È imperativo chiarire la terminologia relativa al concetto di ordine pubblico, delimitare opportunamente il principio e stabilire specifiche linee guida per la sua applicazione e le sue differenti derivazioni, attenendosi alle normative preponderanti nel mondo, decisioni e lodi emblematici e alle impostazioni dottrinarie prevalenti. Si riscontra una corrente teorica che distingue fra ordine pubblico locale e ordine pubblico internazionale. Il primo è più ampio del secondo. Mentre l’ordine pubblico locale si basa sulle fondamentali e distitntive nozioni di moralità e giustizia derivate dalla cultura giuridica e politica di una nazione, l’ordine pubblico internazionale è quello accettato dalla comunità internazionale. L’ordine pubblico può avere carattere sostanziale o processuale. La metodologia usata è di natura documentale., It is imperative to clarify the terminology related to the concept of public policy, properly demarcate the principle and define specific guidelines for its application and its different branches, according to the preponderant regulations in the world, emblematic awards and prevalent legal precepts. There is a current theory that distinguishes between local public policy and international public policy. The first is wider than the latter. While domestic public policy is based on local and distitntive fundamental notions of morality and justice derived from the legal and political culture of a nation, the international public policy is accepted by the international community. The public policy can be substantive law or procedural law. The methodology used is documentary.

204. Too Many Graduates? A Matching Theory of Educational Mismatch

The process driving graduate workers into undergraduate jobs is investigated. Micro and macro perspectives are considered in order to analyze the interrelationships between individual mismatch and overeducation. The model highlights the fact that individual mismatch does not necessarily imply that the share of graduates exceeds what is optimally required at the aggregate level. In the presence of matching frictions, individual mismatch may be associated with either under- or overeducation. Policies regulating access to higher education may affect mismatch in different ways, depending on the situation in question. In some cases, measures aimed at promoting participation in higher education may help reduce the incidence of mismatch.

State and Wealth dependence of individual financial risk preferences are investigated using Italian longitudinal data. Severance pay investments of private sector employees are used to elicit risk aversion. The identification strategy relies on (i) the behavior of workers changing job contract because of legal limits imposed to fixed-term contract renewal; (ii) the presence of different income prospects and employment protection from the risk of layoff associated to different labor arrangements. Fixed-Effects estimates show that financial investments – and consequently risk preferences – are not affected by expected wealth modifications. Conversely, employment protection determines risk attitude pointing for the existence of state-dependent relative risk aversion as regards financial investment decisions.

The effect of flexibility at-the-margin on wage of permanent employees is evaluated using Italian Linked Employer-Employee Data for the period 1991–2004. Temporary Agency Workers (TAW) introduced in Italy in 1997 in some specific industries represents a form of flexible job providing a quasi-experimental setup that can be used to obtain identification by applying difference-in-differences. Concerns related to confounding trends are addressed through several robustness and falsification tests. Norms introducing TAW in all sectors in 2000 are also exploited. Results show an increase in permanent employees’ wage in industries involved in the reform. This evidence is consistent with insider-outsider theories wherein — in a dual labor market — a rise in the share of unprotected employees may spill over upon insiders’ wage.

Liquid-liquid phase separation (LLPS) is involved in the formation of membraneless organelles (MLOs) associated with RNA processing. Present in several MLOs, TDP-43 undergoes LLPS and is linked to the pathogenesis of amyotrophic lateral sclerosis (ALS). While some disease variants of TDP-43 disrupt self-interaction and function, here we show that designed single mutations can enhance TDP-43 assembly and function via modulating helical structure. Using molecular simulation and NMR spectroscopy, we observe large structural changes in a dimeric TDP-43. Two conserved glycine residues (G335 and G338) are potent inhibitors of helical extension and helix-helix interaction, which are removed in part by variants including the ALS-associated G335D. Substitution to helix-enhancing alanine at either of these positions dramatically enhances phase separation in vitro and decreases fluidity of phase separated TDP-43 reporter compartments in cells. Furthermore, G335A increases TDP-43 splicing function in a mini-gene assay. Therefore, TDP-43 helical region serves as a short but uniquely tunable module that shows promise as for controlling assembly and function in cellular and synthetic biology applications of LLPS.

Estas informações são utilizadas para descrever as experiências pessoais e memórias que os usuários tiveram na utilização de um dado produto ou serviço, dando às empresas um conteúdo potencial que serve de base para explicar aos stakeholders as razões pelos quais devem adquiri-los, fornecendo uma base importante para a tomada de decisão. Esta pesquisa estuda a mineração de opinião com o intuito de verificar como ela influencia na percepção sobre a legitimidade organizacional. Assim, será possível verificar de que forma as opiniões expressas nas redes sociais online e websites de comentários online, através do Booking, Tripadvisor e Facebook, no período de 2012 a 2018, influenciam as respostas estratégicas de legitimação na rede Hoteleira Alpha em Curitiba. Utilizou-se: pesquisa bibliográfica acerca dos temas, principais conceitos e estudos mais recentes; aplicação de análise de conteúdo e análise documental. A verificação dos resultados obtidos na análise de conteúdo foi através da mineração de opinião nas redes sociais e websites de comentários online utilizando-se o software de apoio Phyton. Na análise documental foram utilizados 10.882 comentários das redes sociais e websites de comentários online. Conclui-se que a Rede Hoteleira Alpha e seus hotéis consideram que os comentários online são fundamentais para que se mantenha a legitimidade da organização e que é utilizado nas estratégias de legitimação, segundo Oliver (1991) na aquiescência no curto prazo e compromisso no longo prazo. Hotéis Abstract: Organizations have become increasingly accessible to society and people's search for quality services has become more common, because in addition to the content made available by the media users have started to share their opinions about experiences with organizations. This information is used to describe the personal experiences and memories that users have had in using a given product or service, giving companies a potential content that serves as the basis for explaining to the stakeholders the reasons why they should acquire them, providing a basis important for decision-making. This research studies the opinion mining in order to verify how they influence the perception about organizational legitimacy. Thus, it will be possible to verify how the opinions expressed in online social networks and online comment websites through Booking, TripAdvisor and Facebook, between 2012 and 2018, influence strategic legitimation responses in the Alpha network in Curitiba. We used: bibliographic research about the themes, main concepts and more recent studies; application of content analysis and documentary analysis. The verification of the results obtained in the content analysis, was through the sentiment analysis in social networks and online comment websites using the Python support software. In the documentary analysis were used 10,882 comments from social networks and online comment websites. It is concluded that the Alpha Network and its hotels consider that the online comments are fundamental to maintain the legitimacy of the organization and are used in strategic legitimation responses of Oliver's (1991) in acquiescence in the short term and commitment in long term. La tesi Alle origini della drammaturgia rinascimentale: due commedie di area mantovana consiste nell’indagine della fase inaugurale della drammaturgia comica rinascimentale, attraverso l’analisi di due commedie che si collocano nel quinquennio a cavallo tra il Quattrocento e il Cinquecento: Li sei contenti di Galeotto Del Carretto (probabilmente 1499) e il Formicone di Publio Philippo Mantovano (probabilmente 1503). Nonostante si pongano nel periodo aurorale di una stagione gloriosa della storia letteraria italiana ̶ quale è quella della commedia cinquecentesca ̶ i due testi sono infatti ad oggi poco conosciuti. Ritenendo le due opere provenienti dal medesimo milieu intellettuale (ovvero quello gravitante intorno alla corte mantovana di Isabella d’Este e Francesco II Gonzaga), nel lavoro di tesi si è proposto un confronto tra i due testi, che erano stati invece sin qui letti in maniera indipendente. Di entrambe le opere è stata redatta un’edizione commentata in cui vengono approfonditi i rapporti intrattenuti con il contesto di provenienza, con le rispettive fonti e il ruolo che le due pièces rivestono nel panorama drammaturgico quattro-cinquecentesco. La conclusione che emerge dal lavoro è che ne Li sei contenti e nel Formicone si trovano, rispettivamente, anticipate e fondate le due anime, spesso intrecciate, della commedia del Cinquecento: quella novellistico-boccaccesca da un lato e quella fondata sulla rivitalizzazione dei modelli plautino-terenziani dall’altra. Per questa ragione si propone, dunque, che le due opere vengano oggi riscoperte, al fine di comprendere più approfonditamente i complessi e ibridi primi anni del Cinquecento, osservando in fieri la genesi della drammaturgia rinascimentale. Radiation-induced permanent degradation and single event transient effects for optocouplers are discussed in this paper. These two effects are independent to the first order and will be addressed separately. Displacement damage-induced degradation of optocoupler current transfer ratio is reviewed. New data are presented that show the importance of application specific testing and that generalized quantification of optocoupler CTR degradation can lead to incorrect predictions of actual circuit performance in a radiation environment. Data are given for various circuit loading and drive current parameters. Previous work that introduces the idea that two mechanisms exist for inducing transients on the optocoupler output is discussed. New data are presented that extends the evidence of this dual mechanism hypothesis. In this work measurements show that single event transient cross sections and transient propagation varies with circuit filtering. Finally, we discuss utilization of the optocouplers in the space environment. New data are applied to two examples: one on permanent degradation and the other on single event transient rates in high bandwidth applications.

FAIR (FAst Intercrate Readout) is a synchronous ECL bus system dedicated to readout. It is based on a new trigger and readout hardware level protocol and an on a new control system that 'learns' how to setup and control modules. The hardware protocol along with the data structure allow both readout and event building at the same time at the rate of 22 ns/longword (1.44 Gbit/s) without the need of CPUs. It performs trigger management and full pipelining by using a multilevel FIFO structure. FAIR provides for a multi-crate front-end environment and uses an embedded serial network to accomplish front-end control and setup. The data transfer measured performances and the control system are presented in some detail.

The european Fazia collaboration aims at building a new modular array for charged product identification to be employed for heavy-ion studies. The elementary module of the array is a Silicon-Silicon-CsI telescope, optimized for ion identification including pulse shape analysis, too. The achievement of top performances imposes specific electronics which has been developed by the FAZIA collaboration and includes high quality charge and current preamplifiers, coupled to fully digital front-end. During the initial R&D phase, original and novel solutions have been tested in prototypes, obtaining unprecedented ion identification capabilities. FAZIA is now constructing a demonstrator array consisting of about two hundreds telescopes arranged in a compact and transportable configuration. In this contribution, we mainly summarize some aspects studied by FAZIA to improve the ion identification. Then we will briefly discuss the FAZIA program focused on experiments to be done with the demonstrator. First results on the isospin dynamics obtained with a reduced set-up demonstrate well the performance of the telescope and represent a good starting point towards future investigations with both stable and exotic beams.

In heavy ion reactions, in the case of N/Z asymmetry between projectile and target, the process leading to complete fusion is expected to produce pre-equilibrium dipole γ-ray emission. It is generated during the charge equilibration process and it is known as Dynamical Dipole. A new measurement of the dynamical dipole emission was performed by studying 16O + 116Sn at 12 MeV/u. These data, together with those measured at 8.1 MeV/u and 15.6 MeV/u for the same reaction, provide the dependence on the Dynamical Dipole total emission yield with beam energy and they can be compared with theoretical expectations. The experimental results show a weak increase of the Dynamical Dipole total yield with beam energies and are in agreement with the prediction of a theoretical model based on the Boltzmann–Nordheim–Vlasov (BNV) approach. The measured trend with beam energy does not confirm the rise and fall behavior previously reported for the same fused compound but with a much higher dipole moment.

We present data on recent optocoupler in-flight anomalies and the subsequent ground test irradiation performed. Discussions of the single event mechanisms involved, transient filtering analysis, and design implications are included. Proton-induced transients were observed on higher speed optocouplers with a unique dependence on the incidence particle angle. The results indicate that both direct ionization and nuclear reaction-related mechanisms are responsible for the single events observed.

A 4[Pi] detection system sensitive to light charged particles is being developed at the Laboratori Nazionali di Legnaro (LNL) for the study of the reaction mechanisms produced in heavy ion collisions at energies up to 20 AMEV. The 8[Pi]LP apparatus is a telescope assembly characterized by large solid angle (90% of 4[Pi]) and high granularity (262 modules). Particle identification at low energy is obtained by combining [Delta]E-E, TOF and PSD techniques. Each telescope is made of a 300 [[micro]meter] passivated silicon detector and a 15 mm (or 5 mm) CsI(TI) crystal with photodiode readout. Thresholds for particle identification range from 1 MeV for protons and 3 MeV for alpha particles to about 2-3 AMeV for C ions. A low-cost trigger and readout bus system has been developed to cope with the large number of parameters and the high counting rate. The system will be fully operational for experiments in the Summer of 1997.

Analysis of the dehydration and isotopic exchange reactions in enoyl-coenzyme A reveal that the 3-hydroxyl group is necessary for enzyme-catalyzed elimination in coenzyme A thiol esters. The activation of this leaving group influences the lifetime of the enolized intermediate. Increase in acidity of protons causes alpha-proton exchange, which is catalyzed by enoyl-coenzyme A hydratase to be nonstereospecific. Proton abstraction is essentially accompanied by an elimination reaction, while alpha-proton abstraction is not.

UV spectroscopic examintion of the binding of alpha,beta unsaturated CoA thiol esters to the active site of enoyl-CoA hydratase reveals that binding induces electron reorganization in the acryloyl section of the cinnamoyl group, but does not affect the electron profiles in the phenyl ring. Electron polarization in the acryloyl section agrees with a model in which the active site generates an electrophile in the C double bond O oxygen position and a nucleophile close to C-3 carbon. Raman spectra of the binding of crotonase active site and cinnamoyl-CoA reveal electronic ground state alterations, similar to those in the Pi electronic structure of the bound substrate.

International audience; The ${0}_{2}^{+}$ state in(12)C (7.654MeV, the Hoyle state) is important for the understanding of clustering phenomena in nuclei. The pronounced cluster nature of this state allows the triple-α process in stars with a reaction rate regulated by its structure properties. To precisely estimate the direct component in the 3α decay mechanism of the Hoyle state, we developed a new experiment using the(14)N(d,α)(12)C reaction at 10.5MeV. An anti-coincidence telescope was used to identify the α ejectiles leading the residual(12)C in the Hoyle state, while its decays in 3α were studied by means of a new hodoscope of silicon detectors, superOSCAR, placed in kinematical coincidence to fully reconstruct the events. Details of the experiment and preliminary results are discussed in the text.

International audience; The Hoyle state in 12C(Ex = 7.654MeV) is characterized by a pronounced 3α cluster configuration. It is involved in the so-called 3α process in stars, that is responsible of 12C nucleosynthesis. We studied the decay path of the Hoyle state by using the 14N(d, α2)12C(7.654) reaction at 10.5MeV incident energy. We found, with a precision higher of a factor 5 than any other previous experiment, an almost total absence of direct decays by-passing the ground state of 8Be. A new upper limit of such a decay width is placed at 0.043% (95% C.L.). Astrophysical 3α process reaction rate calculations have to be consequently revised.

This paper analyzes to what extent the individual probability of mismatch is related to the availability of graduates in the labor market. An econometric study is implemented using a quasi-natural experiment ideally provided by an exogenous expansion of higher education that took place in some Italian regions in the late ‘90s. Difference-in-differences models show that an increase in the supply of graduates has actually reduced the individual probability of mismatch. This effect may arise from spillovers generated by greater availability of high-skilled workers leading to the creation of graduate-complementary job positions.

Background Manual tactile sensitivity is a necessary skill for accurate manual palpation. Although manual palpation is a core subject in most health sciences curricula; no studies have analyzed the evolution of touch sensitivity during the different educational levels. Objective The present study aims to compare manual tactile sensitivity in two groups of physical therapists: undergraduate-trained vs. postgraduate trained. Methods Twenty-two physical therapists with an undergraduate education and 17 physical therapists with postgraduate school education completed a haptic test consisting in the tactile recognition of two geometric figures. The accuracy of figure reproduction, time of figure exploration and student's perception of task difficulty were scored. Results Therapists with postgraduate school training showed better accuracy than undergraduate students in the reproduction of the more difficult figure. Moreover, postgraduate students spent less time on exploration, and they rated the recognition of the simpler figure easier than the undergraduate-trained students. Conclusions Postgraduate school-trained physical therapists presented greater touch sensitivity than undergraduate-trained physical therapists. Teaching strategies used during the different educational periods may contribute to the enhancement of tactile sensitivity and to the improvement of manual palpation accuracy in health science students.

The mechanism of corrosion is mainly sustained by an electrochemical process, in which anodic and cathodic reactions take place, keeping their kinetics alive by electrons and ions fluxes. Several specific conditions can accelerate corrosion processes. When studying anticorrosive coatings, one of them is the contamination of metallic surface by soluble salts prior to coating, leading to premature failure of the paint system due to corrosion between the metallic surface and the coating. So the surface preparation step prior to coating is a procedure of great importance to the coating anticorrosive performance. The aim of this step is to clean the surface by removing visible and non-visible contaminants. Usually, wet abrasive blasting methods are the most efficient ones to achieve the latter objective, because they may clean the surface, create a surface roughness and also remove the non-visible contaminants, as they use water as a media. On the other hand, evaporation of water after blasting may create flash rust and to avoid this, it is common to use corrosion inhibitors in the water of wet blasting methods. In this paper, the use of sodium tetraborate (borax) as a corrosion inhibitor in wet abrasive blasting is discussed. Electrochemical measurements and mass loss tests show that a borax content of 1% in a saline solution has the best inhibitory action over carbon steel and zinc surfaces, allowing postponing for the painting step some time. However, residual borax left on the surface generated blistering and corrosion under coating, during accelerated corrosion test in a humidity condensation chamber. Electrochemical impedance spectroscopy confirmed that borax accelerated the permeation of water through the coating, downgrading the anticorrosive performance of the paint system.

The influence of secondary decays on the staggering is studied with a correlation function technique, showing that odd-even effects are due to interplay between pairing effects in the nuclear masses and in the level densities.

Electrochemical and performance analysis were carried out in samples coated by the resins, which showed analogous behavior to phosphated systems. The proposed pre-treatment has potential for phosphating process replacement, because the morphology of the deposited layers enhanced the metallic contact surface with the organic coating, increasing its mechanical and polar adhesion. Such observation can justify its better anticorrosive performance, comparing to the untreated substrate.

Orientador: Jansle Vieira Rocha Dissertação (mestrado) - Universidade Estadual de Campinas, Faculdade de Engenharia Agrícola Resumo: A dicotomia entre a crescente demanda mundial por produtos agropecuários e a necessidade de preservação do meio ambiente indica que no futuro o aumento da produção deverá vir de uma intensificação da atividade agropecuária, ou seja, mais rendimento por área produtiva. Apesar da intensificação já estar ocorrendo no mundo todo, há poucos estudos sobre os fatores que a impulsionam, seus impactos, determinantes e padrões espaciais, que são importantes para tomadas de decisão política, planejamento da produção e uso da terra frente à necessidade de segurança alimentar e preservação ambiental. A região amazônica tem apresentado uma intensa mudança de uso da terra nas últimas décadas. O desflorestamento teve 71% de redução entre os anos de 2004 e 2016 devido a ações de controle ambiental, restrição de crédito e engajamento dos produtores da região. Estes se encontram agora em um novo contexto, onde a expansão de áreas produtivas é restrita e a intensificação e diversificação da produção são os caminhos possíveis para o desenvolvimento. Este trabalho teve como objetivo verificar, descrever e analisar a intensificação da pastagem em um dos municípios mais representativos desse cenário, Paragominas, no estado do Pará, avaliando a associação do controle do desflorestamento e da expansão das lavouras de grãos com a intensificação do uso do pasto no município, identificando seus fatores impulsores, determinantes, padrões espaciais e principais técnicas utilizadas entre os anos de 2004 e 2017. A sobreposição e análise estatística de três mapas de uso da terra (2004, 2008 e 2017) evidenciam a hipótese obtida com dados oficiais e de campo, mostrando que aproximadamente 51% das áreas de pastagem remanescentes foram intensificadas, sendo que a maior parte da intensificação agropecuária ocorreu às margens das duas principais rodovias do município e próxima a áreas urbanas, onde a logística para toda a cadeia produtiva é facilitada. Conclui-se que o fortalecimento das leis ambientais de controle e monitoramento do desflorestamento, a expansão das lavouras de grãos e a disponibilização de assistência técnica adequada permitiram um aumento da intensificação da pastagem no município de Paragominas entre os anos de 2004 e 2017 Abstract: With the growing world demand for agricultural products and the need to preserve the environment, the increase in production must come from an intensification of agriculture and livestock, thus, higher yield per productive area. Although the intensification is already occurring worldwide, there are few studies on the factors that drive it, its impacts, determinants and spatial patterns, being an important study for political decision making, production and land use planning with a view to food security environmental preservation. The Amazon region has experienced an intense land use change in the last decades; deforestation had a 71% reduction between the years 2004 and 2016, due to actions related to environmental control, credit restriction and engagement of the region's producers. These are now in a new context, where the expansion of productive areas is restricted and the intensification and diversification of production are the possible paths for development. This study verifies and analyzes the pasture intensification of one of the most representative municipalities of this scenario, Paragominas, in the state of Pará, which has a cattle ranch tradition and has become one of the largest grain producers in the state, leaving the environment ministry list of municipalities with most deforestation, recovering its economy. The overlap and statistical analysis of three land use maps (2004, 2008 and 2017) evidences the hypothesis obtained with national and field data, showing that approximately 51% of the remaining pasture areas were intensified, with most of the intensification occurred along the two main highways of the municipality and close to urban areas, where logistics for the entire production chain is facilitated.
