Background: Non-communicable diseases (NCDs) are the leading causes of death worldwide. Systems approaches have potential for creating sustainable outcomes at scale but have rarely been used to support scale up in physical activity/nutrition promotion or NCD prevention more generally. This review aimed to: (i) synthesise evidence on the use of systems approaches in scaling up interventions targeting four behavioural risk factors for NCDs; and (ii) to explore how systems approaches have been conceptualised and used in intervention implementation and scale up. Method: Seven electronic databases were searched for studies published 2016–2021. Eligible studies targeted at least one of four NCD behavioural risk factors (physical inactivity, tobacco use, alcohol consumption, diet), or described evaluation of an intervention planned for or scaled up. Studies were categorised as having a (i) high, (ii) moderate, or (iii) no use of a systems approach. A narrative synthesis of how systems approaches had been operationalised in scale up, following PRISMA guidelines. Results: Twenty-one intervention studies were included. Only 19% (n = 4) of interventions explicitly used systems thinking to inform intervention design, implementation and scale up (targeting all four risk factors n = 2, diet n = 1, tobacco use n = 1). Five studies ('high use') planned and implemented scale up with an explicit focus on relations between system elements and used system changes to drive impact at scale. Seven studies ('moderate use') considered systems elements impacting scale-up processes or outcomes but did not require achieving system-level changes from the outset. Nine studies ('no use') were designed to work at multiple levels among multiple agencies in an intervention setting, but the complexity of the system and relations between system elements was not articulated. We synthesised reported barriers and facilitators to scaling up, and how studies within each group conceptualised and used systems approaches, and methods, frameworks and principles for scaling up. Conclusion: In physical activity research, and NCD prevention more broadly, the use of systems approaches in scale up remains in its infancy. For researchers, practitioners and policymakers wishing to adopt systems approaches to intervention implementation at scale, guidance is needed on how to communicate and operationalise systems approaches in research and in practice. The study aims to know the ruling on forced divorce in Islamic jurisprudence, compared to the personal status system. To reveal his choices and goals. The descriptive and analytical approach was adopted to explain its effect on the occurrence of divorce, the extent of the judiciary’s authority to impose it, and when it is classified as an annulment in jurisprudence compared to the system. The researcher concluded that the Maliki school of thought is the least restrictive of the judge’s authority to effect divorce. As for the Shafi’is and Hanbalis, they restrict its authority to its rhythm, and prefer the side of annulment. To avoid wasting the husband’s credit and violating his private right to it. The system chose jurisprudence that prevents the judge from divorce at all, and distinguished between his authority and the husband’s authority, taking into account what is best for the spouses. The husband is not considered a divorce that he did not consent to, and the wife hastens to remove the harm from her with an irrevocable annulment. [ABSTRACT FROM AUTHOR]

205. What factors are associated with the research productivity of primary care researchers in Canada? A qualitative study.

Background: Research evidence to inform primary care policy and practice is essential for building high-performing primary care systems. Nevertheless, research output relating to primary care remains low worldwide. This study describes the factors associated with the research productivity of primary care researchers. Methods: A qualitative, descriptive key informant study approach was used to conduct semi-structured interviews with twenty-three primary care researchers across Canada. Qualitative data were analyzed using reflexive thematic analysis. Results: Twenty-three primary care researchers participated in the study. An interplay of personal (psychological characteristics, gender, race, parenthood, education, spousal occupation, and support), professional (mentorship before appointment, national collaborations, type of research, career length), institutional (leadership, culture, resources, protected time, mentorship, type), and system (funding, systematic bias, environment, international collaborations, research data infrastructure) factors were perceived to be associated with research productivity. Research institutes and mentors facilitated collaborations, and mentors and type of research enabled funding success. Jurisdictions with fewer primary care researchers had more national collaborations but fewer funding opportunities. The combination of institutional, professional, and system factors were barriers to the research productivity of female and/or racialized researchers. Conclusions: This study illuminates the intersecting and multifaceted influences on the research productivity of primary care researchers. By exploring individual, professional, institutional, and systemic factors, we underscore the pivotal role of diverse elements in shaping RP. Understanding these intricate influencers is imperative for tailored, evidence-based interventions and policies at the level of academic institutions and funding agencies to optimize resources, promote fair evaluation metrics, and cultivate inclusive environments conducive to diverse research pursuits within the PC discipline in Canada. > Context • From an operative constructivist perspective, Luhmann unfolds the guidelines of his theory of cognition. Focusing on how the scientific system reflects, he observes the conditions under which the selective and recursive network of communications, specialized in determining the veracity or falsehood of knowledge, develops in modern society. > Problem • This perspective stimulates several debates that link ontological and epistemological considerations. In order to contribute to these, this article advances the specification of operative constructivism, analyzing the influence exerted on it by an old discussion partner: the analytical realism of Parsons. > Method • This is a theoretical-conceptual work that first addresses the ontological and epistemological approaches underlying the thinking of Parsons and Luhmann, and then contrasts their respective ways of conceptualizing systems, complexity and cybernetics. > Results • Parsons's work is underlined as a precursor of the introduction into sociology of the theories of systems, complexity and cybernetics, a suggestion that finds in Luhmann a follower, who deepens the incorporation of these contributions, but on the basis of conceptualizations of a later generation. At the same time, when the emphasis is placed on the analytical moment of analytical realism, in addition to highlighting another of Parsons's anticipation of operative constructivism, he is appraised as an antecedent of constructivist perspectives on knowledge. > Implications • By virtue of its comparison with analytical realism, the characterization of operative constructivism attends to the main debates it has generated: at the ontological level, it explores the scope of the principle of de-ontologization; epistemologically, it deals with the realism/constructivism tension. The ability of political power to be deployed on several levels of governance is a key element of public administration, insofar as it enables the various needs of the population to be met. However, conflicts of competence, jurisdiction or vision can arise when it comes to articulating these different levels of management or intervention, particularly when policies with a broader scope are applied to local situations, thus proving ill suited to the realities experienced on the ground. This essay, with an example in the province of Quebec, illustrates how the provincial and municipal levels of governance—each with differing visions and objectives—are confronted with dilemmas respecting the constraints imposed by their levels of government. Through a systemic point of view, I show how intertwining systemic levels can produce conflicts since each has its own logic. This is explained with the example of a text-based mediated organization conducted by the "Programme d'appui aux collectivités" (PAC). The essay also identifies some challenges faced by civil servants working at two different levels of government as well as the place of the idea of resilience, and proposes recommendations. These advanced systems hold the potential to mitigate the pervasive energy demand issues plaguing contemporary power supply systems. By expertly addressing these challenges and strategically locating wind power grids, especially in coastal areas with consistent wind flow, the dependable supply of electrical energy can be significantly enhanced, thereby offering an effective solution to the prevailing energy supply challenges of our time. Before the coronavirus pandemic, higher education centers and companies paid little attention to e-learning. The outbreak of the pandemic and the development of digital technologies have caused companies to pay much attention to e-learning. Therefore, companies are looking for the effective use of e-learning tools. The current research seeks to provide a framework to improve the effectiveness of the e-learning system in Hyper Famili chain stores. The current research is applied in terms of orientation and has a quantitative nature in terms of methodology. This study used two Fuzzy Delphi and Marcos methods for data analysis. The theoretical population of the research was managers, experts, and consultants in the field of education in Hyper Famili. Sampling was done as a judgment based on the expertise of experts in eLearning. The sample size was equal to 10 people. Interviews and questionnaires were used to collect data. The questionnaires used in this research were expert and priority questionnaires. In the first stage, 32 factors were obtained through literature review and interviews with eLearning experts. As a next step, these factors were screened by the distribution of expert questionnaires and the fuzzy Delphi method. Ten factors were selected for final prioritization with Marcos. The screened factors were prioritized by distributing priority questionnaires and Marcos. According to the scores, the most important factors have been found. Practical research proposals were developed based on the most prioritized factors. Some practical suggestions of the research were holding a training workshop on the benefits and applications of e-learning for senior managers, considering the appropriate budget for purchasing and preparing the necessary infrastructure in the field of e-learning, preparing strategic and operational documents based on future developments of new technologies in Iran and the world and the use of instructors with electronic teaching skills. This study aims to determine the implementation of the inaportnet system that affects ship services at PT Kartika Samudra Adijaya at Samarinda Port. The method used in this study is qualitative with a descriptive approach. Data analysis is a qualitative approach to primary data through observation, documentation and secondary data in statutory studies, books or literature related to vehicle loading systems on board. Based on research on the preparation of ship arrival, during the ship's arrival in the port area, preparation for ship departure, and when the ship departs, It can be concluded that the new inaportnet system was only implemented in October 2022. In adjusting to the new system, several obstacles are still found, such as the lack of guidance of KSOP officers in using the new system and the lack of socialisation from the city authorities to service users (agents). Dress and adornment are essential parts of daily life. In the hierarchical society of ancient China, they served not only the basic functions of protecting and adorning the body but also of maintaining hierarchy and upholding authority. This was also the case during the Song Dynasty. The court upheld dress and adornment system and imposed legal standards on the dress and adornment of different social strata with great strictness, employing ritual law to ensure a clear "hierarchy of social rank and dress and adornment." However, such a rigid and uncompromising system often clashed with private interests and property, leading to its ultimate disruption. Dress and adornment would gradually evolve to become an individual expression of one's taste, wealth, social status, and values, slowly breaking through the class barriers separating the noble and humble, and permeating various social strata of the Song Dynasty. In light of the development of the digital economy, new ways for transforming a variable plurality of data and especially systems for their implementation are becoming especially topical. If the ways can be different, so the system must have a row of typical features as in constructive device, so in interactive principle of action. Article is devoted to the description of the created system for implementing the matrix-digital way of transforming a variable plurality of data. In course investigation the typical constructive device of the system was developed, including web-server, proxy-server, server databases, server MySQL, computing server, application server of digital transformation of data, application server of analysis and synthesis, application server of the target appointment, file server; and more optimal software of these servers was defined. For example, the features of the interactive action of the created system were considered, when six temporal networks of subsystems were formed in general network of the system for the performance of each of six stages of the way of the transforming data. The interaction of servers with each other in general network through networks of several subsystems allows to unload and systematize flows of the data which is arriving to each server and come out of it. It is very important, since allows to increase speed of the operational processes at performing the way of transforming data and productivity system. Innovations in digital platforms have led to strategic innovations of digital services which are exchanged between digital organizations and their customers. There are significant flows, not only of information, but also of innovation from digital platforms to services through a strategic innovation system. But how and why the flows shape the system are under-explained in the literature. This paper explores these innovation flows in two Ghanaian small-medium enterprises. It aims to explain the flows in order to contribute knowledge of a strategic innovation system which extends previous knowledge of strategic information systems. The explanation is that the stragic innovation system is shaped by innovation flows because of three types of adaptabilities: cognition, software production, and service provision. These adaptabilities are moderated respectively by leading and mutual learning, technologizing and liberating, and customer learning and relating. The conventional evaluation methods for the state of agricultural environmental geological system mainly use the support vector regression (SVR) model to process the evaluation samples, which is vulnerable to the influence of the sensitive loss function, resulting in the high difference of the evaluation entropy. Therefore, a new evaluation method for the state of agricultural environmental geological system needs to be designed based on the optimized particle swarm optimization algorithm. That is to say, combining with the evolution process of regional agricultural environmental geology, the accurate state evaluation target is selected, the state evaluation system of agricultural environmental geology system is constructed, and the state evaluation model of agricultural environmental geology system is designed combined with the optimized particle swarm optimization algorithm, so as to complete the state evaluation of geological system. The results demonstrated the suggested methodology assesses the state of an agricultural environmental geological system. Key factors included soil texture (0.254), soil nutrient (0.118), and soil pH (0.256). It showed that the designed evaluation method of agricultural environmental geological system state based on optimized particle swarm optimization algorithm has good evaluation effect, reliability and certain application value, and has made certain contributions to the formulation of reasonable agricultural ecological protection scheme. The number of informants in this study was 6 (six) people, including people who use the Batu City BATT information system. The research method used is a qualitative descriptive approach with data collection techniques used is the Milles and Huberman model which asks open interview questions with informants and refers to grand theories. The data inspection technique used is data triangulation. The results showed that the implementation of the BATT information system was appropriate to support the government's performance in realizing fast, precise, efficient services and to manage existing resources and encourage the Government in developing the BATT information system as an E-government-based system and is a mandate from the central government to each regional government in developing their regions by building an electronic-based government system (E-government) to improve services and accelerate the management of existing resources for mutual prosperity and progress. In this paper, the energy efficiency evaluation system of the crude oil gathering and transportation system in an oilfield in western China is established. Combined with the big data analysis method, the GA-BP neural network is used to establish the energy efficiency index prediction model for crude oil gathering and transportation systems. The comprehensive energy consumption, gas consumption, power consumption, energy utilization rate, heat utilization rate, and power utilization rate of crude oil gathering and transportation systems are predicted. Considering the efficiency and unit consumption index of the crude oil gathering and transportation system, the energy efficiency evaluation system of the crude oil gathering and transportation system is established based on a game theory combined weighting method and TOPSIS evaluation method, and the subjective weight is determined by the triangular fuzzy analytic hierarchy process. The entropy weight method determines the objective weight, and the combined weight of game theory combines subjectivity with objectivity to comprehensively evaluate the comprehensive energy efficiency of crude oil gathering and transportation systems and their subsystems. Finally, the weak links in energy utilization are identified, and energy conservation and consumption reduction are improved. The developed spatial (3D) orbital gyrocompass allows performing all the necessary functions of angular orientation of a spacecraft relative to the orbital coordinate system. In this regard, it is no different from the astronavigation system (ANS), except for the use of different types of external information sensors. In the first case, it is the Earth orientation device; in the second case, it is the star sensor. Each system has its advantages and disadvantages. The advantage of the ANS is higher orientation accuracy. The undeniable advantage of the 3D gyrocompass is the ability to control the orientation of the spacecraft for an extended period without using ballistic data. The sufficiently high functionality of the 3D gyrocompass makes the orientation system built on its basis quite competitive with astronavigation-based orientation systems. Safety-critical systems used in applications that demand high levels of dependability, efficiency, and fault-tolerance often use sequential logic circuits in its design and implementation. The safety-critical digital system typically uses latches, flip-flops, and other memory elements, which are prone to the effects of natural faults and single event upsets (SEUs) caused by radiation-induced effects. The faults can lead to subsystem failures due to the continuous advancement in the realization of the small size transistor. To design a reliable digital-based system, it is essential to develop new faulttolerance approaches that are integrated into the design of sequential logic circuits. This work proposes a novel fault-tolerant approach based on the redundancy of sequential logic circuit, which consists of a variety of design components, D flip-flop storage elements linked to a fault injection unit, a duplicate modular redundancy, and data monitoring units with a switching circuit. The experimental simulation results using a five-state Markov chain analysis model prove that the proposed fault-tolerant system can achieve 0.99999998 for reliability of the fault detection coverage (C) which equal to 0.99999. Finally, we believe that using this new approach of fault-tolerance and redundancy would improve the dependability and reliability of next generation safety-critical applications. This study aims to develop, evaluate, and improve a polygeneration system that combines solar and Brayton cycle technologies and focuses on the sequential integration of heat. In this configuration, the exhaust gases from the Al-Qayyarah gas turbine power plant and the parabolic trough collector (PTC) array generate steam through a high recovery steam generation process. An absorption refrigeration system also supplies the Brayton circuit with low-temperature air. This process is evaluated from a 3E perspective, which includes exergy, energy, and exergoeconomic analyses for two different configurations. These configurations are integrated solar combined cycle (ISCC) with and without absorption systems (ISCC and ISCC-ARC). In addition, a comprehensive analysis was carried out to assess the impact of critical factors on the output generated, the unit cost of the products, and the exergy and energy efficiency for each configuration. The results revealed that the power produced by the ISCC-ARC and ISCC systems is 580.6 MW and 547.4 MW, respectively. Accordingly, the total energy and exergy efficiencies for the ISCC-ARC are 51.15% and 49.4%, respectively, while for the ISCC system, they are 50.89% and 49.14%, respectively. According to the results, the total specific costs for the ISCC-ARC system increased from 69.09 $/MWh in June to 79.05 $/MWh in December. ISCC's total specific costs also fluctuate throughout the year, from 72.56 $/MWh in June to 78.73 $/MWh in December. [ABSTRACT FROM AUTHOR]

The article proposes a spatial model of an exoskeleton for the human musculoskeletal system, represented by three movable links of variable length and two-point masses. The stiffness of the links is controlled by changing the voltage supplied to the magnetic rheological fluid, which fills sections of variable length. The model can be used to develop comfortable exoskeletons, the kinematic characteristics of which are close to the kinematic characteristics of the human musculoskeletal system. The model dynamics equations are constructed using local coordinate systems. The required laws of change of generalized coordinates are specified by the equations of program constraints that determine the dependence of differentiable periodic functions on time. Control moments and longitudinal forces are determined by methods of solving inverse dynamics problems and are realized by changing the magnetic field strengths, which affect the change in the stiffness of the magnetic-rheological fluid. The magnetic field strengths that control the stiffness of the link are implemented by step functions. An animation of the movement of the mechanism has been synthesized, showing the adequacy of the proposed modeling procedure. The constraints of the links are modeled by joints and motors that implement the necessary rotational motion. In cooperative simultaneous wireless information and power transfer (SWIPT) nonorthogonal multiple access (NOMA) downlink situations, the current research investigates the total throughput of users in center and edge of cell. We focus on creating ways to solve these problems because the fair transmission rate of users located in cell edge and outage performance are significant hurdles at NOMA schemes. To enhance the functionality of cell-edge users, we examine a two-user NOMA scheme whereby the cellcenter user functions as a SWIPT relay using power splitting (PS) with a multiple-input single-output. We calculated the probability of an outage for both center and edge cell users, using closed-form approximation formulas and evaluate the system efficacy. The usability of cell-edge users is maximized by downlink transmission NOMA (CDT-NOMA) employing a SWIPT relay that employs PS. The suggested approach calculates the ideal value of the PS coefficient to optimize the sum throughput. Compared to the noncooperative and single-input single-output NOMA systems, the best SWIPT-NOMA system provides the cell-edge user with a significant throughput gain. The study attempted to look beyond the pre-Islamic discourse in the Mu’allaqat of Zuhair bin Abi Salma and Tarfa bin Al-Abd, aiming to reveal the rhetorical political system which leads to obtain the appropriate societal acceptance or rejection, and the effect on the life of the discourse producer or the poet. The study chose two poets who are different in terms of their styles, and their social and political status. It focuses on this difference’s impact on the systematic discourse, the tribal response, in addition to the political end of both of their lives, based on their systemic awareness in their Mu’allaqat. The study included a theorization concerned with the cultural system, its nature, characteristics, and the conditions of the systemic function. It focuses on criticism and its relationship to politics and the task of the critic, in addition to an execution for this analogy on the two Mu’allaqat, on the technical level of the introduction to the poem and the relationship of this level to the discourse for which it was produced.

Subject of the Research: The creation of an intelligent assistance system for people with visual impairments. Nowadays, the task of developing effective intelligent assistance systems that allow people with vision problems to achieve maximum independence is important and relevant, as existing systems have a number of drawbacks, such as limited autonomy, limited integration with other devices and systems, limited analysis of dynamic obstacles, and limited user feedback capabilities, which in most cases are restricted to voice guidance. Objective: The objective of this work is to create a generalized functional model of an intelligent assistance system for people with visual impairments, which has enhanced autonomy, integration with other devices and systems, the ability to analyze dynamic objects and predict their movement trajectory, and provide diverse feedback to the user. Tasks: To achieve the set objective, the following tasks were accomplished: a generalized functional model of the proposed intelligent assistance system for people with visual impairments was created; the functional dependencies of the components of the developed model were substantiated; a review of the basic modules of the proposed system model was conducted. Methods: The methods used include functional modeling methods and system analysis methods. Results: The following results were obtained: a functional model of an intelligent assistance system for people with visual impairments was proposed. This system surpasses existing analogs in a number of functional capabilities: detection of static and dynamic obstacles with prediction of dynamic obstacles’ movement trajectory, the ability to operate in various conditions (indoors, outdoors, in light or dark, in different weather conditions), support for integration with other systems and devices, and a high level of autonomy. Conclusions: The developed system model has enhanced autonomy, integration with other devices and systems, the ability to analyze dynamic objects and predict their movement trajectory, and provides diverse feedback to the user.

This article offers some reflections on some features of human consciousness that are in need of an explanation. I wish to see if these features could be understood as solutions to design problems, solutions arrived at by evolution, but also, in the individual, as a result of a process of unconscious self-design. I consider this issue in the context of work in AI on the attempt to design intelligent robots – not “bed-ridden” expert systems, but systems that have to act in real time in the real world. How then does one partition the task of the robot so that it is apt to make reliable real time decisions? Any real, finite deliberator must partition the states of its world in such a way as to introduce the concept of possibility. This idea of partitioning the world into “possible” alternatives that remain “open” is very clearly the introduction of a concept of epistemic possibility. The article concludes with some reflections on the Frame Problem.

Prevention and reduction of food waste production, food waste conversion into energy and products as well as the proper disposal are sequential processes in the food system. Technological standards and a legal framework for food waste recycling, as well as amendments to the relevant legal acts - both national- and municipal-level ones - have been made in Latvia. In addition, the compliance with the European Waste Classification for Statistics have been verified and the participation of nongovernmental organizations have been promoted. Consumer education, financial stimuli, technical support, public awareness and tracking and reporting strategies are applied in Latvia. The present research aims to briefly review the objectives achieved and the respective future plans in order to reduce food waste and increase the proportion of recycled food waste in Latvia. The research is based on a content analysis and expert interviews. The largest challenge to waste sorting is to ensure that the quality of the waste sorted allows the food waste collected to be recycled. In 95% cases, the biological waste sorted is of poor quality and cannot be used for high-quality compost. Food waste is managed differently across municipalities. By motivating and stimulating households, the number of those sorting biological waste could increase, driven by both environmental conviction and economic rationalism. Overall in Latvia, the food waste management system is strictly regulated for companies, yet it is not profitable enough for households to prepare compostable material from food waste. The drainage pipeline network constitutes a critical component of municipal infrastructure. Effective inspection of drainage pipelines is crucial for maintaining urban functions. However, manual inspection methods are inefficient and prone to error. To address this, an intelligent system for detecting, tracking and managing defects in drainage pipelines using YOLO-DeepSort (YOLO-DS) is proposed for automated defect information collection. Initially, YOLOv7 is employed to train the defect detection model, achieving a mean Average Presion (mAP) of 91.1% and processing at 172 frames per second (FPS). Subsequently, the YOLO-DS detection-based tracking algorithm is utilized to track defects in the pipeline video. Moreover, within the tracking framework, an innovative fusion module combining detection and ReID features enhances cross-frame matching robustness. Under conditions of lens rotation, jitter, and blur, the system achieves confidence levels exceeding 87% for potholes, 78% for misalignments, and 80% for obstructions, respectively, demonstrating strong robustness. Lastly, the detection and tracking algorithms are integrated into the information management platform. The management platform facilitates intelligent identification and counting of pipeline defects, and includes a professional communication module for automatic generation drainage pipeline health assessment reports, thereby streamlining manual inspection processes and saving assessment time.

To tackle these issues, global industrial, academic, and standards organizations are actively researching on sixth generation (6G) wireless communication systems. 6G networks are envisioned as a transformative shift in the interactions between the physical, digital, and human realms, paving the way for a pervasive human-centered cyber-physical world. 6G is positioned to be a platform that offers communication and beyond communication services considering both performance and value centric technological development approaches. In this paper, we present the way forward towards the design of 6G endto-end (E2E) system as a consolidated view of leading industry stakeholders and academia in the European level 6G flagship project Hexa-X-II. We discuss the key challenges with 5G and how 6G is expected to tackle those by introducing new technological innovations and supporting novel use case requirements. We provide a comprehensive methodology for the design of a 6G E2E system including ten principles, a blueprint, and a structured design process. The architecture design principles prioritize environmental sustainability, digital inclusiveness, and trustworthiness, considering their impact on the 6G E2E system. The blueprint is described corresponding to the infrastructure, network centric application, and application layers, as well as the pervasive functionalities and the relevant technological innovations. Following the design principles and the system blueprint, the design process is demonstrated as two-way approaches (i.e., 1) key performance and value indicators based design process. 2) top-down versus bottom-up alignment process) through the lens of a collaborative robot use case. Through this use case, a special attention is given to the technological enablers that cover management and orchestration functionalities and their 6G enhancement to go beyond the limitations characterizing the previous network generation. In addition, virtual modelling aspects related to digital twining and simulations for 6G E2E system design are also discussed.

G. Klir proposed to describe the behavior of complex systems using behavior functions (BFs) - invariant constraints on the set of system states. BFs are one of the most productive tools for studying the functioning of systems. To study systems, it is necessary to have a metric for measuring of the difference between two BFs. To describe BFs modern researchers do not use distributions other than probability or possibility. But these distributions can be considered as special cases of Sugeno fuzzy measures, the use of which greatly expands the possibilities in the study of systems. However, metrics to measure the difference between fuzzy measures have not been developed. Therefore, in this article, the authors proposed a new metric and an algorithm for its calculation for the case when BFs are described by Sugeno fuzzy measures. This metric is based on the Cartesian product of fuzzy measures and the use of our proposed concentration function. The metric makes it possible to compare the behavior of systems in the case of describing BFs by Sugeno fuzzy measures with different modalities, as well as to ensure the priority of taking into account the set of the most significant states of the system.

The ability of political power to be deployed on several levels of governance is a key element of public administration, insofar as it enables the various needs of the population to be met. However, conflicts of competence, jurisdiction or vision can arise when it comes to articulating these different levels of management or intervention, particularly when policies with a broader scope are applied to local situations, thus proving ill suited to the realities experienced on the ground. This essay, with an example in the province of Quebec, illustrates how the provincial and municipal levels of governance—each with differing visions and objectives—are confronted with dilemmas respecting the constraints imposed by their levels of government. Through a systemic point of view, I show how intertwining systemic levels can produce conflicts since each has its own logic. This is explained with the example of a text-based mediated organization conducted by the “Programme d’appui aux collectivités” (PAC). The essay also identifies some challenges faced by civil servants working at two different levels of government as well as the place of the idea of resilience, and proposes recommendations.

Abstract Over the years, the demand for transportation has experienced a consistent rise, which has exacerbated a multitude of issues including environmental, visual, and noise pollution, congestion, land use conflicts, and various other related challenges. In this regard, the pursuit of alternatives aimed at mitigating these adverse effects stands as a priority for governments and policymakers. Consequently, inland waterway transport (IWT) emerges as an appealing solution, due to its advantages across the social, environmental, and economic considerations. However, in relation to IWT the concept of sustainable development is insufficiently investigated. The objective of this paper is to undertake a comprehensive review of how the concept of sustainable development is addressed and applied within the framework of IWT systems. To achieve this goal, a systematic literature review was meticulously conducted, utilizing three academic databases (Scopus, Google Scholar, and EBSCO). The review process yielded a total of 51 papers that proved to be pertinent and relevant to the subject matter. The comprehensive literature review facilitated the delineation of the principal elements, factors, and characteristics of the IWT system, as well as the primary drivers for its sustainable development. However, the implications for further research were identified, such as a comprehensive examination of each case due to the distinct geographical, social, economic, and political conditions inherent to each individual basin. That is essential for understanding the unique barriers present within each context and for formulating viable solutions aimed at fostering and incentivizing the sustainable development of IWT systems.

Abstract Background The ongoing evolution of the Next Generation Sequencing (NGS) technologies has led to the production of genomic data on a massive scale. While tools for genomic data integration and analysis are becoming increasingly available, the conceptual and analytical complexities still represent a great challenge in many biological contexts. Results To address this issue, we describe a six-steps tutorial for the best practices in genomic data integration, consisting of (1) designing a data matrix; (2) formulating a specific biological question toward data description, selection and prediction; (3) selecting a tool adapted to the targeted questions; (4) preprocessing of the data; (5) conducting preliminary analysis, and finally (6) executing genomic data integration. Conclusion The tutorial has been tested and demonstrated on publicly available genomic data generated from poplar (Populus L.), a woody plant model. We also developed a new graphical output for the unsupervised multi-block analysis, cimDiablo_v2, available at https://forgemia.inra.fr/umr-gdec/omics-integration-on-poplar , and allowing the selection of master drivers in genomic data variation and interplay.

The asymptotic stability of the convex linear combination of continuous-time and discretetime linear systems is considered. Using the Gershgorin theorem it is shown that the convex linear combination of the linear asymptotically stable continuous-time and discretetime linear systems is also asymptotically stable. It is shown that the above thesis is also valid (even simpler) for positive linear systems.
