This work describes the implementation of optimization techniques based on control theory for complex aircraft configurations. Here control theory is employed to derive the adjoint differential equations, the solution of which allows for a drastic reduction in computational costs over previous design methods (13, 12, 43, 38). In our earlier studies (19, 20, 22, 23, 39, 25, 40, 41, 42) it was shown that this method could be used to devise effective optimization procedures for airfoils, wings and wing-bodies subject to either analytic or arbitrary meshes. Design formulations for both potential flows and flows governed by the Euler equations have been demonstrated, showing that such methods can be devised for various governing equations (39, 25). In our most recent works (40, 42) the method was extended to treat wing-body configurations with a large number of mesh points, verifying that significant computational savings can be gained for practical design problems. In this paper the method is extended for the Euler equations to treat complete aircraft configurations via a new multiblock implementation. New elements include a multiblock-multigrid flow solver, a multiblock-multigrid adjoint solver, and a multiblock mesh perturbation scheme. Two design examples are presented in which the new method is used for the wing redesign of a transonic business jet.

The Small College Consortium is a project funded under Title III of the Higher Education Act of 1965 for developing institutions. Under the project, technical assistance and financial resources were provided to 54 colleges to learn to use new techniques and processes to overcome weak areas of their institutions. The evaluation covers the fiscal year 1976-77 and has three purposes: (1) to assess the programs of participating institutions in fulfilling the objectives of the project; (2) to provide additional insight into the developmental process; and (3) to identify procedures used by colleges to assure accountability. Part one of the evaluation presents the results of a survey conducted in May 1977 and supplementary materials. The survey gathered specific data from the institutions, evaluations by college presidents, and responses by the project's on-campus coordinator or representative. This was supplemented by a review of institutional growth plans and staff papers in the consortiums' Washington, D.C. office. The information in part one covers institutional health, college evaluation, project activities, the Washington, D.C. office, and project accountability. (MSE)

Characteristics of student financial aid systems are reported and a framework for evaluating student financial aid systems and classifying major data processing designs is presented. The goals of a student financial aid system are discussed, including improved service to students, increased utilization of available funds, compliance with regulations and policies, and reduced costs. Reasons for automating student aid processing, such as to cope with workload increase, are examined and the basic functions of the system are identified. Areas of systems design--including methods of processing, basic systems designs, modes of data processing, and on-line applications--are surveyed. The relationship of student financial aid systems to other institutional systems and inter-system communication and database integration is examined. The file structure of the system, including alternative approaches for file storage is reviewed. Twenty-one charts illustrate various phases of the systems design. (PHR)
