The aim of the work is to create an educational programme for employees of AGROKOP CZ, a.s. and to suggest one of ways of financing from public resources. That resource is European Union and its Structural Funds. In the first part I describe typical way of processing the educational programme in enterprises and short introduction to Structural Funds. In the second part there is a real application that is used to get to a selection procedure for dotation from EU. It is written in a way that is usual for applying in on-line application.

At first the thesis focuses on describing historical context of Czech Republic{\crq}s entry to the European Union. It also specifies evolution of the relations of the Czech Republic and European Union, common commercial policy of Union, its Inner market and after-effects of the entry of Czech Republic to EU. It is foremost aimed at characterization of historical evolution of European Structural Funds that serves as the financial instruments of the regional policy of the European Union. I paid attention to every individual structural fund and also to the principles of programming periods. It mainly concerns about the European Social Fund. This thesis also describes the possibilities of Czech companies to apply for financial support from the EU. The practical part recounts the process from the beginning (which means decision to apply for financial support) through the completion of application form, evaluation of projects till the signature of agreement and the realization. This work should be able to serve as a guide for Czech companies, which would like to apply for the finance support from EU.

Diplomová práce se věnuje problematice čerpání prostředků ze strukturálních fondů pro oblast vzdělávání. První část se zabývá programovým financováním a efektivností veřejných projektů v oblasti strukturální politiky. Následuje úvod do problematiky strukturálních fondů, porovnání programových období 2004-2006 a 2007-2013. Dále se již práce věnuje konkrétně operačním programům zabývajícím se oblastí vzdělávání (OP VK, OP LZZ, Praha Adaptabilita). Praktickou část práce tvoří příručka pro potenciální žadatele o podporu z evropských strukturálních fondů s tématikou rozvoje lidských zdrojů.

The main aim of this dissertation is to provide a practical guide for entrepreneurs in the field of structure funds EU, describing of necessary information, which are important in area of project preparation, administration, realization and finalization. This guide should contribute to easier orientation of applicants in the structure funds area, improve quality of submitted projects and in consequence increase amount of drawing from structure funds EU in the Czech Republic.

Thesis is divided into twelve chapters, of which the first six can be seen as the theoretical part and a further six chapters in part practical. The theoretical part is to set out an overview of not only the EU Structural Funds, but also policies that take place within the EU. A little more work devoted to programs, and through which funds can be obtained in agriculture, from the perspective of both the pre-accession period to the EU and in the period after the entry into force. For the most part, is the thesis focused on agriculture, since the practical part is treated as a guide for ZOD Borovany how to develop the project and other elements required for the application for a grant in the new programming period 2007 - 2013. ZOD Borovany has rich experience in raising funds from EU funds, and always towards the realization of the use of advisory services firm, which deals with the processing of projects.

This thesis deals with problems of European structural funds, especially it is focused on utilisation of the financial resources of the European Social Fund from 2004 to 2006. The first part of the thesis is a theoretical view of the economics on the regional policy. Following part is a description of the structural funds system and then there is an evaluation of the effectivity of the structural funds on the base of one soft project, which was realized in the Prague by non-profit organization established by Magistrate of Prague. In conclusion I discuss advantages and disadvantages of the European structural funds.

The purpose of this thesis is to describe the LEADER programme and to determine its potential applications in the Chelčicko-Lhenicko region. The theoretical portion of the thesis defines both the details of the structural funds for the implementation periods 2004 {--} 2006 and 2007 {--} 2013, as well as the contents page of the LEADER+ programme, which includes a brief overview of the LAG {--} Local action group. The practical portion focuses on describing the monitored area and on the potential applications of the LEADER+ programme in the Chelčicko-Lhenicko region, as evaluated using a SWOT analyses. The conclusion of the thesis presents the benefits of the LEADER programme for the monitored region and includes other suggested LEADER+ type programmes.

V práci jsou nejprve popsány podstatné náležitosti z oblasti organizace strukturálních fondů a podrobněji popsány operační programy včetně jednotlivých alokací a prioritních os. Následně jsou rozepsány některé hlavní problémy systému čerpání finančních prostředků a faktické problémy nastavení žádostí o podporu. V poslední části práce jsou vylíčena a shrnuta možná řešení problémů zmíněných v předchozích částech.

The thesis is dealing with the Regional policy in the EU and its application on the conditions in the Czech Republic, based on example of the cohesion region Stredni Morava. The emphasis was made on the current period from 2007 to 2013. Hence the content of this work is not only the Cohesion policy at the European level and the analysis of its current state but consideration of its further development as well. The main topic is however the analysis of the region Stredni Morava in terms of economic development in the context of the Regional policy and setting of this policy in mentioned region including funding of various regional projects. The goal of the thesis is thus description of this complex task and application of the findings on the specific region.

This thesis is focused on the European Social Fund (ESF) and on the administration of this fund in the Czech Republic. The European Social Fund is one of two structural funds which act as financial resources for co-financing, in conjunction with national and private resources, activities that reduce economic disparities between regions. Resources from structural funds allocated to the Czech Republic are, by their character, classified and administered in accordance with particular Operational Programmes, which stem from a national strategic reference framework. Standard documents, approved by the European Commission, always accompany a programme period. In the thesis apriori are described and the administration procedures of selected Operational Programmes financed by the European Social Fund, are collated. Some problems that occurred during the first programme period from 2004-2006 are then highlighted.

Práce se věnuje analýze systému podpory podnikání v ČR a srovnává jej se systémem implementovaným ve VB. Hlavní důraz je kladen v obou zemích na nadnárodní programy v programovacích obdobích 2000-2006 a 2007-2013. V oblasti národních programů je bližší pozornost věnována podpoře vývozu a investičním pobídkám. Na základě provedených analýz a zhodnocení systémů podpory podnikání a podnikatelských základen v obou zemích, mimo jiné i s pomocí výsledků dotazníkových šetření, jsou navrženy změny v českém systému podpory podnikání. The aim is to analyse and compare the systems of business support that are being implemented in the Czech Republic and in the UK. In addition, the dissertation is focused on the proposal for changes in the Czech system that seem useful with respect to the comparison of systems, analyses of business bases and the surveys undertaken in both the CR and the UK.

The Diploma thesis describes possibilities in funding from EU Structural Funds. The thesis is divided into 4 chapters. The first chapter summarizes history and present situation of EU Regional and structural policy, aims, operational programs and instruments. The second chapter represents possibilities in funding from EU Funds in Tourism industry. The third chapter processes information about project policy, describes individual steps of project plan creation. The final chapter should be an example of a concrete project in area of Tourism industry.

Metodologická část práce se zabývá spíše obecnými teoretickými poznatky k řízení projektů, dále pak možnou podporou této investice ze strany státu a EU a v neposlední řadě legislativními a technickými požadavky na výstavbu a provoz solární elektrárny. V praktické části projektu je vypracována kompletní studie proveditelnosti, přičemž jsou srovnávány vždy dvě varianty ptojektu, tj. s dotací a bez ní. Studie proveditelnosti svou strukturou plně odpovídá studii proveditelnosti, která je součástí žádosti o dotaci ze strukturálních fondů, což umožňuje ji po drobné úpravě případně použít jako přílohu k žádosti. Dále se v praktické části nachází popis jednotlivých činností, které je za potřebí vykonat pro uskutečnění projektu a s tím spojený síťový graf a Ganttův diagram. Taktéž nechybí SWOT analýza celého projektu.

Práce přispívá k snadnější orientaci v možnostech využití nových zdrojů financování mezinárodního obchodu ze strukturálních fondů Evropské unie. Obsahuje klasické metody financování mezinárodního obchodu a existující operační programy se zdůrazněním programu Podnikání a inovace. Práce dále shrnuje proces žádaní o evropské dotace, zabývá se strukturou předkládaných žádostí a metodikou zpracování projektů. Jsou zde také uvedeny dva příklady úspěšného a neúspěšného čerpání evropských peněžních prostředků.

Subject of my diploma thesis is evaluation of implementation of aid programme Real Estates. The aid programme implements priority axis Development of Business Infrastructure of Operational Programme Industry and Enterprise in the period 2004--2006. Aim of this paper is to evaluate the use of subsidies and the achievement of goals of the programme Real Estates. The theoretical part deals with regional policy instruments and its basis in theories of regional development and economic theories. Afterwards the programme Real Estates is explicated as well as it's rules and requirements. The programme is put in context with theoretical principles of regional policy instruments, which are applied in the programme. Within the analysis of the programme, there are subsidised projects clearly specified as to what projects and which applicants were subsidised and how much the aid was. The core analysis surveys economic, social and environmental impacts of the projects generally and in part regionally.

Práce se zabývá aktuální podporou (05/2008) vzniku a rozvoje technologických center a center sdílených služeb v ČR. Zaměřena je zejména na strukturální fondy OPPI, OP VaVpI a Investiční pobídky. Detailně rozebírá proces žádosti u OPPI.

V první kapitole jsou popsány základní principy, podle kterých je implementována podpora do členských států Evropské unie, vč. cílů regionální politiky, popisu fondů Evropské unie a popisu projektového cyklu. Diplomová práce poskytuje přehled programů, ze kterých bylo možné čerpat podporu na cestovní ruch v programovacím období 2004 - 2006, a rovněž přehled programů, ze kterých mohou žadatelé čerpat nyní, tzn. v období 2007 - 2013. Další částí je analýza především SROPu, dále JPD 3 a INTERREGu IIIA Česká republika - Polsko. Poslední kapitola představuje příklad úspěšné žádosti o dotaci ze SROPu do oblasti cestovního ruchu.

The goal of this thesis was to analyze the conditions of small and medium-sized businesses after the Czech Republic joined the EU. I emphasized finding suitable recommendations for entrepreneurs how to care for future development and prosperity. Another goal was to analyze the state subsidy policy supporting this type of businesses and to find out about entrepreneurs` demands regarding such subsidies. The main goal was to propose recommendations how to improve the competitiveness of small and medium-sized firms. The first part of my thesis makes the reader familiar with definitions and the life cycle of small and medium-sized firms, their history, advantages and disadvantages, the present state of the Czech Republic and in the end with partnerships and alliances as a solution of typical problems of small and medium-sized enterprises. Another part concerns subsidies for small and medium-sized enterprises in 2004 to 2006 and 2007 to 2013 stating the most important among them in detail. The third part is a questionnaire and two polls trying to find the needs of small and medium-sized firms as for subsidies. Based on an analysis of these needs recommendations were made to improve the competitiveness of small and medium-sized businesses.

The thesis focuses on the problematic of Regional politics not only on the EU level, but also on the level of Czech Republic. There are mentioned the main characteristics of its tools and targets. Also are characterized the Small and Medium Enterprises (SME) and mentioned their importance for the region. Mentioned are even the clusters thanks to their specifics and importance. They actually work as a special organizational form of SME. Based on data on the financial resources from the structural funds that were given to entrepreneurial subjects and on data on the individual region, they were made various comparing analysis. The main task of this thesis is to prove that support of SME's, particularly in the form of EU and Nationally provided financial resources from the various programs, has a positive impact on the structural growth of the regions economic potential.

Ve své bakalářské práci se zabývám problematikou Strukturálních fondů EU. Konkrétně se snažím nastínit využití finanční podpory EU v Hlavním městě Praze, které v období 2007-2013 spadá pouze do cíle Regionální konkurenceschopnost a zaměstnanost a nemůže tak, narozdíl od ostatních regionů soudržnosti, využít finanční podpory i z jiných fondů EU. Ve své práci analyzuji možnosti využití dvou operačních programů vyhrazených pouze našemu Hlavnímu městu, tj. Operační program Praha Konkurenceschopnost a Operační program Praha Adaptabilita. V praktické části bakalářské práce hodnotím využití finanční podpory ze Strukturálních fondů EU v Městské části Praha 4, zejména přestavbu značně zchátralého Dominikánského dvora. Jedná se o městskou památku, která již řadu let čeká na potřebnou přestavbu a nové funkční využití. Z důvodu vysoké investice a obtížnosti sehnání soukromého investora Městská část Praha 4 zvažuje využití podpory ze strukturálních fondů EU.

This thesis offers a complex view on the Integrated Operational Programme from the point of view of its structure, focus, supported areas and also its implementation structure. Further it offers evaluation of actual situation of implementation and realization activities of this operational programme.

The first chapter discusses the EU Regional policy. The second chapter deals with practical implementation of Structural Funds support in the Czech Republic. Chapter 3 sums up tools used to support export from EU Structural Funds in the Czech Republic. Chapter 4 concentrates on recent state export support in the Czech Republic. The last chapter summarizes the results of my own research among aid beneficiaries from the Marketing programme.

First chapter depicts the different business environments in Czech Republic and Austria. The following second chapter describes the both systems of business support and their most important features. Third chapter compares various aspects and finally there's a short evaluation in the conclusion. The final chapter also includes a list of possible measures, how can Czech Republic find an inspiration on the case of more developed Austrian system.

This thesis focuses on chosen aspects of a supranational support of enterprises in the Czech Republic. According to the importance of small and medium businesses not only in the Czech Republic but in all Europe are SMEs in focus more than before. The first part is theoretical and focuses on describing a situation and position of SMEs, dividing them according to size etc. Following part describes the Regional and structure policy in the EU and initiatives. The next part contains all operation programs of support in the Czech Republic and their benefit for enterprises. In details is described ROP NUTS II South-west, which is supported by a real example. The last chapter includes the mechanism of application for financial support.

Práce objasňuje problematiku čerpání strukturálních fondů v programovacím období 2007 - 2013 a především na vybraném operačním programu popisuje proces vzniku tohoto programu a jeho jednotlivých částí. Jsou zde také rozebrány související evropské a národní dokumenty včetně Lisabonské strategie a jejich návaznost na OPPI a je zde také analýza socioekonomického prostředí ČR se zaměřením na průmysl a podnikání a výstupy SWOT analýzy provázané s charakteristikou jednotlivých programů podpory OPPI.

Objective of diploma paper is anallysis of possibilities of diversification of activities in rural territory Tabor like source of income for agriculturalists and rustics. Desk study construes regional policy of EU in Czech Republic in years 2000-2013, structural funds, operational programs, programe of rural development and diversification of rural activities. Practical part describes region Tabor and his visions, anallysis of structure of production, agricultural tourism and project of educational agricultural centre.

Cílem této diplomové práce je analyzovat oblasti (regionu NUTS III Jihočeského kraje) u kterých bude možno využít opatření pro finanční prostředky na vybraná opatření Evropského fondu regionálního rozvoje (ERDF). Součástí tohoto cíle je zjištění, jaká je míra využívání prostředků z tohoto fondu ve srovnání s ostatními fondy a co je ovlivňuje a také poukázat na změny vzniklé v novém programovacím období 2007 {--} 2013. Pro popis možností a podmínek a podmínek v Jihočeském kraji o dotaci Evropského fondu regionálního rozvoje (ERDF) v programovacím období 2007 -2013 je stanoveno několik faktorů. Výsledné podmínky jsou syntézou faktorů jako je legislativa EU a strukturálních fondů, principy regionální politiky, nové nástroje regionální politiky a charakteristika cílů strukturální a regionální politiky v novém programovacím období 2007-2013.

Hlavním cílem práce je navrhnout metodiku hodnocení dopadů programu SROP na rozvoj cestovního ruchu v krajích ČR a dle zvolené metodiky hodnocení provést. Práce se skládá ze tří částí. V první části je přiblížena základní struktura programu, implementační struktura a stručný postup administrace projektů. Ve druhé části práce jsou prostřednictvím charakteristiky podpořených projektů přiblíženy jednotlivé priority programu SROP; zejména priorita 4 ? Rozvoj cestovního ruchu. Ve třetí části je navržena metodika a na jejím základě následně provedena analýza dopadů programu SROP na rozvoj cestovního ruchu v krajích ČR. Nedílnou část práce přestavují přílohy, které obsahují např. seznam použitých zkratek, definice často používaných pojmů, seznam a definice monitorovacích ukazatelů využitých při analýze efektivnosti programu a fotodokumentaci podpořených projektů.

The bachelor thesis is focusing on the possibilities how to use Strucutural Funds for the development and modernization of the small- and middle-sized enterprises. The thesis is considering projects as a tool of the strategic management, which is described by the principles and methods in the first part. The second part is concentrating on a specific project and is comparing two subsidy programs in the Czech Republic.

Ve vyspělých zemích je běžné, že firmy využívají veřejných podpor podnikání. Pomocí politiky finančních podpor se Evropská unie snaží o snižování rozdílů ve vyspělosti regionů. S novým programovacím obdobím se malým a středním podnikům v ČR otevřely větší možnosti čerpání finanční podpory ze strukturálních fondů na financování svých projektů, které by se jinak třeba ani nepodařilo realizovat. Cílem této diplomové práce je přiblížit koncept CRM, problematiku jeho financování ze strukturálních fondů, získání přehledu o programech, a zejména metodický postup jak získat podporu. Práce je rozčleněna do následujících sedmi kapitol. V úvodní kapitole je seznámení s tématem práce, zdůvodnění výběru tématu, definování cílů práce a omezení práce. Ve druhé kapitole je podána charakteristika CRM včetně situace na trhu, trendů a významu pro malé a střední podniky. Třetí kapitola se zabývá možnostmi spolufinancování z fondů EU. Další kapitola se soustředí na metodický postup spolufinancování z fondů EU a to včetně přípravy, záměru, žádostí, pokynů či hodnocení. Pátá kapitola detailně popisuje náležitosti projektu. V následující kapitole se nalézá anketa. Závěrečná kapitola shrnuje a hodnotí výsledky celé práce.

This Master thesis focuses mainly on the efficiency of supporting small and medium enterprises in the Czech Republic. Small and medium business promotion creates one of the main targets of the European Union policy. A lot of research has been conducted in the area of business support. This thesis will subsequently analyze practical aspects of the promotion and it captures both programme periods by the year 2013. Very interesting and to certain extent crucial for this work are changes in Union allowance of smaller firms. The aim of the study is to suggest possible measures and recommendations in the area of economic policy and business promotion system that could help solve the current situation.

The thesis is devoted to regional politics of the European Unnion. It characterizes its aims, principals, mechanisms, and financial instruments. It also focuses on its application on the area of the Czech Republic. It particularly concerns the town of Nová Ves I where two local projects are presented. The aims of the thesis are as follows: to introduce the basics of the regional politics, of the system of the structural and other funds, and the possibilities of their usage; to find out whether the inhabitants of Nová Ves I know about the means of funding; to what extent they are aware of the usage of the allocations from the European Union; and to present the ways in which the funds improve the inhabitants'lives and how they contribute to a higher level of attractiveness of the town in the are of tourism.

The bachelor thesis deals with the European Union Structural Funds and their use in the South-Bohemian Region. The first part attends to the regional development strategy of the European Union and to the drawing financial assistance from its funds during the pre-structural period of the Czech Republic and after its entry into the Union. The second part analyses the drawing of the structural aid in the South-Bohemian Region during the 2004-2006 programming period. Based on the acquired figures the analysis is elaborated in the form of tables and graphs.

This diploma thesis consists of three main parts that are further divided into chapters and subheads. The object of thesis is to describe models of drawing EU funds in chosen member countries and compare them, idenify their strengths and weaknesses, their successfulness and demands. First part concentrates on common bases which are macroeconomic state, european funds as a tool of economic and social solidarity policy, legislation and national strategic documents. Second part focuses on the analysis and comparison of the main aspects of drawing funds system, implementation structure, institutional ensurance, financial flows and also mentions the area of controls and certification. Third, the last, part evaluates chosen models in terms of their financial allocations, drawing successfulness and administrative and time demands which are demonstrated on realized projects and plays in fact a role of before dicussed problems recapitulation. The whole work ends by conclusion and evaluation of reaching the given object. The text itself is enriched by a number of graphs, tables and pictures clarifying and supporting the explained matter. All the literature, methodical and programme documents as well as other used sources are listed in the list of sources. Annexes refered in text are listed and enclosed at the very end of this work.

This thesis gives a description of the system that regulates the flow of the European finances. Special attention is paid to UK Rebate. Member states' points of view to the European Union in reference to their Net Balances with the European Budget are also analyzed in detail. The resources of the Budget are explained in order to explore the Rebate and the Net Balances in more detail. Brief description of the Budget expenditures and eriorities is included. One chapter is devoted the budgetary procedure.

Systems for implementing the Structural Funds have always been crucial to the impact of the Cohesion policy. At the heart of all programs of the Structural Funds are the systems for apprising and selecting projects, determining the efficiency and effectiveness of the program implementation. The aim of this paper is to examine the implementation of the Structural Funds in the 2007-2013 period in the Czech Republic in terms of effective resource allocation through grant projects. The examination focuses on the responsibilities and methods in the project appraisal and selection used under the Operational Program Education for Competitiveness and compares them to similar procedures applied by the European Commission in management of the community Life Long Learning Program in the current financial period. Based on discussion of the respective systems, the paper highlights the main differences between the systems and proposes for consideration several changes to the project selection under the Operational Program Education for Competitiveness to increase its effectiveness and transparency of the system.

It is written about one of the non-profit organisations - the university. Where and how the universities draw finances from the national budget and also from the European Union's funds. They have been supported from the state budget mainly through the government departments and the grant agencies on the basis of contribution, dotation and grants gain in the public competition. The practical part provides with the concrete numbers on the Medical faculty of Palacky's University and shows using of it's accounting software.

The aim of this work was to show on actual example the possibilities of financing projects in the education sphere.

Práce se zabývá aktuální problematikou v souvislosti se sociální politikou, jejími počátky, vývojem a současnými tendencemi. Dále charakterizuje základní dokumenty sociální politiky a klíčové principy Evropské strategie zaměstnanosti. Praktická část je zaměřena na jeden z programů spolufinancovaných z evropských fondů, konkrétně z Evropského sociálního fondu. Program Iniciativy Společenství EQUAL implementovaný v ČR se prostřednictvím vytvořených partnerství snaží nalézt a vyvinout inovativní nástroje boje proti diskriminaci na trhu práce. Cílem práce je zhodnocení tohoto programu, jeho implementace a následná realizace a v neposlední řadě také identifikování námětů a možných prostorů pro efektivnější spolupráci zainteresovaných subjektů za účelem dosažení cílů programu.

First chapter contains the characterictic of programming period 2007 - 2013, main objectives and instruments of regional policy EU. There is also description of the situation concerning European Funds in the Czech Republic including main strategic documents and operational programmes. Second chapter deals with particular programmes that include subvention of projects in tourist trade in programming period 2007 - 2013. For illustration there are also introduced some examples of successfully realized projects. Last chapter provides an overview of using financial resources from the Structural Funds in the Czech Republic both in the previous programming period 2004 - 2006 and in the new period 2007 - 2013.
