Several recent deals by Conrad Black's Hollinger publishing group have raised questions about the Canadian government's media policy. The policy has been to restrict the foreign ownership of domestic newspapers, but the government has hinted that this may change. Canadian Conrad Black is now the controlling shareholder in over half of the daily papers in Canada, and Hollinger is the third largest newspaper chain in the world. The government has indicated it could review income tax rules restricting tax deductions on advertising to publications with a domestic shareholding of at least 75%.
