- Abstract
Within the article, the essence of the category “digitalization” and its defining features are considered. The analysis of genesis of digitalization is carried out. A study of scientific interpretations of this definition is carried out, in particular, the integral, network, process approaches, as well as the socio-technical approach are allocated. The author’s vision of the essence of the category “digitalization” is formulated, under which it is proposed to understand the process of integration of digital technologies into business processes of entrepreneurial structures of digital ecosystems, which cause qualitative transformational changes. It is determined that digitalization is the main direction of the development of modern society, which affects all spheres of its functioning and development. The advantages and disadvantages of the development and application of the digitalized business entities are also highlighted. It is established that introduction of the latest technologies allowed increasing the competitiveness level for the producers of goods and services; strengthening the role of intellectual level, and hence the importance of a person as a specialist, the need to continuous development of the competencies and advanced training of the personnel; individualize labor, provide new opportunities for creativity; increasing the speed of attracting additional financial and other resources due to rapid communication and “absence” of borders; stimulating the development of the international trade of goods and services; promoting the emergence of new types and forms of employment. New risks and threats posed by digitalization and related processes are also identified. The main risks associated with the increased likelihood of interference by external parties in the activities of business entities, the need for the specialized equipment, and inability to use certain technologies due to the specific regulations of the country. The need to attract highly qualified specialists reduces the ability of small businesses to develop using the latest technologies, and the risks associated with the emergence of new forms and types of employment excluding the required adaptation of the tax and labor legislation pose possible threats to all participants in the labor process. Digitalization in Ukraine is at a fairly high level due to the development of the high-speed mobile Internet and constant emergence of new services, but through full digitalization, it is necessary to increase coverage of the high-speed Internet in Ukraine and to promote digital services more widely in different segments of the population. - Abstract
The article is devoted to the analysis of methodological aspects of the study of the right to access to information in the context of modern communicative practices. The necessity of identifying and substantiating the most applicable methods for research is determined. It is emphasized that the methodology of scientific research appears as a certain «code of laws» of scientific knowledge, which consists of two blocks of methodological knowledge - theoretical and worldview concepts and a system of methods of knowledge of different levels. Based on the analysis of doctrinal sources, the author followed the understanding of the concept of legal methodology, method as a research tool. The importance of determining the methods of scientific research as one of the primary theoretical and applied tasks has been established. The influence on the choice of scientific research methods (both general scientific and special scientific) of the subject of research (to determine the share of techniques within the method) and features of the object (to determine the range of techniques within the method) was monitored. The article clarifies the possibilities of general scientific methods of researching the right to access to information in the context of modern communicative practices, in particular methods of general logic, such as analysis and synthesis, deduction and induction, abstraction and generalization, as well as classification. The author considered the most applicable historical-legal, comparative-legal (comparative), hermeneutic (hermeneutic-legal) and formal-dogmatic (legal) methods for research. The author concluded that an important factor in the success of modern legal research is the use of an effective methodological toolkit, which depends on the quality of scientific results, their reliability and practical significance. Collectively, the analyzed methods make possible a comprehensive theoretical and methodological study of the right to access to information in the context of modern communication practices. The chosen methodology determines the research strategy, the system of applicable methods, as well as their importance and distribution of roles in obtaining and processing research materials. This paper is based on an ongoing project on Diversity, Inclusivity, Accessibility in Digital Scholarly Editing (DIA-DSE) and in our view it should be seen as a place of critical assessment of existing digital scholarly editions (DSE) and discussion for future developments and improvement. Our idea is the result of a bigger initiative based at the University of Verona (Italy) on the topic Inclusive Humanities: Perspectives of Development in Research and Teaching Foreign Languages and Literatures [1]. In its essence it tries to respond to some of the goals envisaged by globally relevant agendas and strategic plans which put in the foreground the challenges posed by our time and focuses on the idea that a knowledge society like ours needs to develop an open model of science. This novel model pleads for an accessible science and through innovative methodologies seeks to involve wide, inclusive and diverse agents, contents, and targets into the scientific discourse. In this context, our aim is to investigate from the perspective of Diversity, Inclusivity and Accessibility (which we call by the acronym DIA) a traditional field of study, that is philology and textual criticism, in its very ultimate development: Digital Scholarly Editions (DSE). The field of DSEs raises nowadays the following questions: Do DSE projects consider Diversity, Inclusivity and Accessibility? If so, how much and how do they do this? To try to provide an answer, in the context of DIADSE project we will build a corpus of existing resources and we will try to assess their DIA degree according to different parameters. In the long term, after data collection and analysis, a ranking of diverse, inclusive and accessible resources will be defined. These results will be followed by a survey that will be disseminated among the scholarly community and users, with the objective engage in an open critical discussion, to raise awareness and to gain suggestions for the creation of DIA-DSE guidelines that will be published and promoted at the end of the project. One of the priority tasks facing us is the development of a knowledge society, a knowledge economy and its component, a creative economy, in Azerbaijan. The development of museums in the republic, the widespread use of modern technologies in the work of domestic museums, the implementation by museums of projects aimed at educating the population, providing cultural leisure and, at the same time, attracting additional financial resources - all these tasks are of particular relevance. Along with the collection, storage, study and demonstration of museum objects, one of the areas of activity of museums is educational activities. In a period of constantly growing information flow, society needs comprehensive and accessible information. Museums are indispensable sources of such information. At this stage, it is necessary to conduct monitoring in order to find out the current state of affairs in this area, and to develop a unified concept for determining the prospects for the development of museums. DIRECT democracy ,ARTIFICIAL intelligence ,INFORMATION society - Abstract
Democracy stands as the cornerstone of our modern world and current achievements; however, its present foundation was laid mainly in the 18th century, a time marked by slavery, widespread conflicts, imperialism, significant illiteracy, lack of advanced technologies, etc. While the global landscape has evolved, democratic institutions have not progressed simultaneously. Integrating artificial intelligence into our lives, alongside the practical implementation of direct democracy, provides a glimpse of potential enhancements that might propel us to a new level of governance--a vision articulated by A. Toffler and other thinkers. These enhancements could significantly boost societal knowledge, bringing us closer to the emergence of a knowledge society both chronologically and conceptually. On the other hand, AI systems pose risks to democracy, including limiting our free will and creating digital slavery. The trajectory of our progress depends on the decisions we make today. These issues are the focus of the paper's comprehensive and pragmatic analysis. [ABSTRACT FROM AUTHOR]

In an era marked by generative AI, widening inequality, and information overload, librarians with LIS training find themselves at the forefront of a changing landscape. The traditional paradigm in academia is challenged by new technologies and social shifts, prompting a reassessment the librarian's role as a public leader. This article discusses three perspectives on these issues, placing them within the larger conversation of the LIS field. Dr. Norman Mooradian lays the groundwork for a paradigm shift by exploring the intersection of knowledge and ethics in a knowledge economy. Boheme Morris delves into the complexities of inequality within the high-tech knowledge economy, challenging the efficacy of the "access doctrine." Sarah Wilson's research emphasizes the need for diversity, equity, and inclusion in knowledge access, and sounds a clarion call for library services to do more in the furtherance of DEI. What can a study of "data" contribute to our understanding of early twentieth-century literary culture and how can data aesthetics help to explicate the seemingly obtuse style of writer Ronald Firbank? This article addresses both of these questions by considering the forms and function of data in Firbank's writings. It argues that Firbank's characteristic camp and elusive style can be understood as an examination of the information economy in which he was living, an economy that traded in flattened forms and decontextualized data. The origins of the information and digital age can be traced to Norbert Weiner's wartime document "Yellow Peril," a yellow-bound book of "perilous" statistics introducing his eventual science of prediction (cybernetics). This essay situates the emergence of "prediction science" alongside the growing sentiment of Japanese "unpredictability," two corresponding experiments in perception in 1942. It also examines sculptor Isamu Noguchi's blueprints to transform Poston War Relocation Center into a garden. Highly visible, orderly, and physical, a garden was the externalized proxy of Japanese interior desires, historically aligned with information's foundational premise of unpredictability and chaos. Through the case of Asian racialization, this essay contends that the historical formation of the information age is embedded within the historical formation of racial liberalism. Introduction. The development of new information technologies makes corrections not only in science, but also in the media space. In the era of information globalization, the development of cross-media, in the era of information wars and the formation of new information and political communities, the problem of determining compromises between the functioning of civil society and media institutions has arisen. Relevance and purpose. The relevance of the research is outlined by studying the changes taking place in Ukrainian journalism. The goal is to determine the role and place of the mass media in social and political institutions as factors in ensuring the democratic and political rights and freedoms of citizens. Methodology. The methodological basis of the article is a combination of general scientific methods and special methods and approaches. The processing of the source base was based on the application of analytical-synthetic, logical methods, which helped to formulate a system of initial theoretical propositions, principles of selection, analysis and generalization of the research material. The methods of comparative-historical, analytical, interdisciplinary analysis and synthesis are also applied. Empirical research was conducted by the survey method. The results. The development of Ukrainian journalism in the new period of history is difficult, as there is a «persecution» of journalists and obstruction of their activities. In the current period of «clanization» of the Ukrainian media, there is a return to censorship and the transformation of pro-government mass media into means of propaganda, and the appearance or restoration of censorship in Ukraine at the beginning of the 21st century. depends on a number of events in recent history related to the actions of the government, the weakness of civil society, the absence of the rule of law, economic instability, the absence of a middle class, and the presence of a shadow sphere of politics and economics. Conclusions. The new world order in the information space creates new threats: the threat of distortion of the communication process in society regarding the perception of information; the threat of political control; the threat of new opportunities to manipulate public opinion. - Abstract
The article is devoted to the analysis of the information society problem in the context of the philosophical and anthropological approach. The purpose of the study is to carry out a philosophical and anthropological reflection on the phenomenon of the human being of the information age through the prism of the system of concepts of the information society. The use of the anthropological principle as the basic principle for understanding the human phenomenon meets the challenges of the digital age. Human perspectives in the digitalized world are an important research task that will help answer the question of what an anthropological subject is in the twenty-first century and whether it remains exclusively anthropological. Based on the results of the study, it can be concluded that economocentric concepts are clearly conceptually insufficient. In addition, the vast majority of concepts of the information society are neo-enlightenment: the increasing role of information in socio-political and economic life is perceived as a positive factor that contributes to the improvement of relevant social subsystems, the realization of the principle of justice, since information is an inexhaustible resource. However, the "dark side" of the information society is somewhat less emphasized, where the use of information technologies becomes a tool for committing crimes. An important feature of the information society is the transformation of traditional social structures towards networked ones. On the one hand, this trend is positive, as it helps to reduce the level of social tension, due to the fact that a person of the information age is actually socialized in a variety of microsocial network communities. At the same time, it contributes to the formation of a "split personality", a kind of "network schizophrenia", when a person loses the integrity of his or her self-image, as he or she is constantly making a kind of multi-self-presentation. The human being of the information age is an extremely complex and contradictory phenomenon, the philosophical and anthropological reflection of which requires recourse to the conceptual apparatus of the information society theories. Human perspectives in the digitalized world are an important research task that will help answer the question of what the anthropological subject is in the twenty-first century and whether it remains exclusively anthropological. INTERNET security ,INFORMATION society ,ECONOMIC development ,SOCIAL change ,QUALITY of life - Abstract
Modern theories of intelligence have developed from the observation that the person, throughout life, is in constant development. In order to be successful, certain conditions must be met. These conditions for achieving success in life depend on the skills that are formed during formal education, or at least should be pursued as goals, beyond the disciplines. In a current information society, the quality of life as well the perspectives of social change and economic development depend on information and its exploitation, especially in the institutional field of managing computer applications for the absorption of European funds, becoming a matter of national importance, with critical values for national security, characterized by the state of economic equilibrium. Scientific knowledge and information are of particular importance in the global information society by: supporting innovation through technology, promoting economic development through the use of emerging technologies, making decisions efficiently and transparently at government level. The implementation and use of intelligent technologies have a decisive role in the development of the degree of digitization of public services through non-refundable funding from European funds and the National Recovery and Resilience Plan. The reinvention of the government can be transformed into a reality through the digitization and computerization of the public administration, assuming the modernization of the infrastructure through specific sources of funding, such as European funds, ensuring security through advanced cyber protection and defense capabilities against possible vulnerabilities, risks or cyber-attacks. Achieving performance within the public institution requires an increased concern for innovation, creativity and change. [ABSTRACT FROM AUTHOR]

SOCIAL reproduction ,SCIENTIFIC literacy ,INFORMATION society ,TEST scoring - Abstract
Bourdieu's sociological concepts and approach are well suited to capture and interpret the new phenomena of the information society. The present paper shows how these concepts and notions have been applied in recent literature, both theoretically and empirically. We focus on the notion of digital capital, which is considered a new factor in the process of Bourdieu's cultural reproduction concept. Thus our starting point is that status in digital inequalities, and thus digital capital, plays a significant role in determining educational inequalities and school performance. We illustrate this hypothesis by analysing data of PISA 2015 from Hungary, namely the impact of different dimensions of ICT use on test scores in mathematics, reading literacy and science. Our results suggest that digital capital plays a crucial role in shaping educational inequalities, but that the effects vary across dimensions of digital inequalities and ICT use. Multi-input multi-output and non-orthogonal multiple access (MIMO-NOMA) Internet-of-Things (IoT) systems can improve channel capacity and spectrum efficiency distinctly to support real-time applications. Age of information (AoI) plays a crucial role in real-time applications as it determines the timeliness of the extracted information. In MIMO-NOMA IoT systems, the base station (BS) determines the sample collection commands and allocates the transmit power for each IoT device. Each device determines whether to sample data according to the sample collection commands and adopts the allocated power to transmit the sampled data to the BS over the MIMO-NOMA channel. Afterwards, the BS employs the successive interference cancellation (SIC) technique to decode the signal of the data transmitted by each device. The sample collection commands and power allocation may affect the AoI and energy consumption of the system. Optimizing the sample collection commands and power allocation is essential for minimizing both AoI and energy consumption in MIMO-NOMA IoT systems. In this paper, we propose the optimal power allocation to achieve it based on deep reinforcement learning (DRL). Simulations have demonstrated that the optimal power allocation effectively achieves lower AoI and energy consumption compared to other algorithms. Overall, the reward is reduced by 6.44% and 11.78% compared the to GA algorithm and random algorithm, respectively. [ABSTRACT FROM AUTHOR]

In the present age of information, images contain sensitive and confidential information. It is essential to protect confidential images from unauthorized access and modification. Image encryption is a well-accepted solution to this problem. In this article, we have proposed a non-chaotic image encryption method. This work defines a new type of scan pattern using Bezier curves. The curves are defined over the image space to i) access the pixels, ii) define the permutations, and iii) define the S-Boxes. The present method is faster and is efficient for any grayscale image. The current method is robust against different attacks. The proposed method is as efficient as state-of-the-art methods, and this indicates that the proposed work can be used as a module in various applications. [ABSTRACT FROM AUTHOR]

The article examines the problem of interdependence of post-industrial society and the level of education based on the study of scientific and periodical sources. The meaning of the concept of "smart education" is clarified, its main elements are described. Studying the development of smart education in different regions of the world, conclusions are made about the impact of economic inequality and objective negative processes such as war. On the other hand, if previously weaker states involved the elements of intelligent education at a slow pace, today the acceleration of this pace is dictated by the objective world situation. The topicality of the topic is confirmed by the global focus on education problems, since today the crisis demonstrated the practically underdeveloped mechanism of smart education in all countries, which in difficult conditions was the most unbalanced, and in some regions was absent at all. The practical significance of the article is that the conclusions about the application of neuroscientific analysis of smart technologies, especially foreign ones, can be used in the smart concept of our country. Traditional culture is a symbol of a country's existence and history. The external dissemination of traditional culture is the key to expanding the country's influence and enhancing the country's international image. The external dissemination of culture also poses a potential impact on the country's economy and development. In the context of the information age, the dissemination of Chinese traditional culture is attached great importance. The culture of the Forbidden City, from self-construction to borrowing, from online to offline all-media communication channels, unique and novel cultural and creative products and a young brand image provide it with a unique means of communication. The dissemination of the Forbidden City culture is of positive significance to the demonstration of cultural confidence and the innovation and development of culture, and it can be used as a typical case of the dissemination of Chinese traditional culture. Big data technology analyzes the research object through the process of data collection, data screening and data processing, combined with various data analysis tools, and the ultimate goal is to obtain favorable results for the analyst based on the analysis. The use of big data technology in cultural communication research has gradually become the focus of current scholars. This paper takes the Forbidden City culture as the research object, analyzes the current situation of the foreign communication of the traditional culture of the Forbidden City, puts forward the dilemma of the current external communication of Chinese traditional culture based on the current situation, summarizes the problems and reasons of traditional cultural communication, and designs corresponding solutions combined with big data technology. Through the data simulation of Chinese traditional cultural communication using big data solutions, it is found that the demand satisfaction, cultural benefits after cultural communication, and the direction of cultural influence have all improved after analyzing the user's individual needs combined with big data technology. INFORMATION society , *WIRELESS communications , *ENERGY harvesting , *DEEP learning , *TIME management , *RADIO frequency , *MOBILE communication systems - Abstract
Internet‐of‐things is an enabling technology in the fourth‐generation industrial revolution. The freshness of the data sent by a sensor node (SN) is an important parameter in the Internet‐of‐things, unlike the throughput in cellular communications. A relatively new performance metric named age of information (AoI) is used in this paper to quantify the freshness of the data. The SN, located in the transport infrastructure, harvests energy from radio frequency signals transmitted by the FD‐UAV. This is used to transmit real‐time sensor observations to the data sink via FD‐UAV. The SN generates an update after replenishing the battery and transmits it by using the harvested energy. A closed‐form expression for average AoI is derived as a function of time allocated for energy harvesting. The optimal time allocation for energy harvesting that maximizes the freshness of data update is identified. A deep learning technique namely long‐short term memory is used to predict the average AoI. Simulation results demonstrate the usefulness of the performance bounds in terms of the freshness of data updates. [ABSTRACT FROM AUTHOR]

This article proposes a framework to analyze realignment processes in countries that transition from industrial to knowledge societies. It characterizes the electorate in terms of two traits that are main predictors for attitudes in a two-dimensional policy space of economic and noneconomic issues: income (low vs. high) and education (low vs. high). The framework divides the electorate into four groups—based on the interaction of these two dichotomized traits—and predicts how and when the voting propensities of these four groups change over time. Using a wide variety of data sources, the article tests hypotheses regarding changing voting behavior of education-income groups, as well as cross-national differences across twenty-one rich democracies. The Covid-19 pandemic illustrated that today's political control mechanisms of global risks demand international collaboration on various levels and between various actors. Journalism has a pivotal role to play for global governance as an early warning system in the knowledge society. The paper provides a qualification of potentials and ambivalences of global media interdependence in global crisis by analysing if and how the German press treated other countries as better practice models. A special emphasis is given to a comparison between the coverage of global actors (WHO), European (Portugal, Italy) and Asian countries (South Korea, Taiwan), which developed successful practices during the Covid-19 pandemic, which deserved to be considered as best-practice models. The paper reveals moments of reflexive media interdependence but also highlights the limits, which are pronounced in a gap between North-North and North-South relations in both amount and depth of policy coverage and stereotypical constructions in lifeworld coverage. MULTISPECTRAL imaging , *IMAGE compression , *FEATURE extraction , *DEEP learning , *BINARY sequences , *INFORMATION society - Abstract
The advent of the information age and the continuous development of spectrum imaging technologies have both triggered an explosion of multispectral image information data. Hence, image data need to be compressed first no matter transmitting or storing information. This paper designs an end-to-end compression algorithm based on spectral–spatial domain feature leaning (SSDFL). SSDFL consists of dual branches: one to obtain spectral features by Bi-ConvLSTM, and the other for spatial feature extraction via residual multiscale depth-wise convolutions (RMDCs). The attention mechanism is conductive to ulteriorly fuse features. The encoder with SSDFL serves to extract important features from multispectral images and decrease their size to 1/8 of its original size. After decreasing dimensions of images, the quantizer turns the latent floating-point characteristics into integer data. The following phase utilizes lossless entropy coding to execute coding on the integer input and estimate the bitstream. The rate-distortion is added to the training process in order to jointly optimize the image bitstream and loss. The decoder is nearly symmetrical to the encoder to restore high-quality images. Two datasets from the WorldView-3 and Setinel-2 satellites are adopted in experiment with PSNR, MS-SSIM, SS, and MSA as evaluation indexes. Corresponding results prove that the performance of the proposed approach is superior to that of traditional compression algorithms 3D-SPIHT and JPEG2000. In addition, compared with deep learning compression methods CNN-based, ConvGRU-based and Partitioned, the suggested method still outperforms at various bitrates. [ABSTRACT FROM AUTHOR]

PUBLIC administration ,MODERN society ,DIGITAL transformation ,PUBLIC officers ,PUBLIC sector - Abstract
Today, digital transformation covers all areas of human activity, including the public administration sector. At the same time, the effectiveness of reforms in this area largely depends on society's digital competence, which determines people's ability to use innovative products and services. The study aims to analyse the impact of society's digital competence on developing e-government as a component of digital public administration. The study used statistical analysis, correlation analysis, and multivariate regression analysis. It was found that there is a significant or high correlation between the level of the population's digital competence and the development of e-government. Assessment of the impact of separate indicators characterising the citizens' digital competence on the E-Government Development Index (EGDI) revealed that approximately 74.54% of the variation in this indicator can be explained through the used independent variables, namely, "Digital Skills among Population", "Global Science and Technology Skills" and "E-Participation Index". The novelty of the research is to quantify the impact of citizens' digital competence on the level of e-government development in European countries. Government officials can use the results to further develop strategies and measures to improve digital public administration. [ABSTRACT FROM AUTHOR]

Artificial intelligence (AI) has become a reality of our lives and is used in all fields of human activity. An important problem associated with AI and actively being developed in science and culture today is the problem of potential threats that in the understanding of people come from it. The main social dangers, or threats to society according to members of society, generated by AI, are the threats of unemployment, cybercrime, cyberterrorism, cyberwar, the enslavement of people by machines and their physical destruction of humanity. Since the reasons for the emergence fear of computers in the public consciousness are objective (knowledge of the harm already caused to people by technology related experience) and subjective (psychological characteristics of a person), these fears can only be called only partially true.

The rapid development of information science and technology has significantly enhanced people's quality of life. Electronic products are now indispensable in both professional and daily contexts. However, there exists a segment of the population who suffer from movement disorders and diseases, limiting their ability to benefit from the convenience offered by technological advancements, especially in utilizing computer-based electronic products. Eye-tracking technology has emerged as a promising interactive method to address this challenge. However, the current mainstream eye-tracking applications (e.g., Windows' built-in Eye Control software) exhibit limitations or insufficiency in terms of operation accuracy and user experience. To resolve these issues, this paper proposes a concise and user-friendly method based on eye-tracking technology to assist individuals with movement disorders in utilizing computers. The user experiments show that the present solution overperforms Windows' built-in function. This approach offers a cost-effective and easy-to-learn solution, enabling this specific population to regain interactive control over computers and reintegrate into the modern information society.
