Porcine reproductive and respiratory syndrome (PRRS) has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of PRRS to be listed, Article 9 for the categorisation of PRRS according to disease prevention and control rules as in Annex IV and Article 8 on the list of animal species related to PRRS. The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The output is composed of the categorical answer, and for the questions where no consensus was reached, the different supporting views are reported. Details on the methodology used for this assessment are explained in a separate opinion. According to the assessment performed, PRRS can be considered eligible to be listed for Union intervention as laid down in Article 5(3) of the AHL. The disease would comply with the criteria as in Sections 4 and 5 of Annex IV of the AHL, for the application of the disease prevention and control rules referred to in points (d) and (e) of Article 9(1). The animal species to be listed for PRRS according to Article 8(3) criteria are domestic pigs and wild boar.

Equine encephalomyelitis (Eastern and Western) has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of equine encephalomyelitis (Eastern and Western) to be listed, Article 9 for the categorisation of equine encephalomyelitis (Eastern and Western) according to disease prevention and control rules as in Annex IV, and Article 8 on the list of animal species related to equine encephalomyelitis (Eastern and Western). The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The animal species to be listed for equine encephalomyelitis (Eastern and Western) according to Article 8(3) criteria are several species of mammals, birds, reptiles and amphibians as susceptible species; rodents, lagomorphs and several bird species as reservoirs and at least four mosquito species (family Culicidae) as vectors.

Koi herpes virus (KHV) disease has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of KHV disease to be listed, Article 9 for the categorisation of KHV disease according to disease prevention and control rules as in Annex IV and Article 8 on the list of animal species related to KHV disease. The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The output is composed of the categorical answer, and for the questions where no consensus was reached, the different supporting views are reported. According to the assessment performed, it is inconclusive whether KHV disease can be considered eligible to be listed for Union intervention as laid down in Article 5(3) of the AHL because there was no full consensus on the criterion 5 A(v). Consequently, the assessment on compliance of KHV disease with the criteria as in Annex IV of the AHL, for the application of the disease prevention and control rules referred to in Article 9(1) is also inconclusive, as well as which animal species can be considered to be listed for KHV disease according to Article 8(3) of the AHL.

Borna disease has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of Borna disease to be listed, Article 9 for the categorisation of Borna disease according to disease prevention and control rules as in Annex IV and Article 8 on the list of animal species related to Borna disease. The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The output is composed of the categorical answer, and for the questions where no consensus was reached, the different supporting views are reported. According to the assessment performed, Borna disease cannot be considered eligible to be listed for Union intervention as laid down in Article 5(3) of the AHL because there was no compliance on criterion 5 A(v). Consequently, the assessment on compliance of Borna disease with the criteria as in Annex IV of the AHL, for the application of the disease prevention and control rules referred to in Article 9(1) is not applicable, as well as which animal species can be considered to be listed for Borna disease according to Article 8(3) of the AHL.

Infectious bovine rhinotracheitis (IBR) has been assessed according to the criteria of the Animal Health Law (AHL), in particular criteria of Article 7 on disease profile and impacts, Article 5 on the eligibility of IBR to be listed, Article 9 for the categorisation of IBR according to disease prevention and control rules as in Annex IV and Article 8 on the list of animal species related to IBR. The assessment has been performed following a methodology composed of information collection and compilation, expert judgement on each criterion at individual and, if no consensus was reached before, also at collective level. The output is composed of the categorical answer, and for the questions where no consensus was reached, the different supporting views are reported. Details on the methodology used for this assessment are explained in a separate opinion. The disease would comply with the criteria in Sections 4 and 5 of Annex IV of the AHL, for the application of the disease prevention and control rules referred to in points (d) and (e) of Article 9(1). The assessment here performed on compliance with the criteria as in Section 3 of Annex IV referred to in point (c) of Article 9(1) is inconclusive. The animal species to be listed for IBR according to Article 8(3) criteria belong to the order Artiodactyla.

Previous introductions of highly pathogenic avian influenza virus (HPAIV) to the EU were most likely via migratory wild birds. A mathematical model has been developed which indicated that virus amplification and spread may take place when wild bird populations of sufficient size within EU become infected. Low pathogenic avian influenza virus (LPAIV) may reach similar maximum prevalence levels in wild bird populations to HPAIV but the risk of LPAIV infection of a poultry holding was estimated to be lower than that of HPAIV. Only few non‐wild bird pathways were identified having a non‐negligible risk of AI introduction. The transmission rate between animals within a flock is assessed to be higher for HPAIV than LPAIV. In very few cases, it could be proven that HPAI outbreaks were caused by intrinsic mutation of LPAIV to HPAIV but current knowledge does not allow a prediction as to if, and when this could occur. In gallinaceous poultry, passive surveillance through notification of suspicious clinical signs/mortality was identified as the most effective method for early detection of HPAI outbreaks. For effective surveillance in anseriform poultry, passive surveillance through notification of suspicious clinical signs/mortality needs to be accompanied by serological surveillance and/or a virological surveillance programme of birds found dead (bucket sampling). Serosurveillance is unfit for early warning of LPAI outbreaks at the individual holding level but could be effective in tracing clusters of LPAIV‐infected holdings. In wild birds, passive surveillance is an appropriate method for HPAIV surveillance if the HPAIV infections are associated with mortality whereas active wild bird surveillance has a very low efficiency for detecting HPAIV. Experts estimated and emphasised the effect of implementing specific biosecurity measures on reducing the probability of AIV entering into a poultry holding. In order to assess the effects on disease spread and persistence of partial stamping out of only clinically affected animals in holdings where the presence of lumpy skin disease has been confirmed, against total stamping-out policy of infected herds coupled with vaccination, a mathematical model for the transmission of LSDV between farms was developed and different scenarios explored. According to the model, vaccination has a greater impact in reducing LSDV spread than any culling policy, even when low vaccination effectiveness is considered. When vaccination is evenly applied so that 95% of the farms are vaccinated with 75% of vaccinated animals effectively protected, then total stamping out and partial stamping out result in a similar probability of eradicating the infection. When no vaccination is applied or when vaccination has a lower effectiveness (e.g. 40%), the probability of eradication is higher when total stamping out is performed as compared to partial stamping out. In general, partial stamping out results in limited increase of the number of farms affected as compared to total stamping out. Independently of the culling interventions applied in the model, vaccination was most effective in reducing LSDV spread if protection had already been developed at the time of virus entry, followed by protection of herds after virus entry. No vaccination is the least effective option in reducing LSDV spread. In order to reach the above described effects, it is necessary to implement vaccination of the entire susceptible population in regions at risk for LSDV introduction or affected by LSDV in order to minimise the number of outbreaks, and high animal- and farm-level vaccination coverage should be achieved. Farmers and veterinarians should be trained in the clinical identification of LSD in order to reduce underreporting, and the effectiveness of partial stamping out should be evaluated under field conditions. info:eu-repo/semantics/publishedVersion

International audience; BACKGROUND: Declared cases of exposures related to potential toxic agents are reported through a national database, the French Network of Poison Centers, and account on average for 200,000 cases per year, including 75,000 to 80,000 symptomatic cases. These data are currently used to investigate signals from local, national or international institutional partners (such as hospitals, local health authorities, and the Rapid Alert System for Food and Feed). Our objective is to complete this classical toxicovigilance activity through the automated detection of unexpected or unusual events in order to identify precociously signals representing potential threats for public health. To reach this objective, the inventory of surveillance and detection methods of unexpected events is necessary.METHODS: A literature review was conducted via Scopus(®) and Pubmed(®) databases, completed with grey literature and data available on worldwide vigilance systems' websites.RESULTS: The most commonly used methods are disproportional measures in the field of pharmacovigilance, some of which are subject to a routine detection at regular time intervals. Criteria of signal generation differ from one system to another, which have implemented data filtering strategies before or after analysis, in order to decrease the number of generated signals and improve their priority level. These signals are then transmitted to an experts committee for a clinical and epidemiological evaluation, and at times, for informing the patient's medical records. We also notice an interest in other approaches such as surveillance methods of temporal series or symbolic methods for associative rules extraction between one or more drugs and one or more adverse effects, with the possibility to include other types of variables, such a demographic data. The developments of probabilistic-based algorithms have also been recently developed, opening new opportunities.CONCLUSION: These surveillance and detection methods are of high interest for the automated detection of signals from the French toxicovigilance network. The initial step to developing these methods consists in studying the statistical quality of data and targeting the needs and expectations of the toxicovigilance network for what we want and what we can detect.

Unknown outside the Asian jungles almost fourty years ago, the tiger mosquito Aedes albopictus, vector of several human pathogens, is now established across the 5 continents, including in urban areas. In France, a national plan for surveillance of dengue and chikungunya is active, and some autochthonous cases of transmission have been reported recently, underlying the present risk of transmission in areas where the mosquito is present. Probably first introduced in the Rhône-Alpes area via road transport, Ae. albopictus is since 2013 considered present and active in 5 on 8 departments. For the surveillance purposes, it is now a question of identifying areas suitable for this mosquito and how these areas could be colonized. Thus, the aim of this study is to build maps of susceptibility of Ae. albopictus presence in the Rhône-Alpes area by a modelling approach combining knowledge on both the climatic and environmental determinants for establishment., Inconnu en dehors des jungles asiatiques il y a encore quarante ans, le moustique tigre Aedes albopictus, vecteur de nombreux agents pathogènes humains, s’est désormais établi sur les cinq continents, y compris en ville. En France, il fait l’objet d’un plan national de surveillance de la dengue et du chikungunya et plusieurs cas de transmission autochtones ont été reportés récemment, soulignant ainsi la réalité du risque de transmission dans les zones où ce moustique est implanté. Probablement introduit en région Rhône-Alpes via le transport routier, Ae. albopictus est considéré comme présent et actif dans cinq des huit départements depuis 2013. Il est aujourd’hui question d’identifier les zones favorables à son implantation et comment la colonisation vers ces zones pourrait se faire. Ainsi, l’objectif de notre travail est de construire des cartes de susceptibilité de présence d’Ae. albopictus en Rhône-Alpes par modélisation combinant à la fois les connaissances sur les déterminants climatiques mais aussi environnementaux de son installation.

Depuis 2003, le Vietnam connaît l'incidence d'influenza aviaire hautement pathogène la plus élevée d'Asie. La transmission du virus influenza entre volailles se produit à l'occasion de nombreux contacts qui ont lieu au sein des réseaux de distribution. Notre objectif est de modéliser la dynamique de ces flux de volailles à l'échelle d'un réseau communal d'une province du Nord du Vietnam à partir de données recueillies sur place, et de développer une modélisation de la propagation du virus influenza forcée par la dynamique des flux. Les résultats de simulation montrent comment évoluent les quantités de volailles au cours du temps sur une période de 2 ans. Nous visualisons la plasticité du système (population de volailles au sein d'un réseau) face aux évènements perturbant les flux d'échanges.

We present a thinking on the concept of relational networks applied to the french national occupational disease surveillance and prevention network (R\'eseau National de Vigilance et de Pr\'evention des Pathologies Professionnelles, RNV3P). This approach consists in searching common exposures to occupational health problems.
