Government budget is an important thing to pay attention. Whether spending in the APBN can meet the basic needs of its people or not. In Islam, the basic needs are reflected in the five maqasid sharia namely hifdzud-din, hifdzun-nafs, hifdzul ‘aql, hifdzun-nasl and hifdzul-mal. This journal was written using descriptive qualitative research methods with the main data source in the form of an APBN. This study looked at the comparison of government spending during SBY - JK and Jokowi - JK based on functions, then included in the indicators of each of the five maqasid sharia. The results of the study show that in the era of President SBY - JK, the expenditure budget in maqasid sharia was prioritized on hifdzul-‘aql, hifdzun-nafs and hifdzul-mal, then on hifdzud-din and hifdzun-nasl. The level of maqasid syariah is in the order of the hifdzun-nafs budget in 2010 and 2011, and in the hifdzul-'aql in 2013. Whereas in the time of Jokowi – JK the budget priority in maqasid syariah was seen in hifdzul-mal and hufdzun-nafs, then on hifdzul -'aql, hifdzu-din and finally hifdzun-nasl. The level of maqasid sharia which is sequential is only found in the budget in hifdzul-‘aql in 2015, 2016 and 2018.

Islamic Boarding School is Islamic school that most of students are boarders. In the last 20 years, when the Islamic economy developed in Indonesia, many islamic boarding school established financial institutions and businesses that comply to Islamic law. The existence of the business and financial institutions (business network) were expected to encourage the implementation of Islamic law on economics and business in society, and also able to carry out economic and business practices according to sharia. This study will examine the existence of business network model and what are the benefits of business network model for the While in the era of colonialism adjustment occurs through the transformation of values where the islamic boarding school acts as an Islamic institution or institutionalization of Islamic values that have a mission-oriented ideology-political or religious-political. Where the motivation is to seize independence and liberate the people from the shackles of penghisaban by the invaders (Arifin, 2013). For now the existence of islamic boarding school is more related to learning process and education. In other words, islamic boarding school is a religious education institution capable of issuing certificates recognized in the national education system in Indonesia. This can be regarded as a islamic boarding school negotiation of new values that develop in society as a result of the advancement of science, knowledge, and technology (Izfannah, 2012).sustainability of business unit. The renewal of this research illustrates the business model practiced by islamic boarding school cottages especially PP Sidogiri as a whole and formulates the right business development strategy for business unit PP Sidogiri in order to maximize the role and social function of the islamic boarding school business unit. This research uses case study method on mixed islamic boarding school especially on Sidogiri Islamic Boarding School. The results of research to find out the ideal strategy in the implementation of business network as the development of a business model strategy of Islamic boarding schools in order to develop Islamic boarding school's business.

Pesantren as the oldest educational institutions in Indonesia have an authentic method to foster the entrepreneurial spirit inside of his students. To know the implementation of entrepreneurial education, this study successfully capture to an effective system of entrepreneurship education. By using a qualitative method that uses interviews as a data collection techniques, unearthed accurate information from relevant actors in order to provide similar benefits to practitioners elsewhere. This paper aims to examine the influence of macroeconomic variables namely inflation rate, industrial production index, and the interest rate on Indonesia Islamic stock that be measured by Indonesia Islamic Stock Index (ISSI). This index consists of 350 Islamic stocks at Indonesia Stock Exchange. Investors generally believe that macroeconomic activities give a large impact on the volatility of the stock prices (Gan et al., 2006). This study uses quantitative approach with multiple linear regression by utilizing monthly data over the period of May 2011 to November 2017. The results of this empirical research show that Indonesia Sharia Stock Index is affected significantly by the inflation rate, industrial production index, and interest rate. Therefore, this is necessary to evaluate the relationship between macroeconomic variables and Islamic stock prices since the results would bring an impact to stimulate the existence of Islamic capital market in Indonesia. Summary The spread of H5N1 avian influenza continues to pose an economic burden and a public health risk worldwide. Despite this, estimates of the transmissibility of infection exist in only a handful of settings and vary considerably. Using final size methods and flock-level infection data from a field trial of mass vaccination, we obtained the first estimates of the transmissibility of infection between and within flocks in Indonesia. We also found that outbreaks in areas designated as vaccination zones were less transmissible than in non-vaccination zones. However, this reduction is only comparable with a limited degree of protective vaccination coverage. Quantifying the overall effect of vaccination in these zones remains challenging. However, this result would appear to imply that, although the interventions applied in vaccination zones were not sufficient to completely prevent transmission in all areas, when outbreaks occur, they are less transmissible than those in areas where vaccination was not applied. This could be either a direct or an indirect effect of vaccination. Given the dynamism of small-scale poultry production in Indonesia, more regular vaccination may be required to ensure that infection is fully controlled in vaccination zones.

This research aims to find out the role of At-Taqwa mosque in Simorejo Surabaya towards the community. It uses qualitative approach with descriptive case study methodology. The researcher used purposive technique for data collection to determine the informant. Based on the technique, the researcher obtained seven informants which were the head of takmir, and six mosque jamaah from At-Taqwa Simorejo Surabaya. The data collection was done bydoing observation, documentation, and in-depth interview. The analysis of the data was done by using interactive model which were data reduction, data display and drawing the conclusion.The result is At-Taqwa Simorejo mosque has a big role in social empowerment because the community is involved in productive process which is based on equality and security, sustainability and cooperation which can run simultaneously so that prosperity can be achieved.

This study raised the issue of how Islamic macroeconomic conditions in Indonesia is affected by the role of Bank Indonesia. This study aims to determine whether monetary policy implemented BI is able to influence the Islamic macro-economic conditions. Variables used in this study is inflation and profit sharing ratio as variables describing Islamic macroeconomic conditions.The data used in this research is secondary data taken from the official website of Bank Indonesia in the form of time series from January 2010 until December 2014.This study uses eviews 8 to process the data with Based on the results of IRF and statistical analysis showed that the variables of monetary policy and macroeconomic variables Islam shows long-term relationship. From the results of variance decomposition shows that each variable represents a contribution on other variables with a composition of no more than 35%.

This study aims to determine the effectiveness promotion through radio to obedience of muzakki channelling zakat at the zakat institute in Surabaya. This research is qualitative. The approach in this study using case study strategy. Characteristics of the informants in this study is muzakki distribute their zakat to zakat institutions in Surabaya and ever listen promotion of zakat institutions through radio. Informants in this study amounted to 9 muzakki. Technical data collection is done by using the interview method. After the data collected do data reduction, data presentation and conclusion (verification). The results showed that the promotion through radio by zakat institution in Surabaya improving obedience muzakki said to be effective. Effectiveness is measured by three indicators, there are muzakki understanding of zakat, zakat practice frequency, and amount of donation.

This study aims to analyze the influence of ZIS fund's and inflation towards the economic growth in Indonesia during 2011-2015. The research method is quantitative method with multiple linear regression technique. The data used is the collected secondary data of remittances of ZIS from BAZNAS (national amil zakat agency) and inflation rate of BI (Bank of Indonesia) in Indonesia during 2011-2015 that includes monthly data all over Indonesia. The results of the research indicates that the funds of ZIS (X1) affects positively and significantly towards Indonesia's economic growth and inflation (X2) do not affect significantly to economic growth in Indonesia as well as ZIS fund and the inflation simultaneously affected the economic growth significantly during 2011-2015 in Indonesia.

Allah has given the guidance in the form of Islam for Muslim to take and lead all the aspects of life including the economic activity. The Islamic economic system is believed to be the answer of the economic problems that exist at this time. The goal is to achieve falah in kaffah by not doing some economic activities that are in violation as prescribed by Islam. For example is riba. Discourse on riba can be said "classical" both in the development of Islamic thought and in Islamic civilization because riba often occurs in all aspects of public life, especially economic transactions (in Islam called muamalah). Riba is an additional retrieval, either in a sale and purchase transaction or lending in a false or contrary to the principle of muamalah in Islam. Prohibition of riba is obtained from various sources by the Qur'an and Hadith Rasulullah SAW, so the scholars firmly and clearly defined the prohibition of riba because there are exploitative elements that can harm the others. So, this study is aimed to identif yIslamic economic system and the prohibition of riba in historical perspective. As an agricultural country, the agricultural sector has a vital role in the development of the national economy. But it does not mean the agricultural sector work without an obstacle. In fact the sector is often faced with various problems, especially in the weakness of capital. The capital needs will increase along with various choices of commodities and cropping patterns, the development of cultivation technology, post- harvest handling and processing of increasingly rapid results. In the era of agricultural technology, intensive of capital mobilization for both agricultural equipment and production facilities. Farmers can not afford to finance their farms with their own funds so that the farmers decide to finance the majority of which come from conventional lending institutions or even loan sharks and “moneylenders” based on the interest system which contains the element of riba. This is what causes financing by using islamic financial institutions are still minimal. Over this condition, making an opportunity as well as a challenge for islamic financial institutions to be present in the community, especially farmers in the agricultural sector, in order to minimize the action of riba in economic activity. As a solution, sharia financial institutions offer appropriate financing schemes in accordance with the needs of farners, but it can also be through the optimization of the function of islamic microfinance institutions (BMT) as an alternative in financing in the agricultural sector, the establishment of agricultural sharia banking and the application of rewards and punishment in financing. The purpose of this research is to examine the effect of the exchange rate, and the return rate of Bank Indonesia Sharia Certificate (SBIS) on inflation in Indonesia during the period January 2009 to December 2015. The approach used in this research is quantitative research using Error Correction Model (ECM) by Eviews program 8. The data used are secondary data from the official website of Bank Indonesia. The results showed that the Exchange rate and the rate of SBIS have a significant and positive correlation against inflation in the short term and long term during the period January 2009 to December 2015.

SUMMARYA large-scale mass vaccination campaign was carried out in Java, Indonesia in an attempt to control outbreaks of highly pathogenic avian influenza (HPAI) in backyard flocks and commercial smallholder poultry. Sero-monitoring was conducted in mass vaccination and control areas to assess the proportion of the target population with antibodies against HPAI and Newcastle disease (ND). There were four rounds of vaccination, and samples were collected after each round resulting in a total of 27 293 samples. Sampling was performed irrespective of vaccination status. In the mass vaccination areas, 20–45% of poultry sampled had a positive titre to H5 after each round of vaccination, compared to 2–3% in the control group. In the HPAI + ND vaccination group, 12–25% of the population had positive ND titres, compared to 5–13% in the areas without ND vaccination. The level of seropositivity varied by district, age of the bird, and species (ducks vs. chickens).

The background on this research that there are many people who have not managed a prosperous but has received funding from the program pusyar in Mojokerto. It thus indicates that the program pusyar conducted in Mojokerto experiencing the failure. The purpose of this study was to analyze the failure of programs to improve the welfare pusyar. The method used is a qualitative exploratory methods. The primary data obtained from interviews, observation and documentation of the parties associated with programs such as the SRB pusyar, Baznas, MES and also people who have not managed to prosper. While secondary data in this study were obtained from the print media or internet about pusyar, supporting data from a variety of journals, books that are relevant to the research. The results of the analysis carried out indicates that there are six factors to failure program pusyar in improving the well-being, namely: the level of income of the people that there is no improvement, the length of the process undertaken by the pusyar, funds provided to large businesses more than for small businesses, a guarantee that burden the people , the absence of assistance and facilities of the parties pusyar, and MES is not performing its role to the fullest.

Penelitian ini bertujuan untuk mengidentifikasi pentingnya pemberdayaan zakat bagi kesejahteraan mustahik dan masyarakat Sambas. Metode yang digunakan dalam penelitian ini adalah metode studi kasus dengan cara observasi dan wawancara kepada informan. Hasil penelitian didapat bahwa tenun telah ada di Kabupaten Sambas sejak tahun 1675 M. Kesejahteraan para penenun kain Sambas diukur dari peningkatan pendapatan dan kemandirian dalam memproduksi dan memasarkan kain tenun sambas. Dompet Ummat adalah Lembaga Amil Zakat berbasis di Pontianak yang memiliki dua program utama yaitu pemberian bantuan dan pemberdayaan kepada mustahik. Salah satu cara yang dilakukan oleh Dompet Ummat untuk melestarikan kain tenun sambas adalah dengan melakukan pemberdayaan kepada penenun kain sambas menggunakan dana zakat yang telah terkumpul.

Islam has many solutions in addressing the issue of limitations in education. That is cash waqf. Cash waqf, is expected to narrow the gap between rich and poor society by means of transfering of wealth (the profits from managing cash waqf) from rich to poor. The purpose of this study is to analyze the cash waqf empowerment model in an effort to improve the quality of education. The method is done by in depth-interview with the boards (Leader and Manager program) of Yatim Mandiri, administrators of YKN (Independence Nusantara Foundation), and the staffs of Insan Cendekia Mandiri Boarding School. Limitation of this paper is to investigate the three institutions of zakat mentioned earlier. The results showed that waqfin the form of movable or immovable objects can be utilized and provide benefits to the society. The role of waqf, especially in improving the quality of education, is still limited to the purchase of land. The land is used for institution building of Insan Cendekia Mandiri Boarding School. There is a model of cashwaqf empowerment in the institution of zakat (Yatim Mandiri) that can be replicated in other institutions of zakat. The structure of this paper are: Section 1 describe the development of cash waqfin Indonesia; Section 2 is literature review about cash waqf; Section 3 explain the research model used in this paper; Section 4 is discussion; and the last Section 5 is the authors conclusion and authors recommendation to improve the empowerment of cash waqf.
