constantly changing, and competitive international broadcasting environment, where the World Wide Web becomes the most important tool to inform audience. Taking into consideration the following parameters: positioning, engagement, origin of the audience and device for access, the websites of four Public Service Broadcast companies in Europe were examined. In general, the time spent by users on websites is limited, bounce rate parameter is high, the main audience of the broadcasters come from the country itself and the most commonly used device to access the websites are mobile phones and tablets. Presence in social networks was studied in the position of Facebook page availability and number of followers.
