In the Russian historical science there are almost no studies devoted to propaganda, mass cultural and educational activities of the Department of Plenipotentiary of Soviet Union on repatriation of Soviet citizens amongthe Soviet displaced persons duringthe Great Patriotic War and after it. The article analyzes the propaganda, mass cultural and educational work of the Administration of the Plenipotentiary of the USSR Council of People’s Commissars, political organs, the administration of collecting-transfer points and collection camps in 1944–1946. Special attention is paid to the identification and analysis of the forms and methods of political and educational work with repatriates, its difficulties and shortcomings.

The Reverse Flow: A First Geographical Overview of Returning Italians. By historical tradition, the emigration of compatriots is a structural phenomenon. However, as the number of expatriates increases over the last fifteen years, an objectively new fact becomes increasingly evident: a progressive growth of repatriations. Starting from an examination of the geographical literature on the subject, this contribution presents an initial geographical reflection on the areas of origin and the places of new residence of Italians who have returned in recent years, disaggregating the available statistical data (registry entries from abroad of Italian citizens made available by ISTAT and AIRE data provided by the Ministry of the Interior) at a provincial level.

Topics include the new requirements for museums and agencies to consult with tribal nations, the shift in deference towards Indigenous Knowledge over professional archaeology, and the potential challenges in balancing research needs with the sacredness of repatriated materials.

University-based anthropology museums are uniquely positioned to pursue nuanced decisions concerning the disposition of collections in their care, setting best practice for the field. The authors describe a three-staged approach to repatriations that they led during their concurrent service as head of cultural policy and repatriation (Jordan Jacobs) and director (Benjamin Porter) of the University of California, Berkeley’s Phoebe A. Hearst Museum of Anthropology between 2015 and 2019. Examples involving human remains and cultural objects from Australia, Canada, Democratic Republic of the Congo, Iraq, Japan, Mexico, Panama, Peru, Saipan, Senegal, Vanuatu, Venezuela, and South Carolina in the United States demonstrate the benefits of transparency, open communication, and rigorous investigation of provenance and provenience, which may or may not lead to transfer based on the criteria and priorities of potential recipients. This article also provides a history of the Hearst Museum’s Cultural Policy and Repatriation division, which was disbanded in 2021.

This article examines the making of "refugees" in post-liberation South Korea (1945–1950). It shows that refugees were produced as a recognized social group through various institutions that coordinated their movement and engaged in care work, including the U.S. military, grassroots relief societies, and organs of the nascent South Korean government. After August 1945, millions of repatriates from Japan, Manchuria, and other parts of the Japanese empire "returned" to Korea. They were joined by migrants from the Soviet-occupied North. These sudden and simultaneous movements had profound demographic and social consequences for the South. The influx of refugees resulted in a near twenty-percent increase in the South's population and captivated the attention of the public and U.S. occupation forces, which came to see refugees as a critical foreign policy question. Problems wrought by colonial-era war mobilization, postwar shortages, division, and occupation were visibly reflected in the refugee population, especially in Seoul, where they formed communities. The neediest subset of refugees became the new indigent class of the South. Through a focus on refugees and institutions of care, this article places South Korea in broader post-WWII history and eschews the ideological binaries of the Cold War that has guided much of historical scholarship on the period. Among the pressing issues facing Australian and other First Nations peoples is the repatriation of the bodily remains of their ancestors, which are currently held in Western scientific institutions. The success of securing the return of these remains to their communities for reburial depends largely on locating information within scientific and other literature published between 1790 and 1970 documenting their theft, donation, sale, or exchange between institutions. This article reports on collaborative research by data scientists and social science researchers in the Research, Reconcile, Renew Network (RRR) to develop and apply text mining techniques to identify this vital information. We describe our work to date on developing a machine learning-based solution to automate the process of finding and semantically analysing relevant texts. Classification models, particularly deep learning-based models, are known to have low accuracy when trained with small amounts of labelled (i.e. relevant/non-relevant) documents. To improve the accuracy of our detection model, we explore the use of an Informed Neural Network (INN) model that describes documentary content using expert-informed contextual knowledge. Only a few labelled documents are used to provide specificity to the model, using conceptually related keywords identified by RRR experts in provenance research. The results confirm the value of using an INN network model for identifying relevant documents related to the investigation of the global commercial trade in Indigenous human remains. Empirical analysis suggests that this INN model can be generalized for use by other researchers in the social sciences and humanities who want to extract relevant information from large textual corpora. Researchers from institutions of higher education who conduct studies in the Caribbean often rely on local knowledge and support to produce scientific publications that could inform resource management. However, such research remains largely inaccessible to local communities because of the proprietary nature of the current knowledge ecosystem in academia. This commentary proposes knowledge repatriation as a means of advancing decolonial research efforts within higher education. First, we highlight the intersecting features of epistemic and environmental (in)justice with examples from the Caribbean context and discuss how knowledge repatriation efforts can counter extant environmental and epistemological exploitative practices. Second, we identify how academic institutions are specially positioned to challenge traditional research practices and advance knowledge repatriation. This article examines the experiences of "residual" Liberian refugees in Nigeria, individuals who remained in their country of asylum after the UNHCR terminated their refugee status. This study explores how the diverse interpretations of home and flight contribute to their decision to "stay" rather than opt for voluntary repatriation. In the context of transnationalism, the concept of simultaneity, where individuals feel a sense of belonging in both their home country and their host nation, underscores the need to consider the dynamics of movement and attachment in both places, and how these connections evolve over time. However, the idealisation of home as an unchanging and secure haven can result in flawed policy decisions that overlook the fact that many refugees have been displaced precisely because their homeland is no longer safe. The findings shed light on the aftermath of cessation, which might place "residual refugees" in a precarious position where they must navigate the intricate interplay between agency and constraint without state protection. This article offers a broader perspective on their ability to manoeuvre within these confines, balancing between two aspects: legal status and social leverage as responses to their precarious legal situation and transitional efforts to establish new homes. In 1991, Armenia gained independence, signaling a new chapter in its history. However, the journey towards nation-building faced significant challenges. Despite the anticipation that independence would catalyze the repatriation of the Armenian diaspora and foster a renewed commitment among citizens to contribute to their homeland, the reality has been starkly different. New geopolitical shifts and socio-economic situation have resulted in substantial emigration, a demographic crisis, and depopulation, casting a shadow over the nation's 33-year independent existence. While there have been periods of socio-economic stabilization, particularly since 1995, and improvements in living standards, Armenia remains ensnared in depopulation and economic stagnation. Against this backdrop, the settlement patterns in Armenia have evolved significantly. This article delves into the features, challenges, and spatial differences of this phenomenon, supported by a thematic map illustrating the changes in Armenia's settlement patterns. Research findings underscore a distinct territorial polarization driven by ongoing processes, presenting an existential challenge that demands comprehensive regional policy solutions. Furthermore, the article examines specific facets of regional policy geared towards mitigating the polarized territorial development in Armenia. It advocates for a multifaceted approach that not only embraces typological considerations but also emphasizes the importance of territorial zoning and the implementation of tailored, territorially differentiated policies. In conclusion, addressing the issue of polarized territorial development necessitates a holistic strategy that incorporates territorial zoning and differentiated policies. The insights gleaned from these studies serve as a crucial foundation for devising strategies to mitigate polarized development, delineate territorial zones, and implement targeted territorial policies. This paper investigates how returnees' repatriation speed and irregularity affect FDI knowledge spillovers. Using a unique dataset of high-tech Chinese firms located in Zhongguancun Science Park in Beijing from 2007 to 2013, we find that returnees are vital in improving local firms' absorptive capacity and disseminating FDI externalities. Our empirical results show that returnees' high repatriation speed positively contributes to the local absorption of FDI knowledge spillovers, whereas repatriation irregularity dampens it. This research highlights the time-based attributes of returnees' repatriation as a new factor of absorptive capacity when learning from FDI knowledge. It thus provides a more integrated viewpoint on the relationship between returnees and FDI spillovers. Our findings have important implications for policymakers and practitioners. Repatriation as pedagogy is a prompt for thinking through the relationships that repatriation makes possible and the transformative practices that repatriation teaches us are necessary for the future. We understand repatriation in its most expansive sense to include a process of returning Indigenous ancestors, culturally significant belongings and relations, language materials, representations of culture, data, and biological specimens. Moving beyond what repatriation is or does to what repatriation requires us to acknowledge and change, we begin by discussing what repatriation is a response to and the relationships that have been activated, energized, and rebuilt through repatriation projects. Our central argument is that repatriation is pedagogy for the academy. Centering Indigenous ontology, it opens new futures in previously underconsidered ways, especially our obligations, responsibilities, and relationships in research. Through three repatriation case studies that connect relations in arts, ancestors, and the digital, we link pasts with presents and futures to demonstrate that repatriation presents multiple opportunities for learning about research practices. These cases demonstrate that change is possible, even within contexts that have deep histories of research furthering violent colonial technologies of rule. The purpose of this paper is to study about repatriation of Foreign Terrorist Fighters (FTFs) to Indonesia who went to Syria by analyzing the factors such as risk of involving in terrorist attacks in Indonesia, which are influencing Indonesia's refusal and its implications on a state's counterterrorism efforts. The present study is carried out using qualitative research method and the data collected from secondary sources including research articles, newspapers and books related to the FTF phenomenon. To address this issue, the Indonesian government is considering a strategy to minimize negative consequences from the return of Indonesian individuals associated with terrorist activities from overseas. The results show that the Indonesian government has calculated the benefits and drawbacks of either returning foreign terrorist fighters' home or not. In the process, the government ultimately decided against the FTFs' repatriation, citing the need to safeguard millions of people's security from the danger of terrorism as a national priority for Indonesia. It concludes that the accepting repatriation of FTF by Indonesia would support human rights efforts in giving them fair trials if they have committed crimes and it will prevent them from being stateless. Over 12,000 Haida belongings and 500 Haida ancestral remains were collected and locked away in museums at the height of colonization in the late 1800s to early 1900s. It has been my lifelong quest to undo the colonial harm done to my Ancestors and their belongings. This study investigates media coverage of Afghan refugees by English-language media in Pakistan and explores how coverage is shaped by a shift in the political stance of the Pakistani state and establishment towards Afghanistan. The author examines how Afghan refugees, their forced repatriation from Pakistan, and the subsequent conflict between Pakistan and Afghanistan were framed in both long-form and short-form media coverage over three years. Using Galtung's Peace and War Journalism Model to inform the Critical Discourse Analysis, this study finds that conflict-escalatory frames dominated media coverage, and media stance changed over time to reflect state policy on the forced repatriation of over three million Afghan refugees in Pakistan. Findings reveal that the coverage in all four publications was highly politicized and inflammatory, the voice of Afghan refugees was significantly missing from coverage, while the Pakistani government and military elite were predominantly used as news sources. Based on the findings, the author argues that pressures from the Pakistani state and military establishment are key reasons why media coverage of Afghan refugees frequently contained negative frames of terrorism and ethnonationalism. This paper explores the challenges of repatriating poorly documented Aboriginal sacred religious objects from Central Australia. The authors present an overview of historical endeavours to repatriate these objects from Australian domestic museums and the progress of recent returns from international collections. Detailed documentation, including reference to an object's specific relationship to places, people or ancestral stories is critical to ensuring that rightful contemporary Central Australian Aboriginal people can assume care and responsibility for any repatriated objects. The absence of provenance data and any other related collection documentation can therefore greatly inhibit the return of these objects to present-day custodians. Exploring the prospect of returning large numbers of poorly provenanced sacred objects back to Australia, this paper argues that aside from the potential logistical or infrastructure requirements of repatriating these items, the development of Indigenous cultural frameworks and innovations will be critical to any meaningful repatriation outcomes. We examine how cultural distance between sojourners' country of origin and their host country influences their engagement in intercultural exchange upon return. One might expect intercultural exchange to be much harder between culturally-distant countries than culturally-close ones, given that the former vary more in norms or expected behaviors from one's home country. Our novel theorizing, however, leads to precisely the opposite expectations. In particular, we hypothesized that cultural distance between the repatriates' home and host countries would be positively associated with being inspired by the host culture. In turn, this heightened inspiration would predict an increased sharing of knowledge about the host culture upon returning home (intercultural exchange). We combined measurement-of-mediation (Study 1) and experimental-causal-chain (Studies 2–3) approaches to test and confirm these hypotheses in three large samples of repatriates. We first examined whether cultural distance predicted greater intercultural exchange via repatriates' heightened inspiration (Study 1). We then tested the individual links in this postulated causal chain. In Study 2, a quasi-experiment, we examined the causal path from cultural distance to inspiration. In Study 3, we experimentally manipulated inspiration to test its causal effect on intercultural exchange. The article examines instances of de jure and de facto denationalization that arise from (suspected) terrorism by analyzing penal outcomes for affected citizens. The article first exposes cases of de jure denationalization that confine citizens to global spaces and draws parallels with instances of de facto denationalization that deny repatriation from abroad. I then argue that both situations signal state's avoidance of the duty to punish, deviate from conventional penal aspirations and engender volatile global penality. To support this argument, I explore three questions: (1) who punishes, (2) who is punished and (3) what the purpose of punishment is. Considerable research has examined Turkey's discursive governance of the Syrian refugee crisis, identifying the central themes and metaphors in top officials' refugee-related messages. However, since they tend to rely on qualitative analyses based on convenience or purposive samples, prior studies have failed to assess the relative frequency of these themes and fall short of reliably gauging the shifts and continuities in the official discourse on refugees. Moreover, while several studies have noted the growing emphasis on the repatriation of Syrian refugees in recent years, no research has yet explored how the Turkish government has sought to reconcile this with its pro-refugee posturing. This paper addresses these limitations via a mixed methods analysis of 382 speeches President Erdoğan gave from September 2014 through December 2022. Quantitative findings show that Islamist and neo-Ottomanist themes have played a major role in Erdoğan's refugee discourse throughout his presidency. However, since 2018, there has been a sharp increase in Erdoğan's remarks about repatriating Syrian refugees. A critical discourse analysis of these remarks indicates that Erdoğan has appropriated the language of international law and standards on refugee returns so that he can continue to claim the moral high ground while simultaneously advocating mass repatriation of the Syrians. Tens of thousands of U.S. military personnel remain missing in action (MIA). U.S. law requires that our MIAs be accounted for and that the government maintain a comprehensive, coordinated, integrated and fully resourced program dedicated to accomplishing this enormous task. The aim of this paper is to show that there is also a moral requirement. There is a moral duty to repatriate U.S. military personnel, a duty that is grounded in our individual right to self-defense. New Democracy (ND), the centre‐right party founded by Constantine Karamanlis in summer 1974 and currently led by Kyriakos Mitsotakis, scion of a powerful political family, won the twin electoral contest of May/June 2023 with a landslide. The victory was comprehensive both in terms of the votes received—over 40 per cent of those who cast their vote (abstention was over 45 per cent)—and because of the near collapse of Syriza (17.83 per cent) and the weak recovery of the other centre‐left party, PASOK (11.46 per cent). Moreover, far right and conservative parties, three in total, entered parliament, amassing some 12 per cent of the vote. We argue that two interlinked phenomena account for these developments. The first was the eclipse of conditions that created the Syriza phenomenon in Greece (the 2010–15 debt crisis); the second was the lack of a credible programmatic alternative that spoke to the middle classes on behalf of both centre‐left parties. This article examines the repatriation narrative in postwar Japan, with a focus on the works of author Abe K¿b¿. It argues that these narratives, which address a national audience, often fail to fully acknowledge the complicity of Japanese imperialism. The article analyzes Abe K¿b¿'s works, highlighting themes of displacement, borders, and critique of Japanese imperialism. It also discusses the significance of an epitaph/epigraph in Abe's debut work, connecting the narrative to real experiences and anchoring it in the history of Japanese imperialism. The text explores the relationship between reading and writing in Abe's novel "Owarishi michi," as well as themes of love, loss, and identity. It emphasizes the importance of remembering and reconstructing the past, particularly in the context of postwar Japan and its imperial history. The article also mentions the popular repatriation narrative in Japanese literature, exemplified by Fujiwara Tei's "Nagareru hoshi," which assimilates the memory of empire into discourses of national victimhood. It discusses two novels, "Owarishi michi" by Fujiwara Tei and "Kemonotachi wa koky¿ o mezasu" by Abe K¿b¿, and their engagement with repatriation and the legacy of Japanese imperialism. This paper describes the first phase of a Coast Salish Knowledge Repatriation Project being coordinated by the Curator of Indigenous Collections and Engagement at the Museum of Vancouver, within the unceded, ancestral territories of the xʷməθkʷəýəm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) nations. The goal of this knowledge repatriation work is to support cultural revitalization and language renewal through activities that generate learning opportunities for community members. These activities pivot around knowledge that has been lost due to urbanization, forced assimilation efforts, and other colonial activities that may have restricted access to traditional lands and resources, preventing knowledge transmission. This work is about shifting the focus from extractive projects, that benefit external audiences, to one that supports capacity building and cultural renewal within communities. Purpose: The purpose of this study is to examine the question of whether the repatriation adjustment process varies with different combinations of duration and purpose of international assignments. Design/methodology/approach: A multiple-case study within one company was conducted based on in-depth interview data. Findings: The authors find that learning-driven international assignments are more beneficial for career growth and receive better organizational support, as assignees are able to maintain regular communication (visibility) with the home unit. On the other hand, those on demand-driven, long-duration international assignments need to have a closer connection (integration) with employees in the host unit and find it challenging to maintain high visibility in the home unit simultaneously. Originality/value: The authors contribute to existing research by highlighting that demand-driven assignees on longer assignments face greater challenges upon returning home.
