This work focuses on the development of a quantum cascade laser spectrometer (QCL) in the mid-infrared for applications in spectroscopy and frequency metrology. The main objectives were firstly to lift the strong constraint that is the weak spectral range accessible to the CO2 laser, but also to increase the low laser power available to our spectroscopy experiments. This new instrument interest directely the experiences developed in our group “a parity violation effect in chiral molecules” and “the determination of the Boltzmann constant by spectroscopy laser”.In this thesis, we characterized the intensity noise, the frequency noise and the line width of the free-running QCL source. The results compared with the literature show a high spectral quality of the laser source. The phase locking of the QCL on an ultrastable CO2 laser demonstrated the transfer of spectral properties of CO2 laser to the QCL. The spectrometer was then used for experiments linear absorption spectroscopy of NH3 molecule and the molecule of methyltrioxorhenium; molecules used on the projects of the Boltzmann constant measurement and research an effect of non-conservation of parity. The potential of this spectrometer has also been demonstrated in spectroscopy experiments at very high resolution, by absorption saturated. Multiple perspectives opened up by this new instrument will finally be presented.; Ce travail de thèse porte sur le développement d'un spectromètre laser à cascade quantique (QCL) dans le moyen infrarouge pour des applications en spectroscopie et en métrologie des fréquences. Les principaux objectifs ont été tout d'abord de lever la forte contrainte que constitue le faible domaine spectral accessible au laser à CO2 mais également d'accroître la faible puissance laser disponible pour nos expériences de spectroscopie. Ce nouvel instrument intéresse directement les expériences développées au sein du groupe Métrologie Molécules et Tests Fondamentaux : la mise en évidence de non conservation de la parité dans les molécules chirales et la détermination de la constante de Boltzmann par spectroscopie laser. Au cours de ce travail de thèse, nous avons caractérisé le bruit d'intensité, le bruit de fréquence ainsi que la largeur de raie de la source QCL libre. Les résultats obtenus comparés à la littérature montrent une grande qualité spectrale de cette source laser. L'asservissement en phase de la source QCL sur un laser à CO2 ultra-stable a permis de démontrer le transfert des propriétés spectrales du laser à CO2 à la source QCL. Le spectromètre a ensuite été utilisé pour des expériences de spectroscopie en absorption linéaire des molécules NH3 et de la molécule de Méthyltrioxorhénium, molécules d'intérêt pour les projets de mesure de la constante de Boltzmann et de recherche d'un effet de la non-conservation de la parité. Le potentiel de ce spectromètre a également été démontré dans des expériences de spectroscopie à très haute résolution, en absorption saturée.

The institutionalization of the Plan Sesame in Senegal or free access to healthcare for the elderly translates a real political will of decision-makers to answer the sanitary concerns of this category of vulnerable population. The objective of this study is to estimate the effectiveness of the free access to the Plan Sesame and to collect the appreciations of the recipients of the Plan. This study is based on a data connection of qualitative data in 2010 with the elderly and decision-makers and on a transverse quantitative and qualitative study in 2011 made to the only geriatric hospital of the country. The elderly are particularly affected by chronic pathologies and most drugs of which they need are not dealt by the Plan. They must buy them in private pharmacies. The not provision of these drugs known as of speciality favors the recourse to the illicit market of drugs with traditional medicine and even with the therapeutic abandonment. Moreover it worsened the social inequalities of health within the recipients of this Plan.

We report the coherent phase-locking of a quantum cascade laser (QCL) at 10-$��$m to the secondary frequency standard of this spectral region, a CO2 laser stabilized on a saturated absorption line of OsO4. The stability and accuracy of the standard are transferred to the QCL resulting in a line width of the order of 10 Hz, and leading to our knowledge to the narrowest QCL to date. The locked QCL is then used to perform absorption spectroscopy spanning 6 GHz of NH3 and methyltrioxorhenium, two species of interest for applications in precision measurements., 5 pages, 4 figures

In early colonial times, European scientists explained and justified the aggressive and devastating expansion of Europe into nearly every corner of the world. Africans, for example, had been dehumanized, infantilized and bereft of history. The legacy of this manipulative enterprise can still be observed in various discourses of Africa in Western media and education. Induced into the Western cannon by Hegel, the notion of unhistorical Africa persists to the present day. Which role does contemporary education play in the manifestation of this ignorance? This paper analyses the role Africa occupies in German history textbook narratives. In only one of four textbook series, the existence of African history before the European “discovery” (the term is literally used by the books) is merely acknowledged. Others would not even explicitly (by text or maps) place Ancient Egypt in Africa, in accordance with Hegel. Pre-colonial Africa is absent from text, it can be sometimes found on the maps as a passive receiver of conquest or trade. The post-colonial history is largely reduced to the explanations of why Africa is “poor”. African sources and history archives are rarely used, priority is given to German or other Western sources. We argue that this persistent marginalization of Africa and Africans throughout the history curriculum in Germany needs to be urgently addressed by history educators and policy makers.

This report presents the results from studies conducted between 2009 and 2011 in Senegal in the framework of the ANRS 1215 research program aimed at documenting the long-term impact of therapeutic treatment with antiretroviral drugs. The 400 participants from ANRS cohort 1215 began treatment between 1998 and 2002; they were among the first people living with HIV in Africa to receive ARV therapies. These studies were conducted using a multidisciplinary approach. The main themes are: - Medical science: immune restoration among patients who were the most immunocompromised, virologic failure and resistance mutations, changes in treatment efficacy and mortality, a description of comorbidities, an investigation of the effects of aging, and sexual health. - Public health and epidemiology: changes in treatment adherence, socioeconomic outcomes for patients, sociomedical conditions and determinants for treatment failure, and mental health. - Social sciences: patient's experience of the disease and treatment over the long term, social aspects of childbearing for HIV-positive women on ARVs, perceptions and practices related to prevention of sexual transmission of HIV for patients on ARVs, perceptions of lipodystrophy, vulnerability among widows and the aged, critical analysis of the degree of stigmatization, cost analysis of treatment and drugs, and systems for ethical research. Each of these themes led to specific, often overlapping, studies that used a complementary approach. This report is organized into five sections, with a standardized format for writing conventions, presentation, and bylines, according to the uses in the dominant disciplinary field for each part.; Ce rapport rassemble les résultats des études réalisées entre 2009 et 2011 au Sénégal dans le cadre du programme de recherche ANRS 1215 qui avait pour objectif de documenter l'impact à long terme de la prise en charge thérapeutique par les médicaments antirétroviraux. Les 400 participants de la cohorte ANRS 1215 ont débuté leur traitement entre 1998 et 2002, ils font partie des premières personnes vivant avec le VIH en Afrique à avoir reçu des traitements ARV. Ces études ont été menées dans une perspective pluridisciplinaire. Les principales thématiques sont : - en sciences médicales : la restauration immunologique chez les patients les plus immunodéprimés, les échecs virologiques et les mutations de résistances, l'évolution de l'efficacité thérapeutique et de la mortalité, la description des co-morbidités, l'étude des effets du vieillissement, et la santé sexuelle. - en santé publique et épidémiologie : l'évolution de l'observance thérapeutique, le devenir socio-économique des patients, les conditions et déterminants socio-médicaux des échecs thérapeutiques, la santé mentale. - en sciences sociales : l'expérience de la maladie et du traitement à long terme, les aspects sociaux de la procréation chez les femmes vivant avec le VIH traitées par ARV, les perceptions et pratiques relatives à la prévention de la transmission sexuelle du VIH chez les patients traités par ARV, la perception des lipodystrophies, la vulnérabilité des veuves et des personnes âgées, l'analyse critique de la mesure de la stigmatisation, l'étude des coûts de prise en charge et des médicaments, les dispositifs éthiques de la recherche. Chacun de ces thèmes a conduit à des investigations spécifiques, le plus souvent associées, dans des approches visant la complémentarité. Ce rapport est organisé en cinq parties, ayant une cohérence interne au plan des conventions de rédaction, de présentation et de signatures, suivant les usages des champs disciplinaires dominants dans chaque partie.

Between the 1970s and 1990s, decreasing rainfall and devastating droughts that hit the Sahel region have led to major environmental changes ever observed. In rural Senegal, droughts combined with deforestation caused a drastic reduction of natural resources. This has undermined the precarious livelihoods of vulnerable households who were dependent on rainfed agriculture and livestock. Facing food insecurity, people have responded with subtle strategies of income diversification and social innovation. In the Sangalkam rural community (Dakar Region), people started a business by extracting and selling salt from the Pink Lake's stretch of smooth water, initially to supplement the income of their families and afterwards to engage in a commercial production. Gradually, as the salt mine was producing its 60,000 tons per year for domestically family use and export, migration waves not only spread quickly on the site, but also tourist facilities have been developed around the immediate surroundings of the Lake. Migrants and natives, working on the site, also called 'Salt Diggers', have contributed in some way, to the creation of new social and economic spaces. Over the years, they have reshaped the social and spatial relations and have become key players in collectively managing their own immediate environment. However, some of their innovative responses to the environmental stresses are not free from conflicts and tensions. Based on empirical data collected since the late 1990s, the paper focuses on self-organization of the Salt Diggers, the social, societal and environmental uncertainties resulting from their activities, but especially on existing interventions and possible actions to protect the site.

De plus en plus d'essais cliniques se déroulent dans les pays du Sud. Contrairement aux pays du Nord, où dans les années 1990 les associations critiquaient l'absence de femmes dans les essais, les femmes sont quatre fois plus nombreuses que les hommes parmi les participants lors du dernier d'entre eux mené à Dakar. Cela rend particulièrement aiguë la question de la survenue de grossesses dans les essais. Ce chapitre analyse cette féminisation des participants aux essais, avec la question de savoir si celle-ci résulte des modalités d'inclusion. Le mode de prise en charge des femmes enceintes dans les essais sera présenté et discuté à partir de l'expérience des femmes, des soignants et des chercheurs. Les problèmes que pose la féminisation des participants aux essais cliniques seront discutés, notamment pour ce qui concerne les limites du dispositif de prise en charge en matière de contraception, les dispositions éthiques exigées et la possibilité de critères d'inclusion basés sur le sexe.

L'urbanisation excessive actuelle de Dakar (Senegal), en influant sur les modifications structurelles des espaces péri-urbains ­ dont les repères et les activités traditionnelles sont dévaluées ­ a relativement bousculé les anciennes logiques liées à la gestion de la terre. This report identifies and analyses urban growth, the consequences of the decentralization and new territorialities which are currently in progress in Dakar's rural zone., El crecimiento urbano desmedido actual de la aglomeración de Dakar (Senegal) ha influido mucho sobre las modificaciones estructurales de los espacios periurbanos y de las ciudades intermedias, en las cuales los referentes y las actividades tradicionales han sido desvalorizadas, transformando relativamente las antiguas lógicas vinculadas a la gestión de la tierra. Este estudio identifica y analiza el avance urbano, las consecuencias de la descentralización de base y las nuevas territorialidades que están actualmente en curso en la zona rural de Dakar.

La inmigración de mujeres de origen senegalés y gambiano en Cataluña (España) es actualmente una realidad. Esta inmigración se beneficia de las medidas de reagrupamiento familiar instauradas por las autoridades españolas. El presente estudio permite conocer mejor estas familias recientemente instaladas, sus características productivas y reproductivas. A pesar del enrarecimiento del mercado de trabajo y las características del reagrupamiento familiar que frecuentemente les impiden trabajar fuera del domicilio conyugal, estas mujeres inmigrantes (o esposas de inmigrantes) encuentran otras posibilidades en Cataluña. Sobre todo las esposas jóvenes se lanzan al desafío de renovarse profesionalmente. La immigració de dones d'origen senegalès i gambià a Catalunya (Espanya) és actualment una realitat. Aquesta immigració es beneficia de les mesures de reagrupament familiar instaurades per les autoritats espanyoles. Aquest estudi permet conèixer millor aquestes famílies recentment instal·lades, llurs característiques productives i reproductives. Malgrat l'enrariment del mercat de treball i les característiques del reagrupament familiar que moltes vegades els impedeixen treballar fora del domicili conjugal, aquestes dones immigrants (o esposes d'immigrants) troben altres possibilitats a Catalunya. Especialment les esposes joves accepten el desafiament de renovar-se professionalment. L'immigration des femmes d'origine sénégalaise et gambienne en Catalogne (Espagne) est maintenant devenue une réalité. Cette immigration bénéficie de la faveur des mesures de regroupement familial instaurées par les autorités espagnoles. Cette présente étude permet de mieux connaître ces familles nouvellement installées, leurs caractéristiques reproductives et productives. Malgré la raréfaction du marché du travail et le statut de regroupement familial qui les empêchent souvent de travailler en dehors du domicile conjugal, ces femmes (ou épouses) immigrées tentent leur chance autrement en Catalogne. Ce sont surtout les jeunes épouses qui lancent le défi du renouveau professionnel. The immigration of senegalese and gambian women in Catalonia (Spain) is becoming now a reality. It gains the favour of regrouping families developed by spanish authorities. This present article permits to know best these new families, their reproductives and productives characteristics. In spite of the scarceness of labour's market and the regrouping of families status who forbid them to work outside of conjugal domicile, these immigrants women (or spouses) attempt otherwise their luck in Catalonia. It is specially young wifes or spouses who spring the professional challenge.
