Abstract

A two-dimensional (2D) Weyl semimetal featuring a spin-polarized linear band dispersion and a nodal Fermi surface is a new topological phase of matter. It is a solid-state realization of Weyl fermions in an intrinsic 2D system. The nontrivial topology of 2D Weyl cones guarantees the existence of a new form of topologically protected boundary states, Fermi string edge states. In this work, we report the realization of a 2D Weyl semimetal in monolayer-thick epitaxial bismuthene grown on SnS(Se) substrate. The intrinsic band gap of bismuthene is eliminated by the space-inversion-symmetry-breaking substrate perturbations, resulting in a gapless spin-polarized Weyl band dispersion. The linear dispersion and spin polarization of the Weyl fermion states are observed in our spin and angle-resolved photoemission measurements. In addition, the scanning tunneling microscopy/spectroscopy reveals a pronounced local density of states at the edge, suggesting the existence of Fermi string edge states. Abstract

Under in-plane uniaxial stress, the largest Fermi surface sheet of the correlated metal Sr$_2$RuO$_4$ undergoes a Lifshitz transition from an electron-like to an open geometry. We investigate the effects of this transition on transport through measurement of the longitudinal resistivity $\rho_{xx}$ and the Hall coefficient $R_\text{H}$. At temperatures where scattering is dominated by electron-electron scattering, $R_\text{H}$ becomes more negative across the Lifshitz transition, opposite to expectations from the change in Fermi surface topology. We show that this change in $R_\text{H}$ is explainable only if scattering changes throughout the Brillouin zone, not just at the point in $k$-space where the Lifshitz transition occurs. In a model of orbital-dependent scattering, the electron-electron scattering rate on sections of Fermi surface with $xy$ orbital weight decreases dramatically. On the other hand, at temperatures where defect scattering dominates $\rho_{xx}$ and $R_\text{H}$ are essentially constant across the Lifshitz transition., Comment: 9 pages, 10 figures

344. Seeking Solutions though the Mirror of Finnish Experience: Policy Recommendations for Regional University Transformation in China

Abstract

China has recently launched a radical reform to transform over 600 regional universities into application and technology oriented institutions. The reform is a response to diverse labour market demands, regional economic development and the suboptimal structure of the higher education system, and uses international experiences as a reference. While China is still struggling to identify proper international models to follow, this article offers a potential candidate--Finland, with respect to Finnish experiences recommendations for the Chinese reform are discussed and elicited. The analysis flows from discussions in a series of seminars and workshops held in Finland and China in 2014. This article argues that the Finnish experience is of relevance to Chinese regional university transformation, notwithstanding the huge difference in scale.

345. Factors Affecting the Quality of Engineering Education in the Four Largest Emerging Economies

Abstract

A huge increase in engineering graduates from the BRIC countries in recent decades potentially threatens the competitiveness of developed countries in producing high value-added products and services, while also holding great promise for substantially increasing the level of global basic and applied innovation. The key question is whether the quality of these new BRIC engineers will be high enough to actualize this potential. The objective of our study is to assess the evolving capacity of BRIC higher education systems to produce qualified engineering graduates. To meet this objective, we compare developments in the quality of undergraduate engineering programs across elite and non-elite higher education tiers within and across each BRIC country. To assess and compare the quality of engineering education across the BRIC countries, we use multiple sources of primary and secondary data gathered from each BRIC country from 2008 to 2011. In combination with this, we utilize a production function approach that focuses on key input-, process- and outcome-based indicators associated with the quality of education programs. Our analysis suggests that in all four countries, a minority of engineering students receives high quality training in elite institutions while the majority of students receive low quality training in non-elite institutions. Our analysis also shows how the BRIC countries vary in their capacity to improve the quality of engineering education.
