In “Revolution at point zero”, the feminist scholar Silvia Federici (2020, 25) defines caring as the “day-to-day activities through which we produce our existence, develop our ability to cooperate, and not only resist dehumanization but also learn to reconstruct the world as a space of nurture, creativity, and car”. This definition based on participation and collaboration resonates with the contemporary debate on commons, and most particularly the one led by Peter Linebaugh.

The Archive of Forgetfulness is a pan-African digital exhibition and podcast series which ran from September 2020 and December 2021 in three phases: a podcast series, online exhibition, and six regionally curated projects. The project was led by Huda Tayob and Bongani Kona, with six regional curators, Ali Al Adawy, Eric Ngangare, Jumoke Sanwo, Omnia Shawkat, Princess Mhlongo, and Zoubida Mseffer.1 Drawing inspiration from Mahmoud Darwish’s prose length poem, Memory for Forgetfulness (1), the platform questions how we might engage with what exists in the failure of memory(2). In the project, practices of care extend from the labour of maintaining neighbourli- ness, to multiple, small acts of refusal. Collectively they speak to a multiplicity of border crossings, as geographic, temporal and disciplinary. In this article, I suggest that the attention to forgetfulness is grounded in “practices of peripheral care”.

Water is integral to Alberta’s economy, grounded in agriculture, power generation, extractive industry, tourism, and recreation. In 2003, the Government of Alberta released the Water for Life Strategy (the Strategy) amidst growing public concerns over multiple impacts on provincial water resources. The Strategy is a framework document guiding the development of watershed plans across the provincial landscape to be implemented by Watershed Protection and Advisory Committees (WPACs). This paper explores the extent to which First Nations in Alberta were included in the government’s development of the Strategy and in the implementation of the Strategy by the WPACs. Our research data was gathered through key informant interviews with WPAC personnel as well as content analysis of relevant planning documents from provincial and WPAC sources. The research results point to an absence of First Nations inclusion in both the development of the provincial water Strategy as well as the implementation of the Strategy through the WPAC policies and plans. The results also identify institutional gaps and opportunities by which the provincial government and the WPACs may engage more effectively and inclusively with Indigenous communities. From our analysis, we recommend a series of institutional arrangements to advance far greater inclusion of Indigenous voices and recognition of Indigenous peoples as rights-holders, in watershed planning in Alberta.

Abstract Cities across the globe are striving to produce viable solutions to pressing urban sustainability and resilience problems. Despite aspirations, municipal governments often need additional support in terms of knowledge, capacity, or resources to achieve transformations. Partnerships between cities and universities are one mechanism for co-producing knowledge and achieving sustained progress on complex challenges. When properly structured and effectively managed, city-university partnerships (CUPs) are purported to increase transformative capacity in city administrations and support actions which accelerate urban transformations; but these outcomes are not always achieved. As CUPs grow in numbers, there is a pressing need to identify which principles and practices facilitate transformation. Therefore, we used iterative reflective focus group sessions to develop in-depth case studies of five sustainability and resilience CUPs across three countries. The CUPs were cross-compared to explore the partnership dynamics and management practices that aid progress towards transformative goals. Observations were then related to transformative capacity typologies, and mapped to the newly described project-partnership cycle – which is useful for the management of transformative partnerships.

El Hospital Roy H. Glover es una construcción con alto valor identitario y urbano, dentro del campamento minero de Chuquicamata y para su comunidad. Por la expansión industrial que tuvo y sigue teniendo la extracción minera y por procesos administrativos, el hospital, que fue el más moderno de Sudamérica, fue cerrado y enterrado. Esto provocó un daño importante en la identidad urbana de las y los ex pobladores. La presente investigación rescata y analiza los valores urbanos e identitarios de este espacio, mediante un análisis bibliográfico, sobre la jerarquía urbana y los procesos de construcción de la identidad de una comunidad dentro de un poblado industrial.

En las últimas décadas las expresiones ciudadanas han estado en permanente tensión por obtener un mayor nivel de participación. Si bien, en Chile, desde el retorno a la democracia en los años ‘90 se han realizado esfuerzos por aumentar la participación ciudadana, los mecanismos no han sido suficientes. A partir de este contexto, el presente artículo busca analizar parte del proceso participativo del proyecto de diseño Parque Urbano Isla Cautín en la comuna de Temuco, región de La Araucanía, a modo de ejemplificar buenas prácticas de participación ciudadana en procesos de desarrollo urbano. Los resultados muestran que la metodología y los mecanismos de participación utilizados condujeron a un proceso de diseño vinculante, que ha contribuido a que dicho espacio adquiera un valor significativo respecto a su uso, transformándose en un punto de encuentro relevante para la comunidad de la región. Se concluye indicando que cuando se generan espacios y canales apropiados de trabajo con la comunidad es posible garantizar una participación ciudadana efectiva, abierta e inclusiva, fortaleciendo la apropiación de los espacios públicos y consolidando la democracia participativa.

El espacio público es fundamental para cons-truir ciudad, por lo tanto, su configuración debe motivar el encuentro ciudadano. Sin embargo, tal motivación puede verse afectada por el deterioro de estos espacios, generando la ausencia de vigilantes naturales, incidiendo en su apropiación e incrementando la percepción de inseguridad. En este marco se desarrolló una investigación que tuvo como objetivo general analizar la configuración urbana y percepción de inseguridad en la Avenida Manuel Rodríguez de la ciudad de Concepción, Chile, a fin de aportar lineamientos de diseño para un espacio público seguro. Entre los objetivos específicos, estuvo situar la percepción de seguridad e inseguridad, por parte de los usuarios habituales del lugar, en los diversos tramos de la avenida; identificar los principales elementos que configuran dicha percepción y proponer recomendaciones para un diseño urbano seguro. La metodología usada fue de tipo descriptiva con enfoque mixto; desarrollada mediante observación y encuestas para reconocer las variables que provocan inseguridad. Los resultados evidenciaron que la percepción de inseguridad varía en cada tramo dependiendo de los elementos configuradores del espacio que influyen en tal percepción, como, por ejemplo, la mala mantención de las fachadas, el deterioro del mobiliario, las actividades y el descuido de los sitios eriazos. No obstante, se develó que algunas conductas cívicas y equipamientos presentes son factores determinantes en la percepción de inseguridad.

Este artículo aborda el análisis de la población costera de Lirquén a partir de la siguiente interrogante: “¿Cuál es la relación entre la expansión industrial portuaria en el puerto de Lirquén y las transformaciones de ocupación socioespacial ocurridas en la zona?”. Además, explora en cómo la forma de crecimiento de las industrias en el borde costero ha reducido el espacio público de la playa y sus áreas comerciales asociadas, así como la actividad pesquera tradicional identitaria, produciendo que Lirquén no presente desarrollo económico, social y habitacional, en relación al resto de la provincia. Se plantea un análisis sobre las formas de crecimiento de la industria portuaria en el borde costero y su relación con las transformaciones de ocupación socioespacial en el área costera de Lirquén. Para eso, se describen las transformaciones morfológicas ocurridas en la zona y se realizan mapas de interpretación de la evolución de la industria portuaria en Lirquén con el fin de entender los cambios en las dinámicas de la población y su percepción respecto al crecimiento industrial portuario. Las principales fuentes de información utilizadas son planos y gráficos de crecimiento de la comuna, además de entrevistas semiestructuradas con la población local. Uno de los resultados principales de la investigación es la influencia de la industria sobre las dinámicas urbanas, que provoca un proceso de desterritorialización que ha debilitado el arraigo de la población con su territorio e identidad. Sin embargo, dicho proceso no se encuentra concluido, porque aún existen organizaciones que buscan mejorar la calidad de vida en la zona y, si bien han quedado en el pasado ciertas actividades típicas, estas han sido reemplazadas por otras formas de encuentro propias de la población contemporánea.

El habitar las caletas de pescadores se ha transformado a través de los procesos de modernización, migración o la presión en la ocupación de estos bordes costeros. Sin embargo, pocas veces se pone atención a lo que ocurre en el habitar cotidiano de dichas caletas, marcado de manera importante por pautas asociadas a los roles de género. Considerando lo anterior este artículo tiene como objetivo aportar una reflexión sobre el habitar en un sentido patrimonial, desde una perspectiva antropológica -arquitectónica. Para esto, se analiza un estudio de caso en la Región de Los Ríos, Chile, revisando sus características y formas de habitar. Los resultados dan cuenta de cómo el habitar de la arquitectura institucional contrasta con las formas de habitar antiguas o tradicionales, en las que se entrecruzan los quehaceres de mujeres, hombres, niñas y niños, entre otros. Además, se observa el impacto de las materialidades de ese habitar que da cuenta de la particularidad de los asentamientos costeros y cómo aportan en construir su identidad local. Finalmente, destacamos las características de los roles de género que transitan en los espacios públicos, privados y compartidos por los grupos familiares.

Este artículo analiza y discute, sobre el uso y la apropiación ciudadana de los parques de mitigación de tsunamis construidos post terremoto del año 2010, según la condición de espacio público conferida a este tipo de infraestructuras. Se evalúa en qué medida se produjo un uso y apropiación efectiva de éstas en el tiempo y en relación a los entornos urbanos en que fueron emplazadas. El objetivo es comprender qué factores facilitaron o impidieron el logro exitoso de esta doble condición pretendida para estas infraestructuras como elementos de mitigación y recreación a la vez, insertos en medio de dinámicas culturales y sociales, propias de los asentamientos litorales de la zona sur del país. Los análisis se basan en los resultados obtenidos a partir de una investigación hecha sobre dos parques de mitigación construidos en las comunas de Tomé y Cobquecura respectivamente e implementados bajo los Planes de Reconstrucción del Borde Costero. En éstos se evaluó cómo se configuró la relación con el contexto urbano cercano y cuáles fueron las dinámicas de uso y apropiación establecidas por parte de los ciudadanos/público/habitantes con relación a estas infraestructuras. La metodología usada fue de carácter mixto, en base a dos categorías de análisis: integración con el entorno; uso y apropiación del espacio. Y las principales técnicas utilizadas fueron: observación de campo; análisis de frecuencia de uso; y entrevistas semiestructuradas a actores relevantes y usuarios. El artículo concluye que elementos del diseño como el tamaño, los bordes y la accesibilidad, influyen directamente en el uso del parque, mientras que generar espacios flexibles de mitigación, variedad de actividades, algunas preexistentes y elementos de memoria permiten que las personas se apropien del espacio. Por el contrario, cuando las medidas de mitigación no han funcionado en su diseño, se genera un espacio desolado y frío.

Nas primeiras décadas do século XX, os Grandes Hotéis começaram a fazer parte da paisagem urbana do Rio de Janeiro, abrigando um programa arquitetônico que buscava atender a novas demandas sociais e culturais da cidade que se modernizava. Este trabalho analisa o processo de verticalização da cidade a partir dos principais Grandes Hotéis projetados e/ou inaugurados nas décadas de 1910 a 1930. A partir do estudo de caso dessas edificações e de seus agentes, o objetivo principal é demonstrar como o uso do concreto armado a partir da década de 1910 desenvolveu-se na década seguinte até se configurar como referência internacional da arquitetura moderna brasileira nos anos 1930. Para essa demonstração, o artigo apoia-se na análise dos métodos construtivos, nas trocas internacionais, na formação e atuação dos principais arquitetos e engenheiros na época. O acidente ocorrido durante a construção do The New York Hotel (1917) é apresentado como exemplo da substituição paulatina, da geração pioneira de profissionais de ofícios esquecidos, por engenheiros e arquitetos diplomados que formaram a cultura tectônica moderna do concreto armado.

El artículo analiza el impacto del transporte motorizado (automóviles, taxis y autobuses) en el pensamiento y proyectos de los pioneros de la planificación urbana en México entre los años de 1920 y 1933. Se ubica el tema en el marco de los problemas derivados de la irrupción de estos vehículos, tales como la congestión del tráfico o los accidentes viales, ocurridos en la Ciudad de México, en un momento de importantes esfuerzos oficiales por incorporar a los vehículos motorizados como base del sistema de transporte de la capital. Mediante el análisis de publicaciones especializadas se destaca que para los primeros planificadores las soluciones a estas problemáticas no bastaban con adaptar el transporte motorizado a la ciudad, sino que se debía adaptar la forma urbana al tráfico moderno, aunque esto significara afectar la arquitectura patrimonial de la capital mexicana.

El trabajo expone la propuesta de un plan urbano basado en la relación entre infraestructuras arquitectónicas y transformación del suelo urbano. El plan urbano de Valparaíso de 1937, propuso superar las restricciones impuestas por la topografía, y la unión entre la parte plana y los cerros, invirtiendo las lógicas vigentes acerca de la formulación de los planes urbanos. Fue un plan poco tradicional, basado en la confianza en un artefacto específico: la espirovía, que tendría la función de reunir las circulaciones, integrar los niveles de suelo útil y activar diferentes funciones urbanas, con equipamientos integrados a su forma. El trabajo expone las vicisitudes de la ciudad que llevaron a las definiciones de un urbanismo tridimensional y propone una lectura de la espirovía como arquitectura y su interpretación como un artefacto moderno.

En este artículo se examinan tres aproximaciones fotográficas acerca de la ciudad de Santiago de Chile, producidas con fines y recursos técnicos diferentes, e incorporadas al conocimiento que era necesario tener, en los años de mayor transformación de su estructura física. Santiago entre 1930 y 1945 es vista por fotógrafos con diferentes orientaciones y objetivos, ya sea desde el aire, desde sus cerros o desde el interior de sus calles y edificios, construyendo lo que puede llamarse una ciudad fotográfica. Son registros técnicos para la formulación de planes y también miradas profesionales no-expertas sobre sus efectos. La fotografía es escrutada como pieza del proceso de división del trabajo conducente a la transformación de la ciudad y, por lo tanto, de la sociedad de la cual es producto. En cuanto instrumento para el ejercicio del poder, participa en forma activa tanto en los diagnósticos y las propuestas, como en la verificación de sus resultados.

Talvez não haja imagem mais marcante do centro do Plano Piloto de Brasília do que as fotografias da maquete do Setor Bancário. Essas imagens ilustram a contribuição de Oscar Niemeyer para o Plano Piloto de Lucio Costa e são frequentemente associadas a um urbanismo de formas homogêneas e repetitivas, que não se altera com o tempo, e nem incorpora diferentes atores em seu processo de projeto e construção. Essas associações compreendem a maquete como uma representação formal rígida, fidedigna do conjunto a ser construído, e, talvez por isso, não reconhecem detalhes sobre a história do setor que podem oferecer uma melhor compreensão sobre a cidade pensada pela arquitetura moderna. Um desses detalhes é que Niemeyer optou por não projetar as edificações daquele conjunto. Seguindo esse procedimento, o Setor Bancário, conforme construído, mudou em relação à maquete. Mas, em vez de reivindicar o descompasso como uma falha do plano, este artigo defende a decisão de Niemeyer como uma decisão de planejamento, e que pode ser explicada através, justamente, das fotografias da maquete do setor. Essas fotografias circularam em diferentes contextos como publicações oficiais e trocas informais de cartas. Elas foram utilizadas como propaganda política ao mesmo tempo em que eram apontadas pela crítica especializada como exemplo de fracasso do urbanismo moderno. Elas foram objetos de diferentes interpretações para finalmente se tornar uma ferramenta de controle do desenvolvimento da área.

Reconhecidamente importante no quadro moderno brasileiro, a produção arquitetônica dos Irmãos Roberto encontra na sua dimensão urbana alguns dos principais aspectos que a singularizam e que garantem tanto seu papel histórico quanto seu valor como experiência de projeto. Analisaremos um conjunto de cinco edifícios residenciais projetados pelos Irmãos Roberto no Rio de Janeiro – Júlio Barros Barreto 1947-50; MMM Roberto, 1943-45; Dona Fátima e Finúsia, 1951-54; Sambaíba, 1953; e Angel Ramirez, 1954 – a partir das relações estabelecidas pelo trinômio espaço, estrutura e fechamento. Partindo da célula habitacional como elemento essencial na articulação da arquitetura com a cidade, investigaremos como os elementos de estrutura e fechamento são combinados para estabelecer distintos modos de relacionar os espaços interior e exterior, diferenciando os âmbitos privado e público, definindo fronteiras e transições entre estes domínios, e com isso ajudando a entender que tipo de cidade essas arquiteturas têm o potencial de gerar. A valorização dos espaços de transição e dos limites dos edifícios coloca no centro das atenções as possibilidades de articulação entre edifício e cidade. Buscaremos, portanto, compreender estas obras a partir das interfaces que elas estabelecem com a cidade do Rio de Janeiro e que garantem, por consequência, sua singular dimensão urbana.

En Antofagasta, norte de Chile, entre 1955 y 1978, se desarrolló la construcción del extenso conjunto habitacional Gran Vía, que fue evolucionado, incorporando nuevas tipologías modernas que fueron incrementando radicalmente su densidad. En general, los problemas de la vivienda en Chile, impulsaron necesarias reflexiones y políticas estatales, las cuales adquirieron un particular énfasis desde mediados del siglo XX, elaborando estrategias que permitieran paliar el déficit mediante construcciones a gran escala. Un resultado de esas acciones, fue la creación de las sociedades EMPART, entre las cuales la número 5, estuvo a cargo de obras en el norte de Chile. In cities transformed by neoliberalism and the machinery of capitalist production, the pandemic has opened new breaches into which new and old practices of value accumulation and extraction continue to creep in. In southern Italy, the slow development that still moves cities has preserved many areas, the manifestation of capitalist phenomena has been less violent. Delving into the "ancient heart" of these cities allows one to discover worlds lost at other latitudes. The article proposed here starts precisely from a glimpse into one of these deepened windows thanks to the testimony, which in this text is narrated in the form of an interview, of Franco Piperno, professor and philosopher of science, former councilor for culture of the Municipality of Cosenza in the 1990s. The experiences conducted in the oldest part of the city of Cosenza in the 1990s were conformed as manifestations of hope that, already at an embryonic level, seemed to ignite reflections on the ability to restore the ”triad urban” already at that time strongly compromised. The visionary power of these experiences is summarized in the book In Praise of Southern Public Spirit. Genius Loci and Social Individual, published in 1997, in which a manifesto of the new polis for Cosenza was elaborated, which put the rights and duties of the civitas at the center, exercising active care of the urbs. The example of Cosenza, in the forms of active citizenship it tries to manifest today, and in the way it is narrated and experienced by those who live there, echoes many micro-experiences, possible implementers of new urban alternatives.

Contemporary cities are dealing with practices and processes that mark not only a radical physical transformation, but also a profound anthropological, cultural, and political transformation of living. In this sense, we are witnessing some transformations in government and political life that are strictly connected to the affirmation of the neoliberal model of development. On the other hand, we are witnessing a progressive development not only of active citizenship, but of forms of mutualism and self-organization. In some cases, they are dictated by the need to respond to social needs and aspirations for a better quality of urban life, which are not answered by the appointed subjects. In others, they are the expression of the effort to build alternative models of development and collective life, becoming nowadays the place where to produce political culture. It is interesting to notice the recent evolution both towards structured and supra-local cooperative and mutualism networks, and towards collaborative forms of self-management in some neighborhoods. Interesting possibilities for innovation also seem to emerge for politics, including collaborative forms that envisage the constitution of substantive informal democracy, a sort of self-produced territorial democracy. The contribution intends to discuss the complex of these problems, referring above all to experiences in the Roman context and critically evaluating the possible effective conditions for the development of forms of self-produced territorial democracy.

The article deals with the relationship between city, territory, and democracy, starting from the results of an international research, which investigated the peculiar forms of the crisis of the notion of Public in those territories that are marked by a long-date conflict between the state and mafia crime. The research questions areframed onto a perspective arguing that the territory is an elective place to read the traces built throughout the relationship between communities and illegal powers. Those questions have posed the need to investigate the set of confiscated assets by claiming the need for architectural design intervention, aiming at the spatial, linguistic, and symbolic transformations without which their transition to commons cannot be said to be fully accomplished. Referring to the municipal area of Palermo, the architectural design studios faced the background scenario constituted by the almost two thousand cases (a very underestimated number) registered by the National Agency for Seized and Confiscated Assets, and relating to the forms of the Public in a context in which democracy is en panne, where the presence of anti-democratic forces that are not only antagonistic to the state but aim to replace it, is not the exception but the rule. Until its conclusions, the paper deals with the reciprocal feeding relationship between research and design studios and concludes by opening new paths, at the crossroads between the updating of the themes of the droit à la ville and spatial justice, which look at the project as a device for emancipation.

Since their origins, our cities have been conceived and are still imagined and planned according to cultural and urban schemes that reproduce geometries complicit with the patriarchal and neoliberal system. City governments assume a central role in this process through the promotion of corporate policies and rules, on the one hand, and exclusionary urban planning projects on the other. In both cases, the ideal user of the city remains the white, cisgender, heterosexual, able-bodied man or, otherwise, households which reproduce the cisheteropatriarchal norm. After tracing the approaches of some authors who have analysed and problematised the issue of contemporary urban space through the lens of a intersectional perspective, the case study of CHEAP, a Bolognese urban art collective that, through the practice of poster art, questions the normativisation of public space, will be presented.

The connection between the forms of power exercise and those of space must be under continuous observation. In a co-evolutionary ecosystem, where local societies transform (and transform themselves with) the environments in which they live, a perturbation in the ways of living and producing eventually also perturbs forms of governance, and vice versa. In this process of becoming and con-being, the condition for safeguarding democracy is the protection of what we define here as democratic cities and territories, of which we have collectively attempted to circumscribe the meaning, character and limits. Whether they are real or utopian expressions, an observation or a desire; whether there are models for implementing them; whether there are parameters that identify their democratic nature; whether an aesthetic characterises them: we attempt to answer these questions in this issue of the journal ‘in_bo’. In the first section of this issue, the analysis of the condition of permeability of democratic institutions by mercantile powers provided the means to understand whether planning is still able to produce imaginaries, elaborate models, support - symbolically and practically - the elaboration of ‘landscapes of rootedness’. Urbanism once again becomes the promoter of projects with a broad social and environmental spectrum when it is supported by a nomos derived from collective discernment. The second section of the booklet is dedicated to this complex topic, bringing together examples of micro-political alternatives to the capitalist development model and anthropocentric conception. The third section welcomes a reflection that calls into question the legacy and vocabulary of town planning, as well as its renewal. Numerous thematic threads bind the contributions: whether the urban planning toolbox knows how to absorb the acceleration of the changes taking place, whether it knows how to orientate its evolution, whether it has coined a language capable of representing the fluidity of the present time; whether the hybridisation between plan technique and digital technique generates virtuous progress.

The essay tries to provide a contribution in the direction of a planning that is more responsive to the potential of community self-government of places, focusing in particular on some issues considered fundamental to this end, namely: the possibility of rethinking democracy as demo-dynamic; the relationship between the political sphere and the urban sphere in some political visions inspired by community self-determination; a geo-historical interpretation of the origin and evolution of the city, up to the current forms of regional urbanisation; a vision of the urban finally freed from the classic city/countryside dualism, as well as from other correlated dualisms; the need for planning to renounce any type of transcendent rationality to favour forms of territorial self- determination. On the basis of the acquisitions now matured in some interpretative strands of the aforementioned questions, a form of planning is proposed which, in order to move towards territorializing immanence, is based on the recognition of the distinction between the common good (and commoning processes) and the private or public ones, placing moreover itself within the framework of a circularly subsidiary approach which, even within the given institutional framework, tends to make the most of the self- regulation faculties, and of self-planning, already available to local communities.

The fifty-year experience of reflections, restorations and projects on an architectural, urban and socio-economic scale promoted in the town of Saint-Macaire, on the Garonne near Bordeaux – an experience defined by Françoise Choay as a “manifesto of optimism regarding the survival of our building competence” –, constitutes a case of popular re-appropriation of the historic city, that has the merit of continuity to the present day. From the restoration site of the Benedictine cloister – the prieuré –, wanted and managed by the city’s young people from 1967 onwards, they moved on to the municipal power, soon reaching it. The dense cultural and associative activity promoted by this position led to forms of social self-organisation that produced an experience of substantial planning from below: in more than three decades of municipal government, it was possible to integrate collective facilities located in historical monuments, public housing in Renaissance buildings, re-appropriation of craftsmanship, new and old inhabitants into the historical city. The essay reconstructs the phases of this experience of collective management of urban transformations and addresses, through Macarian examples, the theme of the permanent quest for domination by those with cultural power at the expense of those without, particularly on the subject of the control of urban and architectural aesthetics.

The contribution investigates through the photographic tool the space between some Roman houses built in the early 1900s, in which a collective dimension of living can be found. Through the built forms, the materials and the possibility of passing freely and democratically in the intermediate spaces between the private domestic sphere and the public sphere of the city, the path through images stops the gaze on the public building settlements with the aim of recovering a dimension and a shared atmosphere of living. The covered passageways and the entrance thresholds, the drying racks and the green open space emphasize the importance of the empty space as a focal point of the collective architectural project. With particular reference to the fundamental role of proximity spaces, the goal is to feed an imaginary on collective housing that is not only speculative but perceptive, phenomenological, immaterial which does not only concern a space of consumption but a time and place democratic made up of daily actions.

The approval of the national law on collective property (2017) and the almost simultaneous approval of the Friuli Venezia Giulia Regional Landscape Plan(2018) are introducing novelties in the places that had mostly seen a resurgence of interest on collective property.. The essay takes as an example one of the areas with the highest density of management claims by fractional communities, one of Carnia's traditional alpine areas, the Canal di Gorto. Its environment was marked both by the demographic crisis and the uncertainty about the stability of the communities in relation to the great economic transformations imposed by globalization and industrial delocalisation. Our aim was to describe the innovations introduced in the last five years in order to understand if any change in the evolution of the management of collective assets is looming. The acknowledgement in the landscape plan of so-called civic uses in Friuli Venezia Giulia has proved to be very partial, despite the cooperation of the Coordination of regional collective properties and the new investigations by the regional planning offices engaged in the formation of the urban planning tool. On the other hand, at least three small villages in 2020 claimed the democratic right to be allowed to manage fractional resources on their own in order to guarantee benefits and services to their inhabitants. The process described is placed within a democratic claim of territorial management capable of producing projects even starting from planning solicitations at a regional level.

The forms of power acting on the territory have transformed the city into "a powerful machine of distinction and separation, of marginalisation and exclusion". This is the premise of the essay which, starting from the concept of “spatial capital”, questions how the right to the city should be understood today and identifiesaccessibility to urban resources as one of the key issues of urban democracy. This means that the project of urban mobility and the design of the network of connections between temporally and spatially distant places are strategic to the reshaping and redistribution of spatial capital, and that the interscalarity between the metropolitan dimension and the neighbourhood dimension is the key to an open and flexible city in which the opportunity to use facilities, wherever one lives, in the centre or on the periphery, becomes effective. In this scenario, the 15-minute city is one of the most significant proposals that combines the demand of the civitas with the need for the ecological conversion of the polis to realise an idea of shared living.

The polarizing attention paid to the bigness debate, referring particularly (if not exclusively) to metropolitan areas and global realms, still tends to overtake the issue of small urbanity. In a country as Italy, where small settlements with a population of less than 5,000 inhabitants represent 69% of Italian municipalities and affect as much as 50% of the national territory, the endemic isolation of small towns and hamlets seems to be finally contrasted: a better knowledge of local dynamics has developed; some policies to struggle the dispersion of inhabitants have been promoted and initiatives to support the return to places and emerging forms of resilient community have been drawn. In this perspective, the case of the 47 villages around Messina is emblematic. For the first time, bottom-up request for a referendum has been held to create a new municipality called “Montemare” which should collect some of these small towns splitted in the northern area of the Peloritan area, affected by conditions of marginality and abandonment as perceived and complained by the inhabitants. Coastal or hilly (as in the case of the “Masse,” the subject of this paper), these hamlets experienced a condition of relative prosperity until the second post-war period and since then they suffered a progressive abandonment. The proposed Messina Urban Plan puts these villages in a new condition of centrality within innovative strategic features and in specific projects of recovery balancing territorial disparities.

Citizen and community-led initiatives have grown to tackle unmet social needs with alternative means than mainstream urban policies and planning. Over the years, the European city has become a field in which these civic, collective, social practices have consolidated, enabled by the fertile knowledge density of the urban environment. Several cities attempted to move from the management of the practices to one of political recognition. The city of Bologna is one of these, relying on its traditional attitude of working to fill the gap between the level of institutions and the one of civic instances, achieved with different degrees of success. Its administrative and urban planning process has led to recognize the city as a model in providing a fertile ground for the flourishing of innovative civic practices, some of which have been institutionalized over time, while others remain outside the political schemes. Delving into the narrative that has put forward Bologna as a model of good government, this contribution reflects on the trajectory that has shaped the city’s present capacity to enable spaces for dialogue, civic action, and co-planning with the constellation of urban practices in an analytical-evolutionary perspective that allows to trace its contextual and political configuration. The goal is to deconstruct and update Bologna’s narrative as a model, with a critical perspective on its development facing future urban challenges.

Within Florence's District 4, there are two Isolotti: the first is a well-designed suburb born in the 1950s thanks to the INA-Casa plan, inspired by English garden-neighbourhood models with lots of public greenery, low houses and wide pedestrian spaces. The second, which arose in the 1970s-1980s thanks to funding from Gescal and the Ministry of the Treasury, is characterised by a concentration of large apartment blocks separated by green spaces, but also by a fragmented urban fabric and a rarefaction of daily activities. The pandemic has led to new thinking on the importance of neighbourhoods as places from which to rebuild new networks of active citizenship; to rethink more flexible uses of publicly owned spaces. In the wake of the Children's Geographies studies, we want to give voice to the every-day geographies of adolescent girls and boys in order to get their vision of the neighbourhood as social actors; observe their practices of appropriation of neighbourhood spaces and listen to some of their proposals for urban regeneration. Places are not only areas where visions, narratives and symbolic meanings meet, but also instruments through which something is publicly affirmed, where a political act is realized. The material and physical characteristics of places play an important role. The conditions that determine the freedom or constraint of actions for the boys and girls are contained within the materiality of the street, the square, the gardens or the condominium areas.

Collective self-construction sites are children of the time of crisis. They represent, when economic conditions turn into social urgency, an emergency solution, but at the same time experimental, connoting themselves as real architectural laboratories, with a strong democratic impulse. Starting from the description of some construction practices, implemented in São Paulo Metropolitan Region, the contribution proposes a critical reading of the theoretical speculations at the origin of these virtuous practices, recognized as a legacy of the design research of the 1960s-1970s of the Arquitetura Nova group. Indeed, the investigations of Sérgio Ferro, Rodrigo Lefèvre and Flávio Império inspired, and permeated, the organization of the site for houses and collective spaces areas, intended for the population without access to the housing market. Arquitetura Nova's aspirations and experiments confirm the affirmation of new management and realization processes. The constructive paradigm is completely overturned in order to break down the boundary between intellectual and manual labor. The project, designed a priori, loses its role to give way to individual contribution. The production of the group, partly or not at all known in Italy, focuses on a constant dialogue between all the actors involved in the construction: the challenge is to build some houses according to new relations and productive reasons.

The forms of language give a glimpse of urban planning policies. Clear language, without demagogic proclamations, generates a suitable platform to translate urban planning strategies into concrete actions. A discretional language with multiple meanings and modalities to affect territorial governance can produce unexpected results. The Reform of Title V of Italian Constitution has divided up regional languages within a national legislative framework that still has a reconstructive imprint. Land governance is changing within international attention focused on caring environmental values. After decades of constraints, first in order to protect cultural-environmental assets, then to stop their destruction, national regulations ask to facilitate development. In answering this need, region councils invent new lexicons and new meanings, according local planning history. This paper attempts to set up a regional lexicons synoptic framework in order to point out risk of fragmenting spatial planning role into a complex of partial perspectives, as well as a need to reflect on territorial and environmental values interpretation codes.

The paper proposes a reflection on the school as a privileged context for education for democracy and as an engine for the transformation of the public city. Through a survey of national and international experiences of re-appropriation, recovery and creative use of areas pertaining to school buildings, the text invites a critical reflection on the potential of these places that, redesigned, open, connected, can be strategic elements for a reconfiguration of the public city. What emerges is an articulated, lively and complex picture of other ways of doing schooling that tries to provide operational responses to implement a pedagogy of transition. This can act in terms of training, sustainability and social impact, triggering a virtuous circle capable of strengthening the school's human capital, multiplying its interactions with the territory and contributing to the growth of a democratic conscience. In this framework is part of the project FIABA, experimentation currently underway aimed at developing a new methodological proposal. This aims at enhancing schools as living laboratories for the city in transition, going to act both on the scale of proximity and therefore of the neighborhood, and on the architectural scale of the schoolyard for the construction of a new permeability between school and city.

Abstract The bioeconomy is envisioned to play a decisive role in accelerating urban transformations towards greater sustainability and resilience. Integrating biological principles, such as metabolism, ecosystems and cycles, into urban planning and city life, and promoting a so-called “bio-principled city” provides significant potential for shaping more sustainable urban development. However, the future vision of a “bio-principled city” currently reflects more of a programmatic idea than a real political agenda. This study therefore draws attention to the existing policy mix of the city of Leipzig and evaluates in how far it already supports the city’s transformation into a bio-principled city. For this purpose, we developed a proper conceptional framework consolidating different research methods to conduct a comprehensive policy mix analysis. The analysis shows that the current policy framework for a bio-principled city in Leipzig is complex, uncoordinated and lacks in definitive actions. Our analysis offers interested policy makers and scientists an example of how an incidental and thus patchy policy mix can look like in practice. By highlighting its strengths and corresponding limitations, we provide a starting point for deliberate interventions to further promote the vision of a bio-principled city politically and thus realize its implementation.

Este artigo apresenta a experiência de organização do XIV Encontro Nacional de Ensino de Paisagismo em Escolas de Arquitetura e Urbanismo no Brasil (Enepea), em 2018, na cidade de Santa Maria (RS). Esta publicação reúne os resultados do pós-evento, tais como a publicação dos Anais com os artigos do encontro, a elaboração de material audiovisual que resultou em um documentário e a análise do questionário de avaliação preenchido pelos participantes do evento. Também reúne reflexões sobre o encontro, com orientações para eventos futuros. O objetivo é compartilhar as atividades resultantes do XIV Enepea e, baseado na experiência de organização do evento em Santa Maria, orientar futuras comissões organizadoras de eventos científicos em aspectos que podem ser considerados.

Desde Hugo Chávez, en 1999, hasta Nicolás Maduro, Venezuela ha estado inmersa en una serie de reformas conocidas como la Revolución Bolivariana. En 2023, el Gobierno mantiene un discurso performativo que dicta la finalización de los 5 millones de viviendas que deben construirse para 2025 y propone mostrar esta hazaña como el legado que el “Comandante Eterno”, Hugo Chávez Frías, deja al pueblo venezolano. En 2003, las antiguas políticas públicas del país fueron desmanteladas en favor de nuevos planes, que recibieron el nombre de misiones, en las que se desarrollan programas de lucha contra la pobreza, en temas de agricultura, vivienda, educación y salud, con el fin de responder a las emergencias sociales fuera del marco institucional y suplir la lentitud administrativa y la falta de capacidad de respuesta de los gobiernos anteriores. La hipótesis de este artículo es que el actual paisaje urbano de la Gran Misión Vivienda Venezuela (GMVV) se ha convertido en un reflejo de la crisis política, social y económica que atraviesa el país. Por lo tanto, se plantean las siguientes preguntas ¿Cómo se inserta esta política habitacional en el territorio nacional? ¿Cómo viven y perciben los habitantes estos nuevos edificios y espacios construidos en el marco de la GMVV? ¿Cómo describen y se apropian los habitantes de estos espacios? Para dar una respuesta, se trabajó con información obtenida durante visitas de campo entre 2015 y 2020, a través de observación participativa, análisis y extractos de entrevistas, además de referencias científicas que complementan el análisis.

En 2016, en medio de resistencias, se aprobó la denominada Ley de Plusvalía, cuyo objetivo era combatir la especulación inmobiliaria y distribuir la riqueza. Los detractores de la ley argumentaron que esta afectaba al sector inmobiliario y era expropiatoria del patrimonio familiar. En 2018, en el cambio de dirección ideológica del gobierno, la ley es derogada junto con otras reformas mediante consulta popular. Si bien los argumentos de los detractores motivaron su resistencia, la derogatoria no responde esencialmente al favorecimiento de los intereses de élites económicas e inmobiliarias, sino que cumple su papel en la iniciativa por enterrar un proyecto político-económico. En este sentido, el artículo analiza los eventos sociales y económicos que configuraron la coyuntura para su aprobación y derogación, así como la capacidad que tiene la propiedad privada de apropiarse de las masas en el ejercicio parlamentario y desencadenar procesos políticos.* * Este trabajo forma parte de la investigación Captura de plusvalía en Ecuador: un instrumento regulador de la especulación inmobiliaria y efectos en el sector de la construcción y la recaudación fiscal (2021), llevada a cabo en la Universitat de Barcelona, en la que se analiza de forma cuantitativa el efecto de la Ley de Plusvalía sobre el desempeño del sector de la construcción, el mercado de los bienes inmuebles y el impacto sobre la recaudación fiscal municipal.

Las ciudades intermedias españolas están encarando proyectos de integración del ferrocarril y de regeneración urbana debido a la implementación de infraestructuras de alta velocidad ferroviaria. En un lapso de treinta años, las sociedades gestoras han acumulado experiencias que podrían servir de referencia a otras ciudades. El caso de la Estación Intermodal de Orense es un ejemplo de esas actuaciones y una muestra de las dificultades que origina la polarización ideológica a los proyectos de largo plazo. El objetivo del artículo es examinar las propuestas y actuaciones de Orense, y exponer las disputas que han complejizado dicho proceso. El enfoque metodológico es mixto y utiliza diversas técnicas: análisis documental, trabajo de campo, entrevistas a informantes clave y relevamiento de prensa. Los resultados han sido organizados en presentación, conceptualización, proyectos y controversias. El artículo concluye con los aportes más relevantes y algunos lineamientos para futuras indagaciones.

Las primeras tomas de tierras organizadas en el Gran Buenos Aires (GBA) se registran a comienzos de los años ochenta, en las postrimerías de la última dictadura militar (1976-1983). Existe cierto consenso entre las investigaciones acerca del carácter horizontal y participativo de las modalidades organizativas de estos primeros asentamientos, así como de la relativa autonomía que mantenía en cuanto a su relación con el Estado. No hay tanto acuerdo, sin embargo, en torno a las razones que explican el agotamiento de estas experiencias, o de las características que distinguen a las nuevas tomas de tierras desde el punto de vista de su configuración política. El propósito de este artículo es estudiar, a través de entrevistas, la participación de un grupo de habitantes en una toma de tierras en San Francisco Solano, en el sur del GBA, en marzo del 2000, y que dio origen al asentamiento denominado, ficcionalmente, La Margarita. En este sentido, se exploran las representaciones que estos habitantes elaboran sobre la toma que dio origen al asentamiento y el derrotero posterior del barrio. Específicamente, el análisis toma en consideración las siguientes dimensiones: motivaciones que llevaron a su participación en la toma, formas de involucramiento en la organización de la ocupación, modos de asignación del lote ocupado, estatuto de las prácticas mercantiles y relaciones con el Estado y con los referentes político-territoriales.

Este artículo reflexiona sobre la situación diferenciada que experimentan las mujeres en Perú en relación con su acceso a la vivienda. Para ello, desde una aproximación cualitativa y la revisión de fuentes secundarias, se analiza la necesidad de considerar la vivienda como derecho humano y con perspectiva de género. Asimismo, se revisan las condiciones de desventaja que experimentan las mujeres en Perú para poder disfrutar de este derecho. A partir de este análisis, se observa cómo los programas de vivienda son ajenos a la cuestión de género. Finalmente, se evidencia que otros países latinoamericanos han atendido esta situación con políticas que podrían ser aplicables a la realidad peruana. Este artículo desarrolla las principales ideas expuestas en la Conferencia Académica Internacional: Investigación Urbana y Rural en Perú y América Latina, panel Derecho a la ciudad e imaginarios, que tuvo lugar en abril de 2022.

El artículo analiza el desarrollo del megaproyecto Centralidad Sur del Valle de Aburrá, en la región metropolitana de Medellín, Colombia, como una gran intervención en el marco de la financiarización de la producción urbana. Para ello, se tienen en cuenta tres aspectos: 1) los condicionantes históricos y normativos; 2) las estrategias espaciales de los agentes de la industria financiera-inmobiliaria; y 3) el esquema de gobernanza multiescalar. En ese sentido, se identifica una alta centralidad y capacidad de dirección de los agentes financieros en la industria inmobiliaria, y la formación de frentes localizados de inversión y valorización como estrategia de acumulación. La superposición de normas metropolitanas y municipales generan un esquema de gobernanza que fomenta los canales informales de negociación de estas estrategias con las administraciones locales y los propietarios del suelo. Esta dinámica explica la simultaneidad de cambios morfológicos contradictorios (dispersión y densificación) y los aparentes retrasos del megaproyecto.* * Este artículo presenta algunos resultados de la investigación titulada ¿Hegemonía financiera? El objetivo de este artículo es analizar las transformaciones en los sistemas de financiación de vivienda entre la creación de las corporaciones de ahorro y vivienda (CAV) en 1972 y la crisis hipotecaria de 1999, desde la perspectiva de las transformaciones en la forma de acumulación de capital en Colombia. Para ello, en la primera parte del documento se esboza brevemente el papel del Estado en el proceso de acumulación originaria de capital en el sector de la construcción a través de instituciones públicas de fomento y crédito hipotecario. En la segunda parte, se aborda la relación entre el agotamiento prematuro del proceso industrializador en Colombia y la conformación monopólica del sector capitalista de producción de vivienda, sellada por la aparición de las CAV y la Unidad de Poder Adquisitivo Constante (UPAC), a comienzos de los años setenta. En la última sección, se estudia el significado económico del programa de subsidios a la demanda, la liquidación de organismos públicos como el Instituto de Crédito Territorial (ICT) y el Banco Central Hipotecario (BCH) y la crisis hipotecaria de finales de los años noventa.

Un número creciente de agentes financieros globales encuentra en la producción urbana un ámbito de reproducción de capitales cada vez más seguro, eficiente y redituable. El proceso de financierización inmobiliaria está promoviendo cambios en las tipologías arquitectónicas que transforman las formas de habitar desde una lógica económica dominante. Así, las nuevas tipologías no son solo un mero producto de cambios culturales y sociales en las formas de habitar, sino que están atravesadas por procesos macroeconómicos, de escala global, donde la lógica financiera opera un nuevo nivel de mercantilización de la producción urbano-habitacional. La presente investigación se inserta en desarrollos contemporáneos que procuran hacer lecturas transversales entre el circuito de las finanzas y el de la producción edilicia, en el sentido de lo que algunos autores definen como complejo inmobiliario-financiero. Dentro de la creciente producción teórica que analiza las dinámicas de la financierización en las ciudades, este estudio busca explorar posibles relaciones desde las transformaciones espaciales y los impactos sociales que de ellas derivan.
