São Bernardo do Campo, 2021 O objetivo desta pesquisa é investigar os efeitos das proposições políticas ideológicas conservadoras contemporâneas nas práticas escolares dos profissionais do magistério da rede pública municipal de São Paulo. A pesquisa se justifica pela crescente tentativa de censura aos professores e pelo fortalecimento destas ideias na política brasileira e em alguns países do mundo. É uma pesquisa de caráter qualitativo exploratório, utilizando-se de técnicas da abordagem etnográfica para a coleta de dados para assegurar mais conforto e confiança aos participantes desta pesquisa. Realizou-se questionários aplicados para os profissionais da educação, entrevistas, relatos de informantes e observação-participante. Todos estes procedimentos foram registrados em Diário de Campo. Como achados desta pesquisa, identificamos práticas escolares de autocensura por receio de constrangimentos, práticas de censura da comunidade escolar para dentro das escolas, entre profissionais da educação, de estudantes para com seus professores. Os temas geradores de acusações são, no geral, temas ligados às pautas democráticas de direito, como identidade de gênero e sexualidade, culturas africanas, entre outras. Encontramos diversidade nos encaminhamentos das direções escolares diante destes casos, bem como reações diferentes destes profissionais. Para discussão do tema, realizamos pesquisa bibliográfica destacando o conservadorismo como reação às demandas democráticas nas últimas décadas no Brasil e produzimos análise documental dos Projetos de Lei da Comissão Especial Escola sem Partido, sistematizando os conteúdos mais frequentes, a saber, ideologia de gênero, neutralidade do professor e Estado e precedência da família. Buscamos compreender com isso quais são os fundamentos teóricos e ideológicos destas proposições e os sujeitos proponentes dos projetos de lei conservadores. Discutimos que as ideias conservadoras atuais foram possíveis de se fortalecerem pela consolidação do neoliberalismo vigente há décadas no Brasil, em especial nas políticas educacionais e com a ascensão de Jair Bolsonaro à presidência da República. Concluímos, no entanto, que o atual conservadorismo não é hegemônico na sociedade e na educação, encontrando-se em estágio de grande disputa em vários espaços sociais, adotando práticas de censura, constrangimentos e desvalorização dos sujeitos da educação. Nestas disputas, emergem resistências, alianças e práticas que preservam vivo o sentido democrático e transformador da educação. This research aims to investigate the effects of contemporary conservative ideological political propositions on school practices of magisterium professionals in the municipal public grid of São Paulo. The research is justified by the growing attempt to censor teachers, strengthening of these ideas in Brazilian politics and in some countries around the world. It is an exploratory qualitative research, using techniques of the ethnographic approach for data collection, in order to ensure more comfort and confidence to research participants. Questionnaires were applied to education professionals, interviews, report of informants and participant observation. All these procedures were registered in the Field Diary. As findings of this research, we identified school practices of self-censorship for fear of embarrassment, practices of censorship from the school community into schools, among education professionals, from students towards their teachers. The topics that generate accusations are, in general, topics linked to democratic agendas of law, such as gender identity and sexuality, African cultures, and so on. We discover diversity in the referrals of school boards in face of these cases, as well as different reactions from these professionals. In order to discuss the topic, we carried out bibliographic research highlighting conservatism as a reaction to democratic demands in Brazil in recent decades and produced a documental analysis of the Law Projects of the Apolitical School Special Commission, systematizing the most frequent contents, namely, gender ideology, teacher and State neutrality, family precedence. Having this we seek to understand what are the theoretical and ideological foundations of these propositions and the tenderers of the conservative bills. We argue that the current conservative ideas were possible to be strengthened by the consolidation of the neoliberalism that has been in force for decades in Brazil, especially in educational policies and with the rise of Jair Bolsonaro to the presidency of the Republic. We conclude, however, that the current conservatism is not hegemonic in society and in education, finding itself in a stage of great dispute in several social spaces, adopting practices of censorship, embarrassment and devaluation of the subjects of education. In these disputes, emerge resistances, alliances and practices that keep alive the democratic and transformative sense of education.
